  Federation vide its communications dated 07/09/2018 & 11/02/2019 brought to the notice of Railway Board a specific case of wrong fixation of pay in favour of Shri Satyendra Kumar Lal, Chief Typist, DLW, Varanasi. Along with its communication, Federation also provided a chart highlighting the pay fixation done (Drawn) by the DLW/Varanasi vis-à-vis the pay due to be fixed in pursuance of Board’s instructions contained in RBE No. 40/2012 and requested that suitable instructions be issued to the GM/DLW, as also to other Zonal Railways etc., for proper implementation of Board’s orders (RBE No. 40/2012). Federation is disappointed to note that though period of over one year has passed, no action has been taken in the matter, while the employee continues to draw less salary.

NFIR, therefore, once again requests the Railway Board to connect Federation’s letters dated 07/09/2018 and 11/02/2019 and issue suitable clarification to the Zones etc in general and DLW/Varanasi in particular to ensure correct implementation of the instructions contained in RBE No. 40/2012 so as to avoid financial loss to employees on their pay fixation in 7th CPC Pay Matrix.

A copy of the instructions issued may be endorsed to the Federation.

Kind attention of Railway Board is invited to the instructions issued vide Board’s letter dated 04/02/2019 relating to revision of pension of pre-2006 pensioners/family pensioners w.e.f.01/01/2006 who had retired from Railway service while in 5th CPC scale of Rs.6500-10500 duly enclosing Department of pension and pensioners’ Welfare (DoP&PW’s) O.M.No.38/33/12-P&PW(A) dated 4th January, 2019 stating that these instructions shall apply mutatis mutandis on Railways also.

ln this connection, NFIR desires to state that the pensioners who had retired from Railway service in 5th CPC pay scale Rs.6500-10500 and family pensioners continued to be aggrieved over DoP&PW O.M. dated 4th January, 2019 and Railway Board’s letter dated 04/02/2019 as mentioned below:-
Vide Dop&PW’s O.M. dated 4th January, 2019, an example has been mentioned which allows revision of only minimum Pension/Family Pension to Rs.8345/5007 respectively.

The O.M. does not cover the cases of Pensioners/Family Pensioners who had drawn higher pay at various stages upto maximum of Rs. 10500 in 5th CPC Pay Scale Rs.6500-10500.

The V CPC pay scale of Rs. 6500-10500, although initially treated as equivalent to GP 4200 (PB-2), subsequently the Government had granted replacement Grade Pay 4600 (PB-2) w.e.f.01/01/2006. Therefore, last pay drawn by the pre-2006 retired Railway employees in the Pay Scale should have been the criteria for revising the pension/family pension duly calculating notional Pay in GP 4600 (PB-2)

The O.M. dated 04/01/2019 needs to be modified suitably for covering all cases of pre-2006 pensioners/family pensioners as proposed below:-

Last pay drawn in pay scale Rs. 6500-10500 at the time of retirement/death to be calculated notionally in 6th CPC in PB-2 + GP 4600, and Pension/Family Pension re-fixed based on i.e. 50% / 30% of such notional pay respectively. These pensioners/family pensioners are to be paid arrears accrued from 01/01/2016, similar to all other pre-2006 pensioners/family pensioners as per RBE No.l7/2019 dated 04/02/2019.

Separate concordance table needs to be prepared and circulated on the basis of pay drawn by the pensioners/Family pensioners in V CPC Pay Scale of Rs.6500-10500 vis-a-vis GP 4600 in PB-2. Based on para 4.2 of Railway Board’s circular dated 04/09/2008 new revised concordance table say 25A is to be prepared/introduced to cover all cases.

While undertaking revision of pension/family pension cases as per RBE No. 17/2019 dated 04/02/2019, Zonal Railways have been facing difficulties as the revision in GP 4600/- under 6th/7th CPC has not been systemized under ARPAN. In absence of proper concordance table for notional pay fixation of pensioners/family pensioners, as on 01/01/2006, the Zonal Railways etc., have also been facing difficulty in undertaking revision of pension/family pension. It is also suggested that the concordance table No.26 available with Board’s letter dated 11/07/2018 for GP 4600 (corresponding 5th CPC Scale Rs. 7450-11500) may be made applicable in the instant case of pension/family pension revision. Federation cites Western Railway’s reference to Railway Board vide letter No. Pen/05372/E789/ARPAN/PRE-2016 dared 18/02/2019 seeking guidelines.

