Subject: Upper Division Grade Limited Departmental Competitive Examination, 2011- Nomination of qualified candidates for appointment to Upper Division Grade in CSCS against the Select List 2011-reg.

The undersigned is directed to say that according to Rule 11(1) of the Central Secretariat Clerical Service Rules, 1962, as amended by this Department’s Notification No.12/3/93-CS.II dated 22.11.1995, vacancies in the Upper Division Grade of the service in any cadre have to be filled by the regular appointments of persons included in the Select List for the Upper Division Grade in that cadre. The said Select List is to be prepared in accordance with the provision envisaged in Regulation 2 (1) of the Third Schedule to the said Rules. According to that Regulation as amended by this Department’s Notification No.7/31/73-CS.II dated 4.2.1976, 25% of the vacancies are to be filled up on the basis of Limited Departmental Competitive Examination (LDCE) and 75% on the basis of seniority in the Lower Division Grade.

2. On the basis of the UD Grade Limited Departmental Competitive Examination for the Select List year 2011, Staff Selection Commission has recommended 34 (26 UR, 6 SC and 2 ST) candidates for appointment as UDC in the Central Secretariat Clerical Service against the Select List year 2011.

3. It has been, therefore, decided to allocate 34 (thirty four) (includes 26 UR, 6 SC and 2 ST) qualified candidates to various Cadres of Central Secretariat Clerical Service as indicated in the Annexure to this Office Memorandum. The dossiers of the candidates as received from the SSC are sent herewith and these should be retained after their appointment as part of their personal files. It is requested that before these candidates are appointed, particulars of their service, caste etc., may please be checked from the Original entries in their Service Books. It may please be ensured that no Vigilance case is pending or being contemplated against them.

4. Since the qualified candidates whose names are given in the Annexure to this O.M. are eligible for Inclusion in the Select List year of 2011 of Upper Division Grade, it is requested that immediate action may please be taken to appoint them to the post of Upper Division Clerk in those cadres to which they have been allocated. It may please be ensured that the candidates nominated from the aforesaid examination are interpolated with persons included in the Select List through seniority quota in the ratio of 3:1(SQ: DE) as prescribed under the CSCS Rules, 1962.

5. Copies of appointment orders may please be endorsed to this Department and the SSC. If any candidate is not appointed to Upper Division Grade due to any reason his/her dossier may please be returned to the Staff Selection Commission directly under intimation to this Department after cancelling his/her offer of appointment and keeping all correspondences made with regard to his/her appointment including cancellation letter in the dossier.

6. In case any of the nominated candidates has been appointed as regular UDC in the CSCS on the basis of an earlier Limited Departmental Exam for the Grade, the Cadre authorities are requested to furnish their names immediately to this Department latest by 15.1.2014. Thereafter, the total number of these vacancies may be divided between seniority quota and Departmental Examination Quota in the prescribed ratio of 3:1. Reservation for SC/ST/PH category is to be made in accordance with the relevant Rules/instructions.

7. Staff Selection Commission has assigned Rank Numbers to qualified candidates of UD Grade LDCE, 2011 as SL/CSCS/001 to SL/CSCS/34. Accordingly, Cadres are requested to assign these numbers while preparing seniority list of UDC.

8. Receipt of this OM together with its enclosures may kindly be acknowledged.

OFFICE MEMORANDUM

Subject: Appointment of direct recruit Assistants, Central Secretariat Service based on Combined Graduate Level Examination (CGLE), 2012-reg.

The undersigned is directed to nominate the successful candidates recommended by Staff Selection Commission based on the CGLE, 2012 to the various participating Ministries/ Departments (Cadre Units) of Central Secretariat Service as detailed in Annexure.

2. The procedure for joining and imparting training (Foundation Course) to direct recruit Assistants of CSS shall be as per the revised design detailed in this Department O.M. No 7/8/2008-CS I(A) dated 16.10.2012.

3. The Cadre Units shall be responsible for completing the pre and post appointment formalities viz, character and antecedents verification in accordance with the instructions issued from time to time, medical examination etc in respect of nominated DR Assistants. Those candidates who are already in Government servile, their present employers may be requested to furnish copies of Verification/Medical Report The Cadre Units shall issue offers of appointment to the DR Assistants only after completing pre -appointment formalities. In the offer it may be stated in clear terms, inter alia, the mandatory nature of Foundation Course and its direct linkage to their probation period and their subsequent confirmation.

