Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners - Revised rate effective from 1.7.2016 on implementation of decision taken on recommendation of 7th Central Pay Commission.

The undersigned is directed to say that subsequent to implementation of the decision taken by the Government on the recommendation of the 7th Central Pay Commission, the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be as follows:

Note:- Dearness Relief at the rates indicated in the above table will also be admissible on the additional basic pension/additional family pension available to older pensioners/family pensioners based on their age as indicated in this Department’s OMs 38/37/2016-P&PW(A)(i) dated 04.08.2016 and 38/37/20 16-P&PW(A)(ii) dated 04.08.2016.

2. These orders apply to (i) Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners.

3. These orders will not be applicable on following categories:-

(i) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government Pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of adhoc ex-gratia allowance.

(ii) Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and are in receipt of 1/3rd restored commuted portion of pension.

(iii) Pensioners who are in receipt of provisional pension in the pre-20 16 pay scales/pay.

(iv) CPF beneficiaries, their widows and eligible children who are in receipt of ex-gratia payment in terms of this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 and revised vide this Department’s OM 1/10/2012-P&PW(E) dated 27.06.2013.

Separate orders will be issued in respect of the above categories.

4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

5. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F.No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

8. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, 1I/34-80-U dated 23/0411981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

10. This issues in pursuance of instructions of Ministry of Finance, Department of Expenditure vide their OM No. 112/2016-E.II(B) dated 4th Nov, 2016.

FinMin asks banks to hire retired staff to deal with cash rush

New Delhi: The finance ministry today asked banks to consider engaging retired employees to deal with the unprecedented rush for exchange of invalid currency notes and ease pressure on existing staff.

In a letter written to Indian Banks’ Association (IBA), the financial services department of the finance ministry said it should look into issues, particularly employment of retired bank staff and payment of remuneration and instruct the banks suitably at the earliest.

“In the event of extra business hours implemented to cope up with the situation, banks may require to make deployment plan of staff on shift basis so that the same person does not work for continuous long hours,” it said.

Praising commendable work done by the banking fraternity, it said banks may plan and support the officers and employees working in late hours, particularly the safety and security of women employees, with arrangements for food and conveyance.

Additional infrastructure like more terminals, separate arrangement for cash, exchange and dispensation may be implemented and services of retired persons may also be taken so that the pressure of existing staff may ease and a larger customer base is satisfied, it said.

Many employee unions have made representation to the finance ministry and IBA presented the multiple problems being faced by employees and officers on account of implementation of the demonetisation scheme.

“We are happy that the government has addressed some of the issues raised by us,” All India Bank Employees’ Association General Secretary C H Venkatachalam said in a statement.

As you are aware, this Department has been issuing instructions from time to time for regular updation of data of Central Secretariat Service Officers in the Web Based Cadre Management System. These instructions are available on the website of this Department at the link - http://persmin.nic.in/DOPT CSDivision.Index.asp under the classification - 'Web Based Cadre Management'. I am enclosing a copy of
one such OM issued in December, 2015 for perusal , wherein the Nodal Officers in the departments were requested to do the needful to ensure that complete data is made available.

2. As you are further aware, a dashboard for CSS officers is to be operationalised , which will display the incumbency position in various departments, along with the service particulars/ vigilance status/ APARs entries of the incumbent CSS Officers. This Department has accordingly requested the Ministries/ Departments on 19.08.2016, 05.10.2016 and 21.10.2016 to provide the incumbency position/names of CSS Officers and the status of updation of data. I am enclosing a copy of the said OM dated 19.08.2016 as well.

3. It is noted that despite requests , the Nodal Officers have not followed the instructions issued from time to time. It is, therefore, requested that necessary directions may be issued to the concerned officials so that the task is completed in a time bound manner.

Subject: Web Based Cadre Management System - updation of data of CSS/CSSS/CSCS officers

As Ministries/Departments are aware, the Web Based Cadre Management System for CSS, CSSS and CSCS has been operational since January, 2013. The system is hosted at cscms.nic.iu. Despite lapse of more than two years, complete and upto date data is still not available in the system in respect of several officers. The prime objective of the web based system is to ensure accurate real time data of all the officers to enable quicker decisions relating to cadre management functions. Unless the data is maintained upto date, the purpose of the web based system will be defeated.

2. Nodal Officers in all the Ministries/Departments are, therefore, requested as under:

(a) Employee module: Nodal officers should ensure that correct and up to date personal information in respect of all personnel posted there is available. Nodal officers have been empowered to modify/correct (i) Employee details (ii) Basis Details (iii) Address details (iv) Training details and (v) qualification details. All the officers belonging to CSS/CSSS/CSCS may also be advised to verify their data in the system and bring discrepancies to the notice of the nodal officers for correction. If there is any difficulty in this regard, nodal officers should call CMC Ltd. Engineers at Tele: 24629890.

