CONSUMER PRICE INDEX: New Series for updation of Base of CPI(Industrial Workers) proposed
Background of CPI-IW series:

The CPI-IW series on scientific lines was first introduced with base 1960=100 which was based on the results of Family Living Survey conducted in 1958-59 at 50 industrially important centres. The series was then, updated on base 1982=100 and a revision in 1999-2000 has further updated the base on 2001=100. The current series of CPI-IW  with base year 2001=100 covers 78 industrially important centers spread across the country.

Need for Base Updation:

The consumption pattern of the working class population undergoes change over a period of time and therefore, it becomes necessary that the consumption basket is updated from time to time to account for these changes and to maintain the representative character of the index. The need for frequent revision of base on account of fast changing consumption pattern of the target group has been recommended by International Labour Organisation, National Statistical Commission, National Commission on Labour and also Technical Advisory Committee on Statistics of Prices and Cost of Living. Also this recommendation was strongly reiterated by the Index Review Committee set up under the Chairmanship of Prof. Chadha which inter-alia stated that the intervening gap between the two series should not exceed 10 years. Labour Bureau accordingly, has proposed to revise the base year of the existing CPI-IW series 2001=100 to a more recent base year preferably, 2013-2014=100.

Scope and Coverage:

The current series of CPI-IW with base 2001=100 was constructed on the basis of employment data in seven sectors namely, Registered Factories, Mining, Plantations, Ports & Docks, Public Motor Transport, Electricity Generation & Distribution Establishments and Railways sector. The current series comprises of a basket of about 370 items and 289 price collection markets spread across 78 centres of the country. In the existing series, the Working Class Family Income & Expenditure Survey was conducted during 1998-99 by the NSSO and a sample size of 41040 family budget schedules and 15960 house rent schedules (i.e. about a total of 57000 schedules) were canvassed from 78 industrially important centres of the country. The price collection work was done by the Labour Bureau and the main survey work of income & expenditure data collection was conducted by NSSO.

In line with the recommendations of Index Review Committee (IRC), the possibilities of extending the  scope of the new series to two more additional sectors i.e. Handloom and Construction sectors are being considered. However, Labour Bureau expects an increase in the number of centres from existing 78 centres to around 88-95 centres approximately. Consequently, the total number of family budget enquiry schedules and house rent schedules to be canvassed would increase to 70,000 schedules approximately.

Committees:

i) Standing Tripartite Committee

The Index Review Committee (IRC) headed by Prof. G.K. Chadha recommended for constitution of a Standing Tripartite Committee (STC) of all the stakeholders.  Accordingly Ministry of Labour & Employment constituted a Standing Tripartite Committee (STC) vide order No. Y-12011/5/2010-ESA(LB), dated 12th January, 2011.

The Terms of Reference of the STC formed are as follows:

The Standing Tripartite Committee will

{i}       examine the various aspects of the base year revision of Consumer Price Index Number Series for Industrial Workers {CPI-IW} including the selection of Centres, sample size, sampling design, methodology for deriving the weighting diagram and linking factor;

{ii}      examine the method of price collection procedures and machinery of price collection;

{iii}     examine the centre specific weighting diagrams for all the centres, selection of base year, compilation of base year prices, trial indices; and

{iv}     consider any other relevant issue{s}/matter as may be necessary.

Secretarial assistance to the Standing Tripartite Committee will be provided by the Labour Bureau, Ministry of Labour.  The Committee may also enlist the assistance of subject matter experts within and/or outside the Government and may co-opt members according to necessity.

On the subject cited above, the undersigned is directed to say that provisions relating to the constitution of Managing Committee as contained in chapter VIII of the Green Book have been reviewed, keeping in view various changes which have occurred in status of Canteen employees, provision of funds etc. Accordingly provisions in Chapter VIII of Green Book have been revised. The revised provisions are enclosed. It is also requested that copy of minutes of Managing Committee may also be endorsed to office of Director of Canteens.

2. The Ministry of Agriculture etc. are requested to follow the revised provisions relating to Constitution of Managing Committee.

