Subject: Grant of Dress Allowance for CGHS employees - regarding.

Sir/Madam,
The undersigned is directed to refer to this Ministry’s O.M of even no. dated 23.08.2018 regarding grant of dress allowance in lieu of Uniform Allowance and Washing Allowance to eligible employees of CGHS as per recommendations of 7th CPC. All Additional Directors are requested to issue necessary instructions to all employees concerned under their administrative control to wear uniform while on duty. It may be made sure that guidelines in this regard are strictly be adhered to and instances of employees not adhering to the said instructions may be brought to the notice of this Ministry.

2. This issues with the approval of SS & DG (CGHS).

Payment of Uniform Allowance in lieu of uniform to Group C&D employees of CGHS

Ministry of Health & Family Welfare has accepted the demand of All India CGHS Employees Association to pay uniform allowance in cash to the Group C (Erstwhile Group “D”), Para medical Staff & Drivers in various CGHS Units. Image & Text of the order is given below:-

Sub: Payment of Uniform Allowance in Cash in lieu of uniform to Group C&D employees of CGHS

The undersigned is directed to refer to office memorandum No. 14/8/90-JCA dated 29.06.1990 and 14/8/86-JCA (Vol. III), dated 23.07.1987 regarding supply of uniform to certain identified category of group C&D employees and considering the request of All India CGHS employees Association on the above noted subject, it has been decided to pay Uniform Allowance in cash in lieu of uniform to entitled group C & erstwhile group D employees (now called group C) staff except nursing staff.

2. The scale of payment will be as under.

S.No. Category Amount of Uniform Allowance
1. Group C (Para Medical) Rs. 500/-
2. Erstwhile group D (now group C) including drivers Rs. 2,500/-

3. There will be no change in Payment of Washing Allowance.

4. The Entitled group C and group D (now group C) employee will have to submit undertaking that they would wear complete uniform and penalty by way of withdrawal of uniform allowance would be initiated in case of non compliance in addition to disciplinary action.

Demand that recruitment be conducted for 2,000 vacant positions
Throwing almost 37 lakh beneficiaries into jeopardy, employees of the central government health scheme (CGHS) dispensaries have threatened to go on an indefinite strike from Friday, unless their demand to fill 2,000 vacant posts is met by the Union health ministry. On Thursday, employees, who also staged a demonstration on Thursday, submitted their demands to health minister J P Nadda.

Mirror was told that for 37 lakh beneficiaries across India, there are only 4,000 employees. In Pune, 117 employees are deputed to handle nine dispensaries, two homoeopathy clinics and two laboratories.

Francis Ellis, general secretary of all-India CGHS, told Mirror that out of the 117, 30-odd are set to retire in the next one month. “While beneficiaries keep increasing, we are suffering a lack of manpower. There are 6,000 sanctioned posts, of which 4,000 are occupied. We need at least 5,000 employees to cater to all beneficiaries,” Ellis said.

“If the ministry fails to act, it will leave beneficiaries — who are on regular medicines for diabetes, hypertension, cancer, etc. — stranded,” said Jaidev, president of the all-India CGHS employees association.
Those who visit dispensaries for routine health check-ups and to buy medicines will be left with no choice but to resort to private hospitals or chemist shops, said Madhav Bamne, the past president of all-India central government pensioners association.

“A good amount of money will then be needed to be spent. Us pensioners, who are paid a paltry amount of money, will find it difficult to afford private treatment. The CGHS employees association should think twice before calling a strike, which will affect us severely,” said Bamne

All efforts to reach Nadda were futile, as his secretary insisted that the minister was busy at a meeting on this issue.
