CGDA Orders 2015 : Grant of CSD Canteen facilities to retired Defence Civilians

Subject: Grant of CSD Canteen facilities to retired Defence Civilians.

The competent authority has nominated Shri.T.K.Jajoria, IDAS, Sr.Dy.CGDA (AN) as the nodal officer to countersign the application form received from the IDAS Officers/DAD Employees who have retired from MoD (Fin.) / CGDA Office.

The other IDAS Officers retired from Delhi or settled in Delhi, post retirement, may also get their application form countersigned from Shri.T.K.Jajoria, IDAS, Sr.Dy.CGDA(AN) or any other Nodal Officer appointed by the respective PCsDA/CsDA.

State wise report of Unit Run Canteens under CSD

The below information was given by the Minister of Defence Shri A.K.Antony in a written reply in Parliament on 9th December 2013 regarding Unit Run Canteens under CSD.

The URCs are run under the arrangement of the units / formations of Defence Services. They procure items from CSD to sell them to service personnel with a moderate profit.

There are approximately 3751 Unit Run Canteens (URCs) in different States. Details are annexed.

Demands from various forums have been received for implementation of Sixth Pay Commission recommendations in respect of URC employees, however, these recommendations have not been accepted as URC employees are not government employees.

The sales turnover and profit generated by CSD is as under:

As URC employees are not Government employees. They are given pay and allowances as per the rules regulating the terms and conditions of the services of the civilian employees of the URCs, issued by Army Headquarters. Consequent to Sixth Pay Commission, the basic pay of all categories has been increased by 50% w.e.f. 01.02.2009 and 15% w.e.f. 01.12.2009. Another 15% raise has been given w.e.f. 03.04.2013.

This information was given by Defence Minister Shri AK Antony in a written reply to Shri Hukumdev Narayan Yadavin Lok Sabha today.

Framing of Rules for URC Employees

The Unit Run Canteen employees are getting paid as per the rules regulating the terms and conditions of the services of the civilian employees of the URCs, issued by Army Headquarters in April 2003. These rules were made as per the directions of Hon`ble Supreme Court.

It has been held by the Hon`ble Supreme Court in its order dated 28-4-2009, in the case of R.R. Pillai Vs the commanding officer HQ SAC(U), that employees of the URC are not government servant.

Unit Run Canteens (URCs) employees are not Government employees, hence recommendations of Sixth Central Pay Commission are not applicable to them.

This information was given by Defence Minister Shri AK Antony in a written reply to Shri Shadi Lal Batra in Rajya Sabha today.

No employees of Canteen Stores Department (CSD) are on strike, however, a section of the employees of Unit Run Canteens (URCs) are on strike. Data in respect of profit generated by the URCs is not maintained by CSD, however, the total sales turnover and profit generated by CSD during the last five years is as under:-

More than 5000 employees working in CSD Canteens

The below statistics was provided in the Lok Sabha by the Minister of Defence on 10th December 2012 as in the written reply to a question raised regarding the employees working in the Canteen Stores Department and their pay...

There are approximately 5400 civilian employees working in various Units Run Canteens (URCs). The pay and benefits of URC employees are governed as per rules regulating the terms and conditions of the services of civilian employees of the URCs issued by Army Head Quarters. The basic pay of all categories of URC employees has been increased by 50% w.e.f. 1.2.2009 and another 15% w.e.f. 1.12.2009.
