Subject : Submission of Life Certificate by NPS-AR pensioner through Jeevan Pramaan.

The Central Pension Accounting Office is Pension Disbursing Authority for National Pension system- Additional Relief (NPSAR). The NPS-AR pensioners are required to submit Life Certificate in the month of November every year for continuation of the pension. Life Certificates are sent to CPAO through the Bank Branches of the pensioners, where the pensioners maintain their pension accounts.

2. A new interface (Aadhar based) for submission of Life Certificate has been developed in Jeevan Pramaan for NPS-AR pensioners and this interface is now live for submission of Digital Life Certificate (DLC] through Jeevan Pramaan. Now NPS-AR pensioners can submit their Life Certificate through Jeevan Pramaan. The Jeevan Pramaan User Manual for uploading Digital Life Certificate is attaching herewith.

Dear Sir / Madam,

RBI Pension Regulations, 1990 – Submission of Life Certificate/ Declaration of marital status – Extension of time thereof

Please refer to paras 6.8 to 6.11 of the Master Circular on pension, wherein every pensioner, family pensioner and ex-gratia recipient has to submit life certificate /declaration of marital status in the month of November each year. In case of non-receipt of life certificate/ declaration by November end, monthly payment of pensions stopped from the month of December and pension payment restarts only after receipt of the life certificate from the pensioners.

2. Taking into account the pandemic situation, it has been decided to allow pensioners, family pensioners, ex-gratia recipients to submit scanned copy of signed life certificates /declaration of marital status in the prescribed format through email to the respective Pension Cells from where pension is being drawn. Further, it is has been decided to extend the time-limit for submitting the same upto December 31, 2020. The extension of time limit as above is applicable only for this year due to the prevailing pandemic situation. The existing system of accepting life certificates/ declaration of marital status through post/ personally/ Jeevan Pramaan continues to remain unchanged.

Subject:- Submission of Life Certificate.

It has been the experience of this Department that the Senior Pensioners i.e. the pensioners 80 years and above are facing a lot of difficulties standing in queues while giving the Life Certificates in November. It has been under the consideration of the Government to provide some relief to such pensioners.

2. It has therefore, been decided by the Government, that Senior Pensioners aged 80 years and above be allowed to give their Life Certificate w.e.f 1st October every year instead of November which would be valid till 30th November of the subsequent year.

3. The remaining pensioners below the age of 80 years may continue to give their Life Certificate in November as per existing provisions of CPAO Scheme booklet.

This has the approval of competent authority.

Subject: Simplification of Pension Procedure - Submission of Life Certificate

Attention is invited to CPAO's 0M No. CPAo/Tech/Simplification/2012-13/325 dated-18.02.2013 on the above subject whereby it was decided to submit the life certificate to any branch of the authorized bank through which pension of pensioners/family pensioners is being disbursed. Format of acknowledgement to be given by the Life Certificates receiving branch to the pensioner/family pensioner was circulated vide this office OM No.CPAO/lT&Tech/Scheme Booklet/2015-16/1666 dated-16.10.2015 which was reiterated vide OM No.CPA0/lT&Tech/Jeevan Pramaan/2015-16/ 1680 dated-09.11.2 015.

But, it is observed that bank branches are still not providing the acknowledgement of Life Certificate to the pensioners/family pensioners. Moreover, it has been observed that they do not forward the same to their CPPCs, resulting in stoppage of pension/ family pension which causes undue financial hardship to the pensioners/ family pensioners.

In view of the above, Heads of CPPCs and Heads of Government Business Divisions of all the authorized banks are requested to issue necessary instructions to all their branches to provide the acknowledgement of Life Certificate to the pensioner/family pensioner without fail and forward the same to the concerned CPPCs for necessary action.

Delay in giving pension benefits

There is no such proposal to do away with the existing procedure of Submitting annual life certificate by the pensioner to renew their pension payment.

