Digital Signatures Under Employees Provident Fund Organisation (EPFO)

The Employees Provident Fund Organisation (EPFO) has not made it mandatory for all employers with more than 1000 workers to send their digital signatures to the EPFO.

However, Employees’ Provident Fund Organisation (EPFO) is implementing the facility for online claim settlement in respect of transfer claims. This facility is optional and the claims can either be filed on line or through physical form. The system will be made operative after digital signature of willing employer or his representative is registered with EPFO. Necessary communication to this effect has already been sent to all employers and the process of registration of digital signature has also begun.

The electronic challan return (ECR) filed by employers show that the number of employees employed by an establishment changes from month to month. However, an analysis of ECR between February, 2013 to June, 2013 suggests that out of 7,43,045 enrolled establishment under Employees’ Provident Fund & Miscellaneous Provisions Act, 1952, 5232 establishment reported more than 1000 contributing members.

Registration of digital signature with EPFO is not mandatory. However, field offices of EPFO have been instructed to make maximum efforts to obtain digital signatures of the employers or their re-presentatives.

This information was given by Minister of State for Labour & Employment Shri Kodikunnil Suresh in the Lok Sabha today in reply to a written question.

(a) & (b) No, Sir. There is no scholarship scheme for the students belonging to any specific category as the Kendriya Vidyalayas are substantially supported by the Government, due to which the fee structure of these Vidyalayas is much lower as compared to other schools.

(c) & (d) Yes, Sir. The Kendriya Vidyalaya Sangathan has laid down the following priorities in granting admissions under the Civil/Defence Sector:-

(i) Children of transferable and non-transferable Central Government employees including ex-servicemen. This will also include children of foreign national officials, who come on deputation or transfer to India on invitation by the Govt. of India.

(ii) Children of transferable and non-transferable employees of Autonomous Bodies/Public Sector Undertakings/Institute of Higher Learning of the Government of India.

(iii) Children of transferable and non-transferable State Government employees.

(iv) Children of transferable and non-transferable employees of Autonomous Bodies / Public Sector Undertakings/Institute of Higher Learning of the State Governments.

(v) Children from any other category including the children of foreign nationals who are located in India due to their work or for any personal reasons. They would be considered only in case there are no Indian Nationals waitlisted for admission.

(a)&(b) The teaching and non-teaching staff of some of the Jawahar Navodaya Vidyalayas (JNVs) had proceeded on strike with effect from 6.02.2013 for fulfillment of various demands relating to their service conditions. The studies of the students were seriously disrupted due to this strike close to the annual examinations and it was of serious concern to the Government as Jawahar Navodaya Vidyalayas have been set up to enable talented students from rural areas to progress at faster pace to compete with their urban counterpart on an equal footing. After detailed discussions with the representatives of various Staff Association of Jawahar Navodaya Vidyalayas, the strike was called off with effect from 15.2.2013 with an assurance to the employees for a sympathetic consideration of all the genuine demands. A list of 23 demands put forward by teaching and non-teaching staff of Jawahar Navodaya Vidyalayas is annexed.

2. The major demand of the employees was for introduction of Pension-cum-GPF Scheme under Pension Rule 1972 for the employees recruited before 1.1.2004. For this inter-ministerial consultations have already been started and are presently at an advanced stage. Some demands related to service conditions like up-gradation of pay scales, sanction of additional posts, some allowances and other miscellaneous demands relating to day to day working conditions of the JNVs.

3. Detailed discussions have already been held by the Ministry and the Navodaya Vidyalaya Samiti with the representatives of the employees. Several demands require consideration by different Ministries/Department of Government of India and Navodaya Vidyalaya Samiti (NVS). 15 of the 23 demands have already been settled.

(a) & (b) : Yes, Sir. As per the University Grants Commission (UGC) Regulations, 2010 on the subject, those teachers who complete their Ph.D. Degree while in service are entitled to 3 non-compounded advance increments if such a Ph.D. is in the discipline of employment and has been awarded by a University complying with the process prescribed by UGC for enrolment, course work, evaluation etc.

(c) to (e) : As MHRD has been informed by UGC, the benefit of three non-compounded advance increments has been extended to the Assistant Librarian / College Librarians but not to the Assistant / College Director of Physical Education of all the Central Universities including the Jamia Millia Islamia (JMI) and the Banaras Hindu University (BHU). However, as reported by JMI, the requests for the grant of advance increments to some of the Assistant Librarians could not be acceded to as they acquired their Ph.D. degrees prior to the notification of UGC Regulations, 2010.