(b) Experience and Promotion data: CS.I Division will modify data in these two fields. If any modification is required duly certified information may be sent to CS Division for correction.

(c) Pay: Please ensure that pay of the officer is correctly indicated in the system. After drawl of increment on 151 July every year the data should be corrected.

(d) APAR: Ensure that APAR grading is entered in the system and the APAR is scanned and uploaded in the system. If there is any difficulty in this regard, please call the CMC Ltd. Engineers at Tele: 24629890.

(e) IPR and Lokpal return: All the officers of CSS/CSSS/CSCS are requested to file their returns online. It may be noted that defaulting officers will not be granted cadre clearance for deputation, foreign training, empanelment etc.

(f) Deputation: Ensure that all Officers apply for cadre clearance through the system. If any application is received in CS.l Division without online application it will not be entertained. Prior to forwarding application online, nodal officers should also ensure that correct and up to date information of the officer concerned is available in the system.

(g) Foreign Training: All nominations for foreign training should be processed through the web based cadre management system in respect of all Officers. Their reliving for the training will also be updated in the system to capture the details of foreign trainings attended. If the training period is more than three months, the nodal officers will forward the online request to CS.I Division for cadre clearance in respect of US and above level officers.

(h) Domestic Training: All nominations for domestic training should be processed through the web based cadre management system in respect of all officers. If the training period is exceeding one year, the nodal officers will forward the online request to CS.I Division for further processing in respect of US and above level officers.

(i) Permission to visit a broad: All requests for private foreign visits should be processed through the web based cadre management system to capture such information.

j) Furnishing of information of death of an employee: In case of death of an employee, the nodal officer of the Ministry/Department concerned will henceforth immediately update the information in the web based system to enable capture of the vacancy to facilitate provision of a substitute.

(k) Furnishing of information of long leave of an employee: If any employee proceeds on leave for six months or more, the nodal officer concerned should update the information in the web based system immediately to capture the vacancy to facilitate provision of a substitute.

(I) Voluntary Retirement: CS.I Division conveys approval of MoS (PP) for voluntary retirement of US and above level officers of CSS. Henceforth, if the request for voluntary retirement is not received through the system, the same will not be entertained.

(m) Resignation: Resignation requests from employees should be obtained and processed in the web based system so that such vacancies are brought to the notice of the cadre controlling authority immediately.

(n) Technical resignation: Requests for technical resignation to Join another employment under the Government should also be obtained and processed in the web based cadre management system.

(0) Vigilance status: Vigilance clearance whenever required in connection with cadre management activities will be sought and obtained through the system. In respect of US and above level officer it will be updated both by the Ministries/Department and by A VD.I of DoP&T. Upto SO level, Ministries/Departments will update the system.

3. This circular may be brought to the notice of all CSS Officers for their information and active cooperation to ensure correctness of data.

4. Nodal officers may also depute their subordinates to CS.I Division to clear doubts if any about the functioning of the system.

Central Electricity Regulatory Commission (CERC), statutory body under Ministry of Power constituted under an Act of Parliament, invites applications for the post of Secretary to be filled up by deputation, on foreign Service terms, from the Officers of Central/State Governments.

2. The details of post, scale of pay, required qualifications/qualifying service and experience etc. are given below :-

3. The general terms and conditions are as under:-
i)Apart from basic pay and grade pay, the posts carry Dearness Allowance, HRA, and Transport Allowance etc. at the rates applicable to Central Government officials from time to time.
ii)Fixation of pay/Deputation (Duty) Allowance shall be governed by the instructions issued by Department of Personnel and Training from time to time.
iii)Maximum age limit is 56 years on the last date of receipt of the applications.
iv)The facility of retention or allotment of Government Accommodation is available at present. Moreover as per CERC (Leased Accommodation) Regulations, 2007, Leased accommodation for lease rental up to 60% of Basic pay and Grade pay would be permissible if opted, subject to the conditions laid down therein.
v)The above post is exempted from the principle of immediate absorption.
vi)Medical re-imbursement through Authorized Medical Attendants is admissible as per the CERC (Indoor/Outdoor Medical facilities) Regulations, 2005. This is in lieu of the CGHS benefits, who choose to opt for the CERC Regulations.
vii)The normal period of deputation on foreign service terms is five years as per the CERC (Recruitment, Control and Service Conditions of Staff) Regulations, 2007.
viii)Officials appointed to CERC shall be governed by the terms and conditions of Department of Personnel and Training’s O.M. No. 6/8/2009-Estt (Pay-II) dated 17th June, 2010 read with Central Electricity Regulatory Commission (Recruitment, Control and Service Conditions of Staff) Regulations, 2007 as amended from time to time.
ix)CERC reserves the right to keep any or all of the posts unfilled depending on the circumstances prevailing at the time of selection.
x)CERC reserve the right to change the number of posts as may be required by the circumstances prevailing at the time of selection
xi)Copy of all the Regulations mentioned above are available in the CERC's website. www.cercind.gov.in
xii)Mere fulfilling of eligibility criteria shall not bestow any right to be called for interaction only short-listed candidates shall be called for an interaction.
xiii)Relaxation in essential qualifications / experience can be considered by the competent authority in deserving and exceptional cases.

