The Ministry of Finance, Department of Expenditure issued today an important Resolution regarding the Pay Matrix Table for Central Government Employees.

The Index of Rationalisation (IOR) of Level-13 of Civil Pay Matrix shall also be enhanced from 2.57 to 2.67.

Cabinet approves Pan-India implementation of Maternity Benefit Program

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given ex-post facto approval to Pan-India implementation of Maternity Benefit Program which now has been extended to all districts of the country w.e.f. 01.01.2017. The Prime Minister in his address to the nation on 31.12.2016 had announced Pan-India implementation of Maternity Benefit Program.

The Maternity Benefit Program will provide compensation for the wage loss in terms of cash incentives so that the women can take adequate rest before and after delivery and not be deprived of proper nutrition.
The total cost of the proposal for the period from 01.01.2017 to 31.03.2020 including Central and State Government share is Rs.12,661crore. Government of India's share during the period 01.01.2017 to 31.03.2020 comes to around Rs. 7932 crore.

Objective of the Scheme
  1.         To provide partial compensation for the wage loss in terms of cash incentives so that the woman can take adequate rest before and after delivery of the first living child.
  2.       The cash incentives provided would lead to improved health seeking behaviour amongst the Pregnant Women and Lactating Mother (PW&LM) to reduce the effects of under-nutrition namely stunting, wasting and other related problems.

Target Group
All eligible Pregnant Women and Lactating Mothers (PW&LM), excluding the Pregnant Women and Lactating Mothers who are in regular employment with the Central Government or State Government or Public Sector Undertakings or those who are in receipt of similar benefits under any law for the time being. It has been decided to give the benefit of Rs.5000/- to PW&LM in three installment for the birth of the first live child by MWCD and the remaining cash incentive as per approved norms towards Maternity Benefit under existing programmes after institutional delivery so that on an average, a woman will get Rs.6000/-.

Conditions and installments
Pregnant Women and Lactating Mothers who are eligible will receive a cash benefit of Rs.5,000/- in three installment at the following stages as specified in the table given below:

Mode of cash transfer to the Beneficiaries
The conditional cash transfer scheme would be in DBT mode.

Background:
The Government of India is committed to ensure that every woman gets adequate support and health care during pregnancy and at the time of delivery and every newborn is immunized on time which is the foundation for better health of the mother and the newborn. Normally, the first pregnancy of a woman exposes her to new kinds of challenges and stress factors. Hence, the scheme intends to provide support to the mother for safe delivery and immunization of her first living child. The improved health care seeking behaviour of the PW&LM would lead to better health status for the mother and the child.

Copy of GOI, MOD letter No. 20(2)/2016/D(Pay/Services) dated 2nd November, 2016, which is self explanatory, is forwarded herewith for further necessary action at your end.

  • Consequent upon issue of GOI, MOD letter dated 2nOI November, 2016, the families of the Defence Service Personnel who die in harness in the performance of their bonafide official duties shall be entitled to Ex-Gratia Iump-sum-compensation at revised rate as mentioned in ibid Government letter.
  • The conditions governing payment of Ex-Gratia Iump-sum-compensation in terms of the ibid Government letter and the guidelines to be observed have been given in the Annexure attached with the GOI, MOD letter No. 20(1)/98-D(Pay/Services) dated 22nd September’ 1998 and Corrigendum No. even dated 12th April 1999 (Circulated vide this office Circular No. 228 dated 03.05.1999).
  •  The order shall apply to all cases of death in harness occurring on or after 01.01 .2016. In so far as cases of death, which occurred prior to 01.01.2016, are concerned, shall be regulated and finalized in terms of the orders and instructions in force prior to issue of these orders.
  • In view of the above, you are requested to submit all affected cases of Ex-Gratia lump-sum-compensation where death occurred on or after 01.01.2016 to the OI/C, G-4 Section of this Office along with the statement of case with supporting documents viz detailed statement of case, Special Casualty report approved by Competent Authority, FIR and/ or Court of Inquiry proceedings etc. including Sheet Roll indicating interalia the PPO No. wherein Special Family Pension/ Liberalized Family Pension and Ex-gratia have been granted earlier. In cases, where death occurred on or after 01.01.2016 and Ex-Gratia lump- sum-compensation has already been sanctioned at old rate, the same may be referred to this office on revised LPC-Cum-Data Sheet and Sheet Roll for issue of corrigendum PPO at new revised rates.
  • All other terms and conditions shall remain unchanged.

