OFFICE MEMORANDUM
Subject: Promotion of Section Officers of Central Secretariat Service (CSS) to Grade I (Under Secretary) – Furnishing of CR dossiers, vigilance clearance, etc.

The undersigned is directed to refer to this Department’s O.M. of even number dated 31.03.2015 on the subject mentioned above (uploaded on web-site www.persmin.nic.in –> DoPT –> Central Secretariat –> CSS –> Promotions –> Promotion (Regular) –> SO to US), and to say that Ministries/ Departments concerned were requested to furnish (i) complete CR dossiers, (ii) vigilance status, (iii) status of imposition of penalty, if any, (iv) ACRs! APARs disclosure certificate and (iv) personal information in respect of the officers as mentioned in Annexures I & II of the abovementioned O.M.

2. CR dossier and other requisite information in respect of large number of officers as mentioned in Annexure have not yet been received. It may be appreciated that this Department will be able to finalize DPC proposal only after information in respect of all officers has been received. To avoid any further delay, it is imperative that CR dossier and the requisite information is furnished urgently.

3. Ministries/ Departments concerned are therefore, once again requested to furnish complete and upto date CR dossier and other requisite information in respect of the officers as mentioned in Annexure in enclosed Proformae latest by 12.06.2015.

Railways to celebrate ‘International Day of Yoga’ on 21st June, 2015: Railway Board Order

Sub: Celebration on 21st June 2015 as ‘International Day of Yoga’.
You are aware that United Nations has declared 21st June to be celebrated as ‘International Day of Yoga’.
Since it would be the first occasion, it has been decided that Indian Railways may celebrate 21st June 2015 as International Yoga Day in a big way befitting the occasion and to spread awareness. To mark this occasion in a big way, Railways/PUs etc. are requested to take the following actions on 21.6.2015:
  • All offices will open on 21.6.2015 in the forenoon and officers/officials may be directed to report at 9.00 AM.
  • Organize Pranayam, Meditation, Yoga demonstrations by engaging Professional Yoga Trainers and arranging mass participation by employees from 9 to 10 AM at all Zonal Headquarters, Divisional Headquarters, Production Units, major workshops, Depots and other units including training institutes.
  • The above may be followed by a workshop on the usefulness of yoga through Professional Yoga practitioners giving a discourse/demonstration on the usefulness and health/spiritual benefits of yoga.
  • Arrange show casing of promotional films on yoga and distribution of educational & communicational material on yoga, including putting up posters to give wide publicity and coverage for the event.
  • lntra-Railway and Intro-Division and Intro-Workshop prizes may be distributed to the best practitioners of yoga.
  • All officers/officials may be motivated to participate on this occasion in large numbers by explaining them the benefits & importance of yoga in our life.
Ministry of Ayush, Government of India has released a logo and a booklet on ‘Common Protocol of Yoga Asanas to be performed during mass Yoga demonstration’ on 21 June 2015, which may be downloaded from their website (www.nhp.gov.in) for guidance.

Subject- Exemption u/s 80(G) of Income Tax Act on donations to DCMAF

1. Consequent on the decision taken by the Managing Committee in its 57th annual meeting held on 28th June 2013 under the chairmanship of Defence Secretary, the Defence Civilians Medical Aid Fund (DCMAF) has been registered u/s 80(G) of Income Tax Act 1961 for the period from Assessment year 2014-15 onwards. All civilian employees working under Ministry of Defence can get exemption on income tax u/s 80(G) of the IT Act on their donations to DCMAF exceeding Rs. 250/-.

2. it is requested that the contents of this letter may please be widely disseminated for information of all members/employees under your administrative jurisdiction.
