All India Consumer Price Index Numbers for Industrial Workers - CPI(IW) for November 2017 Increased by one point from 287 points to 288 points.

The DA as on November 2017 is 7.21 %. The Consumer Price Index Numbers for December is expected on Wednesday 31st January 2018, even if the CPI reduces or increase by 5 points , the DA for the January 2018 will remain at 7% . That means increase of 2% DA is assured.

A National Anomaly Committee, comprising 8 members from the Official-Side and 12 members from the Staff-Side was set up to settle the anomalies arising out of the implementation of the recommendations of the 6th Central Pay Commission.

There were five (5) meetings of the National Anomaly Committee where 55 anomalies were settled out of total 59 anomalies which were raised. The remaining 4 anomalies are pending finalisation.
A National Anomaly Committee comprising 9 members from the Official-Side and 13 members from the Staff-Side has been constituted to discuss the anomalies arising out of the implementation of the recommendations of the 7th Central Pay Commission. An agenda consisting of 18 items has been received from the Staff-Side for discussion which is under examination for convening the first meeting of the Committee.

This was stated by the Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh in a written reply to question in the Rajya Sabha today.

There is no such proposal.  However, vide Ministry of Defence letter dated 17.11.2017, divorced daughter is now eligible for ordinary family pension for life subject to fulfilment of the following conditions:-

When widow / widower of Defence personnel and eligible children below 25 years of age have ceased to be eligible to receive family pension and there is no disabled child to receive family pension.

Divorced daughter was dependent on defence personnel / pensioner or his / her spouse i.e. if decree of divorce had been issued by the competent court during life time of at least one of the parents or even the divorce proceedings had been filed in a competent court during the life time of the personnel / pensioner or his / her spouse but the divorce took place after their death.

She is not earning equal to or more than the sum of minimum family pension and dearness relief thereon.

As and when received, requests from divorced daughters for grant of family pension are replied in accordance with the existing policy.

This information was given by Raksha Rajya Mantri Dr. Subhash Bhamre in a written reply to Shri P. Nagarajanin Lok Sabha today.

Central Pension Accounting Office (CPAO) celebrated its 29th Foundation Day today in the service of the Central Civil Pensioners.

The Central Pension Accounting Office (CPAO) celebrated here today its 29th Foundation Day in the service of the Central (Civil) Pensioners. CPAO (website www.cpao.nic.in) was established on 1st January, 1990; primarily to cater to the needs of central civil pensioners and other stakeholders in the Ministries/ Departments and Banks. The Central (Civil) pensions are authorized through Central Pension Accounting Office (CPAO) functioning under the Controller General of Accounts (CGA). CPAO is administering the 'Scheme for Payment of Pensions to Central Government Civil Pensioners by Authorized Banks (both Public Sector and some Private sector Banks). Its functions include, issue of Special Seal Authorisations (SSAs) for pension payments to Authorised Banks, preparation of budget for the Pension Grant and accounting thereof, reconciliation with and performance review of banks with respect to pension payments and disbursements & maintenance of the database of the Central Civil Pensioners etc.

CPAO was created with the primary objective of simplifying procedure and reducing the number of agencies for pension payment and to expedite the process of authorization, revision and transfer of pension through Authorized Banks. The working of CPAO is fully computerized and it maintains a database of over 12 lakh Central (Civil) pensioners through Pension Authorisation, Retrieval and Accounting System (PARAS). These pensioners are being provided pension related services by the CPAO through more than 70,788 paying bank branches all over the country.

CPAO has Pension Tracking System to check the latest status of the pension processing and SMS facility is also being provided to the pensioners at each stage. CPAO has taken many steps under Digital India Mission like e-Scroll, e-SSA, e-PPO project etc. to reduce the paper movement and creation of digital record of the Special Seal Authorities (SSAs), PPO (Pension Payment Order) etc. CPAO is also handling the grievances of the Central (Civil) Pensioners through its Grievance Redressal Mechanism which includes Web Responsive Pensioners Service (WRPS) facilitating information to pensioners on pension payments, facility to view and download latest orders and special seal authorities (SSAs) issued by CPAO among others.

Sub: Central Government Employees Group Insurance Scheme 1980: Annual Report for the year 2018.

An annual report on the above subject has been prescribed by the Chief Controller of Accounts, Ministry of Finance, Department of Economic Affairs which is to be rendered to them by 15th March each year. It is requested that Annual Report on the CGEGIS-1980 in respect of DAD personnel and Non-DAD personnel (Defence Civilians) may kindly be forwarded separately to this HQrs by 31st January, 2018 positively in the prescribed format (Annexure 'D'- copy enclosed). While forwarding the report, it may please be ensured that the number of CGEGIS subscribers for the year 2017 shown in the last report must be correctly reflected in the Part-I of the report.

2. It has been noticed in previous year, the report is generally not forwarded to this HQrs by the prescribed time. This often delays rendition of consolidated report to Ministry. Therefore, it is requested that timely submission of report may please be ensured.

OFFICE MEMORANDUM

The undersigned has been directed to convey the Approval of the Competent Authority towards revision of remunerations being paid to, the retired Government servants engaged in Department of Telecommunications(Head Quarters) with effect from 1st January, 2016 as under:

(a) In the case of Government servants retired after 01.01.2016 engaged as consultant:

The consolidated fee/ remunerations for the consultants shall be restricted to an amount equal to the difference between the last basic pay (as per 7th CPC) drawn by the retired officer and basic pension (as per 7th CPC), plus dearness allowance on the difference as applicable to the Central Government Servants from time to time.

(b) In the case of Government servants retired prior to 01.01.2016:

In case of those engaged as consultants in DOT H Qrs. who retired prior to 01.01.2016 i.e. before implementation of 7th CPC, their last pay drawn shall be fixed notionally in accordance with para 4 of DOP&PW OM No.38/37/2016-P&PW(A) dated 12.05.2017 i.e., their last pay may be fixed notionally in the pay matrix recommended by the 7th CPC in the level corresponding to the pay in the pay band A and grade pay at which they retired. The consolidated fee/ remunerations for the consultants shall be restricted to an amount equal to the difference between the last basic pay arrived as above and basic pension (as per 7th CPC), plus dearness allowance on the difference as applicable to the Central Government Servants from time to time.

(c) In the case of retired officers from PSUs viz. BSNL, MTNL etc.
The remunerations of such PSU employees engaged as consultants may be fixed by multiplying both the notional basic pay as per 6th CPC and basic pension of PSU retirees by factor 2.57 and their difference plus Dearness Allowance on the difference as per 7 CPC at the rate applicable to Central Government Servants from time to time or the existing remunerations, whichever is higher.

2. Para 4 of OM No. 3-2/2009-SEA-I dated nil February, 2010 and para 1 (iv) of the approved policy for “Engagement of Consultants” issued vide OM No. 03-10/2014-SEA-I/Fin. Dated 28.02.2015 stands modified to the extent stated in para 1 of this OM w. e. f. 01.01.2016.

3. The nodal sections/wings of DOT HQ will revise the consolidated fee/remunerations in respect of the consultants Working in their wings on the basis of copy of the letter from the Department/Ministry from which they retired (giving details of revision of pension) addressed to CPAO with copy given to pensioners. The remuneration so revised should be got vetted for the first time from IFD before making payment.

4. The above revision of the consolidated fee/ remunerations as per 7th CPC and its implementation will be applicable in respect of consultants engaged in various wings of DOT HQs was well as in CCA Offices.