(a)&(b): There are 40 Central Universities (CUs) under the purview of this Ministry. The CUs follow the Government’s reservation policy for the Scheduled Castes (SC) and the Scheduled Tribes (ST) in teaching and Group ‘A’ and ‘B’ non-teaching posts and State Government’s reservation policy for remaining non-teaching posts. The CU-wise percentage of SCs and STs, in teaching and non-teaching posts, is given in the Annexure.

(c): The Central Educational Institutions (Reservation in Admissions) Act, 2006 provides for 15%, 7.5% and 27% reservation for the admission of SC, ST and OBC students, respectively, subject to exemptions provided in the Act. Some of the CUs have achieved their specified quota of reservation in admission, while others have not.
(d): The year-wise number of SC/ST students admitted in the CUs is as under:

Subject: Portability of PRAN – NPS Lite/Swavalamban to NPS – All Citizen Model and other sectors

There were several requests from NPS Lite/Swavalamban subscribers seeking porting of their PRANs from NPS Lite/Swavalamban to the All Citizen Model of NPS(UOS). PFRDA after examining the matter has approved the shifting/porting of NPS/Lite/Swavalamban accounts to NPS-All Citizen model and other Sectors through an Inter platform shift process which is detailed as below:

1. The subscriber has to submit the following documents to the new nodal office (POP/PAO/DDO etc) who in turn will process the application and forward the document to CRA.

a. Duly filled in Inter platform shift (IPTR-1) form along with the duly filled in registration form of the sector to which he wishes to migrate

b. Submit the PRAN already issued and in absence of PRAN has to provide a notorised affidavit as to the reasons for non-submission.

2. CRA upon receipt of request would initiate the process for creation of new Permanent Retirement Account (PRA) with new PRAN for the subscriber on the target platform and disable the earlier PRAN of the subscriber in the system. The earlier/old PRAN would not be allotted to anybody else in the system. Also, the earlier record would be tagged to the new account for audit trail as well as for knowing information like if the subscriber has availed Swavalamban benefit under the earlier PRAN or not etc.

3. CRA would issue necessary instructions for monetization of the accumulated corpus in the old/earlier PRAN and also necessary instructions for crediting of such accumulated corpus received upon monetization into the new PRAN account. The entire activity would be a controlled activity from CRA end.

4. There would not be any requirement of providing KYC documents once again by the subscriber, if the same have been submitted/collated at the time of subscriber registration under NPS already and the address provided in the new registration for is matching with that of existing record. If there is any change in the address from the existing NPS account address proof need to be submitted afresh. The CRA would tag the KYC documents to the new PRAN and ensure that all the required details are available.

5. CRA would print and dispatch the PRAN card directly to the subscriber/aggregator as the case may be and CRA would not be charging any extra charges for the same.

Subscribers intending to shift their PRAN from NPS Lite/Swavalamban to All Citizen Model and other sectors may approach the new/intended contribution uploading office (POP/PAO/DDO etc) for doing the needful on the matter. The format for Inter platform shift (IPTR-1) form is being attached along with the circular.

The 57th Annual meeting of the Managing Committee of Defence Civilians Medical Aid Fund (DCMAF) was held on 28th June 2013 under the Chairmanship of the Defence Secretary. The following decisions were taken in the meeting:

(i) Members be requested to pay additional Rs.20/- per member per year, till the subscription rates are revised;

(ii) The amount of nutritious dietary allowance to Lactating female members and spouses of the male members has been reduced from Rs. 3,200/- for four months (@ Rs.800/- per month) to Rs. 2,800/- for four months (@ Rs. 700/- per month);

(iii) All members must apply for the ‘Lactating Mother’ allowance alongwith the Birth Certificate within two months from the date of delivery and Unit / Estts must submit the request to DCMAF within another one month. Delayed cases beyond this period will not be entertained’;

(iv) 'Accidental Ex-gratia’ Grant to the dependents of the member on duty has been stopped as the family of the deceased employee is entitled to get the same from the Govt under ‘Worksman Compensation Act'.

4. The above provisions will be effective for compliance from 01st August 2013.
