You are, therefore, requested to comply with the same for all cases of Pensioners/family pensioners of Kendriya Vidyalaya Sangathan.

Subject: Extension of CGHS facilities to the retired employees of Kendriya Vidyalaya Sangathan (KVS) - matter regarding.

Ministry of HRD, vide letter No.F3-5/2011-UT-2 dated:13-03-2019 has conveyed the approval of the Ministry of Health & Family Welfare O.M.No.S.11016/8/2015-CGHS (P) dated 06.03.2019 vide which Ministry of Health & Family Welfare has extended the implementation of CGHS facilities to all the retired employees of KVS, who were having CGHS cards while in service, in all CGHS covered Cities, on the same terms and conditions on which retired employees of KVS were extended CGHS facilities in Delhi/NCR vide Ministry of Health & Family Welfare OM dated 29.05.2015.

Other terms and conditions of MoH&FW OM dated 29.05.2015 circulated vide KVS (HQ) OM No.11086/01/2012-KVS HQ (Admn.II) 793/805 dated 21.08.2015 will remain unchanged.

Sir/Madam,

It is to inform that the Ministry of HRD has granted approval for adoption of 7th CPC to the pensioners of the Kendriya Vidyalaya Sangathan vide letter No. F.3-45/2017-UT-2 dated 13.06.2018 in terms of following OMs of Govt. of India (copy enclosed):

1. OM No. 38/37/08-P&PW(A)(l) dated 04.08.2016.
2. OM No. 38/37/08-P&PW(A) dated 12.05.2017.
3. OM No. 38/37/08-P&PW(A) dated 06.07.2017.

The following modus operandi has to be adopted by the Pension Disbursing Authority i.e. State Bank of India, Parliament Street, New Delhi, for revision of pension:

1. In case of pensioners retired prior to 01.01.2016, the revised pension/family pension with effect from 01.01.2016 shall be determined by multiplying the pension/family pension, as had been fixed at the time of implementation of 6th Central Pay Commission(CPC) (pension drawn on 31.12.2015) by 2.57 in terms of OM NO. 38/37/2016-P&PW(A)(ii) dated 04.08.2016. The amount of revised pension/family pension so arrived at shall be rounded off to next higher rupee. The revised pension/family pension will be the basic pension/family pension only without the element of additional pension available to the old pensioners/family pensioners on attaining the specified age.

2. The revised pension in accordance with 7th CPC will be applicable with effect from August 2018. The arrears of pension (w.e.f. 01.01.2016) will not be paid to pensioners till further instructions from this office.

3. In case of pensioners retired between 01.01.2016 to 31.05.2018, the revised order according to 7th CPC for individual case will be issued by the (Kendriya Vidyalaya Sangathan. in such cases also existing pension is to be revised with effect from August 2018 and the arrears of pension for 7th CPC will not be paid till further instructions from this office. It is relevant to mention that with effect from June 2018, the Kendriya Vidyalaya Sangathan is issuing the Pension Payment Orders as per recommendations of 7th CPC.

4. The Dearness rates for all the pensioners drawing pension according to 7th CPC will be paid as mentioned in this office letter of even number dated 05.07.2018 (copy attached).

5. The Govt. of India; Ministry of Personnel, PG & Pensions vide OM No. 4/34/2017-P&PW(D) dated 19.07.2017 has enhanced the amount of Fixed Medical Allowance from Rs.500/- to Rs.1000/- with effect from 01.07.2017. The Fixed Medical Allowance (FMA) of Rs.1000/- is to be paid to all the pensioners with effect from August, 2018. The arrears of FMA i.e. from 01.07.2017 to 31.07.2018 will only be paid at the time of payment of arrears of pension in accordance with 7th CPC for which the necessary instructions will be issued by this office.

You are requested to circulate the same among all your CPC/Pension Payee branches for necessary implementation.

Kendriya Vidyalaya Sangathan has conducted the written Examination for the post of Lower Division Clerk from 19th February, 2018 to 23rd February, 2018 in various shifts. In preperation of result of written examination for the post of LDC, Score Normalization Method has been adopted by KVS. The formula of Score Normalization Method is placed below.

Score Normalization

About Normalization
Normalization means adjusting values measured on different scales to a notionally common scale.

