OFFICE MEMORANDUM

Sub: Regarding investigations at private hospitals / diagnostic laboratories/ Imaging centres empanelled under CGHS.
 
With reference to the above mentioned subject the undersigned is directed to state that this Ministry has been receiving representations for simplification of procedure for undergoing investigations at private hospitals / diagnostic laboratories / imaging centres empanelled under CGHS. The matter has been examined and with a view to alleviate the inconvenience to CGHS beneficiaries in obtaining requisite permission for undergoing investigations at CGHS empanelled private hospitals / diagnostic laboratories / imaging centres, it has now been decided that CGHS beneficiaries shall herein after be allowed to undergo investigations at private hospitals /diagnostic laboratories /imaging centres empanelled under CGHS after specific investigations have been advised by a CGHS Medical Officer or a Government Specialist without requirement of any other referral(permission) letter.
 

2. Private empanelled hospitals/ diagnostic laboratories / imaging centres shall perform the investigations / diagnostic tests on cashless basis in respect of pensioners, ex-MPs, freedom fighters and other eligible categories of CGHS beneficiaries, who are presently eligible for credit facility and shall enclose the prescription issued by a CGHS Medical Officer or a Government Specialist, in original along with the hospital bill submitted to competent authorities.
 
3. Serving government employees shall enclose the prescription issued by a CGHS Medical Officer or a Government Specialist in original, while submitting the medical claim to the concerned Ministry /department/office for reimbursement.
 
4. CGHS Medical Officer / Government Specialist shall not refer the beneficiaries to any particular diagnostic laboratory or imaging centre by name but, shall specify the Investigation and mention referred to CGHS empanelled centre.
 
5. These orders are applicable only in respect of investigations for which CGHS rates are available, It shall come into force with immediate effect.
 
6. This issue with the concurrence of Integrated Finance Division vide FTS No 31560 /2012.

Subject: Development of a Web Based software solution for Cadre Management of CSS, CSSS and CSCS - Data collection in respect of CSS Officers - reg.

Ministries/ Departments may kindly refer to this Department's D.O. letter of even number dated 15.6.2012 followed by eleven reminders, the latest being dated 11.12.2012.

2. Despite repeated reminders, a few Ministries/ Departments have not yet completed the data collection work in respect of CSS Officers under their administrative control. They are once again advised to complete the data collection work urgently so that the web based portal could be launched without any loss of time.

3. As data collection is the combined responsibility of Ministries/ Departments and CSS Officers concerned, responsibility may be fixed on the officers of Administration Division for their failure in completion of the task in a time bound manner and also initiate action against individual CSS officers if any of them is not cooperating in collection of data.

4. Ministries/ Departments are also aware that this Department is in the process of implementing Rotational Transfers in the various grades of CSS. It is therefore, imperative that before the officers concerned are relieved it should be ensured that data in respect of them has been sent to DoPT in the prescribed MS Access format.

5. Ministries/ Departments who have furnished information in respect of all CSS officers under their control may ignore this circular.

Subject: Rotational Transfer of Section Officers of CSS with more than 7 years of service in the same Ministry/Department.

The undersigned is directed to refer to this Department OM No. 4/12/2011- CS-I(D) dated 02.03.2012 vide which decision to implement Rotational Transfer Policy(RTP) in a phased manner all Grades of CSS was conveyed.

2. With the approval of the Competent Authority, RTP orders in respect of Section Officers have been issued vide order No. 6/10/2012-CS-I(S) dated 10.05.2012 and order No. 6/13/2012-CS-I(S) dated 21.12.20V2. In furtherance of the above, a list of Section Officers(regular & ad-hoc) to be covered under RTP during January, 2013 after excluding those officers who are due to superannuation within two years, are enclosed at Annexure-I. The list includes Section Officers as on 01.01.2012, who have completed 7 years or more in a Cadre Unit in any capacity.

3. Ministries/Departments and officers concerned may check the enclosed information and bring to the notice of this Department urgently if some Section Officers have been left out or if there is any other error/omission in the list

4. The officers included in the Annexure and those covered under the instant RTP are requested to indicate their preferences, if not yet submitted, in the enclosed format Annexure-II which should reach CS-I Division by 04th January, 2013. It may be noted that seeking preferences is only for the purpose of assisting this Department indeciding the posting and this should not in any way be construed as a right for claiming posting of choice. Sub: Rightsizing – Policy on Creation of Posts

AIRF and NFIR during the PREM meeting have expressed apprehensions on creation of posts with reference to Board’s letter dated 04.09.2012 (RBE 96/2012).

It is clarified that the Railway can create posts with matching saving only, on account of new organization and new assets like new trains, new locos, extra coaches, etc. as per Board’s letter No.E(G)76 EC 2-7 dated 17.11.79 read with Board’s letter’s No.E(G)82 EC 2-2 dated 12.07.1984 and E(G)II/91/PO/Gent./2 dated 24.06.1991 respectively, Board’s letter No.E(G)2003 EC 2-3 dated 31.10.2003 deals with creation of posts for maintenance of rakes for new trains on matching savings basis falling which by debits from the vacancy bank, to be set off firsts by future credits. Board have further permitted DRM’s to create posts in safety and operational categories on 1:1 basis for new assets as envisaged in Board’s letter No.E(MPP)2003/1/88 dated 05.04.2006 with the approval of the General Manager.
