Sub: Grant of Dearness Allowance to Railway employees - Revised Rates effective from 01.01.2019.

The undersigned is directed to refer to this Ministry's letter RBE No. 132/2018 dated 10.09.2018 (F. No. PC-VII/2016/1/7/2/1) on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of 9% to 12% of the basic pay with effect from 1st January, 2019.
  1. The term 'basic pay' in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.
  2. The Dearness Allowance will continue to be distinct element of remuneration and will not be treated as pay within the ambit of Rule 1303 (FR 9(21)), Indian Railway Establishment Code, Volume -II (Sixth Edition - 1987) - Second Reprint 2005.
  3. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.
  4. The payment of arrears of Dearness Allowance (from January to March) shall not be made before the date of disbursement of salary of March, 2019.
  5. This issues with the concurrence of Finance Directorate of Ministry of Railways.

Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective from 01.07.2018 onwards - reg.

Consequent upon grant of another installment of Dearness Allowance with effect from 1st July, 2018 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure's 0.M. No. 1/2/2018-E-II(B) dated 07.09.2018, duly endorsed vide this Department's letters No. 8-1/2016-PAP dated 12.09.2018, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA Matrix at the same rates as applicable to Central Government Employees with effect from 01.07.2018. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be the same rates as payable to Central Government Employees i.e. @ 9% (percent) with effect from the 1st July, 2018.

2. The Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks (GDS).

3. The expenditure on this account shall be debited to the Head "Salaries" under the relevant head of account and should be met from the sanctioned grant.

4. This issues with the concurrence of Integrated Finance Wing vide their Diary No 4057 Dated 25.09.2018.

I am directed to refer to this Ministry's letter No. 1(2)/2004- D(Pay/Services) dated 28th March 2018, on the subject cited above and to say that the President is pleased to decide that the Dearness Allowance payable to Armed Forces Officers and Personnel Below Officer Rank, including Non-Combatants (Enrolled), shall be enhanced from the existing rate of 7% to 9% with effect from 01.07. 2018.

2. The term 'basic pay' in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.

3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of Pay rules of Defence Force Personnel.

4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.

5. This letter issues with the concurrence of Finance Division of this Ministry vide their Dy. No. 257-PA dated 17.09.2018 based on Ministry of Finance (Department of Expenditure) O.M. No. 1/2/2018-E.II(B), dated 7th September 2018.

Subject: Payment of Dearness Allowance/Dearness Relief to the State Government employees/ pensioners/family pensioners.

No.2/6/2010-FD(PIC)(Pt): The undersigned is directed to refer to this Government Office Memorandum No.2/6/2010-FD(PIC) dated 08/10/2015 on the above subject and to state that the Governor of Manipur is pleased to decide that the Dearness Allowance/Dearness Relief payable to the State Government employees/pensioners/family pensioners shall be enhanced from the existing rate of 125% to 131% with effect from 01/07/2018.

2. The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Pay Band plus the applicable Grade Pay but does not include any other type of pay like special pay, etc.

3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).

4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.

5. The Dearness Relief at the rate indicated above will also be admissible on the additional basic pension/additional family pension available to older pensioners/family pensioners based on their age.

6. The payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee.

7. Other provisions governing grant of Dearness Relief in respect of employed family pensioners and re-employed State Government pensioners and those relating to regulation of Dearness Relief where pensioners is in receipt of more than one pension will remain unchanged.

8. These orders relating to grant of Dearness Relief shall not be applicable to the Old Age Pension, Political Pension or any other kinds of similar pensions which are not related to the service rendered under the Government of Manipur.

9. It will be the responsibility of the Pension Disbursing Authority, including the Nationalized Banks, etc. to calculate the quantum of Dearness Relief payable in each individual case.

10. The Accountant General (A&E), Manipur and the Authorized Public Sector Banks shall arrange payment of relief to pensioners etc. on the basis of the above instructions.