Need for Normalization in Exam

Exam pertaining for a particular post/course could be spread across multiple shifts which will have different question paper for each shift. Hence the normalization of scores need to be carried out for all the candidates who had written the exam, across shifts for the same post/course.
Normally, after the exam, candidates are provided a window of few days, post the publishing of question paper and the correct keys. Based on the objections raised, SMEs work on that and with customer consultation finalize to ignore some objected questions and the remaining questions will be considered for score evaluation and subsequently the score normalization.

Inputs required for score normalization process
1. Raw score report of the candidates who appeared for a particular post, across all shifts.
2. The actual number of valid questions to be considered, post the objection

Score Normalization logic
The following has to be calculated across all shifts for all the candidates who have written the exam for the same post.

Total Number of Questions (A)
Defined as the number of questions available in the question paper. (e.g. 120 questions)
As an example, ASSUME the question papers has 120 questions

Total Number of Correct Questions (B)
Defined as the number of valid questions which have to be considered for score evaluation and score normalization, post the finalization of questions after the candidates have raised objections (if any)
B = A – # questions which are removed post candidate objections
ASSUME there are 3 invalid questions in (A)
Then B = 120-3 = 117
Example: ASSUME a candidate has attempted 103 out of 117 questions, of which 98 are correct responses and 5 are wrong resonses. 14 un-attempted questions will be Blanks.

Total Correct Responses (C)
Defined as the number of responses which are answered correctly by the candidate for the total number of valid questions (B)
In the example C = 98

Candidate Score to be considered for Normalization (E)
Consider the case where scores will be based on 120. So, score (D) of every candidate is to be prorated i.e. it has to be multiplied by the factor: 120/B
In the example E = (D/B)*100 = (98/117)*120 = 120 = 100.5128205
Now we need to calculate Average and Standard Deviation for each Shift

Criteria for choosing the base for normalization is generally taken as the shift with 'Highest Average' of raw scores. Only exception is made if this shift (with highest average) has far less number of candidates as compared to other shifts. In that case we take the next shift with 'highest Average' as base for normalization.

70% of the average attendance is the limit. Any value below this should not be considered for the base. (This percentage can be set to any value)

Almost all admission process to Class 1 has now completed accordance with the Admission Notice issued by Kendriya Vidyalaya Sangathan dated 27.2.2018. The final list of selected candidates of all KV Schools across the country published in their respective school websites. Also display including waiting list in the Notice Board.

KV Sangathan has now announced, the registration will begin for Left out vacancies to Class 1 from 2.4.2018 at 8:00 to 9.4.2018 up to 4:00 P.M through offline mode. And also for Class 2 to 9 registration will commence from 2.4.2018 at 8:00 to 9.4.2018 up to 4:00 P.M through offline mode. Other terms and conditions will remain same.

Consequent upon KVS's proposal on the subject vide letter dated 29.09.2017, the Deputy Secretary (UT), Ministry of Human Resource Development vide his letter No.F.3-5/2011-UT-2 dated 02.02.2018 to be reqd with MHRD's letter of even number dated 19.03.2018 has conveyed the decision of Ministry of Health and Family Welfare, Government of India, New Delhi regarding extension of CGHS facilities to all retired employees of Kendriya Vidyalaya Sangathan (KVS) residing in Delhi/ NCR.

2. Accordingly, medical facility under the CGHS is to all retired employees of Kendriya Vidyalaya Sangathan residing in Delhi/ NCR.

The terms and conditions mentioned in the Office Memorandum or even number dated 21.08.2015 will remain the same.

Online Registration for Admission to Class I in Kendriya Vidyalaya for the Academic Year 2018-19 will commence from 01.03.2018 at 8:00 AM to 19.03.2013 upto 4:00 PM and for Class II and above from 02.04.2018 at 8:00 AM to 09.04.2018 upto 4:00 PM. The Admission details can be obtained at http://kvadmissiononline2018.in Registration for Class II and above except Class XI will be done only if Vacancies exist. The Board of Governors, KVS in its 96th meeting held on 28.01.2014, while considering the agenda on adoption of Revised Model Recruitment Rules / Pay Scales for various official language (OL) cadre posts in KVS according to DOPT, Govt. of India OM No. AB-14017/46/2011-Estt(RR) dated 19.09.2013 had, inter-alia, decided as under:-

"The Board approved the Model Recruitment Rules and the pay scales ordered in the OM No AB 14017/46/2011-Estt.(RR) dated 19.09.2013 of GOI, Ministry of Personnel, PG&Pensions, DOPT with the direction that the revised pay scales would be given prospectively only to those OL cadre posts incumbents of KVS who fulfill the eligibility conditions of Model RRs. It was also decided to obtain the approval of MRHD in this matter".

