EPF Beneficiaries in the Country

As on 31.03.2012, total number of beneficiaries under Employees’ Pension Scheme 1995 are 41.03 lakhs and the amount of pension paid to these pensioners by the Employees’ Provident Fund Organisation (EPFO) is Rs. 4475.45 crores.
A proposal of the Pension Implementation Committee (PIC), a sub-Committee of the Central Board of Trustees, Employees’ Provident Fund (EPF) to enhance the minimum pension under Employees’ Pension Scheme, 1995 to Rs. 1000 is under consideration of the Government.
The Minister of State for Labour & Employment Shri K. Suresh gave this information in reply to a written question in the Rajya Sabha today about the the total number of Employees Provident Fund's pension beneficiaries in the country and amount of pension being paid to them from exchequer; and whether Government will abide by its old promise to enhance their pension amount and if so, by when it is likely to be materialised.

The Supreme Court in the matter of M. Nagaraj case, while upholding validity of the Constitution amendments regarding reservation in promotion to the Scheduled Castes and Scheduled Tribes, has laid down certain pre-requisite conditions for providing reservation in promotion to SCs and STs, namely the State has to see about inadequacy of representation, backwardness of the class and efficiency of administration. To overcome these pre-requisite conditions, the Government proposed to introduce a bill to amend the Constitution. Opinion of the Attorney General of India was sought on the proposed bill and he had not opined that the Bill on the Constitutional amendment for reservation of Scheduled Castes/Scheduled Tribes in promotion in the Government jobs was erroneous.

The Bill aims to amend Article 16(4A) so as to continue with existing provisions of reservation in promotion to the Scheduled Castes and Scheduled Tribes, without any impediment.

This was stated by Shri V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pension and Minister of State in the Prime Minister’s Office in written reply to a question by Shri Yashvir Singh and Shri Neeraj Shekhar in the Lok Sabha today.

The statement was given in the Rajya Sabha in reply to starred question by the Minister of Civil Aviation Shri.Ajit Singh on 4.12.2012 regarding exploitation of passengers by Airlines.

The airfares are not regulated by the Government and the airlines follow dynamic airfare policy.

They offer different fare buckets for each flight. The fare-buckets vary from flight to flight. The airfares are dynamic and they increase with the increase in demand for seats. From September, 2012 the scheduled domestic airlines have introduced a lowest fare bucket for advance purchase.

Scheduled domestic airlines have been asked to display established tariff route-wise and fare category-wise on monthly basis and also to notify noticeable changes to Directorate General of Civil Aviation (DGCA) within 24 hrs. of affecting such a change. The intention behind the above directions is to keep the passengers informed of pricing pattern of airlines.

Further, DGCA also monitors tariff on specific sectors on regular basis.

The Group of Ministers recommended filling up of 3452 critical posts in Prasar Bharati (Doordarshan and All India Radio). Out of these 3452 posts, approval of Ministry of Finance has been obtained for filling up of 1150 posts, in the first phase. The Government has taken the following steps to improve the service conditions of employees of Prasar Bharati.

The Government has recently amended Section 11 of the Prasar Bharati Act, 1990 which provides that all the regular employees belonging to the cadres borne on Akashvani and Doordarshan (AIR and DD) who were recruited before 05.10.2007 shall serve in Prasar Bharati on deemed deputation till retirement and would be entitled to pay and all other benefits admissible to an employee of the Government. The amendment further provides that the employees recruited after 05.10.2007 shall be Prasar Bharati employees.

Departmental Promotional Committees are being held for filling up of vacant promotional posts in AIR and DD

Financial upgradation under Modified Assured Career Progression Scheme has also been granted to the eligible employees.

Subject: Recommendations of the Committee of Experts on Disciplinary & Vigilance Inquiries (Hota Committee).
The undersigned is directed to say that a meeting of Committee of Secretaries (CoS) under the chairmanship of Cabinet Secretary was held on 30.10.2012 on the above subject. The CoS, inter-alia, has recommended for compilation of the action taken by Ministries/Departments in compliance with the OMs/Circulars issued in respect of the recommendations regarding :

  • compliance to the standard check list while sending cases to UPSC for advice )DoP&T's OM No.39011/12/2010-Estt.(B) dated 14th September, 2012);
  • disposal of all pending cases for sanction of prosecution (DoP&T's OM No.372/64/2010-AVD-III dated 23rd December, 2010);
  • deciding all pending disciplinary inquiries (DoP&T's OM No.372/55/2010-AVD-III dated 28th December, 2010).

[A copy of each of the above OMs is enclosed for ready reference]
It is, therefore, requested that action taken on above points in your Ministry/Department pursuant to the aforesaid OMs of DoPT may be sent to this Department within one month from the date of issue of this OM.
