Sub: Non Implementation of GDS Committee Report

GDS committee report, containing favorable recommendations to the bill paid GDS employees was submitted to the Government in November 2016. A discussion on the report was held before the unions and the Department on March 2017. The officers of the postal services board had promised after discussion that the recommendations would be implemented within 6 months which was taken by the union. with gratitude. But though 17 months have elapsed, there is no move from the Department to implement the recommendations which we note painfully. We are not in a position to explain delay before the employee. VII th CPC report relating to about 1 crore central government employees and pensioners was implemented with the 8 months of the submission to the Government. There is no justification for the abnormal delay for the non implementation of GDS committee report, relating to 240000 GDS employees of the postal department alone.

In the above circumstances, we are constrained to move on serious agitation programmes against the attitude of the Government including non attending of PLI/RPLI, and SB/RD business. Along with this, we are preparing for conducting nation wide strike in the month of May 2018. Statuary notice for the strike will be given in the appropriate time.

I am directed to refer to the above cited subject and to say that it is proposed to hold a Periodical meeting with the Associations affiliated with National Federation of Postal Employees (NFPE), Federation of National postal organisations (FNPO) and Bharatiya Postal Employees Federation (BPEF) and also Non-Federated Associations in the coming months under the Chairpersonship of Secretary (Posts)

It is, therefore, requested that General secretaries of the affiliated Associations may be asked to furnish agenda items (maximum three items and items should not be bifurcated) for the said meeting in respect of recognized Associations to your Federations, by 2nd March, 2018 positively to enable us to take further necessary action.

Subject: Clarification regarding benchmark for placement under MACP in respect of the official who are due for placement in MACP after 25.07.2016.

Sir,
I am directed to refer to Maharashtra Circle's letter no. STA/MACPs/Bench Mark/2017 dated & 12.2.2017 on the subject cited above and to say that 'Promotion' and 'Modified Assured Career Progression Scheme' (MACP) are two different matters. The first involves higher duties & responsibilities while latter don't.

2.For MACP, DOP&T has issued instruction vide OM No. 35034/3/2015-Estt(D) dated 28.09.2016, accordingly to which the prescribed benchmark would be 'Very Good' for all posts and it will come into effect from 25.07.2016. The communication DOP&T has already been circulated by Estt. Division of the Directorate vide letter no. 7-8/2016-PCC dated 5.10.2016 (Copy enclosed)

3.For promotion, Personnel Division vide letter no. 20-24/2016-SPB-II dated 13.02.2017 has clarified to follow instructions contained DOPT's OM No. 35034/7/97-Estt(D) dated 8.02.2002 until further clarification is issued by DOPT or Department of Posts.

NFPE & FNPO DECIDED TO GO ON NATIONWIDE INDEFINITE STRIKE
NFPE & FNPO DECIDED TO GO ON NATIONWIDE INDEFINITE STRIKE IF THE DEMAND FOR INCLUSION OF GRAMIN DAK SEVAKS UNDER THE PURVIEW OF 7TH CENTRAL PAY COMMISSION IS NOT ACCEPTED BY THE GOVERNMENT. THE MAIN DEMANDS OF THE STRIKE WILL BE

(1) Inclusion of Gramin Dak Sevaks under the purview of 7th CPC

(2) Regularisation of Casual, Part-time, Contingent Employees and Revision of their wages with effect from 01.01.2006 (as per 6th CPC wage revision) & Grant of DA

(3) Merger of 50% DA with pay for all employees including GDS

The above decision was taken in the Central JCA Meeting held on 19.10.2013 at New Delhi under the Chairmanship of Shri. T. N. Rahate, President, FNPO.

'Two Days Nationwide Strike a Thundering Success' - NFPE & FNPO

TWO DAYS STRIKE EXHIBITED THE TOTAL UNITY AND PROTEST OF POSTAL & RMS EMPLOYEES

Entire Postal and RMS services came to a standstill


We (NFPE & FNPO) once again extend our warm greetings and congratulations to all Postal and RMS employees who made the two days nationwide strike a thundering success. About 1,50,000 Postal and RMS offices including Branch Post offices remained closed for two days. About more than five lakhs employees including GDS struck work. Though the strike will be over tonight, the struggle against the anti-worker policies will continue. Let us keep this unity and fighting spirit intact.