New series of consumer price index - Base for calculation of Dearness Allowance

Ministry of Labour and Employment, Government of India has decided to prepare a new series of Consumer Price Index for Industrial Workers. For this purpose, Government has set up a Standing Tripartite Committee (STC) to advise the Government on issues pertaining to the Consumer Price Index for Industrial Workers (New Series). The STC will go into details of various parameters that are taken into consideration for updation of the base year such as the weighting diagram, consumption basket, selection of centres, sample size of establishments for price collection etc.

Government has no specific information about the skilled/semi-skilled worker outsourced by the Central Government /State Governments through contractors not being paid as per the CPI. However, the Contract Labour Act, 1970 inter-alia, contains provisions for payment of wages to these category of workers. The contract workers are also entitled to receive minimum wages as notified by the appropriate Governments from time to time.

This information was given by Minister of State for Labour & Employment Shri Kodikunnil Suresh in the Lok Sabha today in reply to a written question.

Subject: Enhancement of amount of Ex.-gratia payable to dependent Family members of the deceased pre-1986 SRPF(C) employees/retirees – regarding.

The amount of ex.-gratia to the surviving State Railway Provident Fund (Contributory) {SRPF(C)} retirees was increased vide this Ministry’s letter No.F(E)III/98/PN1/Ex.Gr./3 dated 15.11.2006. However, the ex.-gratia amount was not increased for the dependent family members of the deceased pre-1986 SRPF(C) employees/retirees.

2.  Now, the President is pleased to enhance the ex.-gratia amount being paid to the widows and dependent children of the deceased SRPF(C) employees/retirees from Rs. 605/- to Rs. 645/- p.m. w.e.f. 04.06.2013. They shall also be entitled to dearness ex-gratia equal to 50% of the enhanced amount of ex-gratia and Dearness Relief, as notified from time to time, on the sums of enhanced amounts of ex-gratia and dearness ex-gratia.

3. The terms and conditions for grant of ex.-gratia and dearness relief will continue to be governed by this Ministry’s letters No. PC-IV/87/Imp/1 dated 30.06.1988 and F(E)III/97PN1/Ex.Gratia/3 dated 31.12.1997 and subsequent letters issued in this regard.

Sub: Norms/Procedure for future Promotion in the Unified Cadre of Track Maintainers.

    Railway Board vide letter No.2010/CE-I(Spl)/GNS/15(Pt.), dated 17.08.2012 have issued instructions for restructuring/reorganizing staffing pattern of Trackmen on Indian Railways. In para 2 of the letter ibid it was indicated that instructions regarding norms/procedure for future promotion in the Unified Cadre of Track Maintainers will be issued by the Establishment Directorate separately.

2.    Accordingly, it has been decided that existing eligibility conditions as applicable to the erstwhile category of Trackman/Trolleyman/Gateman/Watchman/Keyman in Civil Engineering Department (P.Way) in PB-I, Grade Pay  1800 would continue to apply for future promotion to the newly created cadre of Track Maintainers (Grade-III, II & I).

2.1    As regards the mode of promotion in the Unified Cadre of Track Maintainers, the following principle may be adhered to :

The Ministry of Railways (Railway Board) have decided to constitute a Committee to study Pension Disbursement and internal check thereof. The Committee will consist of the following:-

3.    The Headquarter of the Committee will be at New Delhi.

4.    The tenure of the Committee will be for a period upto 30.6.2014.

5.    The Convenor and Members of the Committee shall be eligible to draw TA/DA as admissible under the existing rules.

A press release of PIB Mumbai said that those who missed the deadline of August 5 can still file their income tax returns...

IT Department urges all those tax payers to file their IT Returns, who missed even the extended deadline of August 5.

The Income Tax Department has urged all those tax payers who have not filed their Income Tax Returns, even by the extended deadline of August 5, 2013, to file their returns at the earliest to keep away unavoidable difficulties.

Those who missed the deadline of August 5, 2013 can still file their IT Returns.  If all your taxes are paid and there are no refunds to be claimed it is quite straight and simple. The IT return can be filed before March 31, 2014.  If the return is not filed by March 31, 2014,  there will be a penalty of Rs 5000 that will be levied.  Those with tax dues will have to pay late payment fee leviable for every month of delay since April 2013.

All those with total income of Rs 5 lakh and above and all those having foreign assets have to mandatorily file their IT returns online. More than 1.23 crore tax payers filed their returns online this year. Those with total income less than Rs 5 lakh can file their returns off-line.

