House Building Advance Reduced from 8.5% to 7.9% for a Period of One Year

The rate of interest on House Building Advance [HBA] has been reduced from existing 8.5% to 7.9% for a period of one year, irrespective of the loan amount of HBA. This will be with effect from 01st October 2019.

HBA is admissible to permanent employees and all those temporary employees also who have rendered 05 years of continuous service.

The Ministries/ Departments are delegated powers to sanction House Building Advance to their employees in accordance with the HBA rules.

The scheme of HBA to Central Government Employees is aimed as a welfare measure providing assistance to the Government employees to construct/ acquire house/ flats of their own.

Sub: Revision in the rate of Ration Money Allowance in respect of Non-gazetted RPF/RPSF personnel.
In terms of Board’s letter of even number dated 28.02.2017, Non-Gazetted RPF/RPSF personnel were entitled for Ration Money Allowance at par with Central Para Military Force (CPMF) / Central Armed Police Force (CAPF) personnel i.e. @ Rs. 97.85/- per day per head w.e.f. 01.04.2015.

It has now been decided to revise the rate of Ration Money Allowance as follows:

Accordingly, sanction of the Ministry of Railways is hereby accorded post-facto to revise the rate of Ration Money Allowance from Rs. 97.85 per head per day to Rs. 113.67 per head per day from 01.04.2016 to 31.03.2017, to Rs. 116.59 per head per day from 01.04.2017 to 31.03.2018, and to Rs. 117.29 per head per day from 01.04.2018 to 31.03.2019.

The other terms and conditions as stipulated in para 4 of Board’s letter of even number dated 10.06.2009 remain unchanged.

7th Pay Commission latest news today: Around 1.1 crore central government employees are eagerly waiting for the announcement of an increase in their Dearness Allowance (DA). The festive season has virtually started and Dussehra, Diwali and other big holy days are just around the corner. This is the time when everyone celebrates these festivals with pomp and splendour and that includes central government employees too. For this money is required and so far the extra amount from DA has not reached them. They have been waiting for the good news announcing the granting of DA. However, this has not happened so far and today Modi Cabinet meeting is scheduled today will start at evening 06.30 PM of 03rd Oct, 2019.

They were hopeful that it will be announced in last month September 2019, but due to PM’s foreign visit the announcement get delayed. The announcement of the DA hike is made by government usually by mid-September. It is October now and the same has not happened. Now the the same should have happened today in Cabinet meeting scheduled today evening around 6.30 pm as per news sources. and the chances of the 7th pay commission (7th CPC) linked DA hike and Ad-hoc Bonus are to be considered.

Expectations are that the government may announce it by Dussehra in October. The government is expected to announce DA hike of 5% and this translates from between Rs 900 to Rs 12,500 per month increase in salary, depending on the pay levels. The 5% increase in DA of central government employees, if it happens, will be the highest in 3 years. The reason for this is the rise in inflation in AICPIN during January to June 2019. Inflation in the AICPI figures for January to June has risen by more than 5%.

Ad-hoc Bonus for Central Government Employees is also on the cards as PL Bonus to Railways and Defence Employees have already approved. Now, it will also be announced on today and will be great festival gift from the Modi Cabinet to all non-gazetted central government employees.

Sub: Fixation of pay in case of employees who seek transfer to a lower post under FR 15(a) - clarification regarding.

Ref: (i) Letter No. F(E)/II/91/Misc./2 dated 20.08.1999. Op Letter No. F(E)II/ 2009/ FOP/ 1/ Misc. dated 30.11.2009. (iii) Letter No. 2017/F(E)II/3/3/1 dated 06.04.2017.

In the letters referred above, mention has been made “of an employee holding a higher post on regular basis and has completed a minimum period of 24 months in that higher post” / “Government Servant holding a post on regular basis.”

In this regard clarification was sought from the Establishment Directorate, who have clarified as follows:-
“ Vide E(NG)’s letter no. E(NG)1-98/CN5/i. dated 02,08.2001 probation period is now 12 months in each grade (non-gazetted staff). Therefore, for the purpose of protection of pay as circulated by F(E)’s instructions on own request transfer from higher post to _lower post, “regular” service will denote 12 months completion of service (i.e, probation period) in the higher post without any adverse action, unless duration of probation has specifically been provided for a particular post in rules ”.
As mentioned further in Establishment Directorate’s clarification, this will not operate to re-open past /settled cases.