2.Thereafter a detailed proposal seeking approval of the Ministry of HRD was submitted by KVS letter of even number dated 24.02.2014.

3.After detailed examination of the proposal of KVS, the Ministry of HRD vide their letter No. F. 3-5/2014-UT.2 dated 04.01.2018 has conveyed the approval of the competent authority for adoption of Model Recruitment Rules for the various Official Language cadre posts in KVS w.e.f. 28.01.2014 with the condition that officials presently working in Kendriya Vidyalaya Sangathan would not become automatically eligible for modified scales but only after adoption of RRs and applicability in respect of existing officials would happen, if they are eligible as per the conditions of eligibility of Model Recruitment Rules.

4.Pursuant to the above approval of the Ministry of HRD, the Commissioner, Kendriya Vidyalaya Sangathan vide KVS office order dated 22.01.2018 constituted a committee under the Chairpersonship of Joint Commissioner (Administration), KVS to verify the eligibility of each incumbent to various Official Language cadre posts in KVS.

5.The committee examined the documents of all the employees from their service records and, in its meeting held on 08.02.2018, found all the existing employees of KVS eligible as per the Model Recruitment Rules. The committee submitted its recommendations on 09.02.2018.

6.Accordingly, approval of the Ministry of HRD is hereby conveyed for the adoption of the revised Model Recruitment Rules and revised pay structure for various Official Language cadre posts in Kendriya Vidyalaya Sangathan as under:-

Yes, non-refundable application fee as prescribed in the advertisement has to be remitted in the form of crossed Demand Draft at the time of applying to the post.

Benefits of Pay Commission to employees of KVS and NVS

Approval of the competent authority for the extension of the revised pay scales as per the Seventh Pay Commission recommendations for the employees of Navodaya Vidyalaya Samiti (NVS) and Kendriya Vidyalaya Sangathan (KVS) has been conveyed on 11th July 2017 and 26th July 2017 respectively.
NVS and KVS have been advised to project their specific requirement of funds for implementation of the 7th Pay Commission recommendations to their employees and reflect them in their proposals for Revised Estimates 2017-18.

Disbursement of arrears etc. will depend upon projection of requirement by these organizations as also allocation of funds for this purpose. As such, no time frame can be fixed for the disbursal of arrears to the employees of NVS and KVS.

Subject: Strict compliance of the provisions contained In the Flag Code of India, 2002 and Prevention of Insults to National Honour Act, 1971 – reg.

Madam/Sir,
As you are aware that the National flag of India Is a symbol of honour and freedom for the country. It is of great significance to us. We should respect and know everything about our national flag.

You are directed to ensure raising the flag every morning and its lowering before sunset on the buildings of Kendriya Vidyalayas and regional offices. Further the Principals of your regions may be directed to position the flag post at prominent places preferably in the Morning Assembly Area so that all the students shall be able to salute the Tricolour every day.

Besides the following Do’s and Don’ts should also be observed to honour the National Flag :-

Do’s
• When the flag is hoisted, it should be flat and horizontal.
• Saffron panel should be on the top.
• When flag is hoisted in open, it should be flown from sunrise to sunset.
• Always hoist the flag briskly and lower it slowly and ceremoniously.
• All people should face the flag and stand at attention, when the flag is being hoisted or lowered.

Don’ts
• Damaged or crumbled flag should not be hoisted or displayed.
• It should not be flown half-mast (represents depressed and mourning).
• Any other flag or emblem should not be placed either above or right to the national flag.
• It should not be used as a decoration or banner In any form.
• It should not be used as a costume or uniform.
• It should not be used as a toy by children.
• It could not be printed or embroidered upon handkerchiefs, dresses or on cushion.
• After cultural or sport events, flags made of paper or any materials should not be thrown or discarded on the ground. Damage or Soiled flag, paper made flags should be disposed in private with the dignity of the flag.
• No one should bum, mutilate, deface, defiles, disfigures, destroys, tramples upon or otherwise shows disrespect to or brings into contempt (whether by words, either spoken or written, or by acts).
• It is advisable not to use plastic tags as they are non-biodegradable and harmful to the atmosphere.