Sub: Request for issuing instructions for disbursement of salary of Central Government Employees for the month of November 2016 in cash.

As you are aware , the difficulties being experienced due to demonetization of Rs.500/- and Rs. 1000/- currency notes may continue for about 50 days as made clear by the Government. Further Banks have imposed a cap of 24000/- for withdrawal from savings Bank Accounts. Even for withdrawing that amount, one has to stand in long que for hours together. Naturally Central Government employees are likely to face much problem for getting their salary for this month in time. Employees waiting in que for cash may adversely affect the functioning of Central Government offices also.

In view of the above situation, I request you to issue necessary instructions to all pay drawing and disbursing officers, to make advance arrangements for payment of salary for November 2016, in cash, to all Central Government employees, on or before 30th November 2016.

Sir,
The Central Govt has implemented 7th Pay Commission recommendation regarding the hike in the pay, salary of the Central Govt employees, pensioners and family pensioners w.e.f January 1,2016 besides releasing 2 percent DA w.e.f July 1, 2016.

The J&K Govt has also hiked the salary and perks of ministers, and legislators. Besides, our neighbouring states have also implemented 7th CPC recommendations in favour of their respective Govt PSU employees and pensioners etc.

But, it is unfortunate that the J&K State Govt, PSU employees, pensioners and family pensioners who also deserve the hike in pay and pension have been asked to wait for two years for implementation of 7th CPC recommendations by none other than the present Chief Minister J&K State. One fails to understand as to why the employees and the pensioners have to wait for two years for their due. Why does not the State raise the demand of money with the Central Govt for implementation of 7th CPC recommendations in favour of the State Govt employees, pensioners and family pensioners.

Any way, I hope that the J&K State Govt will kindly realize that when they (legislators/ministers) themselves deserve the hike in salary; pay and perks of the State Govt, employees and pensioners also deserve and need it as well. Many Govt Employees and Pensioners Association have urged the J&K State Govt for implementation of the 7th CPC recommendations including EJAC(Q) personally meeting the Chief Minister, Finance Minister J&K State and through print and electronic media by the undersigned also but all in vain till date.

Therefore, it is requested to the Chief Minister, Finance Minister J&K State not to wait for two years but to implement the 7th CPC recommendations in favour of the J&K State Govt PSU/Employees and Pensioners at an earliest in toto/at par with the Central Government Employees.

PARTICIPATE IN THE PARLIAMENT MARCH OF CONFEDERATION ON 15-12-2016

Confederation of Central Government Employees & Workers has organised a phased program of agitation culminating in a strike against negative and retrograde stand of the central government on modifications sought by the National Joint Action Committee on unilateral implementation of 7th Pay Commission recommendations and non implementation of the assurances given by the group of ministers.

The 3rd phase of action is the Parliament March on 15-12-2016 at 10 AM at Jantar Mantar, New Delhi. AIBDPA is committed to support the program and therefore comrades of neighbouring circles, viz Rajasthan, UP, Haryana and Punjab are requested to participate in good numbers.

The important issues focused including Option 1 for the pensioners are given below:

A similar call for participation is also being issued by the NCCPA.
I). Honour the assurance given by the Group of Ministers to NJCA on 30th June 2016 and 6th July 2016, especially increase in minimum wage and fitment factor. Grant revised HRA at the existing percentage itself i.e. 30%, 20% and 10%. Accept the proposal of the staff side regarding Transport Allowance. Settle all anomalies arising out of implementation of 7th CPC recommendations, in a time bound manner.

2. Implement option-I recommended by 7th CPC and accepted by the Government regarding parity in pension of pre-2016 pensioners, without any further delay. Settle the pension related issues raised by NJCA against item 13 of its memorandum submitted to Cabinet Secretary on 10th December 2015. (See Annexure-I).

3. Scrap PFRDA Act and New Pension System (NPS) and grant pension and Family Pension to all Central Government employees recruited after 01.01.2004, under CCS (Pension) Rules 1972.
