Sir/Madam,

In continuation to KVS circular of even number dated 03.08.2017 I am directed to refer to MHRD's letter No. F. 3-14/2017-UT.2 dated 31.10.2017 and to convey the approval of the Govt. of India for implementation of revised allowances based on the recommendations of the 7th CPC in KVS. The MHRD has agreed for additional funds to the extent of implementation of revised allowances in terms of Department of Expenditure (MoF) O.M. F. No. 1/1/2016-E.III(A) dated 26.07.2017.

It is further clarified that Department of Expenditure (MoF) O.M. F. No. 1/1/2016-E.III(A) dated 13.01.2017 is applicable only in case of pay scales and not in case of pension as such additional funds for the purpose of pension may not be allowed while implementing the revised pay scale and allowances in KVS.

EPFO Organized National Seminar on Fraud Risk Management - The New Initiatives

EPFO Organized National Seminar on "Fraud Risk Management - The New Initiatives".

As a part of "Vigilance Awareness Week - 2017" organized nationwide to promote transparency and probity in public governance, EPFO organized a national seminar on "Fraud Risk Management - The New Initiatives" at India Habitat Centre, New Delhi today. The seminar was inaugurated by Dr. T.M. Bhasin, Vigilance Commissioner, CVC. Dr. V.P. Joy, Central P.F. Commissioner presided over the function.

Setting the tone of the seminar, Shri Bhasin appreciated the efforts of EPFO in embracing technology for improving transparency in citizen-government interface. He congratulated EPFO in adding value to Ease of Doing Business in the country that helped India jump 30 points to come in the prestigious group of 100 countries in ease of doing business. He stressed the need for further systemic improvements for mitigation and prevention of occurrence of frauds.

Dr. V.P. Joy, CPFC highlighted the recent digital initiatives undertaken in EPFO for ensuring transition from the erstwhile manual system of claim settlement to online claim submission and payment system that has freed employers from mandatory cumbersome paperwork and has given much needed relief to employees in getting their claims settled promptly in a very transparent manner. He further added that EPFO is set to become an electronic paper free organization by 15th August 2018 which would certainly herald a new and dynamic phase of business and service delivery proficiency.

Shri Nilimesh Baruah, Principal Commissioner of Income Tax and former Director, SFIO spoke about the early warning system for identification and detection of corporate frauds and gave the details of the structure and mode of operations of the shell companies in managing unaccounted cash and importance of creating proper database for fraud detection.

A documentary film on EPFO highlighting its initiatives and achievements was also screened in the seminar.

Sub: CS(MA) Rules 1944 Renewal of name of the AMA for the treatment of Central Govt. Employees and Members of their family for the period from 01.08.2017 to 31.07.2018

In terms of Ministry of Health & Family Planning's (Department of Health) instruction contained in O.M. No. 9-14025/133/79-MS dated 28.05.1982 and C & A.G. Circular No. 445-Audit/17/III-90 (86) dated 10.08.1990 and as per Rule 2A (iv) of the CS(MA) Rules 1944, the name of the Private Medical Practitioners, as mentioned in Annexure-AMA1, are hereby renewed as Authorised Medical Attendant during the normal working hours for the treatment of the Central Govt. Employees and members of their family stationed at, or passing through, Kolkata and its adjoining Municipalities (as shown against each AMA) which are not covered by CGHS for a period of one year, i.e., from 01.08.2017 to 31.07.2018.

Annexure-1 contains the names of the Authorised Medical Attendents who were empanelled during the year 2016-17, but have not submitted application for renewal as A.M.A. for the year 2017-18, and have expressed their unwillingness to continue. Accordingly, their names are hereby removed from the list of Authorised Medical Attendants for the year 2017-18.

(IMPORTANT NOTE FOR THE AMAs TO BE OBSERVED STRICTLY)

1. AMAs are requested to submit applications for renewal at least 3 months before the date of expiry of the present term. The CGEWCC reserves the right to delete any name due to non-receipt of application for renewal in time.

2.AMAs are requested not to prescribe medicines for more than 3 to 4 days at a time. However, in case of 3 or 4 consultations the treatment should be restricted to maximum period of ten days. The fees for consultation and injection should be taken as per G.I.M.H. O.M. No. S-14025/10/2010-MS dated 17.03.2011 of Ministry of Health & Family Welfare (Department of Health) New Delhi.

3.Any change in address / degree etc. should be intimated immediately with documentary evidence. In case of death of AMA, intimation has to be sent to the Secretary, CGEWCC,Kolkata by the nearest relative of the AMA with a copy of death certificate.