You are, therefore, requested to ensure compliance of the Flag Code (enclosed) in all Regional Offices as well a Kendriya Vidyalayas.

Sub: Timely payment of Retirement/Death benefits — reg.

Madam/Sir,

As per extant instructions the retirement benefits are to be paid to retiring employees on the day of retirement. In case of death of employee while in service, it is the duty of the Head of Office to get the papers completed from the family of the deceased employee and settle the dues most expeditiously so that the family of the deceased does not suffer for want of financial support. Various stages for preparatory work have already been prescribed in Accounts Code as amended from time to time.

Primary responsibility for timely completion of papers and sending these to the Pension Sanctioning Authority rests with the Head of Office (Principal in case of staff working in Vidyalayas and Deputy Commissioner in case of Regional Office). Nevertheless the Deputy Commissioner as administrative head of the Region as well as Pension Sanctioning Authority in respect of staff working in Kendriya Vidyalayas has overall responsibility to ensure timely sanction and payment of dues accruing on retirement/death of the employees.
It has been observed that in a number of cases the Principals as well as the Deputy Commissioners have been found to be quite insensitive to the matter concerning retirement/death benefits of the employees. In death cases particularly, the distressed families whose bread winner is no more have to wait for months together for getting the dues. A single day’s delay in payment of salary to a regular staff creates a big hue and cry. What happens to a family who is not only bereaved but also lost financial support all of a sudden. While the struggle of the family is unimaginable, it is inhuman on the part of the Officers concerned to leave this sensitive issue at the mercy of lower level functionaries and go with their own priorities.
Delay in settlement of cases pertaining to retirement/death benefits on the part of the Officers/officials concerned has been viewed very seriously. Already a Finance Officer has been put under suspension for laxity in supervision and action is being initiated in other similar cases to fix responsibilities on defaulting employees irrespective of their position and status.
Deputy Commissioners of all Regional Offices are, therefore, advised to take note that there shall be Zero tolerance for delay in settlement of retirement/death benefits of the employees at all levels. These instructions should be circulated to all Kendriya Vidyalayas under jurisdiction of respective Regions.

IN PURSUANCE TO PER 6TH PAY COMMISSION RECOMMENDATION, GOVERNMENT OF INDIA HAS IMPLEMENTED MACP SCHEME W.E.F. 1/9/2008. AND, THE PREVIOUS ACP SCHEME WAS MADE AVAILABLE TO THE CENTRAL GOVERNMENT EMPLOYEES, INCLUDING THE EMPLOYEES OF KV, TILL 31/08/2008.

THUS AS PER ACP/MACP RULE AN LDC COMPLETED 12 YEARS SERVICE AS ON 31/08/2008 WOULD GET 1ST ACP WORTH RS 2400 GRADE PAY AND AN LDC COMPLETED 24 YEARS SERVICE ON THE STIPULATED DATE WILL GET RS. 4200 GRADE PAY. AND VARIOUS MINISTRIES/OFFICES OF GOVERNMENT OF INDIA HAS ALREADY IMPLEMENTED THIS ORDER TO THE EMPLOYEES SERVING THERE.

BUT IT SURPRISED TO NOTE THAT IN ORDER TO GET THE GOVERNMENT OF INDIA’S AFORESAID ORDER IMPLEMENTED IN KV, KV STAFF HAS TO KNOCK THE DOOR OF COURTS. IN THIS RESPECT, A COPY OF THE LETTER SENT TO THE COMMISSIONER, KENDRIYA VIDHYALAYA BY THE KENDRIYA VIDHYALAYA NON-TEACHING STAFF ASSOCIATION, IS PLACED BELOW.

WE EXPECT THIS GENUINE DEMAND OF THE KV EMPLOYEE WILL BE ACCEPTED AND IMPLEMENTED IMMEDIATELY.