Yes Madam. Department of Pension & Pensioners Welfare has implemented an online system called ‘BHAVISHYA’ for retiring Central Government Civil employees. The system provides for on-line tracking of pension sanction and payment process. Tracking can be done by the individual as well as the administrative authorities for all actions preparatory to grant of pension and other retirement benefits. Facility also exists for tracking payment of subsequent monthly pension. This is in line with the priorities of Government to ensure transparency and accountability in systems and processes.

At present, Bhavishya is implemented in main Secretariat of 83 Ministries/Departments & 23 attached offices involving 794 DDOs. This Department has also given on-site training to all the Drawing Disbursing Officers/Head of Offices/Pay & Accounts Offices and the dealing hands of main Secretariat of all the Ministries/Department.

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri Satav Rajeev & others in the Lok Sabha today.

Subject:- Use of modified format of Life Certificate by all banks

Attention is invited to this office OM No. CPAO/IT&Tech/Scheme Booklet/2015-16/1666 dated 16.10.2015 directing the banks to ensure that modified format of Life Certificate is used by all paying branches which also provides for acknowledgment to Pensioners. Vide Correction slip no. 24, dated 12.10.2015, the Life Certificate has been modified and circulated to all concerned. The updated format of Life Certificate has also been provided on CPAO’s website i.e. www.cpao.nic.in.

It has been noticed that some banks are still using their own or old format of Life Certificate which is not proper. Therefore, Heads of Government Accounts/Business Department/Head of CPPCs of all the banks are requested once again to issue urgent instructions to all their branches to use only modified format of Life Certificate prescribed by CPAO and provide acknowledgment to Pensioners.

Subject:- Modification in the format of Life Certificate -Issue of Acknowledgement to pensioners.

Attention is invited to this office OM No.CPAO/Tech/Simplification/2012-13/325 dated-18.02.2013 directing the banks to allow pensioners/family pensioners to submit the life certificates as well as other certificates to any branch of the bank through which their pension are being disbursed. In this context, several instances of stoppage of payment of pensions have been reported citing non-receipt of life certificate even though the pensioners had submitted their life certificates to the bank, due to misplacement of the life certificate at the bank branches concerned. Instances of some pension paying banks not accepting life certificates given to them by pensioners and directing pensioners to submit the life certificate to CPPC have also been reported causing great inconvenience to pensioners, which results in either stoppage of payment of pension or delay in payment of pension.

In this context, to alleviate the hardship faced by the pensioners, RBI has also instructed all the Agency Banks handling government pension payment, vide Notification No. RBT/2014-15/ 587 DGBA. GAD No. H-5013/ 45.01.001/2014-15 dated-07.05.2015 that on receipt of life certificate submitted in physical form, banks to issue duly signed acknowledgement to the pensioners and to enter the same in their CBS immediately and issue a system generated receipt to serve the twin purpose of acknowledgement to the pensioners as well as real- time updation of records.

To facilitate the bank authorities, CPAO has prescribed a modified format of life certificate providing therewith acknowledgement of the receipt of the life certificate vide Correction Slip No.24 to the Scheme for Payment of Pensions to Central Government Civil Pensioners by Authorized Banks. The acknowledgement is a part of the format of Life Certificate, which can be detached and given to the pensioner by the receiving bank. Government asks Pensioners to furnish their Life Certificate and relevant details to their respective banks in order to enable the banks to provide them better services

The Government has asked all the pensioners and family pensioners to furnish their Life Certificate in prescribed pro-forma in the month of November every year to their respective banks.

The pensioners should indicate their present address, telephone numbers (including mobile number) and email ID (if available) on their respective Life Certificates in order to enable the Banks to provide them (pensioners) better services.

Subject:- Preparation of list of Government servants due to retire along with their Aadhaar numbers and incorporation of Aadhaar number in PPO Booklet.

