Central Govt Employees, don't need to file assets declaration in 2016

New Delhi: Central government employees need not to file a declaration of their assets and liabilities this year because the new rules under the Lokpal and Lokayuktas (Amendment) Act, 2016 are not ready yet.

So, the extension of deadline for submission of declaration of assets and liabilities till December 31 has become fruitless.

“The extension was given under the old Act of 2014, which is now redundant…We are in the process of drafting the final proforma which only will be valid,” an official in Ministry of Personnel said.

The Lokpal and Lokayuktas (Amendment) Act, 2016 says, “On and from date of commencement of this Act every public servant shall make a declaration of his assets and liabilities in such form and manner as may be prescribed.” Since the filing rules have not been firmed up, there is no requirement for filing of declarations by central government public servants, he added.

The government had extended the deadline of filing assets declaration for the fifth time since the Act came into force.

The Department of Personnel and Training (DoPT) is consulting the law ministry over the final draft of the form for declaration of assets by public servants, so, no fresh deadline fixed yet.

The public servants will now not be required to provide the details of assets of their spouses and other dependents, according to the amendment of the Act, 2016.

08.12.2016 informing about the meetings scheduled to be held under the Chairmanship of Joint Secretary (Estt.), DoPT from 18.12.2016 to 22.12.2016 at 04:30PM in Room No.190, North Block on the subject mentioned above.

2. In this regard it is stated that the meeting on 18.12.2016 with Ministries starting with Alphabets A-E is rescheduled and it will be held on 19.12.2016. The revised scheduled of the meetings is as under:

Home Town Leave Travel Concession applicable for the year 2014-2015 can be either utilised as Home Town LTC or as All India LTC on or before 31st December 2016.

Have you planned for any Home Town Trip or Leave Travel by availing LTC and Encashment of Leave on LTC before this year expires ? Then Carry over provision available under Rule 10 of LTC Rules would be very handy to you.

Rule 10 of LTC provides that A Government servant who is unable to avail of the leave travel concession within a particular block of two years or four years may avail of the same within the first year of the next block of two years or four years.

The Current 4 year LTC Block is 2014-2017 and Two Year Block Year is 2016-2017. However, the home town LTC applicable for the Two year block year of 2014-2015, can be carried over and utilised by Central Government Employees either as home town LTC or as All India before it finally expires on 31st December 2016.

By Carrying Over of LTC for the block year 2014-2015, employees who intend to travel on LTC before 31st December 2016, can avail one more Home Town LTC or All India LTC (if they have converted the home town LTC to All India LTC in the previous 2 year block) before December 2017.

Consequent upon acceptance of the recommendations of the Seventh Central Pay Commission by the Government, M/o Railways vide letter No. PC-VII/20 16/1/7/2/1 dated 11.11.2016 (RBE. No.131/2016) had issued orders on rate of Dearness Allowance (DA) payable to Railway employees based on the revised pay structure (7th CPC) that came into effect from 01.01.2016.

2. The above rate, however, is not applicable to those Railway employees who had exercised an option to continue in the pre-revised scales of pay based on 6th CPCs recommendations or to those whose pay and allowances had not been revised, for different reasons.

3. The rate of DA w.e.f 01.01.2016 for Railway employees in pre-revised scale of pay, were issued by M/o Railways vide letter PC-VI/2008/1/7/2/1 dated 08.04.2016 (S.no. PC-VI/364,RBE No.32/2016).

4. Accordingly, the rate of DA admissible to Railway employees who continue to draw their pay in the pre-revised pay band/grade pay as per 6 th CPC recommendations, shall be enhanced from the existing 125% to 132% w.e.f. 01.07.2016.

5. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Post Offices Exchanged Notes Worth Rs 3,680 Crore Till Dec 7

New Delhi: Post offices have exchanged currency worth Rs 3,680.99 crore till December 7, after the government scrapped old Rs 500 and Rs 1,000 notes last month, Parliament was informed today.

"The total amount exchanged in the post offices after demonetisation is Rs 3,680.99 crore till December 7, 2016,” Communications Minister Manoj Sinha said in a written reply to Lok Sabha.

The total amount deposited in the post offices after demonetisation is Rs 38,630.06 crore till December 7, 2016, he added. The demonetisation of high value currency took effect from November 9.

Responding to another query, Sinha said a total of over 79.75 lakh subscribers have ported out and 60.51 lakh subscribers have ported in to the mobile network of Bharat Sanchar Nigam Ltd (BSNL).

"A total of 4,41,879 subscribers have ported out and 1,21,219 subscribers have ported in to the mobile network of Mahanagar Telephone Nigam Ltd (MTNL)," he said.

A total of 2,479 complaints have been received by different TERM Cells against various telecom service providers (TSPs) across the country regarding keeping MNP request of subscribers pending or cancelled and thereby not complying with the MNP scheme during year 2015 and current year 2016 (up to September 30, 2016), he said.

Out of these complaints, a total of 2,320 number of complaints have been received against private cellular operators.

The highest number of complaints was against Airtel (651), followed by Vodafone (555), Idea (444), Reliance (342) and Aircel (195).

The Defence Civilian Employees’ Federations have reported that the Accounting Authorities in the Defence Estts.are misinterpreting the provisions of CCS(RP) Rules,2016 leading to anomalous pay fixation of the defence employees. The Federations have demanded that clarification may be issued to the Defence Estts. to enable them to issue correct pay fixation orders of the employees, on the basis of the options exercised by them.

2. Taking into account these reports, MoD has sent a proposal to MoD (Finance) to seek clarification about the manner of fixation of pay through illustrations prepared by this office The said proposal for seeking clarification has been sent to MoD(Finance) on 5.12.2016. A copy of this proposal is enclosed for information. In view of the complaints of incorrect pay fixation in defence establishments, it is requested that tile clarification on this subject from Ministry of Finance/ MoD (Finance) may please be communicated to various Accounting Authorities under the control of CGDA to avoid any inconsistencies in the matter of pay fixation
