Dopt Minister replied in Parliament about 5 Day Week for Central government offices

The Dopt Minister said in a written reply, there is no proposal to change 5-Day Week for Central government offices.

As per media news, Minister of State for Personnel, Public Grievances and Pensions Shri.Jitendra Singh today replied to a question in Lok Sabha, whether the Central Government plans to change the five days per week working for central government employees.

He clarified that Central Government has no such proposal to change five days per week working for central government offices and also no proposal to hike earned leave and casual leave being granted to the Central government employees.

In Parliament the Minister of Finance Shri.Chidambaram informed in a written reply to a question on 2nd Febrauary 2014 that the date of effect of the recommendations of the 7th Central Pay Commission will be decided once the Report is submitted.
And he also said, the composition of the 7th Central Pay Commission is broadly in line with the composition of the previous Central Pay Commissions.

The scope of the task before the Central Pay Commission is framed in such a fashion as to enable the Commission to examine holistically all aspects of emoluments structure of various categories of Central Government employees, including personnel of Defence Forces, having regard, inter-alia, to the issues specific to them and make recommendations thereon.

The below information was given by the Minister of Defence Shri A.K.Antony in a written reply to a question in the Lok Sabha on 9.12.2013

Details of suicide cases in the Armed Forces during the last three years and the current year, Service wise are as under:

Studies have been conducted by Services and by Defence Institute of Psychological Research (DIPR) and College of Defence Management from time to time. Besides, Board of Inquiry is conducted in cases of suicides to establish reasons.

Government has taken a number of measures for prevention of suicide cases which include provision of Psychological counselling by psychological counsellors, conduct of Yoga and meditation as part of unit routine, establishing a grievance redressal mechanism, liberalized leave policy and improvement in living and working conditions through provision of better infrastructure and facilities.

The below information was submitted in Parliament as a written reply by the Minister of Home Affairs on 6th August, the table of CAPF personnel proceeded on Voluntary Retirement during each of the last three years and the current year. And the action taken by the Central Government as remedial measures to stop such cases and improve the service and working of CAPF.

From the above, it may be seen that the total number of personnel who have proceeded on voluntary retirement during last three years and the current year is only 35513, which is about 1.18% of the Forces posted strength per year. The personnel proceed on voluntary retirement from service mainly due to various personal and domestic reasons including children/family issues, health/illness of self or family, social/family obligations and commitments etc. The Government has taken following steps to improve the service and working conditions of the personnel:

(i) Implementing a transparent, rational and fair leave policy;

(ii) Grant of leave to the Force personnel to attend to their urgent domestic problems/issues/needs;

(iii) Regular interaction, both formal and informal, among Commanders, officers and troops to find out and address their problems;

(iv) Revamping of grievances redressaI machinery;

(v) Regulating duty hours to ensure adequate rest and relief;

(vi) Improving living conditions through provision of basic amenities! facilities for troops and their families;

(vii) Motivating the forces through increased risk, hardship and other allowances;

(viii) Provision of STD telephone facilities to the troops to facilitate being in touch th their family members and to reduce tension in the remote locations;

(ix) Better medical facilities for troops and their families including introduction of Composite Hospitals with specialized facilities;

(x) Organising talks by doctors and other specialists to address their personal and psychological concerns;

(xi) Yoga and meditation classes for better stress management;

(xii) Recreational and sports facilities and provision of team games and sports etc;

(xiii) Providing welfare measures like Central Police canteen facility to the troops and their families, scholarships to their wards, etc;

(xiv) Giving status of ex-CAPFs personnel to the retired personnel of CAPFs, which is expected to boost the morale of the existing CAPFs personnel and also expected to provide better identity, community recognition and thus higher esteem and pride in the society to the Ex-CAPFs personnel.

Pension Scheme for the employees of Jawahar Navodaya Vidyalayas (JNVs)

Number of various categories of posts in teaching as well as non-teaching categories in the Jawahar Navodaya Vidyalayas..?

Whether persons appointed in JNVs prior to the year 2004 in teaching as well as non-teaching categories are not getting pension after retirement..?

The Ministry has replied to the questions above mentioned in Lok Sabha on 13.3.2013 as under...


"The number of teaching as well as non-teaching categories of posts sanctioned in the Jawahar Navodaya Vidyalayas (JNVs) in the country is given below:-

The employees of JNVs appointed before 01.01.2004 have not been found eligible for the grant of pension under the CCS (Pension) Rules, 1972 as the Navodaya Vidyalaya Samiti (NVS), an autonomous organization, was registered after 01.01.1986, the cut-off date for determining the eligibility of employees of autonomous bodies, for pension under CCS (Pension) Rules, 1972. These employees have been representing for this pension and some sections of them had proceeded on strike with effect from 06.02.2013 for fulfillment of their demands, of which the major demand related to grant of pension. The strike has since been withdrawn with effect from 15.2.2013 after assurances from the Government that all their legitimate demands would be sympathetically considered in a time-bound manner.
The Government has approved the introduction of the New Pension Scheme (NPS) for all the regular employees of the NVS, joining on or after 1.4.2009. Those employees who had joined the Navodaya Vidyalaya Samiti on a regular basis before 1.4.2009, including those appointed prior to the year 2004, shall have the option either to continue with the existing Contributory Provident Fund Scheme or to join the New Pension Scheme".

