RESOLUTION
New Delhi, the 16th May, 2017

No.1-2/2016-IC.- Whereas, vide its Resolution No.1-2/2016-IC notified in the Gazette of India, dated the 25th July, 2016, the Government of India accepted the recommendations of the Seventh Central Pay Commission in respect of the categories of employees covered in the Terms of Reference contained in its earlier Resolution No.1/1/2013-E.III(A) dated the 28th February, 2014.

And, whereas, the Government has considered it necessary to make the following changes in the recommendations of the said Seventh Central Pay Commission in respect of the said categories of employees, namely:-

(1) The Defence Pay Matrix, (except Military Nursing Service (MNS)), which has 24 stages shall be extended to 40 stages similar to the Civil Pay Matrix;

(2) The Index of Rationalisation (IOR) of Level 12A and 13 of Defence Pay Matrix shall be enhanced from 2.57 to 2.67. The Defence Pay Matrix (except MNS) shall, accordingly, be revised;

(3) To rectify the factual errors appearing in Level 10B and Level-12 of the pay matrix of MNS and in view of the changes in the IOR in the Defence Pay Matrix, the first stage of corresponding Levels of Pay Matrix of MNS shall also change. Accordingly, the Pay Matrix (MNS) shall be revised;

(4) The IOR of Level-13 of Civil Pay Matrix shall also be enhanced from 2.57 to 2.67. Accordingly, the Civil Pay Matrix as contained in Annexure-1 mentioned in para 6 of the aforesaid Resolution dated the 25th July, 2016 shall be revised. The revised Civil Pay Matrix is at Appendix-1;

(5) The provision contained in para 13 of the aforesaid Resolution dated 25th July, 2016 shall be revised to the extent that the benefit of pay protection in the form of personal pay of officers posted on deputation under Central Staffing Scheme, as envisaged therein, shall be given effect from 1st January, 2016 instead of 25th July, 2016. Further, this benefit shall also be extended to officers from Services under Central Staffing Scheme, coming on deputation to Central Government, on posts not covered under Central Staffing Scheme.

Ordered that a copy of this Resolution be communicated to the Ministries/Departments of the Government of India, State Governments, Administrations of Union Territories and all other concerned.

New Delhi: 29th June, 2017 – General Secretary, All India Railwaymen’s Federation and Secretary, Staff Side(JCM), Shri Shiva Gopal Mishra, welcomed decision of the Union Cabinet for restoring rates of House Rent Allowance @ 10%,20% and 30% to the Central Government Employees covered from levels 1 to 3, “however, demand of the Staff Side(JCM) for similar rate of HRA to other Group `C’ staff should also have been acceded to”, he added.
Shri Mishra applauded the decision of the Central Government for amending 50% DA barrier for increasing HRA @ 09%, 18% and 27% when DA exceeds 25% as also @ 10%, 20% and 30% on Dearness Allowance exceeding 50%. He further added that, “similar principle could have been adopted on other allowances which are DA indexed”.

Shri Mishra also thanked the government for restoring 34 allowances, particularly from the Railways 12 allowances, including Breakdown Allowance, Nursing Allowance, Trip Allowance, Additional Allowance, Cycle Allowance as also Special Allowance to Trackmen, Section Controllers and Loco Pilot (Goods) and Sr. Passenger Guards on enhanced rates.
Shri Mishra, however, emphasized that, main demand of the Central Government Employees for increasing Minimum Wage and Fitment Formula as well as Guaranteed Minimum Pension for the Central Government Employees, appointed on or after 01.01.2004, should also be considered by the government sympathetically and orders to this effect be issued at an earliest in view of the widespread anxiety and discontentment prevailing among the Central Government Employees.
He appreciated the government for increasing the rate of Fixed Medical Allowance from Rs.500 p.m. to Rs.1000 p.m.
Shri Mishra further said that, Staff Side(JCM) is thankful to the government for increasing various allowances for Nursing Staff and extending Patient Care Allowance to Ministerial Staff working in the hospitals, and at the same time hopeful for increasing the same for other categories of staff also.

Transport Allowance will be lower in 7th CPC

7th CPC Transport Allowance gives lower amount of Money than Sixth CPC – Shocking Fact

As Media publicized, the Revised Allowances will not make Central Govt Employees happy and its not a Bonanza too. Most of the Allowances , especially the fully DA indexed Allowances are not given any hike. The Govt servants will be getting more or less same amount from this Fully DA indexed Allowances after the revision in Seventh CPC.

Transport Allowance will be lower in 7th CPC

The Transport Allowance, one of such Allowance of fully DA indexed, is giving a shock to All Employees those who are entitled to get this Allowance. Surprisingly, there is a marginal decrease in the amount of TA to be paid in 7th CPC after the Revision. But, Shockingly, the Govt Servants in Level 1 and 2 category are losing considerable amount after the revision of Transport Allowance in 7th CPC

If you calculate your 7th CPC Transport Allowance [ Use this TA Calculator ], you can able to know the difference between the amount of Transport Allowance paid in 6th CPC and to be paid in 7th CPC
It is observed that there is a marginal decrease in 7th CPC Transport Allowance for the Level 3 and above.
Whereas for Level 1 and 2 , It is a different story. They will be getting less amount of Money after switching over to 7th CPC.
