1.What is IPPB ? What are its Objectives? How it will operate?(i) India Post Payments Bank Limited ("IPPB") was incorporated as a company on August 17, 2016 under The Companies Act, 2013, with 100% equity from the Department of Posts (DoP), Ministry of Communications, Govt. Of India and as a payments banking company under Section 22 (1) of the Banking Regulation Act, 1949.(ii) IPPB is visualized as a vehicle of financial inclusion that would complement the existing banking, financial services and payments network in the country to improve overall efficiency, accessibility and convenience in delivery of banking services including Direct Benefits Transfer and social security payments. IPPB, as an organization, is designed to leverage the field network of the Department of Posts and is required to carry out its sales and operations through the workforce of the DoP. IPPB will be responsible for designing the products and services, defining the technology and service delivery platforms, undertaking marketing and third-party tie-ups, setting and monitoring the service quality standards, handling customer grievances, managing the risks of the banking operations, and dealing with statutory and regulatory compliances, etc.
2.Why IPPB is looking for positions on deputation/ foreign service/ engagement for DoP?Requirement of positions on deputation/ Foreign Service from DoP to IPPB is based on IPPB’s business requirements, as success of IPPB hinges significantly on its ability to leverage field-level resources of DoP. In this context, it is imperative, especially in the initial stages, that the persons who are acting on behalf of IPPB at the field level, have a strong understanding of DoP as an organization.
3.Which authority has approved the policy of deputation?Board of Directors of IPPB approved the policy of deputation of regular employees from DoP to IPPB, which is also agreed by Postal Services Board.
4.What is the period of deputation? What is the job profile of posts offered ? What are the employment terms and conditions / service rules?Details are available in the Notification released by IPPB.
5.Will there be any relaxation provided in the eligibility criteria?No relaxation will be provided in the eligibility criteria on age, experience and education. Kindly ensure that you fill the correct information. In case, any incorrect information is provided, your application is liable to be cancelled.
6.Can any details of submitted application be modified/ removed/ addedNo. Any changes to the application cannot be made after submission of the application.
7.Whether ASPs can apply for Scale- II ?All regularly appointed ASPs, if they fulfill the eligibility criteria can apply for scale –II position.
8.Whether all PAs will be eligible for deputation?All regular PAs who fulfill the eligibility criteria can apply for scale-I position, irrespective of their present place of posting .
9.Whether officials working in LSG /HSG- II /HSG-I/ Post Master cadre can apply for deputation?All LSG PAs/ HSG-II/Postmaster cadre officials who fulfill eligibility criteria can apply for Scale I.
10.Is the experience of CBS/Sanchay Post mandatory to apply for Scale I?As per Section C of notification at least two years hands on experience is mandatory in POSB CBS/ Sanchay Post operations.
11.Whether all GDS will be eligible for deputation?All regularly appointed GDS candidates meeting eligibility criteria will be eligible.
12.Whether DoP official working in deputation in IPPB is allowed to appear in DoP departmental exams for promotion?Yes, subject to fulfilment of eligibility criteria of that particular exam.
13.Whether reservation is applicable in the selection?Being the deputation posts, rules of reservation are not applicable.
14.Will any model question papers be made available?To be notified in due course of time.
15.Where can I download the Admit card for the examinationAdmit card can be downloaded after the date of examination is announced from www.indiapost.gov.in
16.When will the results be available for the examsResults will be published on www.indiapost.gov.in in due course of time.

Pension related complaints

Pension related complaints

Public and pension matter grievances received are generally related to various service issues. Pension grievances relate to non-payment/delay in payment of pensionary benefits, delay in revision of pension/family pension etc. All such grievances are required to be redressed in a decentralized manner by the Ministries/ Departments concerned as per work allocation under the Allocation of Business Rules, 1961. Grievances relating to State Governments are forwarded to them for appropriate action.

As per the guidelines issued by the Department of Administrative Reforms and Public Grievances, any grievance, including a pension grievance, is required to be redressed within a period of 2 months by the concerned Ministry/Department/Organization to which it pertains and in case it is not possible, an interim reply with reasons for delay is required to be provided.

