SHe-Box portal set up for registering complaints of sexual harassment of women employees at workplace,  of both Government and Private sector

More than 350 complaints of inappropriate behaviour received by WCD Ministry including those through SHe-Box portal

In order to ensure the effective implementation of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, the Ministry of Women & Child Development has launched an online complaint management system titled Sexual Harassment electronic-Box (SHe-Box) for registering complaints related to sexual harassment at workplace of all women employees in the country, including government and private employees.

More than 350 complaints relating to inappropriate behaviour have been received in the Ministry which includes complaint received through portal 'SHe-box'.

Ministry of Corporate Affairs has been requested for mandatory disclosure of Internal Complaints Committee (ICCs) in the Annual Report of the Companies. Ministry of Corporate Affairs along with the industry bodies, Associated Chambers of Commerce & Industry of India (ASSOCHAM), Federation of Indian Chambers of Commerce and Industry (FICCI), Confederation of Indian Society, Chamber of Commerce & Industry (CCI), and National Association of Software and Services Companies (NASSCOM) have also been requested to ensure effective implementation of the Act amongst their members in private sectors.

Disabled Children in Regular Schools

Department of School Education & Literacy is implementing the centrally sponsored schemes of Sarva Shiksha Abhiyan (SSA) at elementary level and Rashtriya Madhyamik Shikha Abhiyan (RMSA) at secondary level, whereby provision is made for inclusive education of children with special needs (CWSN), besides other components.

The Sarva Shiksha Abhiyan is the main programme for universalising elementary education for all children from 6-14 years of age. Its overall goals include universal access and retention, bridging of gender and social category gaps in education and enhancement of learning levels of children. SSA focuses on providing inclusive education to CWSN, wherein children with and without disabilities participate and learn together in the same class. Under SSA, an amount of Rs. 3000/- per child per annum is allocated for the interventions related to education of CWSN. The major interventions for the education of CWSN are identification, functional and formal assessment, appropriate educational placement, preparation of Individualized Education Plan, provision of free aids and appliances, transport and/or escort support, teacher training, appointment of resource teachers, therapeutical support and barrier free access. As per the Unified District Information System for Education (UDISE) 2015-16, 22.86 lakh CWSN are enrolled at elementary level of schooling.

Under SSA, during the year 2017-18, 3762 assessment camps have been conducted, 65596 CWSN provided assistive devices, 16731 visually impaired children provided Braille Books and 37741 low vision children have been provided large print books, till 30.09.2017. Further, transport and escort support has been provided to 92539 and 75889 CWSN respectively. Therapeutical support has been provided to 137507 CWSN and 222602 teachers have been given training on curricular adaptations.
At the secondary level, the Ministry is implementing the scheme of Inclusive Education for Disabled at Secondary Stage (IEDSS) as part of RMSA with an objective to provide all students with disabilities an opportunity to complete four years of secondary schooling (Class IX to XII) in an inclusive and enabling environment. Under IEDSS component, central assistance is provided for student oriented assistance @ Rs. 3000/- per child per annum, besides support for engagement of special teachers, equipping resource room, making school barrier free, orientation of parents, administrators, educationists etc. As per UDISE 2015-16, 2.79 lakh CWSN are enrolled at secondary and higher secondary level of schooling. An amount of Rs. 6689.40 lakh has been approved for student oriented activities under IEDSS in 2017-18.

Proposals for diversification of portfolios to maintain business performance are taken up by the Boards of Central Public Sector Enterprises (CPSEs) with the approval of competent authority after considering their techno-economic feasibility and viability. In addition, the Boards of Maharatna and Navratna CPSEs have been delegated powers, inter-alia, to (i) incur capital expenditure without Government approval on purchase of new items or for replacement, to take up new projects, modernization, etc., (ii) make equity investment to establish financial joint ventures and wholly owned subsidiaries, and (iii) undertake mergers & acquisitions subject to laid down conditions. The Boards of Maharatna and Navratna CPSEs have also been delegated powers to raise debt from domestic and international markets.

This information was given by Minister of State in the Ministry of Heavy Industries and Public Enterprises Shri Babul Supriyo in reply to a written question in the Rajya Sabha today.

As per the available information, provisions under FR 56(j) and similar provisions under service rules have been invoked/recommended in case of 53 Group 'A' officers and 123 Group 'B' officers of Central Civil Services, during the period from 1stJuly 2014 till 31stOctober 2017.

As per the Annual Report on Pay and Allowances of Central Government Civilian Employees,the number of vacant posts in position in various Ministries/Departments is 4,12,752 out of total sanctioned strength of 36,33,935 as on 01.03.2016.

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister's Office, Dr. Jitendra Singh in a written reply to a question by Shri Manshankar Ninama, Shri Harish Meena and Dr. Boora Narsaiah Goud in the Lok Sabha today.

You also know that AIRF has been making all out sincere efforts with the Railway Board to get the rates of Running Allowance and other allowances related to Running Staff revised, but till date no fruitful outcome has emerged……

At the outset I convey my hearty best wishes to all of you, along with the entire family members, for a very very Happy and Prosperous New Year 2018.

As you all are aware, revision of rates of the Running Allowances and other allowances related to Running Staff are overdue and are delayed inordinately by the Ministry of Railways.
You also know that AIRF has been making all out sincere efforts with the Railway Board to get the rates of Running Allowance and other allowances related to Running Staff revised, but till date no fruitful outcome has emerged.

It has, therefore, been decided that, while celebrating New Year on 1st January, 2018, a "Protest Day" would simultaneously be observed by holding mass meetings, dharnas, rallies at all the Branches, Installations and Divisional levels to lodge our strong anguish against the dillydallying attitude of the Ministry of Railways on the subject.

You are, therefore, requested to take necessary steps in this regard, and the comprehensive reports may be sent to this office for better appreciation of the same.

Amendment in Maternity Benefit Act

The working women already on maternity leave are entitled to enhanced maternity leave subject to fulfillment of other conditions.

As per the Maternity Benefit (Amendment) Act, 2017, it has been made mandatory for the establishments employing 50 or more employees to provide crèche facility, either separately or along with common facilities within a prescribed distance.
