Sub :- Admissibility of HRA in the event of non-acceptance or surrender of Railway Residential Accommodation - reg.

The undersigned is directed to refer to NFIR's letter No.1/5 (c) Part II, dt. 16.01.2018 on the above subject and to state that the previous delegation of powers to GMs and other Heads of Organisations had expired on 31.03.2017 and it was incumbent on this office to review/renew the same.

The delegation of powers to GMs and others Head of Organizations was sanctioned in the year 1988 vide Board's letter dt. 16.05.1988 (RBE No. 98/88). Since then it is being renewed continuously, the last (before issuing Board’s letter dt 15.01.2018) being reviewed in 2010 vide Board, letter dt. 08.12.2010 (RBE No.176/2010).

As regards the PNM/NFIR item No. 40/2012 it is stated that the issue raised in the item was to grant of HRA to the employee who have vacated the quarters w.e.f the date from which the employee had vacated the quarter which is different from the issue for which Federations have demanded to issue corrigendum. The PNM/NFIR item No.40/2012 is still under consideration in PNM forum and not finalized yet.

Minutes of the 30th Meeting of Standing Committee of Voluntary Agencies (SCOVA) held on 23.03.2018 under the chairmanship of Hon'ble MOS(PP) at Vigyan Bhawan Annexe, New Delhi

The 30th meeting of Standing Committee of Voluntary Agencies (SCOVA) was held under the chairmanship of Hon'ble MOS(PP) on 23.03.2018. List of participants is enclosed.

2. Joint Secretary (P) welcomed the representatives of Pensioners Associations and the participating officers from various Ministries/Departments

3. He mentioned that some issues of the last SCOVA meeting have been resolved. Two review meetings were held with Ministry of Health & Family Welfare on 05.06.2017 and with Ministry of Health & Family Welfare, CPAO, Ministry of Defence, Department of Telecom and Department of Financial Services on 09.01.2018 to resolve issues pending in SCOVA.

4. Thereafter, the Action Taken Report on the decisions of the 29th SCOVA meeting and Fresh Agenda Items of the 30th SCOVA meeting were taken up for discussion.

5. Discussion on the Action Taken Report of 29th SCOVA meeting:
(i) Revision of PPOs of pre-2006 pensioners.
(ii). Health Insurance Scheme for pensioners including those residing in Non CGHS area.
(iii). Special “Higher” Family Pension for widows of the war disabled invalidated out of service.
(iv). Extension of CGHS facilities to P&T pensioners.
(v). Conversion of Postal Dispensary at Cantt. Road Cuttack to CGHS Wellness Centre.
(vi). Anomaly in fixation of pension of DoT employees who were absorbed in BSNL between 01.10.2000 and 30.07.2001.
(vii). Extension of benefit of upgraded Grade Pay to pre-2006 retirees of S-12 grade (Issue of grant of grade pay of Rs. 4600/- instead of Rs. 4200/-)
(viii). Merger of Survey of India Dispensary at Dehradun in CGHS on the same lines as P&T.
(ix). Stoppage of recovery of wrongful/excess payments from Railways Pensioners.
(x). Delay in commencement of family pension to spouse on death of pensioners.
(xi). Timely (i) Restoration of commuted pension and (ii) Commencement of Additional Pension on attaining the age of 80 years by the Banks.
(xii). Item wise details of payment made to be shown in the pass books of pensioners.
(xiii). Additional Pension for recipients of disability pension of age of 80 years and above.
(xiv). Upgradation of Polyclinic at Bajaj Nagar, Jaipur.
(xv). Setting up of CGHS Wellness Centre at Kochi.
(xvi). Empanelment of Hospitals/ Health Centre with CGHS in Ambernath/Dombivli.

Medical Insurance Scheme - constitution of committee

Please refer to our earlier communication in the subject matter and discussions held on 5th May,2018 with the Negotiating Committee. As desired , we place below the four suggested options:
i. Banks may go back to the earlier Hospitalization Expenses reimbursement Scheme as was in vogue till 9th Bi-partite settlement for employees and dependent family members.

ii. Directly deal with united India Insurance Co.Ltd or any other Insurance Company by calling quotes, without any interference from Broker.

iii. Advise banks to decide on the course of Medical Insurance Scheme on their own. Each Bank can negotiate with Insurance Companies to provide a Scheme tailor made to the requirement of the same.

iv. Continue with the process of appointing two or more brokers to help in assisting the IBA member banks to get a suitable Scheme prepared after getting the best quote as the nuances and fine print of the Insurance Policy and its features & interpretation will not be known to most employees & IBA in the absence of a broker.
2.In this context, as suggested by you, we would like to hold a meeting at our stadium House Office on 11.5.2018 at 11.00am to have fruitful deliberation for further course of action regarding Medical Insurance Scheme. You are therefore requested to kindly make it convenient to depute four representatives (two from officers Associations & two from Workmen Unions) to attend the meeting & share the views of the unions & Associations so that the matter may be concluded well in time before renewal.

3.A line of confirmation will be highly appreciated in this regard.

Sub:- Clarification in respect of Children Education Allowance and Hostel Subsidy reg.

The undersigned is directed to refer to Ministry of Railways O.M. No.E(W)2014/ED-2/3 dated 18.04.2018 on the subject mentioned above and to say that the amount fixed for reimbursement of Children Education allowance will be Rs. 2250/- per month. This amount of Rs. 2250 is fixed irrespective of the actual expenses incurred by the Govt. Servant.
