Subject:- Central Civil Services (Leave Travel concession) Rules, 1988-Admissibility of catering charges in respect of rail journey performed on LTC – Clarification reg.

The undersigned is directed to say that several references are received in this Department from various Ministries/Departments seeking clarification regarding the admissibility of catering charges charged by the Indian Railways in respect of the rail journey(s) performed by Rajdhani/Shatabdi on LTC.

2. The matter has been examined in consultation with Department of Expenditure, Ministry of Finance and it is clarified that if the Government servant has to compulsorily avail the catering facility and the cost is included in the rail fare for Rajdhani/Shatabdi/Duronto trains, the fare charged shall be reimbursable in full as per the entitlement/eligibility of the Government servant.

Subject: Introduction of SPARROW for CSSS officers.

The undersigned is directed to refer to this Department’s OM of even number dated 13.04.2016 on the subject mentioned above and to say that the website enabling online filing of APAR for CSSS officers has been made live by this Department which may be accessed through https:/Isparrow-csss.eoffice.gov.in.

2. In this regard, all the Ministries/Departments of CSSS were requested to nominate officers to perform the roles as functionaries i.e. Custodian (Nodal Officer), Custodian(Alternative Functionary), PAR Manager and EMD Manager. The Ministries/Departments were requested to provide the same information in respect of officers nominated in the enclosed proforma to NIC.

3. Ministries/Departments, as per the Annexure, have either not furnished the requisite information so far or have furnished only hard copies. Concerned Ministries/Departments are requested to expedite the requisite information on priority basis through e-mail,as requested.

Subject: Bye Election to fill the clear vacancies in Lok Sabha and State Legislative Assemblies of Meghalaya, Arunachal Pradesh, Jharkhand, Gujarat, Uttar Pradesh and Telangana – Grant of Paid Holiday -regarding

The undersigned is directed to say that in connection with the Bye Election to Bye Election to fill the clear vacancies in Lok Sabha and State Legislative Assemblies of Meghalaya, Arunachal Pradesh, Jharkhand, Gujarat, Uttar Pradesh and Telangana – Grant of Paid Holiday – to be held on 16th May, 2016, the following guidelines, already issued by DOPT vide OM No. 12/ 14/99-JCA dated 10th October 2001, which would have to be followed for closing of the Central Government Offices including Industrial Establishments in the States of Meghalaya, Arunachal Pradesh, Jharkhand, Gujarat, Uttar Pradesh and Telangana.

(i) The relevant offices / organizations shall remain closed in the notified areas where Bye Election to the State Legislative Assemblies scheduled to be conducted.

(ii) In connection with bye-elections to State Assembly, only such of the employees who are bona-fide voters in the relevant constituency should be granted special casual leave on the day of polling. Special Casual leave may also be granted to an employee who is ordinarily a resident of constituency and registered as a voter but employed in any Central Government Organization/ Industrial Establishment located outside the constituency having a general/ bye-election.

2. The employees detailed on election duty may also be permitted to remain away from their normal duties on polling day(s) as also on the days required for performing journeys which might be undertaken in order to perform such election duty

3. The above instructions may be brought to the notice of all concerned.

Digital India to offer passport, pension, driving license online

Digital India to offer passport, pension, driving license online

Government is implementing the Digital India programme to transform the country into a digitally empowered and knowledge economy so that various services like passport, pension and driving licenses could be delivered online, Lok Sabha was informed today.

Telecom and IT Minister Ravi Shankar Prasad said one of the primary focus areas of Digital India is Pillar 5: eKranti – electronic delivery of services.

“e-Kranti aims to ensure a government wide transformation by delivering all services electronically to the citizens through integrated and interoperable systems via multiple modes while ensuring efficiency, transparency and reliability of such services at affordable costs,” he said during Question Hour.

In e-Kranti, 44 Mission Mode Projects (MMP) – 13 central, 17 state and 14 integrated MMPs – are being implemented. Under the 25 operational MMPs 222 services are being provided. More than 192 e-transactions have been reported since January 1, 2016.

“Under e-Kranti, the government of India has made concerted effort to make offline government services to be also delivered through online mode, ensuring that all citizens would have access to them, thereby improving the quality of basic governance on an unprecedented scale,” he said.

Prasad said services being provided online include income tax, passport, immigration, core banking, pension grievance redressal, courts, police, RTI, utility payments, licenses, social welfare schemes, agriculture, municipality, land record, vehicle registration, driving license, public distribution system etc.

The Minister said so far more than 100 crore Aadhaar enrollments have been processed and that resulted in extensive use of Direct Benefit Transfer (DBT) scheme for subsidies and saving of Rs 21,000 crore.

Prasad said around 1.99 lakh common service centres have been made operational and 1,40,751 KMs OFC pipe laid and over 1,12 lakh KMs optical fibre laid for connectivity to 50,465 gram panchayats to deliver services to citizens in rural areas.

Rural tele-density has crossed 50.09 per cent. Guidelines for spectrum sharing and trading and liberalisation of spectrum have been issued. More than 2 crore passport applications have been processed, he said.

Public Notice for addressing anomalies on One Rank One Pension (OROP)