Reference:- This office Circular No. 64 dated 01.09.1988.

GoI, MoD letter No. 6(4)/87/1369/B/D(Pens/Sers) dated 30.06.1988 and Circular No. 64 dated 01.09.1988 were issued for taking appropriate action for endorsement of Family Pension in the PPG of living Armed Forces Pensioners. For this purpose, an application form attached an "Appendix- A" was introduced along with above Govt. letter under which certain details were required to be filled.
  1. Govt. of India, Ministry of Defence vide letter No. 1(11)/2014/D(Pen/Pol) dated 15.07.2016 has modified the ibid "Appendix - A". Now, 4 items i.e. Present Address, TSIPS No., Details of Family Pension from other sources and Name of handicapped children, if any, have been added in Appendix-A on Sl No. 2, 4, 9 & 10 respectively.
  1. Therefore, all the claims for endorsement of Family Pension entitlement in the PPO of living Armed Force Pensioners shall be submitted to this office in revised Appendix-A duly completed in all respect.

1. Short title and commencement. - (1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, the Lal Bahadur Shastri National Academy of Administration, Mussoorie, Library and Information Officer, Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix.- The number of the post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.

3. Method of recruitment, age limit and qualifications, etc. - The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.- No person
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

New Delhi, the 16th May, 2017

No. 1-2/2016-IC. Whereas, vide its Resolution No.1-2/2016-IC notified in the Gazette of India, dated the 25th July, 2016, the Government of India accepted the recommendations of the Seventh Central Pay Commission in respect of the categories of employees covered in the Terms of Reference contained in its earlier Resolution No.1/1/2013-E.III(A) dated the 28th February, 2014.

And, whereas, the Government has considered it necessary to make the following changes in the recommendations of the said Seventh Central Pay Commission in respect of the said categories of employees, namely:-

(1) The Defence Pay Matrix, (except Military Nursing Service (MNS)), which has 24 stages shall be extended to 40 stages similar to the Civil Pay Matrix;

(2) The Index of Rationalisation (IOR) of Level 12A and 13 of Defence Pay Matrix shall be enhanced from 2.57 to 2.67. The Defence Pay Matrix (except MNS) shall, accordingly, be revised;

(3) To rectify the factual errors appearing in Level 10B and Level-12 of the pay matrix of MNS and in view of the changes in the IOR in the Defence Pay Matrix, the first stage of corresponding Levels of Pay Matrix of MNS shall also change. Accordingly, the Pay Matrix (MNS) shall be revised;

(4) The IOR of Level-13 of Civil Pay Matrix shall also be enhanced from 2.57 to 2.67. Accordingly, the Civil Pay Matrix as contained in Annexure-1 mentioned in para 6 of the aforesaid Resolution dated the 25th July, 2016 shall be revised. The revised Civil Pay Matrix is at Appendix-1;

(5) The provision contained in para 13 of the aforesaid Resolution dated 25th July, 2016 shall be revised to the extent that the benefit of pay protection in the form of personal pay of officers posted on deputation under Central Staffing Scheme, as envisaged therein, shall be given effect from 1st January, 2016 instead of 25th July, 2016. Further, this benefit shall also be extended to officers from Services under Central Staffing Scheme, coming on deputation to Central Government, on posts not covered under Central Staffing Scheme.

  1. i) Out of turn promotion may be granted in Gazatted post for representing the Country in Olympic Games with at least 4th position;
  2. ii) Out of turn promotion may be granted for representing the country in Olympic Games, to the next higher grade or the grade to which he/she would be eligible for against direct recruitment, whichever is higher.

In case he/she has already reached apex of the grade, in that scenario, he/she may. He granted five increments (irrespective of any increment granted already), as a special case.

These instructions will also be applicable for Rio Olympics 2016.

No. l(1)/2011/UTA/365 dated 1st August 2016 on the above subject, as per the amendment in Rule 44 issued vide Government of India Notification No. G.S.R. 412 (E) dated 27-04-2017, all payments to Government servants, including salary payments, shall be made by electronically signed payment advices for direct credit to their bank accounts, subject to availability of banking facilities:

Provided that a one-time relaxation may be granted for payment by other recognized modes in cases of hardship where the reasons are duly approved by the Head of Department and Financial Adviser.

Attention is invited to this office OM of even no. dated 8th November. 2017 2016 on the subject cited above. The SPARROW system is to be made effected from April, 2017.

