Subject: Utilisation of the facilities of Central Public Sector Enterprises (CPSEs)- Instructions regarding.
The undersigned is directed to refer to this Department’s OM of even number dated 22nd February, 2010 (copy enclosed) wherein Ministries/Departments were instructed to discontinue the utilization of the infrastructure of any Central Public Sector Enterprises (CPSEs) by the officers/staff in the Government Departments.

The Ministries/Departments are directed to issue instructions to all concerned for not utilizing the infrastructure of any CPSEs by the officers/staff in the Government Departments and that any such use shall attract suitable action against them. If, for any exceptional circumstances, any officer, for a bonafide purpose related with official duties connected with the CPSE entrusted to him, is required to utilize the facility from a CPSE, the Secretary in the Ministry/Department will authorize such usage for specific period after careful assessment of the situation. The above guidelines shall also to be applicable to use of facilities from autonomous organizations under the Government.

2. These instruction may be strictly complied by all the Ministries/Departments.

PROPOSED NEW PAY SCALES MINIMUM (AFTER MERGER) SUBMITTED TO 7TH PAY COMMISSION – INDWF

Oral evidence submitted by National Council (JCM) Standing committee and the VII CPC on 23.03.2015, 24.03.2015 and on 31.03.2015 respectively.

The JCM(NC), JCM Constitutents including INDWF jointly prepared the memorandum on pay Structure, Pay determination, Allowances, leave, women issues, LTC, TA/DA and Retirement benefits etc., on 30.06.2014. Similarly, on behalf of INDWF, we have submitted matters relating to Defence Civilian Employees on service matters on 28.07.2014.

Defence Federations were invited from 30th to 31st march, 2015. INDWF met the VII CPC on 31.03.2015 in the VII CPC office, New Delhi from 1030 HRs to 1200 HRs.

Proposed new pay scales after removal of existing Grade Pay Rs.1900, Rs.2400, Rs.4600 and Rs.8700 in order to reduction of pay scales from 19 to 14.

3rd Cadre Restructuring Committee (CRC) consituted to review the service conditions of the CSSS personnel has submitted its report. The report of the Committee along with its major recommendations and duties of CSSS personnel are attached herewith for information.

Ministry of Health & Family Welfare has accepted the demand of All India CGHS Employees Association to pay uniform allowance in cash to the Group C (Erstwhile Group “D”), Para medical Staff & Drivers in various CGHS Units. Image & Text of the order is given below:-

Sub: Payment of Uniform Allowance in Cash in lieu of uniform to Group C&D employees of CGHS

The undersigned is directed to refer to office memorandum No. 14/8/90-JCA dated 29.06.1990 and 14/8/86-JCA (Vol. III), dated 23.07.1987 regarding supply of uniform to certain identified category of group C&D employees and considering the request of All India CGHS employees Association on the above noted subject, it has been decided to pay Uniform Allowance in cash in lieu of uniform to entitled group C & erstwhile group D employees (now called group C) staff except nursing staff.

2. The scale of payment will be as under.

S.No. Category Amount of Uniform Allowance
1. Group C (Para Medical) Rs. 500/-
2. Erstwhile group D (now group C) including drivers Rs. 2,500/-

3. There will be no change in Payment of Washing Allowance.

4. The Entitled group C and group D (now group C) employee will have to submit undertaking that they would wear complete uniform and penalty by way of withdrawal of uniform allowance would be initiated in case of non compliance in addition to disciplinary action.

5. This issue with the concurrence of integrated finance division, Ministry of Health and Family Welfare vide their diary no. c-2777 dated 27 3.2015

Today (16-04-2015) IBA – UFBU meeting took place wherein all details of proposed new medical reimbursement scheme was discussed.

Scheme will be finalised shortly.

For retirees also we have asked IBA to workout a similar scheme.

In the afternoon discussions on other demands of workmen and officers were discussed.

Next week negotiating committee meeting will be held and pay scales etc. will be discussed.