4. The Cadre Units will immediately inform the CS.I Division about the nominated candidates who join the allocated Cadre Units. On their appointment the Cadre Units should immediately enter their complete data in the web based Cadre Management System. The appointed Assistants will be nominated by CS.I Division in batches to the Foundation Course programme at ISTM for a period of 12 weeks Once CS I Division nominates DR Assistants for the training, they shall stand relieved from the concerned Cadre Units. No formal relieving order would be required to be issued by the concerned Cadre Units. It is once again reiterated that the Cadre Units shall indicate in unambiguous terms in the offer of appointment that successful
 completion of training is mandatory for completing the probation by the DR Assistants and their confirmation
.
5. In terms of this Departments OM. No.16/11/1993 dated 26/11/993 if offer of appointment is issued after completion of pre-appointment formalities, the time period allowed to join the post should in no case exceed three months. This condition should also be incorporated in the offer of appointment. After receiving verification and medical reports, the Cadre Units may issue the offer of appointment immediately to the candidates Cadre Units may also pursue the matter with the concerned District Authorities to expedite the matter so as to ensure that the candidates are appointed at the earliest.

6. The original certificates with reference to date of birth and educational qualification etc. shall be verified before appointments are made by the Cadre authorities. Copies of certificates submitted by candidates claiming to belong to the SC/ST/OBCs etc, may also be verified by the Cadre Units concerned.

7. In case of any doubt or suspicion as regards the eligibility or otherwise in respect of any of the recommended / appointed candidates, concerned administrative Ministry/ Department may correspond with the Staff Selection Commission giving therein complete details for getting such case(s) enquired through appropriate Government Agency.

Sub: Clarification regarding qualification prescribed for direct recruitment to the post of Lab. Supdt., Gr.III in Pay Band of Rs.9300-34800 (Grade Pay: Rs.4200).

Attention is invited to Board’s letter of even number dated 12.11.2001 (RBE No.225/2001) wherein qualification for direct recruitment to post of Lab. Supdt., Gr.III in Pay Band of Rs.9300-34800 (Grade Pay: Rs.4200) has been prescribed as under.

“B.Sc. with Bio-chemistry/Micro-Biology/Life Science or equivalent plus Diploma in Technology (DMLT) or equivalent OR B.Sc. in Medical Technology (Laboratory) from institutions.”

2. A question has arisen whether a candidate with qualification of B.Sc. (Chemistry) Honors with Botany & Zoology as subsidiary subject can be considered for the post of Lab. Supdt., Gr.III in Pay Band of Rs.9300-34800 (Grade Pay: Rs.4200) where qualification was notified as stated in para 1 above.

3. The matter has been examined in consultation with Health Directorate of this Ministry and it is clarified that if the candidate has studied during his Graduation both Chemistry and Biology whether as main or as optional/subsidiary subject and is in possession of DMLT or equivalent will be treated as eligible for consideration for employment to the posts cited in the captioned subject.

Sub: Vacancies in Clerical Cadre - Direct Recruitment quota.

Attention is invited to Board’s letter of even number dated 15.6.2010 (RBE No.88/2010) on the above subject, where in instructions had been issued for extending the currency of instructions contained in RBE No.210/1991 pertaining to freezing of 25% of the vacancies falling within the direct recruitment quota in the category of Clerks in Pay Band-I of Rs.5200-20200 (Grade Pay: Rs.1900) and in Senior Clerks in Pay Band-I of Rs.5200-20200 (Grade Pay: Rs.2800) and 20% in the category of Junior Accounts Assistant in Pay Rand-I of Rs.5200-20200 (Grade pay: Rs.2800) and Accounts Clerk in Pay Band-I of Rs.5200-20200 (Grade Pay : Rs.1900). The question of continuance of the above freeze orders has been considered by the Board and it has been decided to extend the currency of the instructions mentioned for a further period up to 31.12.2013. Rest of the vacancies may be filled up after reviewing the requirement of clerical staff.

2. In this regard, Board also desire that the Railways and Production Units should furnish information regarding the sanctioned strength of Junior Clerk, Senior Clerk, Junior Accounts Assistant and Accounts Clerk as on 1.4.92 and as on 1.1.2013 as well as their views with respect to continuance or otherwise of such a freeze order for future in the said categories of staff.

3. The instructions will be effective from the date of expiry of earlier freeze order i.e.01.01.2013.

4. It has also come to the notice of this Ministry that the instructions on this freeze order is being interpreted by certain railway establishments in the manner as if there is total ban to till up the posts in question. It is clarified that these instructions only limit percentage of recruitment and should not be construed as complete ban. Remaining posts may, therefore, be filled up by the Railways in terms of instructions on the subject.
