A copy of Department of Pension and Pensioners' Welfare (DOP&PW's) O.M. No. 38/37/2016-P&PW(A) dated 2151 December, 2018 on the above subject is enclosed for information and compliance. These instructions shall apply mutatis mutandis on the Railways also. The Ministry of Finance, Department of Expenditure's O.M No. 1-6/2016-IC dated 07.09.2016, mentioned in the DOP&PW's O.M. dated 21.12.2018 , has been adopted on Railways vide this office's letter No. PC-VII/2016/RSRP/4 dated 22.09.2016 .

Sub: Grant of Individual/Group Cash Award

The issue of revising guidelines for grant of individual awards and group cash award to officers/staff working in Board's Office in terms of Office Order No. 44 of 2000, 31 of 2004, 61 of 2005 and 83 of 2018 was under consideration and following has been decided:-

a) The upper limit for individual award/individual limit in group award to Officers/staff recommended/sanctioned by AMs, PEDs and Secretary/RB has been revised as under:-
  1. Upto Rs 4000/- for Group 'C' staff;
  2. Upto Rs 5000/- for Group 'B' staff and
  3. Upto Rs 6000/- for Group 'A' staff.
Further modalities on restricting the staff percentage for grant of awards to 10% and ceiling the Annual Gross Limit of sanctioning award by AMs, PEDs and Secretary/RB is under process and would be issued in due course.

b) The above limit for grant of individual award/ individual limit in group award would be applicable to DGs, Board Members and CRB also, however. in specific cases they may sanction award upto Rs 10,000/- per individual staff for meritorious service.

c) While recommending the names for Group Awards, the specific amount to be given to an individual should invariably be indicated. In the case of Group award announced on the spot by CRB or Board Mem ber or DG, a list containing the name of each awardee along with the amount of the award to be given to him/her should be submitted to the concerned Branch of Secretary's Directorate with the approval of the competent authority (not below the level of concerned ED/JS) for issue of sanction of award.

d) In case of awards by CRB/Members/DGs, there would be no restriction of time gap. For others, the gap would be minimum of 3(three) years.

e) In case of awards recommended by Board Members/DGs/AMs/PEDs etc no merit certificate would be issued, however, if any recommending/ sanctioning officer desires to issue an appreciation letter, the same would be prepared in the DO letter head of the award sanctioning authority under his own signature, a copy of which would be endorsed to Railway Board(Welfare) branch of Secretary Directorate for maintenance of records.

f) For grant of individual/group cash award or issuing appreciation letter, no D&AR or Vigilance Clearance or scrutiny of APARs would be required.

The above instructions/guidelines would not be applicable to Railway Week National Award, CRB Award, Awards granted by Minister of Railways/Minister of State of Railways and other prestigious awards.

This issues with the approval of the competent authority.

Government decides to allow one more opportunity to employees of Public Sector Insurance Companies who joined on or before 28th June, 1995

The Government of India has decided to allow one more opportunity to employees of Public Sector Insurance Companies (PSICs) who joined on or before 28th June 1995, to opt for Pension, as a retirement benefit.

Pension was introduced as a retirement benefit in PSICs with effect from 28th June 1995. In April 1997, employees of LIC and Public Sector General Insurance Companies namely, GIC, NICL, OICL, UIICL and NIACL, who joined service on or before 28th June 1995 were given another opportunity to opt for Pension, as a retirement benefit.

However, many eligible employees could not exercise the option and there has been a long standing demand from them to be given another option.

In order to mitigate the hardship of such employees of whom many have retired, Government has decided as a welfare measure, to allow one more opportunity to employees of PSICs who joined service on or before 28th June 1995, to opt for the Pension scheme of their respective organizations, in lieu of Contributory Provident Fund.

This decision is expected to benefit 42,720 employees (serving and retired) of which 24,595 are of LIC and 18,125 of PSGICs.

Department of Personnel and Training to Hold Half Marathon for Central Employees and their Family Members in New Delhi.

Central Civil Services Cultural and Sports Board (CCSCSB) under the Department of Personnel and Training (DOPT) and Youth Hostels Association of India (YHAI) are jointly organizing Half Marathon race for Central Government Employees and their immediate families in New Delhi tomorrow. Theme of the event is to promote fitness amongst Central Government employees and their family members. On the sidelines, it will also promote Scheme for promotion of Adventure Sports and similar activities amongst Central Government Employees-Calendar of Programme for the year 2019.

The Starting & Finishing point of the event will be at the Sports Complex on Vinay Marg. The Marathon will be organized in three categories including 21km, 10km and 5km and will be flagged off by Union Minister of State for Personnel and Training Dr. Jitendra Singh, National President of YHAI Shri. Mohammed Shafi Pandit and National Chairman of YHAI Shri. S. Venkat Narayanan along with prominent international athletes.

Three male and female winners will be awarded prizes at the hands of Dr. Jitendra Singh in the first of its kind event being organized by the DOPT this year. The event is also open for the immediate family members aged between 10 to 60 years of the Central Government Employees posted in Delhi.

Subject:- Modified assured Career Progression Scheme (MACPS) for PBOR of Air Force including NCs(E)

Sir,
Consequent upon the judgement of Hon'ble Supreme Court dated 08 Dec 2017 in the matter of Civil Appeal Dy. No.3744 of 2016 (UOI vs Shri Balbir Singh Turn & Anr), I am directed to refer to this Ministry's letter No.Air HQ/99141/1/1/ AFPCCfD(Air-III) /02/ 2011 dated 03 June 2011 and to state that the President is pleased to make the following amendment in Para 8 of the aforesaid letter:-

For: "The scheme would be operational w.e.f. 01 Sep 2008. In other words, financial upgradations as per the provisions of the earlier ACP Scheme (of Aug 2003) would be granted till 31.08.2008".

Read: " The scheme would be operational w.e.f. 01 Jan 2006. In other words, financial upgradations as per the provisions of the earlier ACP Scheme (of Aug 2003) would be granted till 31.12.2005".

The other terms & conditions (including eligibility) as mentioned in the MoD letter No.Air HQ/99141/1/1 /AFPCC /D(Air-III) /02 /2011 dated 03 June 2011 would continue to remain the same.
This issues with the concurrence of the Ministry of Defence (Finance) vide their Dy. NO.662 RF No.9(15)/2018/AF/P&W dated 28.11.2018.

Demonstrations of protest against salary non - payment to BSNL employees

It is very unfortunate that payment of salaries of the Executives and Non-Executives of BSNL for the month of February, 2019 is not made today.

All of us are aware that BSNL is not getting permission of the DoT for taking Bank loans. The AUAB has already demanded that the DoT should immediately permit BSNL for taking Bank loans to tide over the crises.

However, so far, the DoT has not given the necessary approval.

The AUAB has called on the employees to organize demonstrations tomorrow the 01-03-2019, protesting the non-payment of salary and demanding the DoT to immediately grant sanction to BSNL for taking Bank loans.

All Circle and District unions of BSNLEU are requested to coordinate with the other constituents of AUAB and to organize the demonstrations successfully.