In order to implement SPARROW for Group 'B' Officers(SrAO/AO/AAO). the Pr.CCA/CCA/CAs are requested to nominate EMD (Employee Master Data) Manager in their respective Ministries. The EMD Manager would be responsible for management of data of the individuals including upadation/corrections thereof- The nomination of EMD Manager must be forwarded to this office latest by 15th May, 2017. To familiarize the EMD Managers with the SPARROW, a workshop will be organized very shortly.

It may kindly be noted that this exercise is being monitored at the highest level and any lapse to adhere timeline for above nomination would be viewed seriously.

Government to strengthen agency under GST to check tax evasion
New Delhi: Ahead of the planned GST rollout from July 1, the government is strengthening the body responsible for detecting tax evasion and will set up two new agencies, including one for business intelligence and analytics.

With the goods and service tax (GST) subsuming central levies like excise duty, service tax and state VAT, the Central Board of Excise and Customs (CBEC) has reorganised its existing central excise and service tax field formations to suit the requirements of the new regime.

The CBEC will itself be rechristened as the Central Board of Indirect Taxes and Customs (CBIC) and will supervise GST and Customs activities and provide the government policy inputs.

The CBIC will be headed by a chairman and will have six members - for GST; IT, legal and compliance verification; investigation; tax policy; Customs and administration and vigilance.

In a letter to the zonal heads, the human resource arm of the CBEC said the Directorate General of GST Intelligence (DGGSTI) will be the new name of the existing Directorate General of Central Excise Intelligence (DGCEI), but with more powers.

The DGSTI will have its task cut out, keeping in view the steep increase in the GST taxpayer base, the letter said.
The organisation will be headed by a principal director general in Delhi who will be assisted by four sub-national directors general.

Also, two new directorates are being created. The Directorate General of Analytics and Risk Management (DGARM) will have two verticals for business intelligence and analytics and risk management centre to provide perspectives for policy formulation.

The Directorate of International Customs will be created to deal with WTO related matters, including tariff, as well as the Kyoto Convention, multilateral and bi-lateral agreements with other countries.

"It will also assist the board in functions related to the National Trade Facilitation Committee for implementation of the trade facilitation agreement (TEA) and Customs procedures for international Trade. All matters of cross- border trade through Land Customs Stations shall also be handled by this directorate," the letter said.

Further, the National Academy of Customs, Indirect Taxes and Narcotics (NACIN), will be the new form of the existing National Academy of Customs, Excise and Narcotics (NACEN). In the GST regime, it will be the only academy of its kind in India that will provide regular training to officers.

It is also envisaged that the NACIN will provide training to representatives of trade bodies and tax professionals. Thus, it will be catering to the training needs of around 70,000 persons every year.

The role of the Directorate General of Taxpayer Services under the GST set-up will be to provide assistance to the taxpayers at their doorsteps, in addition to handling publicity and public relations, holding seminars and workshops, attending to queries of taxpayers and coordinating the resolution of taxpayers' grievances.

Hon'be Defence Minister Sri Arun Jaitley has taken decision to outsource 143 products to PRIVATE SECTOR which are being at present manufactured by ordnance factories of Govt of India. Accordingly Defence Ministry has issued orders on 27.04.2017. On implementation of the above major policy decision of the Defence Ministry ,the job of almost 20000 (twenty thousand) defence civilian employees of ordnance factories involved in the production of these 143 products will be at stake. Jobs which are now performed by dedicated ordnance factory workers for years together are being snatched and given to private sector. As a result defence employees are facing serious threat to their job security.

Against the above decision of the BJP-led NDA Government , defence employees are organising series of agitational programmes including staying away from the work for one hour during the beginning hour of the duty on24th May 2017 and conducting demonstrations. Confederation National Secretariat calls upon all affiliate's and COC's to extend full support and solidarity to the struggle of the defence employees against privatisation and for job security. Leaders of the Confederation are requested to visit the leaders of ordance factory workers and All India Defence Employees Federation which is spearheading the struggle and convey our support in person .

Sub: Filing of APAR online from 2016-17 -regarding.

