CONFEDERATION DECIDES TO GO FOR NATIONWIDE INDEFINITE STRIKE IN THE MONTH OF JUNE, 2014.

Two days mass Dharna of confederation leaders
In front of Parliament
On 24th and 25th February, 2014.

To protest against the total neglect and negative attitude of Central Government in the Budget towards Central Government employees.

NATIONAL CONVENTION OF CENTRAL GOVERNMENT EMPLOYEES ON 4th APRIL, 2014 AT NAGPUR. NATIONWIDE CAMPAIGN DURING THE PERIOD FROM MARCH TO MAY, 2014.

Dear Comrade,

The National Secretariat met today.  It reviewed the strike participation on the basis of the reports received from the States and the affiliates.  The meeting noted with appreciation the efforts undertaken by the affiliates and the State leaders in making the stake a grand success.  On the basis of the deliberations, the meeting adopted the enclosed resolution and took the following decisions.

1. To organise 48 hour Dharna on 24th and 25th Feb. 2014 at Delhi against the  attitude of the finance Minister in not conceding the demand for Interim relief and merger of DA etc. , while presenting the Vote on Account. The National leaders along with the active workers of Delhi will participate in the programme.

2. To organise a National Convention at Nagpur on 4th April, 2014 from 11 AM to 5 PM to mobilise the    employees for the task for accomplishment detailed in the enclosed resolution, especially in    the coming general election.

3. The State Committees will organise such conventions in all State Capitals for the same purpose.

4. Campaign meetings will be organised in front of all Central Government offices, where the District level and State level leaders will detail the decisions taken by the National Secretariat.

5. The Confederation National Secretariat will meet in May 2014 and decide upon the indefinite strike      action in pursuance of the 15 point charter of demands to be organised in June, 2014.

6. The Tamilnadu State Committee will be requested to explore the possibilities of organising campaign against Shri P. Chidambaram, Finance Minister in the Constituency from where he would seek election to the Lok Sabha.


7. The State Committees will make arrangements for translating the resolution in vernacular and circulate amongst the mass of the employees.

OFFICE MEMORANDUM

Subject- Grant of Transport Allowance to Central Government Employees – Extension of benefit of Transport Allowance at double the Normal Rates to Deaf and Dumb Employees – Implementation of the Order of the Apex Court – regarding.

The undersigned is directed to refer to Order dated 12th December, 2013 of the Hon’ble Supreme Court of India in Writ Petition (Civil) No. 107/2011 of Deaf Employees Welfare Association & Another v/s Union of India & Others, and to say that in compliance of the said judgement of the Apex Court, it has been decided to extend the benefit of Transport Allowance, as admissible to blinds and orthopaedically handicapped employees in terms of para 2 (i) of Ministry of Finance, Department of Expenditure O.M. No.21(2)/2008-E.II(B) dated 29th August, 2008, to deaf and dumb employees of the Central Government also, with immediate effect, subject to the condition that the recommendation of the Head of ENT Department of a Government Civil Hospital is received by the Head of Department and fulfilment of other conditions mentioned in Ministry of Finance, Department of Expenditure O.M.No, 19029/1/78-E IV(B) dated 31st August, 1978 read with O.M. dated 29.08.2008.

2. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, this Order issues in consultation with the Comptroller and Auditor General of India.

It may sound like ridiculous as number of times articles regarding this topic has published in different websites and newspapers. But as per our sources and media reports, centre finally decided to hike retirement age to 62 years. The process has received PM's nod and awating cabinet approval which is likely to be obtained in the next meeting.

The newly set up seventh CPC has recommended this hike in an interim report which got Govt. approval.

As per information available with us, this move will not benefit those who are going to be superannuated in this month or those who are already in extension.

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:-

(a) the medical assistance and other facilities provided by the Government to retired Central Government pensioners under the Central Government Health Scheme (CGHS) through empanelled hospitals;

(b) whether the empanelled hospitals under CGHS provide cashless facility to the pensioners only for the diseases for which they are empanelled even during the emergencies and if so, the details thereof along with the regulations in this regard;

(c) whether the Government plans to instruct all empanelled hospitals to provide cashless facilities to pensioners and other CGHS beneficiaries irrespective of diseases for which they are empanelled during emergencies and shift the patients to other authorised hospitals after first aid;

(d) if so, the details thereof and if not,the reasons therefor; and

(e) the steps taken/proposed to check exploitation of patients in emergencies by empanelled hospitals?


ANSWER

THE MINISTER OF HEALTH AND FAMILY WELFARE (SHRI GHULAM NABI AZAD)

(a) to (e): Central Government Health Scheme (CGHS) empanels private hospitals for providing inpatient medical treatment to its beneficiaries. They may avail the requisite treatment with prior permission for procedures advised by CGHS and other government specialists / CMO–in-charge. CGHS pensioner beneficiaries are entitled for cashless medical treatment in the CGHS empanelled private hospitals. The empanelled private hospitals under CGHS provide treatment to the pensioners on credit /cashless basis for the procedures for which they are empanelled.

However, in case of emergency conditions empanelled hospitals are expected to provide treatment to pensioners on credit basis, even for conditions for which they are not empanelled and they are expected to shift the patient to another empanelled hospital after stabilization as per the Memorandum of Agreement (MoA) signed with government.

In case of violation of the terms of the Memorandum of Agreement, suitable action, including depanelment can be initiated against errant hospitals.