While Income Tax Department gives taxpayers certain grace period to file their returns, there are certain disadvantages associated with late filing of IT returns.  Those who file their returns late, can not modify their returns if there are any mistakes. They also can not carry forward any short term and long term losses.

The Department keeps a close watch on transactions and possesses necessary tools to detect tax evasions. A person defaulting in filing returns of income could be liable for prosecution u/s. 276CC of the Income Tax Act, 1961.

Conviction may result in rigorous imprisonment for a term not less than six months but which may extend to seven years and a fine, if the tax liability which has been evaded exceeds Rs 25 lakhs.  In other cases ( tax evasion below Rs.25,00,000/-), a defaulter would be liable for conviction for not less than three months but which may extend to two years and a fine.

It may be recalled that recently, the Additional Chief Metropolitan Magistrate, New Delhi sentenced a tax payer to six months imprisonment in one assessment year and one year imprisonment in subsequent Assessment Year for repeating the offence of not filing return of income.

Health Services New Delhi Office Order No.S.11045/23/2013/CGHS D.II9HEC)/CGHS(p)/(pt) dtd. 15-7-2013 to Invite reference to Ministry of Health & Family Welfare Office Memorandum no.S.11011/23/2009-CGHS D.II/Hospital Cell (Part.IX) dated 14/2/2013 vide which continuous empanelment scheme was initiated for empanelement of private hospitals/diagnostic centers under CGHS.

In response to the O.M. dtd. 14/2/2013 the following hospitals/diagnostic centres have applied for emapanelment under CGHS, Ahmedabad :-

Subject: Appointment of direct recruit Assistants, Central Secretariat Service based on Combined Graduate Level Examination (CGLE), 2012-reg.

The undersigned is directed to nominate the successful candidates recommended by Staff Selection Commission based on the CGLE, 2012 to the various participating Ministries/ Departments (Cadre Units) of Central Secretariat Service as detailed in Annexure.

2. The procedure for joining and imparting training (Foundation Course) to direct recruit Assistants of CSS shall be as per the revised design detailed in this Department O.M. No 7/8/2008-CS I(A) dated 16.10.2012.

3. The Cadre Units shall be responsible for completing the pre and post appointment formalities viz, character and antecedents verification in accordance with the instructions issued from time to time, medical examination etc in respect of nominated DR Assistants. Those candidates who are already in Government servile, their present employers may be requested to furnish copies of Verification/Medical Report The Cadre Units shall issue offers of appointment to the DR Assistants only after completing pre -appointment formalities. In the offer it may be stated in clear terms, inter alia, the mandatory nature of Foundation Course and its direct linkage to their probation period and their subsequent confirmation.

4. The Cadre Units will immediately inform the CS.I Division about the nominated candidates who join the allocated Cadre Units. On their appointment the Cadre Units should immediately enter their complete data in the web based Cadre Management System. The appointed Assistants will be nominated by CS.I Division in batches to the Foundation Course programme at ISTM for a period of 12 weeks Once CS I Division nominates DR Assistants for the training, they shall stand relieved from the concerned Cadre Units. No formal relieving order would be required to be issued by the concerned Cadre Units. It is once again reiterated that the Cadre Units shall indicate in unambiguous terms in the offer of appointment that successful
 completion of training is mandatory for completing the probation by the DR Assistants and their confirmation
.
5. In terms of this Departments OM. No.16/11/1993 dated 26/11/993 if offer of appointment is issued after completion of pre-appointment formalities, the time period allowed to join the post should in no case exceed three months. This condition should also be incorporated in the offer of appointment. After receiving verification and medical reports, the Cadre Units may issue the offer of appointment immediately to the candidates Cadre Units may also pursue the matter with the concerned District Authorities to expedite the matter so as to ensure that the candidates are appointed at the earliest.

6. The original certificates with reference to date of birth and educational qualification etc. shall be verified before appointments are made by the Cadre authorities. Copies of certificates submitted by candidates claiming to belong to the SC/ST/OBCs etc, may also be verified by the Cadre Units concerned.

7. In case of any doubt or suspicion as regards the eligibility or otherwise in respect of any of the recommended / appointed candidates, concerned administrative Ministry/ Department may correspond with the Staff Selection Commission giving therein complete details for getting such case(s) enquired through appropriate Government Agency.
