Chennai: Southern Railway employees would go on an indefinite strike from July 11, pressing for various demands, including 7th Pay Commission’s revision.

“We have been requesting the Centre to meet our demands including continuation of existing pension scheme and increasing salaries to employees under B categories,” Southern Railway Mazdoor Union General Secretary N Kanniah told reporters here.

“Since there was no progress so far in our meetings with the Railway Ministry, we will be going on indefinite strike from July 11,” he said.

Meanwhile, the National Federation of Indian Railwaymen, in a press release, said the strike will begin from July 11 as the Government had not held any formal meetings to discuss the charter of demands.

Some issues include assignment of pay scales to technical, safety categories; raising the minimum wage to Rs 26,000 and other issues raised by the National Joint Council of Action (NJCA) on the recommendation of the Seventh Pay Commission, it said.

The President is pleased to enhance the age of superannuation of the specialists of Non-Teaching and Public Health sub-cadres of Central Health Service (CHS) and General Duty Medical Officers of CHS to 65 years with immediate effect. A copy of Ministry of Health & Family Welfare’s Order No. A.12034/1/2014-CHS-V dated 31st May,2016 is enclosed.

2. Accordingly, the age of superannuation for IRMS doctors (GDMOs) is also enhanced from 60 years to 65 years with immediate effect i.e. 31-5-2016.

3. This issues with the concurrence of Finance Directorate of the Ministry of Railways.

Hospital Patient Care Allowance / Patient Care Allowance was introduced on the Railways in terms Board’s letter No.E(P&A)II-98/HW-6 dated 09.01.2008. Further, the rates of HPCA/PCA were revised as per Board’s letter No. E(P&A)I-2013/AL-3 dated 20.02.2013. Dental Hygienists and Physiotherapists/Occupational Therapists were also made eligible for HPCA/PCA vide Board’s letters E(P&A)II-98/HW-6 Vol. Ill dated 31.07.2015 on the terms and conditions mentioned therein.

2. Consequent to the directions made by the Hon ‘ble CAT/Delhi in its order dt. 16.7.2015 in OA No. 974/2013, an expert committee was constituted to find out whether the duties & responsibilities of the applicants involve continuous & routine contacts with communicable diseases & handling infected materials, instruments, which can spread infection & thereafter would take final decision regarding their entitlement to HPCA/PCA/Risk Allowance. The applicants in this case were kitchen staff working in the Northern Railway Central Hospital, New Delhi. The recognized Federations have also been demanding for the admissibility of HPCA/PCA to the Kitchen Staff.

3. The expert committee has submitted its recommendations and it has been considered by the Board and accordingly it has been decided to include the following category of Kitchen Staff in the list of eligible categories of Group ‘C’ and ‘D’ (non-ministerial) for the grant of HPCA/PCA w.e.f. the date of issue of this letter:
(i) Masalchis & Cookmates :
(ii) Cooks where no separate Masalchi/Cookmates is provided and the cooks are required to clean the utensils or serve food where bearers are not provided.
4. Other terms and conditions would remain the same as per Board’s letter no. E(P&A)II-98/HW-6 dated 09.0 l.2008 and Board’s letter No. E(P&A)II-2013/AL-3 dated 20.02.2013.

5. This issues with the concurrence of Finance Directorate of the Ministry of Railways.

Changes made in Jai Jawan Pension Loan – Maximum age 76 years – 2nd loan after liquidating the first loan only after 12 months

Changes have been made in JAI JAWAN PENSION LOAN to cover all the Defence Pensioners under one scheme – Maximum age 76 years.

JAI JAWAN PENSION LOAN : ARMED FORCES PENSIONERS HAVING PENSION A/CS WITH SBI

The following changes have been made in JAI JAWAN PENSION LOAN to cover all the Defence Pensioners under one scheme. Eligibility Pensioners of Defence,Para Military Forces, Coast Guard, Rashtriya Rifles and Assam Rifles whose pension payment order is with SBI.

No minimum age bar and maximum age at the time of availing loan should be 76 years.