Federation requests the Railway Board to take note of genuineness of the case for highlighting to DoP&PW / MoF to review and render justice to these pensioners/family pensioners of pre-2006 era. A new concordance table 25-A needs to be created/incorporated for the V CPC pay scale Rs. 6500-10500 vis-a-vis GP 4600 (PB-2).

NFIR, therefore, requests the Railway Board to approach DoP&PW/MoF for getting the O.M, dated 04th January, 2019 modified with a view to revise pension to those pensioners who were in puy scale Rs. 6500-10500 (V CPC) and drew higher pay at various stages upto Rs. 10500 and above (including stagnarion increment) to ensure equal treatment with other pensioners. A.copy of the proposal sent to the DoP&PW may be endorsed to the Federation for follow up action.

In the recently held Meeting, All India Railwaymen’s Federation has pointed out (PNM Item no.30/ 2011) that the pensioners are facing difficulties with regard to grant of Fixed Medical Allowance despite several letters from Board emphasizing to ensure strict compliance of the instructions issued vide letter cited under reference, the latest being dated 27.10.2016 (RBA No. 80/2016).

It is ,.therefore, requested that the prevailing status on your Railway may be reviewed and pensioners’ grievance in this regard may be redressed.

On the Charter of Demands of the Federation, informal and formal meetings were held by the Railway Board, chaired by CRB, on 21st & 22nd July 2016 at Rail Bhavan, New Delhi.

On 22nd July 2016, the demand relating to merger of Technicians Grade-II (GP 2400/-) with Technician Grade-I (GP 2800/-) was discussed by the Board with the Federations. Consequently, it was agreed that the percentage distribution of Technicians category shall be revised as indicated below w.e.f. 01/09/2016, while merger issue will be processed separately.

In this connection, NFIR brings to the notice of Railway Board that in the wake of orders issued by the Railway Board for implementation of 7th CPC Pay Matrices and grant of option for switching over to revised pay, a number of representations being received at this, urging for implementation of the agreement to enable the employees to take a decision for exercising option for revised pay matrix. While the Federation is aware that the proposal is already under process, it may kindly be appreciated that expeditious action is required to be taken for issuing orders which would facilitate staff to exercise option for7th CPC Pay Matrix.
NFIR, therefore, requests the Railway Board (MS & FC) to kindly see that orders are issued at the earliest revising the percentages as above with effect from September 1, 2016.

Sub: Amendment to payment of Bonus Act, 1965-Revision of wage calculation limit from Rs. 3500/- p.m. to Rs. 7000/- p.m. with effect from 01/04/2014- payment of P.L. Bonus to Railway employees at revised rate of Rs. 7000/- p.m.-reg.

Ref: Railway Board’s reply vide No. E(P&A)II-2014/PLB-8 dated 16/02/2016 to GS/NFIR.
While thanking the Railway Ministry for its prompt reply to NFIR under reference No. E(P&A)II-2014/PLB-8 dated 16/02/2016, the Federation re-iterates the following facts for taking appropriate steps by the Government.
(i) The chronological developments since decades need to be taken into account for processing the case for payment of PL Bonus to the Railway employees at the revised wage calculation ceiling limit i.e. Rs. 7000/- p.m. w.e.f. 01/04/2014.
(ii) When the Bonus Act was amended, raising the wage calculation ceiling from Rs. 750 to 1600, the Railway employees were paid PL Bonus at the revised wage calculation ceiling limit. Subsequently, when the Bonus Act was amended, revising the wage calculation limit from Rs. 1600/- to Rs. 2500/-, the said rate was adopted by the Railway Ministry and PL Bonus paid to the Railway employees at the revised rates.
(iii) When the wage calculation ceiling was again revised to Rs. 3500/- w.e.f. 1st April 2006, the Federation took up the issue and explained the merits of the case for adopting the rate of Rs. 3500/- w.e.f. 01/04/2006 for ensuring payment of PL Bonus. The Railway Ministry had processed the case and obtained Union Cabinet’s approval and issued orders vide letter No. E(P&A)II-2008/PLB-10 dated 03/10/2008, duly revising the wage calculation ceiling to Rs. 3500/- with retrospective effect i.e, from 01/04/2006, consequently, PLB arrears for the year 2006-07 were paid to the Railway employees in October 2008.
From the above facts, it could be seen that the payment of P.L. Bonus has been ensured commensurating with the revision of wage calculation ceiling limit made through amendments to Bonus Act, 1965 without any deviation. Similarly when the wage calculation ceiling limit has been raised to Rs. 7000/- p.m., the Railway Employees are entitled for payment of P.L. Bonus at revised rates for the year 2014-15.

