7th Pay Commission: Resentment over non-formation of High Level Committee

New Delhi: The central government employees union expressed its resentment over the non-formation of High Level Committee for reviewing the minimum pay and allowances.

The National Joint Council Action (NJCA), a confederation of 3.3 million central government employees, has been one of the most vocal protesters of increasing minimum pay Rs 18,000 since the the government implemented minimum pay from Rs 7000 to Rs 18,000.

The Central government employees’ Unions had been pressing for fixing “anomalies” in the pay scale. They were demanding minimum pay Rs. 26,000 instead of Rs 18,000 with 3.68 fitment factor, day after the cabinet approval the 7th pay commission recommendations. The cabinet approved it on June 29.

The Union Home Minister Rajnath Singh, Finance Minister Arun Jaitley and Railways Minister Suresh Prabhu then stepped in and assured the unions leaders “the issues raised by them would be considered by the High Level Committee, which will soon be set up and the government will take steps accordingly.”

The unions leaders said, “three and half months was passed, no High Level Committee has been formed while The Finance Ministry issued a press statement in this regard on July 7, confirming the assurance and stated that a High Level Committee will be constituted. The above ministers also assured that the favourable decision will be taken within four months.”

The Central government employees Unions not only demanded hiking in pay scales but also asked the other anomalies in 7th pay commission recommendations like abolition of some allowances that should be fixed.
The government hasn’t honour its group of ministers assurance till date, so the central government employees unions say they must lead their march to Parliament on December 15.

The leaders of the central government employees unions have also called on all employees to join the march in demand of hike in minimum pay and other demands.

Subject: Observance of Vigilance Awareness Week, 2016.

Central Vigilance Commission had through its circular of even number dated. 19.09.2016 issued instructions for observance of Vigilance Awareness Week ,this year, from 31 st October to 5th November, 2016. The theme for the Week is Public participation in promoting Integrity and eradicating Corruption.

2. In addition to the activities suggested by the Commission to be conducted within the organisations as well as the outreach activities for public/citizens, in line with the theme this year, to create greater awareness and participation of the public at large, the Commission has envisaged a concept of "Integrity Pledge". As such
two Integrity Pledges have been envisaged enlisting support and commitment of the citizens and the other for corporates/entities/firms etc., especially in the private sector to prevent and combat corruption.

3. Both, the "Integrity Pledges" to be taken by individual citizens as well as corporates, entities, firms etc., affirming their commitment to eradicate corruption (and to uphold highest standards of ethical conduct, transparency and good governance would be available as an e-pledge on the Commission's website
http://www.cvc.nic.in. All Ministries/Departments/Organisations may also provide a hyperlink to the Integrity Pledges on their respective websites/intranet to enable wider participation. Citizens and organisations taking the Integrity Pledge would be "provided a certificate acknowledging and appreciating their commitment to the cause of anti-corruption. Copies of both the Integrity Pledges" are enclosed.

4. The Commission requests all Ministries / Departments /Organisations to disseminate and publicise this initiative to elicit wider participation of all stakeholders and also to encourage their customers/public and corporates / entities/firms, etc., to take the Integrity Pledge.

A meeting was held between the Addl Secretary (Exp), Ministry of Finance, Government of India and Staff Side, NC/JCM (Standing Committee Members) at Room No.72, North Block, New Delhi, this day 24/10/2016. In the said meeting, discussions were held on “Revision of Minimum Wage and Multiplying Factor”. The JCM Standing Committee members have explained elaborately and urged for quick action for the revision of Minimum Wage and Multiplying Factor.

The Official Side stated that attempts will be made to find a way out for resolving both the issues. On behalf of NFIR, the meeting was attended by JCM (Staff Side) leader M.Raghavaiah, Standing Committee members S/Shri Guman Singh, R.P.Bhatnagar and K.S.Murty.