Family Pensioners of the above categories can also avail SBI Pension Loan. Loan Amount Minimum Rs 25,000/-
a) Max of 36 months pension with a ceiling of Rs 14.0 Lakhs for pensioners up to 56 years of age.
b) Max of 18 months pension with a ceiling of
(i) Rs 14.0 Lakhs for pensioners above 56 years and up to 72 years of age.
(ii) Rs 12.0 Lakhs for pensioners above 72 years and up to 74 years of age.
(iii) Rs 7.5 Lakhs for pensioners who are above 74 and up to 76 years of age. EMI/NMP not to exceed 50% Age and Repayment Period Age at the time of loan sanction

Dear Sir,

Subject:- Parity of Pension of Pre-2016 Pensioners with Post-2016 Pensioners – as per Recommendations of Seventh Pay Commission. Reference: Para 10.1.67 of Seventh Pay Commission Report

1. We are deeply anguished and shocked to learn from the Secretary Staff Side, JCM, that you had indicated in the meeting with the representatives of JCM Staff Side on 26-5-2016, that the Departments of Pension and Defence were of the view that the first option recommended by the 7th CPC to bring about the parity with the past pensioners is unfeasible and impracticable – due to the non-availability of the requisite records.

2. Denial of Parity to Past Pensioners is going to cause a major financial loss to the Past Pensioners and would naturally agitate them seriously. The issue, therefore, needs reconsideration especially in view of the following points:
i) Service Records are protected documents and cannot be destroyed without specific orders of the competent authority.

ii) The views of the DOP&PW & Defence about the non-availability of the requisite records are too vague, unfounded and unjustified;

iii) Even if the Service Records of some of the Pensioners were not available, the same can be reconstructed/recast as per prescribed procedures and as per directions of various courts issued from time to time in such cases.

iv) All the Past Pensioners cannot be made to suffer heavy financial loss due to some missing records – which can in any way be reconstructed as stated above.

v) 5th & 6th Pay Commissions had recommended for grant of Modified Parity to past Pensioners. The orders were implemented on the basis of service records.
 vi) Fifth CPC while evolving the norm of modified parity had mentioned in its Report that further improvements could be brought about by future Pay Commissions. It is after 20 years that 7th CPC taking a step in this direction recommended consideration of number of increments earned in that level while in service. The recommendation cannot be set aside on the plea of non-availability of record.

vii) Recommendations of the 7th CPC in Para 10.1.67 (option 1) for Parity of Pension of Past (Pre-2016) Pensioners were based on legal and Constitutional grounds and, as such, the same may please be implemented.

3. It is, therefore, requested that:
a) Recommendation of the Seventh CPC regarding option I for fixation of Pension of Pre-2016 Pensioners may please be implemented – keeping in view the above submissions.

b) Pay Matrix may please be modified so as to give equitable rise at all levels through same Index for fixation of Pay & Pension of Pre-2016 Pensioners.

c) Pension of Pre-2016 Pensioners who were senior and retired in higher Level of Posts may please be revised at par with the junior Post 2016 Pensioners who may get higher pension due to merger of Pay scales or having longer years of service in lower scale.

OFFICE MEMORANDUM

Subject: Policy / Guidelines for setting up of Sanskriti type schools.

The success of the innovative and experimental project of setting up of SANSKRITI School has led to demands from various other regions of the country for setting up of such schools in those locations as well.

2. It is observed that All India Services as well as Central Services Officers face similar problems in other large metro cities where they are posted on transfer and where it becomes very difficult for them to secure admission for their children in schools. Similarly officers of all India services and State Civil Services also get frequently transferred from various stations within the State to state capital and they also face similar problems.
3. It is, therefore, view of the Government that as a welfare measure Government
of India should also encourage and support opening of Sanskriti type Schools in other parts of the country.

4. Accordingly, a draft policy note for schools on the pattern of the Sanskriti
School has been prepared and attached for comments of the Ministries/departments.

5. It is, therefore, requested to furnish comments of the Ministry/Department on
the draft policy note for schools on the pattern of the Sanskriti School latest by 20th June, 2016 to this Department.