NFIR, therefore, requests the Hon’ble Railway Minister to kindly arrange to process the case on top priority for obtaining the approval of the Union Cabinet for making payment of PL Bonus arrears pertaining to the year 2014-15 to the Railway employees at the earliest.

Further to above, Federation furnishes below yet another category viz., Shorff cadre (Cash & Pay Department – Receipt side) in which case the ACP Scheme was more advantageous than the MACP Scheme introduced by the Railway Board vide Board’s letter No.PC-V/2009/ACP/2 dated 10-06-2009, w.e.f. 01-09-2008.

Note: * The above comparison clearly establishes the fact that under ACP Scheme the staff got financial up-gradation in Pay Scale Rs.5000-8000/GP 4200/- on completion of 24 years of service whereas under MACP Scheme, the staff gets GP 2800/- (replacement Grade Pay) on completion of three decades and they cannot dream of reaching GP 4200 (PB-2) under MACPS.
 
NFIR, therefore, requests the Railway Board to include the above category of staff in the reference agreed to be made to the DoP&T for seeking guidelines.

Kind attention is invited to the announcement made by the Government of India, Ministry of Labour and Employment on 1st September 2015, conveyed through press Information Bureau, extract of item no.2 the subject reproduced below:-

For the purpose of bonus, the wage eligibility limit and calculation ceiling would be appropriately revised. It is proposed to revise the wage eligibility limit from Rs.10,000 to Rs.21,000 and calculation ceiling from Rs.3500 to Rs.7,000 or the minimum wage notified by the appropriate Government for that category of employment, whichever is higher, with the proposed revision of the minimum wages, the average calculation ceiling would be about Rs.10,000.

In the light of the Government’s announcement as mentioned above. NFIR requests the Hon’ble MR to kindly arrange to take action for removal of calculation ceiling for the purpose of payment of productivity Linked Bonus (PLB) to Railway employees. Incidentally it is mentioned that in the past, as and when the Government had revised the calculation ceiling, the Ministry of Railways have accordingly paid P.L. Bonus to employees.

Sub: Disadvantages caused due to Bio-toilets introduced in the passenger coaches of Indian Railways reg.

The concept of bio-toilets in passenger carrying coaches was given shape by the Railway Ministry some time in the year 2011 when in a few coaches of’ passenger carrying mail/express trains, the bio-toilets were first introduced. NFIR understands that the Railway Ministry plans to fit bio-toilets in all passenger coaches by 2021.

Federation has been receiving number of complaints from the C&W Staff on malfunctioning vis-a-vis disadvantages of the bio-toilets. In this connection, NFIR having gone into the complaints received from the C&W Staff, noticed the following problems which may cause serious health hazards to staff.

The bio-toilet system is very sensitive. It has more than 100% chances of choking even with a bit of ‘Pan Gulka’ spitted in the toilets by the passengers knowing or unknowingly if not flushed properly by the passenger in the moving or stationary trains. Choking in these toilets also takes place due to throwing of Napkins, Cigarette buds, Gutka Pouch, Ladies pads, Plastic Water Boltles or their covers, liquor boltles and garbage of food stuff by the passengers resulting toilet pans and leading to public complaints. This situation has been causing tremendous pressure on staff for no fault of theirs.

The ball-valve provided which should function to drain out the waste to the ground by operating a connected pedal, never works due to faulty design. It is also reported that designs differ from one manufacturer to another, causing problems in procurement of spares.

The RDSO designed simplified standard mechanism to operate the ball valve be not compatible with old designs.

It has been further complained that improper trials of revised versions/modifications before implementation has been the real problem in procurement of spares and has been creating confusion among the Supervisors and Staff in the course maintenance.