Grievance disposal is monitored through review meetings with the representatives of Central Ministry/Department/Organisation. Reviews of grievances of Ministries/Departments are also undertaken every month during meetings conducted on PRAGATI (Pro-Active Governance And Timely Implementation) platform. An Electronic Dashboard for Secretaries has been created showing the consolidated status of grievances disposed and pending on CPGRAMS. Weekly reminders through SMS are also sent for pending grievances.

When an official is allocated the work of redress of grievances, it is part of his/her responsibility, and action, if required, can be taken against the erring officials for dereliction of duties as per the relevant Service Rules.

This was stated by the Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh in a written reply to question in the Lok Sabha today.

CBI has registered 139 cases against Indian Administrative Services (IAS), Indian Police Services (IPS), Indian Revenue Services (IRS) & Indian Foreign Services (IFS) officers during the last three years since 1.1.2014 to 30.11.2017 which are at various stages.
The Government is taking various steps as under for minimizing the chances of any corruption in public services which includes:
i).The All-India Service (Discipline and Appeal) Rules, 1969 has been amended to include the provision of conclusion of enquiry and submission of report within a period of six months from the date of receipt of order of Inquiring Authority.
ii).In order to ensure probity amongst government servants, Ministries/Departments/Cadres have been asked to regularly review the officers/officials (including those belonging to IAS, IPS, IRS& IFS) under the provisions of FR-56 (J)/Rule 16 (3) of AIS (DCRB) Rules 1958. The position is reviewed at the level of this Department as well as Cabinet Secretariat. As per information provided by Cadres, provisions of FR-56 (J)/Rule 16 (3) of AIS (DCRB) Rules 1958 have been invoked/recommended against 72 Group A officers (including those belonging to IAS, IPS, IRS & IFS) and 125 Group B officers.
iii).Regular review is undertaken for expediting disposal of pending disciplinary proceedings and for expeditious disposal of pending sanction of prosecution cases within the stipulated timeframe by the respective Cadres/Departments.
iv).In order to speed up disposal of the case pending trial, 92 additional Special Courts for CBI have been set up.

Vide Action Taken Statement provided by the Railway Board during NFIR’s PNM meeting held on 13-11-2017, it was conveyed that after issuance of guidelines vide Board’s letter No.PC-VII/2017/1/7/5/7 dated 03/10/2017 (RBE No.141/2017), remaining aspects of the Uniform including changes of uniform code for Diesel Loco shed staff has been under examination.

NFIR requests the Railway Board to kindly expedite action and convey the latest status soon with regard to change of uniform code for Diesel Loco shed staff on Indian Railways.

In the recently held Meeting, All India Railwaymen’s Federation has pointed out (PNM Item no.30/ 2011) that the pensioners are facing difficulties with regard to grant of Fixed Medical Allowance despite several letters from Board emphasizing to ensure strict compliance of the instructions issued vide letter cited under reference, the latest being dated 27.10.2016 (RBA No. 80/2016).

It is ,.therefore, requested that the prevailing status on your Railway may be reviewed and pensioners’ grievance in this regard may be redressed.

2. All the terms and conditions including fixation of rates payable to empanelled hospitals will be regulated under Govt of India, Ministry Of Defence letter No.22B(4)/2010/US(WE)/D(res) dated 18 Feb 2011 as amended from time to time.

3. The rates for ECHS Hospital/Nursing Home, Dental Centres and Diagnostic Centres as approved by the Empowered Committee will be as per CGHS rates and will be notified by the Director, Regional Centre ECHS to all concerned including polyclinics, SEMOs, CDA/PCDA and Central Organisation ECHS.

4. Empanelment of CGHs empanelled hospitals is subject to the hospital providing proof of its being  CGHS empanelled facility as on the date of signing MoA with ECHS.

5. CGHS empanelled medical facilities will be empanelled with ECHS for the period for which the facilites hold valid MoA with CGHS. The MoA will be extendable once CGHS renews the MoA with the medical facilities.

6. NABH accredited medical facilities will be empanelled with ECHS for the period of validity of NABH certificate and the MoA will be renewed once the medical facility is issues revalidation/renewed NABH certificate.
7. This issues with the concurrence of Ministry of Defence (Finance) vide their U.O.No.34(05)/2010/Fin/Pen/Vol IV dated 28.11.2017.