Minister of Social Justice and Empowerment Shri.Balram Naik submitted as written reply to the questions regarding reservation quota in Lok Sabha on 10th December 2012 as follows...

As per Census, 2001, the proportion of Scheduled Castes and Scheduled Tribes in the country`s population is 16.2% and 8.2% respectively.

As per the information provided by the Department of Personnel and Training, the Hon`ble Supreme Court in the matter of Indra Sawhney Vs. Union of India observed that it is not possible to accept the theory of proportionate representation, though the proportion of population of Backward Classes to the total population would certainly be relevant and held that the power conferred by clause (4) of article 16 should be exercised in a fair manner and within reasonable limits so that reservation does not exceed 50%.

RESERVATION IN PROMOTION
Minister of Personnel, Public Grievances & Pensions Shri.V.Narayanasamy replied to a question in Lok Sabha on 12th December 2012 regarding the subject of reservation in promotion.
In his written reply, reservation is available to Scheduled Castes and Scheduled Tribes at the rate of 15% and 7.5%, respectively, in all Groups viz. A, B, C (including erstwhile Group D posts) in case of promotion by non-selection method. In case of promotion by selection method, reservation is available in Group B, C and upto the lowest rung of Group A at the same rates. 

As regards senior posts of Secretary, Additional Secretary and Joint Secretary in the Central Ministries/ Departments, these posts are filled on deputation basis under the Central Staffing Scheme except the posts in the Ministry of External Affairs. Reservation does not apply to posts filled on deputation. The officers borrowed from various cadres including the State Cadres, who are empanelled to hold such posts and who give their option for deputation are appointed under the Central Staffing Scheme. Likewise, the posts of Director (not including the posts in Central Secretariat Service) are also filled under the Central Staffing Scheme. 
In case the empanelment does not lead to adequate representation to categories like SC/ST, women, particular State Cadres, North East, etc., the criteria for empanelment would be suitably relaxed to give due representations. For this purpose, adequacy of representation would mean the cumulative representation in four batches, i.e. current batch and immediately preceding 3 batches being less than 2/3rd of all India percentage of empanelment. The number of officers to be selected on this basis shall not exceed about 15% of the number included in the recommended list and these selections would follow the required process albeit with suitably relaxed norms. The relaxation is given in terms of Average Weighted Score obtained by an SC/ST officer in comparison to General Category Officers, if he/she is clear from vigilance angle. 
Instructions exist that in promotions by selection within Group A (Class I) carrying an ultimate salary of Rs.18, 300/- (pre-revised) per month or less, the Scheduled Caste/Scheduled Tribe officers, who are senior enough in the zone of consideration for promotion so as to be within the number of vacancies for which the select list has to be drawn, would be included in the list provided they are not considered unfit for promotion.

Pay scale of diploma engineers in BRO

In the Lok Sabha Defence Minister replied to a question about the pay scale of diploma engineers in Border Roads Organisation on 12th December 2012.

The Fifth Central Pay Commission (CPC) in Chapter 87 of its report made specific recommendations in respect of officers and staff of Border Roads Organisation (BRO). However, there was no specific recommendation for upgradation of pay scale for diploma holder engineers of BRO. All the specific recommendations made by the 5th CPC in respect of BRO staff as accepted by the Government have already been implemented. There is therefore no question of any arrears being pending for payment to diploma holder engineers.

The Sixth CPC recommended for upgradation and merger of the post of Overseer with promotional post of Superintendent BR-II and grant of pre-revised scale of Rs.5000-8000/- to the combined cadre retrospectively w.e.f. 1.1.1996 at least for the purpose of fixation of pay. Accordingly the benefit of notional fixation of pay in the pre-revised scale of Rs.5000-8000 w.e.f. 1.1.1996 and actual benefit of arrears w.e.f. 1.1.2006 has been granted to the diploma holder engineers of BRO.

RECOMMENDATION OF FIFTH PAY COMMISSION

Defence Minister Shri.A.K.Antony laid down a written reply to the questions asked by the Hon'ble Member of Parliament on 10th December 2012. The questions and answers are as follows...

Whether there is any recommendation in the Fifth Central Pay Commission which necessitates the Army officer working in institutions along with civilian officers to get repatriated to Army and the vacancies so created would be filled by the civilian officials..?


While suggesting that Armed Forces may conduct a review of the strength of Service Officers on deputation and permanent secondment to other organizations, the Fifth Central Pay Commission had expressed the view that through progressive civilianization of those organizations, service officers could be withdrawn from them and deployed within the Armed Forces to overcome the shortages. Names of such institutions were not specified by the Fifth Central Pay Commission.

Whether the Government has issued any order to this effect..?
No, as the aforesaid suggestion of the Fifth Pay Commission was not accepted by the Government.

There are approximately 5400 civilian employees working in various Units Run Canteens (URCs). The pay and benefits of URC employees are governed as per rules regulating the terms and conditions of the services of civilian employees of the URCs issued by Army Head Quarters. The basic pay of all categories of URC employees has been increased by 50% w.e.f. 1.2.2009 and another 15% w.e.f. 1.12.2009.

The Group of Ministers recommended filling up of 3452 critical posts in Prasar Bharati (Doordarshan and All India Radio). Out of these 3452 posts, approval of Ministry of Finance has been obtained for filling up of 1150 posts, in the first phase. The Government has taken the following steps to improve the service conditions of employees of Prasar Bharati.

The Government has recently amended Section 11 of the Prasar Bharati Act, 1990 which provides that all the regular employees belonging to the cadres borne on Akashvani and Doordarshan (AIR and DD) who were recruited before 05.10.2007 shall serve in Prasar Bharati on deemed deputation till retirement and would be entitled to pay and all other benefits admissible to an employee of the Government. The amendment further provides that the employees recruited after 05.10.2007 shall be Prasar Bharati employees.

Departmental Promotional Committees are being held for filling up of vacant promotional posts in AIR and DD

Financial upgradation under Modified Assured Career Progression Scheme has also been granted to the eligible employees.

Whether decision taken by the Government to increase the retirement age of faculty doctors from 65 years to 70 years has been implemented..?

The Government have not taken any decision to increase the retirement age of faculty doctors from 65 years to 70 years.

However the Medical Council of India, with the previous approval of the Central Government, has amended the “Minimum Qualifications for Teachers in Medical Institutions (Amendment) Regulations, 2010” wherein the maximum age limit up to which a person can be appointed or granted extension or re-employed in service against the posts of Teachers or Dean or Principal or Director, in any Medical College or Teaching Institution for imparting Graduate and Post-Graduate medical education, has been increased to 70 years, allowing an authority making recruitment rules /appointment to such posts in Medical College or Teaching Institution to make recruitment rules/appointment accordingly.

Whether the Government proposes to substantially increase the number of empanelled hospitals under the Central Government Health Scheme (CGHS) to ensure effective coverage of the scheme..?

The below information was given by the Minister of Health and Family Welfare Shri.Ghulam Nabi Azad in a written reply in Lok Sabha...

Government empanels private hospitals under CGHS periodically and last such empanelment under e-tender and continuous empanelment scheme was completed in 2011. 486 Private hospitals and 134 Diagnostic centres are empanelled under CGHS as on date.

Government appointed UTI-ITSL as Bill Clearing Agency for speedy settlement of the bills of empanelled private hospitals and diagnostic centres. Under this arrangement, hospitals and diagnostic centres are required to submit their bills electronically to UTI – ITSL after discharge of the patient, followed by submission of the bills in physical format. UTI– ITSL makes payments to the hospitals and diagnostic centres as per the approved CGHS package rates within ten days of receipt of the physical bills. To enable UTI – ITSL to make payments to hospital, an advance of Rs.70 crore has been placed at the disposal of UTI-ITSL as a Rolling Fund by CGHS. After UTI-ITSL makes payments to the hospitals, the bills are submitted to CGHS periodically for scrutiny and final settlement. The final settlement amount is then recouped to UTI-ITSL.

Whether full payment has been authorised to the Central Government Health Scheme (CGHS) patients undergoing knee operations and joint disorder operations in Primus Hospital..?

The below information was given by the Minister of Health and Family Welfare Shri.Ghulam Nabi Azad in written reply in the Parliament as follows:

Primus Hospital is empanelled under Central Government Health Scheme (CGHS) for Joint Replacement and other Orthopedic treatment procedures.

The hospital is expected to abide by the terms and conditions of empanelment and Memorandum of Agreement (MOA) signed with CGHS and charge as per the approved CGHS package rates.

CGHS has prescribed rates of Rs.1,26,500/- for NABH Hospitals and Rs.1.10.000/- for Non-NABH Hospitals for Total Knee Replacement Surgery.

CGHS has also prescribed ceiling rate for Cemented Knee Implant as Rs.60,000/- for the implant and Rs.5,000/- for Bone Cement.

A total of 1761 seats under this quota remained unutilized in the past three years, i.e. 2010-11, 2011-12 and 2012-13 as given below:-