The C&W Supervisors and staff working in pit lines have been facing lot of inconvenience during under gear maintenance, examing brake beam, brake block hanger, brake shoe assermbly, brake blocks, Safety wire rope & their pins, bogies frames and also facing serious inconvenience in piston stroke brake cylinder which faces tank of quite a big size and leaves narrow gap.

Bio-toilets required inspection & maintenance to ensure working of Ball-Valve & its operation linked with p-trap and Hose Connector, mounted and fitted in the narrow gap of the top surface of the tank and trough floor of the coach. C&W Engineers and Staff have been put to lot of difficulties during maintenance and have been subjected to more physical mental stress in day-to-day working. While working are being compelled to inhale foul smells emanating from the choked tanks containing human waste and have started acquiring diseases.

The process of draining out or the choked tanks generates unbearable filthy smell creating inconvenience to other technical staff working on other under gears and at times diverts their attention and Compels to ignore the necessary safety repairs due to bad work environment.

At present we have this system only on 10% of the coaches, causing serious problems. ‘The height of the problems can be measured when 100% coaches will have this system and will it be possible for staff to function? The C&W Supervisors and Staff are reported to have become like human scavengers. It is worth-mentioning that the Government of India had banned scavenging in the year 1993 consequent to the directions given by the Apex Court through various judgements.

Federation has further been given to understand that as per Railway Board’s guidelines effluent test is required to be conducted to over 5% population of each type of coaches at an interval of 3 months and is to be conducted by the expert laboratory Staff. Unfortunately, the Railway Authorities, instead of using Lab Staff for the said purpose, have been pestering C&W Staff to collect effluent from Bio-Tanks for conducting test in some Depots like Gwalior, despite the fact that this job is not related to C&W staff.

Federation notes with disappointment that the ‘Bio-toilet’ system introduced on the I.R. is claimed to be environment friendly but it is not so. particularly for the C&W Supervisors & Technical Staff of Mechanical Department.

NFIR, therefore. requests the Railway Board (MM) to kindly see that thorough review is conducted before proceeding further for introducing Bio-toilets in coaches.

CIRCULAR

During the Holy month of Ramzan, the time of Iftar coincides with setting of the sun, which takes place quite early.
It has, therefore, been decided that those Muslim Railway employees who observe fast and are required to tavel a long distance to their residence for Iftar, may be allowed to leave office early wherever feasible.

Sub: Media reports – Rationalisation of Railway employees working on Indian Railways – reg.

NFIR is disappointed to learn from the reports received through the print media based on the press statement issued by the Railway Board (MS) — appeared in today’s news papers that the Board has since started implementation of the recommendations of Shri Bibek Debroy Committee Report on the pretext or rationalisation of Railway employees working on the Indian Railways. Federation has further come to know that the rationalisalion process is aimed at reducing the existing strength of manpower available on the system and for the said purpose, the Railway Board has shortlisted following four companies.
“Ernst and Young,
Price Waterhouse Coopers,
KPMG and Deloilte”.
The above action makes the Federation to believe that the Railway Minister has vigorously pursuing anti worker policies, compelling staff to resist and launch agitation.

NFIR strongly opposes the move initiated by the Railway Ministry, as it is reared that the actions would harm the Railways and disturb the industrial relations.

NFIR, therefore. urges upon the Hon’ble Minister for Railways to kindly intervene and see that the precipitated steps as above are not resorted to. The decision of the Railway Board may therefore be withdrawn immediately. The Federation is willing for discussion on all matters in the overall interest of Railways and the workers.

Responding to the invitation received from the Vllth CPC, the JCM (Staff Side) delegation met the Pay Commission this day 09th June 2015 and deliberated again in detail on the following issues:-

(a) Minimum wage — (15th ILC norms/Dr. Achroyed Formula for determining minimum wage as proposed in the JCM Staff Side Memorandum),
(b) Rate of increment.
(c) Fitmen Formula,
(d) Qualification related Pay Scales,
(e) Pay parity for common categories.
(I) Date of effect of revised Pay Structure and allowances etc.,
(g) Upward revision of Ex-gratia to the families of employees killed in the course of performing duties,
(h) Parity in pension for eliminating the discrimination,
(i) Rectification of MACPS aberrations,
(j) Grant of increment to those retiring on 30th June and 31st December of the year.