ORDER

In the Office Memoranda cited above, Government of India sanctioned revised rate of Dearness Allowance/Dearness Relief to Central Government employees, Pensioners and Family Pensioners with effect from 01/07/2017. On the basis of the above, the following orders are issued:

2.(i) The rate of Dearness Allowance payable in respect of State Government Employees, Teachers, Staff of Aided Schools, Private Colleges and Polytechnics, Full Time Employees borne on the contingent and work charged establishments and employees of Local Bodies \NM be enhanced from the existing rate of 14% to 15% w.e.f 01.07. 2017.

(ii) The Dearness Allowance payable in respect of those employees continuing in the pre-revised scale of G.0 (P) No.85/2011/Fin dated 26.02.2011 will be enhanced from the existing rate of 109% to 112 % w.e.f. 01.07.2017.

(iii) The Dearness Allowance payable in respect of those employees continuing in the pre-revised scale of G.O.(P) No.145/2006/Fin dated 25.03.2006 will be enhanced from the existing rate of 255% to 259% w.e.f. 01.07.2017

(iv) The Dearness Allowance payable in respect of teachers coming under UGC/AICTE/Medical Education Schemes (in whose case DA up to 50% has been converted as Dearness Pay) will be enhanced form the existing rate of 264% to 268% w.e.f. 01.07.2017.

(v) The Dearness Allowance payable in respect of the teaching staff coming under UGC/AICTE/Medical Education Schemes who have changed over to revised UGC/AICTE scale from 01.01.2006 or thereafter and judicial officers will be enhance from the existing rate of 136% to 139% w.e.f 01.07.2017.

(vi) The Dearness Allowance payable to those employees who are continuing in the 1997 pay scales even after 01.07.2017 will be enhanced from the existing rate of 314% to 318% w.e.f 01.07.2017 (up to the date of effect of option under Pay Revision 2014).

(vii) The Dearness Allowance payable to those employees in public Sector undertakings who were getting pay and allowances based on the scales of pay admissible under 1992 pay Revision will be enhanced as follows with effect from 01.07.2017.

(viii) The Dearness Allowance at the enhanced rate will be paid in cash along with arrears for the period from 01-07-2017 to 31-05-2018 with the salary for the month of June 2018. It is applicable to those employees continuing in the pre-revised scale even after 2014 pay revision, and even after 1996 UGC/AICTE/Medical Education Scheme.

(ix) The enhanced rate of Dearness Allowance will also be applicable to part-time and part-time contingent employees on the basis of pay drawn by them.

(x) The Dearness Relief payable to state service pensioners, Family pensioners, Ex-gratia Pensioners/Ex-gratia Family Pensioners 9whose pension/family pensin has been revised as per G.O.(P) No.09/2016/Fin, dated 20.01.2016) will be enhanced from the existing rate of 14% to 15% with effect from 01.07.2017.

(xi) Re-employed pensioners whose pay has been revised as per G.O.(P) No.2/17/Fin dated 04/01/2017 are eligible for payment of DA at the enhanced rate of 15% w.e.f. 01-07-2017 as admissible to state Government Employees and they are eligible for this enhanced rate of DA Based on a general letter of authority issued by the Accountant General.

(xii) The Dearness Relief payable to state Service Pensioners and Family Pensioners (whose pension/family pension has not undergone revision as per G.O.(P) No.09/2016/fin, dated 20.01.2016) will be enhanced from the existing rate of 109% to 112% with effect from 01.07.2017.

(Xiii) the Dearness Relief payable to state service pensioners and Family Pensioners whose pension/Family pension has not undergone revision as per G.O.(P)No.87/2011/fin dated 28.02.2011, and also to the Pensioners/Family Pensioners coming under UGC/AICTE/Medical Education Schemes (who retired prior to 01-07-2004 and whose family pension has been revised as per G.O.(P) No.81/2007/Fin. dated 28.02.2007 and whose pension has not undergone revision as per G.O.(P)No.211/2011/Fin dated 07-05-2011), will be enhanced from the existing rate of 255% to 259% with effect from 01.07.2017.

(xiv) The Dearness relief payable to retired state judicial officers (who are drawing Dearness Relief at central rates and whose pension or family pension has not been revised as per G.O (Ms) No.236/10/Home dated 02.11.2010) and the pensioners/Family pensioners, coming under the category UGC/AICTE/Medical Education schemes (who retired after 01.07.2004 and whose pension/family pension has been revised as per G.O.(P) No.84/2007/Fin dated 01.03.2007 and has not undergone revision as per GO (P) No.211/2011/Fin dated 7/5/2011) will be enhanced from the existing rate of 264% to 268% w.e.f. 01-07-2017.

(xv) The Dearness Relief payable in respect of Ex-Chairman and Members of kerala public service Commission, will be enhanced as follows w.e.f 01.07.2017

(xvii) The rate of Dearness Relief payable to the teaching staff coming under UGC/AICTE/Medical Education Streams who have changed over to revised UGC/AICTE scale from 1.1.2006 and those who retired after 1.1.2006 and that to the state judicial officers whose pension has been revised as per G.O.(Ms)No.236/2010/Home dated 02.11.2010, will be enhanced from the existing rate of 136% to 139% w.e.f 01.07.2017. This rate will be adopted only after the formal sanctioning of revision of their pension in terms of G.O.(P) No.211/2011/Fin dated 07.05.2011. The teaching staff coming under the UGC/AICTE/Medical Education streams who have retired prior to 01.01.2006 and whose pension has been revised in terms of G.O.(P)No.211/2011/Fin dated 07.05.2011 will also be eligible for Dearness Relief at the above rate.

(xviii) The Dearness Relief payable in respect of the State Service Pensioners/Family Pensioners whose pension has not undergone revision as per G.O.(P)No.180/2006/Fin, dated 18.04.2006 and who are drawing pension/family pension as per pension revision 1997, and in respect of pensioners/Family Penisoners coming under UGC/AICTE/Medical Education Schemes whose pension has not undergone revision as per G.O.(P)No.81/2007/Fin. dated 28.2.2007 or G.O.(P) No.84/2007/Fin dated 1.3.2007 will be enhanced from the existing rate of 314% to 3185 w.e.f. 01.07.2017. This will be applicable only till such date of effect of option for pension Revision 2004, after which the Dearness Relief payable will be as indicated in para 2(xiii) above and after the date of effect of option for pension Revision 2009, Dearness Relief will be payable as indicated in para 2 (xii) above.
  1. The enhanced rate of Deanress Relief due from 01.07.2017 will be paid along with the pension for July 2018 and arrears from July 2017 to June 2018 will be released in cash along with the pension for July 2018.
  2. The conditions laid down in the G.O.read as 5th above shall be applicable while regulating Dearness Allowance/Dearness Relief undr these orders.

Subject:- Payment of Dearness Allowance to Haryana Government Employees on revised scales (7th Pay Commission) i.e. 5% to 7% effective from 01.01.2018.

Sir/Madam,
I am directed to invite reference to Finance Department circular letter No.4/3/2016-5FR/30416 dated 23rd October, 2017 on the subject noted above and to say that the Governor of Haryana is pleased to decide that the Dearness Allowance payable to Haryana Government employees on revised scales of pay shall be enhanced from the existing rate of 5% to 7% of the pay w.e.f. 1st January, 2018.

2. The installment of Dearness Allowance payable under these orders shall be paid in cash to all Haryana Government employees with the salary for the month of June, 2018 to be paid in July, 2018.

3. The payment of arrears of enhanced Dearness Allowance for the month from January, 2018 to May, 2018 shall be made in the month of July, 2018.

4. The provisions contained in para 3,4,5,& 7 in FD’s instruction No. 4/3/2016-5FR/35222 dated 25th November, 2016 shall continue to be applicable while regulating Dearness Allowance under these instructions.

Please refer to this Ministry's letter of even number dated 17.11.2017 (S.No. PC-VI/379, RBE No.169/2017) revising the rates of Dearness Allowance w.e.f. 01.07.2017 in respect of railway employees continuing to draw their pay in the pre-revised pay scale/ grade pay as per 6 Central Pay Commission.

2. The rate of DA admissible to railway employees of above category shall be enhanced from the existing rate of 139% to 142% w.e.f. 01 01.2018.

3. The provisions contained in Paras 3,4 & 5 of, this Ministry's letter of even number dated 09.09.2008 (S.No. PC-VI/3, RBE.No. 106/2008) shall continue to be applicable while regulating Dearness Allowance under these orders.

It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 139% to 142% on the basic Time Related Continuity Allowance, with effect from the 1st January, 2018.

2. The Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks.

3. The expenditure on this account shall be debited to the Head "Salaries" under the relevant head of account and should be met from the sanctioned grant.

OFFICE MEMORANDUM

Subject:- Payment of DA to Board level/below Board level executives and non-unionized supervisors following IDA scales of pay in Central Public Sector Enterprises (CPSEs) on 1987 and 1992 basis.

The undersigned is directed to refer to para No. 3 of this Department's O.M. No. 2(50)/86- DPE (WC) dated 19.07.1995 wherein the rates of DA payable to the executives holding Board level post have been indicated. In accordance with the DA scheme spelt out in Annexure-II of the said O.M, the installments of DA become payable from 1st January, 1st April, 1st July, 1st October, every year based on the price increase above quarterly index average of 1099 (1960=100).

The quantum of IDA payable from 01.04.2018 at the old system of neutralization @ Rs. 2.00 per point shift for increase of 6 points, may be Rs. 12/- and at AICPI 6550 DA payable may be Rs. 11689.75 to the executives holding Board level post, below Board level post and non-unionised supervisors following IDA pattern in the CPSEs of 1987 pay scales.

5. All administrative Ministries/Department of Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for necessary action at their end.

Sub:  Grant of Dearness Allowance to Railway employees - Revised Rates effective from 01.01.2018.

The undersigned is directed to refer to this Ministry's letter RBE No 137/2017 dated 06.10.2017 (F. No. PC-VII/2016/I/7/2/1) on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of 5% to 7% of the basic pay with effect from 1st January, 2018.

2. The term 'basic pay' in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.

3. The Dearness Allowance will continue to be distinct element of remuneration and will not be treated as pay within the ambit of Rule 1303 (FR 9(21)), Indian Railway Establishment Code, Volume -II (Sixth Edition - 1987) - Second Reprint 2005.

4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.

5. The payment of arrears of Dearness Allowance shall not be made before the date of disbursement of salary of March, 2018.

6. This issues with the concurrence of Finance Directorate of Ministry of Railways.

Consequent upon grant of another instalment of Dearness Allowance with effect from 1st July, 2017 to the Central Government Employees vide Government of India. Ministry of Finance, Department. of Expenditures O.M No.1/9/2017-E-II)B) dated 20.09 2017 duly endorsed vide this Department's letters No. 8-1/2016-PAP dated 21.09.2017 and Ministry of Finance, Department of Expenditure OM No.1/3/008-E.II(B) dated 26.09.2017, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances an basic TRCA it the Same rates as applicable to Central Government Employees with effect from 01.07.2017. it has. therefore, been decided that the Dearness Allowance payable to the Gramm Dak Sevaks shall be enhanced from the existing rate of 136% to 139% on the basic Time Related Continuity Allowance, with effect from the 1st July, 2017
2.The Dearness Allowance payable under this order shall be paid in cash to an Gamin Dak Sevaks.
3.The expenditure on this account shall be debited to the Head "Salaries" under the relevant head or account and should be met from the sanctioned grant

No. 1/3/2008-E-II (B) dated 07.04 2017, duly endorsed vide this Department’s letter No. 8-02/2011-PAP dated 12.04.2017, the Gramin Dak Sevaks (GM) have also become entitled to the payment of Dearness Allowances on basic TRCA at the same rates as applicable to Central Government Employees with effect from 01.01.2017. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 132% to 135% on the basic Time Related Continuity Allowance, with effect from the 1″ January, 2017. The Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks. The expenditure on this account shall be debited to the Head “Salaries” under the relevant head of account and should be met from the sanctioned grant. This issues with the concurrence of Integrated Finance Wing vide their Diary No14/FA/2017/CS dated 27/04/2017.

Subject: Rates of Dearness Allowance applicable w.e.f. 1.1.2016 to employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised scale as per 5th Central Pay Commission.

The undersigned is directed to refer to this Department’s O.M. of even No, dated 1st October, 2015 revising the rates of Dearness Allowance in respect of employees of Central Government and Central Autonomous Bodies who continue to draw their pay and allowances in the pre-revised scales of pay as per 5th Central Pay Commission.

2.The rates of Dearness Allowance admissible to the above categories of employees of Central Government and Central Autonomous bodies shall be enhanced from the existing rate of 234% to 245% w.e.f. 1.1.2016. All other conditions as laid down in the O.M. of even number dated 3rd October, 2008 will continue to apply.

3.The contents of this Office Memorandum may also be brought to the notice of the organizations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

Subject: – Disbursal of salary for October 2013, Bonus and DA arrears to staff reg.

Sir/ Madam,
This has a reference to the subject cited above and to state that the salary to the staff of Kendriya Vidyalaya Sangathan is being disbursed by Union Bank of India through its web-portal for which adequate funds is regularly remitted to the UBI well in time by the Sangathan. The existing system of disbursal of salary to the staff through UBI Web-portal is not only a hassle free and full proof arrangement but also saves time on both sides. As a result, all employees of Sangathan are getting their salary on the last working day. There are instances where the project authorities failed to remit the funds to Vidyalayas as per the terms & conditions of (MOU) Memorandum of Understanding to meet the Recurring & Non-recurring expenditure including salary that facilitated slight delay in disbursal of salary to the employees of one or two project Vidyalayas. In such cases too, Sangathan initiated necessary action suo motu and provided required funds to meet such contingency.

2.) As far as the payment of Bonus, DA Arrears and salary to staff is concerned, it is informed that adequate funds got released by the Sangathan (HQ) to the Regional Offices/ UBI during the last two weeks for further remittance to the Kendriya Vidyalayas/ employees for payment of Bonus, DA arrears and salary to the staff. In the given circumstances, it is presumed that all Kendriya Vidyalayas might have disbursed Bonus, DA Arrears including salary to their staff in time. In fact, it is the personal responsibility of the Principals being the Drawing & Disbursing Officer to disburse Bonus, DA arrears and salary to their staff. Delay in disbursal of such personal claims to the staff on any pretext other than inadequate funds will be viewed seriously by the higher authorities of the Sangathan.

You are therefore requested please to direct all the Principals of the Vidyalayas under your jurisdiction to disburse Bonus, DA Arrears and salary to their staff immediately, if not paid so far. Short fall of funds, if any, noticed by any of the Regional Offices towards the payment of Bonus, DA Arrears and salary may be reported to KVS (HQ) today positively i.e. 01.11.2013 for release of funds.

Action taken may be informed to KVS (HQ).

The undersigned is directed to refer to this Department’s O.M. of even No. dated 2nd May, 2013 revising the Dearness Allowance in respect of employees of Central Government and Central Autonomous Bodies who continue to draw their pay and allowances in the pre-revised scales of pay as per 5th Central Pay Commission.

2. The rates of Dearness Allowance admissible to the above categories of employees of Central Government and Central Autonomous bodies shall be enhanced from the existing rate of 166% to 183% w.e.f. 1.7.2013. All other conditions as laid down in the 0.M.of even number dated 3rd October, 2008 will continue to apply.

3. The contents of this Office Memorandum may also be brought to the notice of the organizations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

BANGALORE, DATED 3rd OCTOBER 2013

Government are pleased to sanction increase in the rates of Dearness Allowance payable to the State Government employees in the Revised pay Scales 2012 from the existing 9% to 15 % of Basic pay with effect from 1st July 2013.

2.   These orders will apply to the full time government employees. employees of Zilla Panchayates.  Work charged employees on regular time scales of pay, full time employees of aided educational Institutions and Universities who are on regular time scales of pay.

3.   For the purpose of grant of Dearness Allowance, the term "Basic Pay"means, pay drawn by a Government Employee in the scale of pay applicable to the post held by him and includes;

a. Stagnation increment, if any granted to him above the maximum of the scale of pay.
b. Personal Pay. if any, granted to him under sub-rule (3) of Rule 7 of the Karnataka Civil Services (Revised Pay) Rules, 2012.
c. Additional increment , if any granted to him above the maximum of the scale of pay.

4.    Basic Pay shall not include any emoluments other than those specified above.

5.    Government are also pleased to sanction increase in the rates of Dearness Allowance from the existing 9% to 15% of the basic pension/family pension with effect from 1st July 2013 to the State Government pensioners/family pensioners and pensioners/family pensioners of the aided educational institutions whose pension/family pension is paid out of the Consolidated Fund of the State.

6.    Government are also pleased to sanction increase in the rates of Dearness allowance from the existing 9% to 15% of the basic pension/family pension with effect from 1st July 2013 to the pensioners/family pensioners who were drawing pay in the UGC/AICTE/ICAR Scale of pay.

7.    Separate orders will be issued in respect of employees of UGC/AICTE/ICAR/NJPC scales of pay and also in respect of NJPC pensioners.

8.    The increase in Dearness Allowance admissible under this order is payable in cash.

9.     The payment on account of Dearness Allowance involving fractions of 50 paise and above shall be rounded off to the next rupee and fractions less than 50 paise shall be ignored.

10.   The Dearness Allowance will be shown as a distinct element of remuneration and will not be treated as pay for any purpose.

The undersigned is directed to refer to para No. 2 and Annexure III to this Department’s O.M. dated 14.10.2008 wherein the rates of DA payable to the employees who are following CDA pattern has been indicated.

2.The DA payable to the employees may be enhanced form existing rate 80% to 90% with effect from 01.07.2013

3.The payment of Dearness Allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.

4.These rates are applicable in the case of CDA employees, whose pay have been revised with effect from 01.01.2006 as per DPE O.M. dated 14.10.2008.

5.All administrative Ministries/Departments of Government of India are requested to bring the foregoing to the notice of the Central Public Sector Enterprises under their administrative control for action at their end.

Release of additional installment of dearness allowance to Central Government employees and dearness relief to Pensioners, due from 1.7.2013

The Union Cabinet today approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2013, in cash, at the rate of 10 per cent increase over the existing rate of 80 per cent.
Hence, the Central Government employees as well as the pensioners are entitled for DA/DR at the rate of 90 per cent of the basic with effect from 01.07.2013. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission.
The combined impact on the exchequer on account of both dearness allowance and dearness relief would be of the order of Rs. 10879.60 crore per annum and Rs. 7253.10 crore in the financial year 2013-14 ( i.e. for a period of 8 month from July, 2013 to February 2014).

The government today approved a proposal to hike dearness allowance to 90 per cent from existing 80 per cent, a move that would benefit about 50 lakh central government employees and 30 lakh pensioners.
“The Union Cabinet approved the proposal to increase dearness allowance to 90 per cent at its meeting here. The hike would be effective from July 1, this year,” a source said.
According to the source, the increase in DA to 90 per cent would result in additional annual expenditure of Rs 10,879 crore. There would be additional burden of Rs 6,297 crore on exchequer during 2013-14 on account of this hike in DA.
This is a double digit hike in DA after about three years. It was last in September, 2010, that the government had announced a hike of 10 per cent to be given with effect from July 1, 2010.
DA was hiked to 80 per cent from 72 per cent in April, 2013, effective from January 1, this year.
As per the practice, the government uses CPI-IW data for past 12 months to arrive at a number for the purpose of any DA hike.
The retail inflation for industrial workers between July, 2012 and June 2013 was used to compute the increase in DA.