Vide letter of even number dated 24.03.2017, ii had been intimated that officers at the level of JAG and above may file their APAR online through SPARROW. The detailed guidelines in this regard are as under:

  • 1.Officers in Junior and senior Scale.
  • Shall file APARs manually using in the new Apar format available on REIS website.
  • 2.Officers who are on deputation (in PSUs/CSS/under any other authorities.)
  • Shall file their APARs manually using the new format available on the REIS website.
  • 3.(i). Officers in JAG (both adhoc and regular) and above.
(ii). Those officers whose Reporting/Reviewing Authorities are retiring/moving out on deputation by June 2017
  • Shall file APARs online as per new format through SPARROW from 1st July onwards.
  • The officers shall file APARs manually using the new format as already advised vide letter dated 24.03.2017
  1. Every Zone/PU/CTI etc. has nominated Primary Custodian, Alternative Custodian, PAR Manager and EMD , Managers who are being trained to facilitate SPARROW implementation in their respective Units. These nominated officers will be communicating with the officers coming under the particular Zones, PUs and CTIs. They shall be the trainers for the concerned units.
  2. The pre-requisites for logging and working on SPARROW website are NIC email-id,E-signature/Digital Signature Certificate. Every officer needs to have mobile no. linked to Aadhaar Number.
    1. Policy regarding DSC and E-signature will be communicated subsequently.
    2. After creation of NIC mail-id, Officer has to login to the mail and update his profile so that new password can be generated and it will remain handy while logging in for filing
    3. Zones/PUs/CTIs are requested to set up a Zonal SPARRPOW helpdesk (staff with IT background), centrally located to facilitate the implementation and the contact nos. of helpdesk may be circulated amongst the officers locally by 15th May 2017 under intimation to Railway Board.
Railway Board helpdesk is already functional and the helpdesk nos, as well as emil-ids.

The Committee on Allowances has made only minor changes to allowances on the recommendation of the 7th Pay Commission.

The committee has also dittoed the pay commission recommendation of house rent allowance (HRA) of 24, 16 and 8 per cent respectively, instead of the present rate of HRA - of 30, 20 and 10 per cent of basic pay.
A top Finance Ministry official, who did not wish to be named told us after receiving the Committee on Allowances report from Finance Secretary Ashok Lavasa, who led the committee, the report is being currently examined by the Department of Expenditure.

The 7th Pay Commission, led by Justice A K Mathur, earlier proposed abolition of 52 allowances and subsuming of another 36 allowances into larger existing ones out of total 196 allowances, which triggered resentment among central government employees that government complied with formation of the Committee on Allowances.

The Committee on Allowances was constituted in June last year after the government gave nod the recommendation of the 7th Pay Commission from January 1, 2016 in respect of basic pay and dearness allowances.

The Committee on Allowances in its report agreed with the pay commission's recommendation for reducing house rent allowance (HRA) and made minor changes in little allowances for central government employees, the Finance Ministry official told us.

The recommendations of allowances would be finalised by May or June after examining by the empowered committee of secretaries and following that it will be placed before the Cabinet by Finance Minister Arun Jaitley, he said.

No matter when the recommendations are finalised, the new allowances will be made effective from January 1 last year, the official asserted.

Sub: Grant of House Rent Allowance (HRA) to Railway employees posted at S.A.S. Nagar Mohali at par with Chandigarh rates.

The question of grant of House Rent Allowance (HRA) at rates admissible in the classified city of Chandigarh (Y class) to the Railway employees posted at Mohali has been considered in Boards office in consonance with instructions of Ministry of Finance and the President is pleased to decide that the Railway employees whose place of duty falls within the limits of the notified area committee of S.A.S. Nagar Mohali shall be entitled to draw HRA at the rates admissible within the classified city of Chandigarh.

The grant of HRA under these orders shall be regulated in accordance with the conditions laid down in this Ministrys letter No. PC-66/HRA-1/21 dated 26.07.1967 as amended from time to time.
These orders shall take affect from the date of issue of this letter.

This issues with the concurrence of Finance Directorate of Railway Board.

What the above decision means for pre-2016 retirees?

Modification made appears fixing the pay of pre 2016 retirees notionally in revised pay matrix and then fixing pension at 50% of pay. If the pension so fixed is more than the pension fixed with fitment formula of 2.57 then pension will be revised otherwise no change. It is presumed that option will be given to pensioners. For arriving at pay in revised matrix of 7 CPC for those who retired prior to 1-1-1996 notionally there pay will be fixed under V CPC scales and VI CPC Pay structure. Similarly for those who retired prior to 2006 it will be notionally fixed in VI CPC Pay structure and then in 7 CPC matrix. The pay for this purpose is pay last drawn as recorded in their PPO. For the information of readers fixation formula under V CPC, VI CPC and VII CPC rules is given below:
