GUIDELINES FOR CONTINUOUS EMPANELMENT SCHEME FOR EMPANELMENT OF PRIVATE HOSPITALS, DIAGNOSTIC LABORATORIES, EXCLUSIVE EYE CENTRES AND DENTAL CLINICS WITH CGHS.

Background

With a view to ensuring comprehensive health care to CGHS beneficiaries, CGHS has been, apart from the Government Hospitals, empanelling private hospitals, diagnostic laboratories, exclusive eye centres and dental clinics by floating tenders periodically. The last tender process in this context commenced in the January 2014 and through this process package rates for different treatment procedures and investigations have been notified in 2014. As a part of this process, certain hospitals and diagnostic laboratories exclusive eye centres and dental clinics which participated in e-tender process and accepted these rates and also signed MOAs with CGHS have been notified in all CGHS cities except Mumbai.

However, it has been noticed that the number of hospitals, diagnostic laboratories,exclusive eye centres and dental clinics notified in certain cities through the current tender process is not adequate to provide a satisfactory level of Healthcare to CGHS beneficiaries. Also, there has been little or no response in certain other cities, with the result a situation has arisen where CGHS is not in a position to provide to its beneficiaries the requisite healthcare due to lack of adequate number of hospitals, diagnostic laboratories and exclusive eye centres and dental clinics .

Accordingly, it has become necessary to introduce continuous empanelment scheme, under which more hospitals, diagnostic laboratories and imaging centres could be empanelled to take care of inadequacy. In this background, it is proposed to invite willing hospitals, diagnostic laboratories exclusive eye centres and dental clinics to apply for empanelment under CGHS if they fulfill the same eligibility conditions and accept the rates notified by CGHS in 2014.

Empanelment shall be for a period of 2 years or as applicable to other HCOs empanelled earlier through e-tender in 2014 whichever is earlier.

The continuous empanelment scheme would be in force initially upto 28th February, 2015 for all CGHS cities except Mumbai.

OFFICE MEMORANDUM

Subject: Amendment to Rule 3 of Central Civil Services (Conduct) Rules, 1964 -Need for code of Ethics and Values of Civil Services.

This undersigned is directed to say that Rule 3 of Central Civil Services (Conduct) Rules, 1964 has been amended vide G.S.R. No 845(E) dated 27 th November,2014 to incorporate the expected standards of the civil services and provide for accountability of civil servants to ensure good governance and better delivery of services to citizen. The above said Notification is also available on the website of this Department at www.persminmov.in/DOPT.asp

2. Consequent to the above amendment, the sub-rule (1) of Rule 3 of Central Civil Services (Conduct) Rules, 1964 now reads as follows:

Every Government servant shall at all times-

(i) maintain absolute integrity;

(ii) maintain devotion to duty;

(iii) do nothing which is unbecoming of a Government servant;

(iv) commit himself to and uphold the supremacy of the Constitution and
democratic values;

(v) defend and uphold the sovereignty and integrity of India, the security. .of
the State, public order, decency and morality;

(vi) maintain high ethical standards and honesty;

(vii) maintain political neutrality;

(viii) promote the principles of merit, fairness and impartiality in the discharge of duties;

(ix) maintain accountability and transparency;

(x) maintain responsiveness to the public, particularly to the weaker section;

(xi) maintain courtesy and good behaviour with the public;

(xii) take decisions solely in public interest and use or cause to use public
resources efficiently, effectively and economically;

(xiii) declare any private interests relating to his public duties and take steps to resolve any conflicts in a way that protects the public interest;

(xiv) not place himself under any financial or other obligations to any individual or organisation which may influence him in the performance of his official duties;

(xv) not misuse his position as civil servant and not take decisions in order to
derive financial or material benefits for himself, his family or his friends;

(xvi) make choices, take decisions and make recommendations on merit alone;

(xvii) act with fairness and impartiality and not discriminate against anyone,
particularly the poor and the under-privileged sections of society;

(xviii) refrain from doing anything which is or may be contrary to any law, rules, regulations and established practices;

(xix) maintain discipline in the discharge of his duties and be liable to
implement the lawful orders duly communicated to him;

(xx) maintain confidentiality in the performance of his official duties as required by any laws for the time being in force, particularly with regard to information, disclosure of which may prejudicially affect the sovereignty and integrity of India, the security of the State, strategic, scientific or economic interests of the State, friendly relation with foreign countries or lead to incitement of an offence or illegal or unlawful gain to any person;

(xxi) perform and discharge his duties with the highest degree of professionalism and dedication to the best of his abilities.”.

(a)Railways have provided Wi-Fi facility in Howrah-New Delhi, Howrah Rajdhani Express (3 rakes) as a pilot project in April 2013 using satellite communication technology for continuous connectivity. A work of provision of Wi-Fi facility in 50 rakes of Rajdhani, Shatabdi and Duranto category trains has been included in Works Programme 2013-14. Initially, as phase I, one Rajdhani Express train and Shatabdi Express (Total 5 rakes) are planned.

(b)By the end of current Financial Year, agency to execute the work in 5 rakes will be finalised.

(c)Currently there is no plan to provide Wi-Fi facility in all trains in Superfast category.

(d)The estimate approximate cost on providing Wi-Fi facility in 50 rakes of Rajdhani/Shatabdi and Duranto Category train is 98.6 crores.

Consequent to sanction of an additional instalment of Dearness Allowance vide this ministry’s letter No. PC-VI/2008/I/7/2/1 dated 19-09-2014, the president is pleased to decide that the rates of Night Duty Allowance, as notified vide Annexures A and B of Board’s Letter No.E(P&A)II-2014/HW-1 dated 23-05-2014 stand revised with effect from 01-07-2014 as indicated at Annexure A in respect of Continuous Intensive Excluded categories and workshop employees, and as indicated at Annexure B in respect of Essentially Intermittent categories.

Sub : Review of Automated System of Allotment [ASA] – cancellation of enblock change waiting list placed above the unified waiting lists in Types I to IV General Pool Residential Accommodation

The undersigned is directed to refer to the Directorate of Estates O.M. of even number dated 22.12.2010 and 18.11.2011 vide which the then change waiting list [which was based on first-come-first-serve principle] of allottees, who technically accepted the allotted accommodation, for Type I to IV general pool residential accommodation were frozen and placed en block senior to the unified waiting lists prepared as per the new guidelines for Automated System of Allotment [ASA] for change allotments in Type I to IV accommodations.

2. The matter has been reviewed and it has been decided with the approval of the competent authority that the enblock change waiting lists for Type I to IV accommodation placed above the unified waiting lists shall be cancelled immediately. Change as well as initial allotments in Type I to IV accommodation shall be made from the unified waiting lists prepared for the purpose as per the extant rules and guidelines with effect from January, 2015. The existing allottees who had earlier applied for change after furnishing technical acceptance of allotment before introduction of Automated System of Allotment and who were placed enblock above the unified waiting lists, shall now have to apply afresh for change of allotment in respect of Type I to IV general pool residential accommodation.

The undersigned is directed to say that the Government has decided to link Aadhar [UID] numbers of Government servants who are occupying General Pool residential accommodation (GPRA) all over the country. Accordingly, all the existing allottees of General Pool residential accommodation shall enter their Aadhar [UID] numbers in their accounts in e-Awas at the earliest. New applicants for General Pool residential accommodation shall enter their Aadhar [UID] numbers in online forms while applying for residential accommodation.

2. All Ministries / Departments of the Government of India are requested to give wide circulation of these instructions among its employees for their compliance.

INTER-MINISTRY MUSIC, DANCE AND SHORT PLAY COMPETITION, 2014-15

The Central Civil Services Cultural and Sports Board is organizing the Inter-Ministry Music, Dance and Short Play competition 2013-14 from 27th to 30th January, 2015 at C.S.O.I Auditorium, Vinay Marg, New Delhi. The entry for the competition should be sent in the prescribed form duly signed by the Welfare Officer of the Ministry concerned to the Board’s Office latest by 15th January, 2015.

2. The entry fee will be Rs. 50/- per head per event in solo music or dance along with separate entry form for each category mentioning the name of the participants and in case of group event name of the participants and Rs. 50/- per head. Rs. 200/- for Short Play. No entry will be accepted without entry fee and after the due date.

3. Participants of inter-Ministry Music & Dance competition being government employees are subjected to the provisions of conduct Rules. Any violation of these provisions would invite disciplinary proceeding.

4. Decisions of the judges be final & no  appeal against their decision would be entertained. Any act of indiscipline will be taken seriously by the Board.