Various other issues were also discussed with the VII CPC today. While the response of the Pay Commission by and large has been satisfactory on many points mentioned above, the revised pay structure/allowances is likely to be recommended to be given effect from January 1st, 2016. With today’s discussions in the final meeting with VII CPC, the deliberations by the JCM Staff Side got concluded.

It is expected that the VII th CPC would submit its report to the Government by the end of August 2015.
Prominent leaders among those participated in the deliberations are Dr. M. Raghavaiah Leader (JCM) Staff Side, NFIR’ s President Guman Singh. Working President R.P.Bhatnagar and Joint General Secretary B.C. Sharma.

The All India Consumer Price Index for March 2015 was 254 and if it remains as it is for next three (3) months or if it rises to 256, the average is expected to be 253. Consequently, the Dearness Allowance increase is likely to be 118% of pay from July 2015.
The above is for information of affiliates. You are aware that the Government normally announces D.A. revision in September, to be given effect from July.

NFIR’s 55 Point Charter of Demands Including DA Merger, Interim Relief and Scrap NPS

1. Withdraw FDI, PPP in Railways – Stop Out Sourcing, Contractorisation and Privatization.
2. Scrap New Pension Scheme in Railways and restore liberalised pension scheme.
3. DA merger with pay with retrospective effect and payment of Interim Relief to Central Government employees (serving and retired).
4. Calculation and payment of Productivity Linked Bonus (PLB) on actual wages.
5. Transport Allowance be exempted from the purview of Income Tax.
6. Increase contribution to Group Insurance Scheme (GIS) by atleast 10-times for all Government employees.
7. Merge Technician-II with Technician-1 with Grade Pay Rs.2800/- (PB-I) in Railways.
8. Revise entry grade pay of Station Masters as Rs.4200/- in PB-2.
9. Replacement of Grade Pay Rs.4600/- with Rs.4800/- (PB-2) w.e.f. 01/01/2006.
10. Revise upwardly the kilometrage rates of Running Staff w.e.f. 01/01/2006 – Settle Running Staff issues as per agreement dated 7th February, 2014.

13. Count Temporary status Casual Labour Service in full as qualifying service for retirement and other purposes.

22. Abolish 12/- Hours duty in Railways – Introduce 8 hours duty roster for Running and Safety categories staff. Classify Running Staff working high speed trains as “Intensive” – NFIR’s proposals on the recommendations of High Power Committee (R&S) be considered for reaching negotiated settlement.
23. Remove hardships being faced by Train Controllers.
24. Reduce Duty Hours of Nursing Staff, thus honour Government’s decision.
25. Create ticket checking staff posts for manning trains.
26. Casual Labour acquired temporary status prior to 01/01/2004 should be covered under Liberalised Pension Scheme.
27. Implement norms approved by Railway Board and sanction new posts of SSE/JE (Signal), ESM, Helper (Signal) etc.
28. Amend Rules for providing employment to Wards of Employees.
29. Provide quality Health care to employees, their families besides retired employees.
30. Fill vacancies of Doctors, Para Medical Staff and provide Super specialists in all Railway Hospitals — enhance superannuation age of Railway Doctors.
31. Cover all Railway employees under Incentive Scheme in Workshops, PUs etc., wherever not covered.
32. Grant parity in Pay Structure for Stenographers in Railways at par with CSS/RBSS.
33. Training Allowance should be revised to 30% of pay in all Training Centres/Schools.
34. Implement agreement on stepping up of pay of Loco Inspectors.
35. Review SPAD definition – Prevent harassment and victimisation of Running and safety categories staff.
36. Make upward revision of Income Tax exemption limit in the case of running staff.
37. Running Rooms should be improved, air-conditioned and upgraded on priority.
38. Grant Project incentive allowance to the staff working in projects on Indian Railways.
39. Negotiating foras of PNM, DC/JCM & NC/JCM should be made effective for resolving issues speedily – Implement agreements reached in PNM, DC/JCM & special meetings etc., immediately.
40. Ensure creation of posts in safety/operational/public image categories for manning new services and maintaining new assets without linking to matching surrender.
41. Grant Daily Allowance to Staff Car Drivers.
42. Absorb quasi administrative units/offices staff against posts in GP Rs. 1800/- PB-1.
43. Induct Course Completed Act Apprentice against vacancies.
44. Ensure quality Uniform to all employees and supply of quality protective gears — concede NFIR’s proposals.
45. Grant Patient Care Allowance to all para-medical staff.
46. Provision of single woman Hostel facility at all Divisional Headquarters and important stations.
47. Setting up of a multi-disciplinary training institute for imparting training in rail related electronic technologies for the wards of Railway Employees.
48. Extension of medical facilities to the dependent parents of railway employees.
49. Liberalize compassionate appointment provisions.
50. Remove restrictions on payment of Children Education Allowance/Hostel subsidy.
51. Allot adequate funds for maintenance of Railway Quarters as well as construction of new quarters.
52. Introduce warning/ Hooter system to prevent deaths of Track Maintainers etc., while on duty.
53. Grant Study leave with attendant incentives liberally o the employees for pursuing higher studies.
54. Enhance Night Patrolling Allowance for Track Maintainers.
55. Allot Pay Band-4 to Junior Administrative Grade Officers in Railways.

Sub: Strike Ballot decision on NFIR's charter of Demands-reg.

Ref: Resolutions passed in the Working Committee Meetings of NFIR held on 30/31 May 2013 and 6/7 September 2013.

Affiliates are aware that after lengthy deliberations in the Working Committee Meetings hetd in May at New Delhi and September 2013, at Bhilai, it was decided to proceed ahead for launching indefinite strike in the Railways after conducting Strike Ballot from 28th to 30th November 2013 on the charter of demands and taking into consideration the Strike Ballot results.

2. During this year, more particularly since June,2013 onwards, NFIR affiliates have intensified various forms of struggles, with participation of lakhs of employees in support of NFIR Charter of Demands, simultaneously the resolutions passed in the NFIR Working Committee Meetings for launching indefinite strike were conveyed to the Prime Minister of lndia besides other ministries seeking initiative for negotiated settlement on demands to avert strike in the Railways.

3. There have been references from the Prime Minister's Office to the Ministry of Railways on NFIR's Charter of Demands. Consequently, as directed by Railway Minister. a Special Meeting was held between NFIR and Railway Board (CRB. MS. FC etc) on 23rd August 2013 and in the said meeting, the issues were discussed thread here. The minutes of the special meeting issued by the Railway Board on 2nd September 2013 have already been circulated to the affiliated Unions vide NFIR's letter No. IV/NFIR/WC/209 / IV/NFIR/NSC/2013 dated 03/09/2013.

4. On 25th September 2013, the Prime Minister of lndia has decided to constitute 7th Central pay Commission. This was one of the major demands projected in NFIR's Charter of Demands.

5. So far as Railwaymen's related demands are concerned, the Railway Ministry have issued orders for:

(a) abolition of written test for the wards of safety category staff for appointment under LARSGESS.

(b) merging Senior P. Way, Supervisors with JE/P. Way with spread effect for promotion as SSE/P. Way (GP Rs. 4600/-),

(c) implementing cadre restructuring agreement for upgradation of various Group 'C' categories of staff (of course with certain deviations),

(d) granting additional increment under rule S13 (erstwhile FR-22C) for certain specified categories of staff where promotions are granted in the identical grade pay shouldering higher responsibilities and

(e) the Railway Minister has approved for upgradation of 3335 apex Group 'c' posts to Group 'B' (cazetted) and proposal has since been sent to the Ministry of Finance for clearance.

6. In the Special Meeting held on 27th September 2013 between Railway Board (MS&FC) and the Federations, the demand for implementation of joint committee report in toto for career growth of Track Maintainers was again discussed and the Federation has also reminded the Board
of an agreement already arrived at in the CRC meeting. After discussion, it was agreed to revise the ratio of Track Maintainers as 6:12:22:60 in GP Rs 2800, 2400, l900 & 1800 respectively.
Orders to this effect are expected to be issued soon. However, NFIR's insistence for implementation of l0:20:20:50 ratio shall continue.

7. Affiliates may also take note that the Railway Ministry's proposals on the following issues are pending with the Finance Ministry. These issues were again discussed in the Special Meeting chaired by CRB on 23/8/2013 and status on these itemns have already been conveyed vide NFIR's letter dated 3/9/2013.

(i) Merger of Technicians II with Technician I - Grade pay of Rs. 2800/-.

(ii) Revision of entry Grade Pay as Rs.4200/- to the station Master category.

(iii) Replacement of Grade Pay of Rs. 4600/- with GP Rs. 4800/- (pB-2),

(iv) Revision of Grade Pay of Loo pilots (Mail/Exp) as Rs. 4600/- (pB-2).

(v) Allotment of entry Grade Pay Rs. 5400/- to Group 'B' 'Gazetted.

(vi) Placement of JA Grade officers of Railways in pB-4

(vii) Additional Allowance to Running staff.

GS/NFIR has since written letter to the Hon'ble Prime Minister vide No.II/95/pt. IV dated 28/9/2013 requesting intervention for early clearance of above proposals by finance ministry as the same are pending since long.

8. Apart from the above, parity in pay structure to the stenographers category in Railways was also discussed with the Board (CRB, FC & MS) on 23/8/2013. Assurance was given for expediting the matter and accordingly, processing of the case in the Railway Board has since
been initiated.

9. However the issue relating to guaranteed pension to those appointed on and after 1.1.2004 is continued unresolved while the parliament passed bill on "National Pension System". We have to continue struggle for securing guaranteed Pension, family pension etc., to the employees at par with those on rolls prior to 1.1.2004. We would also take up the issue before VII Central pay Commission.

Taking into account the developments explained above, it has been decided to defer the decision for conducting Strike Ballot from 28th to 30th November, 2013 for the present. It has also been decided to review the situation in the NFIR's National convention scheduled to be held from 10th to l2th December,2013 at Vishakaptnam and decide further course of action for realisation of the remaining demands.

The affiliates are, therefore, advised to take action accordingly and convey to the employees through posters/pamphlets, news/electronic med ia etc.,

1. AM(Staff), as Chairman of the Cadre Restructuring Committee, extended a hearty welcome to all members of the Cadre Restructuring Committee and introduced two new official side member joined as ED(IR) in place of Adv.(IR) and EDE(N). He advised that guidelines issued by DOP&T.MOF for in-house cadre restructuring of Group ‘C’ categories should be followed. He further stated that there are 2.41 lakh vacancies in Indian Railway out of which 1.30 lakh are being filled up. Railways can identify redundant categories and vacant posts in these non-safety categories can be considered for surrender against matching savings in the current cadre restructuring exercise.2. The Staff Side also welcomed new members of Official Side. They pointed out that there has already been delay in issue of cadre restructuring orders. They stated that orders for cadre restructuring should be issued early and these orders may also be effective from the date of effect of orders of cadre restructuring of ALPs i.e. 01-05-2010. However, Official Side stated that implementation of cadre restructuring with retrospectively effect is not feasible due to surrender of posts against matching savings. 2.1 The Staff side reiterated that restructuring for Safety categories should be exempted from matching surrender in totality. However, they were apprised by Official Side about Board’s decision regarding cap of 10% as per which increase in percentages through cadre restructuring upto 10% in the apex scale of the safety category will be met through revenue (financial implications as per present DA rates @ 72% would be Rs. 121.10 Cr.) and increase beyond 10% would be offset by matching surrender of posts as in the case of non-safety categories as per standard norms of cadre restructuring.

3.1 During the discussion, Staff Side of the Cadre Restructuring Committee also raised the issue of revision of percentage distribution of posts for the category of Track Maintainers. They stated that recommendations of Joint Committee set up for progression of Trackmen were not fully implemented and this should be implemented. Accordingly, this issue was also discussed in the meeting in detail. Keeping in view previous and present cadre structure of Track Maintainers, recommendations made by the Joint Committee and further progression of this critical safety category, following revised percentage for distributions of posts was recommended by CRC:-

Total projected additional financial implications for the above mentioned 32 categories would be Rs. 266.43 crores per annum excluding allowances except DA.
 
5. The Staff Side pointed out that cadre restructuring of Catering Staff and Traffic Assistants/Metro Railway, Kolkata may also be undertaken. It was advised by Official Side that after collecting data from Railways, these categories will be examined separately in consultation with Staff Side and Nodal Directorates. As regard, extension of benefit of cadre restructuring to the Canteen Staff of Parliament Canteen of Northern Railway, it was agreed that clubbing of this category with Canteen Staff on Railways will be examined separately.
6. The above recommendations would form part of the final report to be submitted by the Cadre Restructuring Committee in respect of all the Group C categories which have been considered by the Committee.