1. As a part of Digital India initiatives, Digital Life Certification (DLC) of the pensioner has been made an option for submission of life certificate by the pensioner in the month of November each year. As the role of Aadhaar has become vital, a column for Aadhaar has already been provided in the Pension Payment Order booklet. Accordingly, all Heads of Offices have to ensure that wherever available same is provided to their Pay & Accounts Offices alongwith pension papers of the retiring government servants. In this regard, a provision has also been made in CAM-52 (PPO Booklet) by adding the following columns after existing column no.5.

8. Mobile No. (if Available)
9. E-Mail ID (if Available)
 
2. The seeding of Aadhaar with pensioners’ PPO number and their bank accounts is being closely monitored by Prime Minister Office. While this information is being regularly collected by CPAO from banks, the processing of fresh pension cases alongwith Aadhaar number is a very important requirement for expediting seeding of Aadhaar number by banks with PPO number & bank account and smooth implementation of submission of DLCs by pensioners in the month of November.

3. Further, attention is invited to Rule 56 of CCS (Pension) Rules which provides that:-
“(1) Every Head of Department shall have a list prepared every three months, that is, on the 1st January, 1st April, 1st July and 1st October each year, of all Government servants who are due to retire within the next twelve to fifteen months of that date.
 
(2) A copy of every such list shall be supplied to the Accounts Officer concerned not later than 31st January, 30th April, 31st July or 31st October, as the case may be, of that year.”

4. To avoid any delay in finalizing the pension cases all Heads of Offices should have first-hand information of the Aadhaar number while preparing the list of retiring government officials as per the provision of Rule 56 of CCS (Pension) Rules and should provide the same to the Accounts Officer concerned not later than 31st January, 30th April, 31st July or 31st October of that year.
 
5. In has been observed that during the month of June, 2015; out of 3101fresh PPOs (Pension Payment Orders), only in 220 cases Aadhaar numbers have been indicated. All Pr. CCAs/CCAs/ AGs are once again requested to ensure that all fresh PPOs are sent to CPAO with Aadhaar numbers wherever available and quarterly list of would be retirees as mentioned in para 3 & 4 above also mention Aadhaar numbers wherever available.

Subject:- Aadhar based Digital Life Certificate (Jeevan Pramaan)

The Hon’ble Prime Minister has launched “Jeevan Aadhaar” (Aadhaar based biometric verification system for pensioner).  To make its implementation successful Department of Financial Services has constituted a sub-group comprising of RBI, Indian Bank’s Association (IBA),, State Bank of India, Punjab National Bank, Bank of Baroda and Canara Bank. Accordingly,’RBI, IBA and Department of Financial Services have issued necessary guidelines/ instructions to all banks for their convenience. To implement Jeevan Pramaan it is necessary on the part of banks to seed the Aadhaar number with Pension Payment Order and bank account number. To complete this task, all banks have to take special drive to collect the Aadhaar number of pensioners and make it a part of their master data.

In the above context Addl. CGA has taken a meeting on 24.12.2014 with the discuss the further strategy for speedy implementation of the system. In the meeting, it was decided that to ensure the genuineness of the pensioner it is necessary to seed the Aadhaar number with PPO and pensioners bank account. Because at present banks are not having pensioners’ data base on their server to link them with the details of PPOs and Aadhaar numbers, they were advised to prepare a data-base of pensioners account first at the earliest and link them with Aadhaar server. For this purpose, they will call the pensioners to come to bank alongwith their original Aadhaar card and its photocopy for identification. The designated officer of the bank will identify the pensioner with reference to the PPO and KYC document and seed his pension account with Aadhaar server.

He will keep the photocopy of Aadhaar Card in the pensioners’ folder for record. The bank will apply this strategy immediately with those pensioners whose life certificates are still pending and are interested to opt for digital certification of their life. Thereafier, they may complete this task well before November, 2015, when life certificate becomes dues.

A column for Aadhaar number has been provided in the format of master data and made available on CPAOs website. All CPPCs are advised to update their master data duly seeded with PPO number & bank account numbers and send the same to CPAO by e-mail at cpao.masterdata{@}gmail.com at the earliest so that CPAO also updates its master data for validation purpose.

This task must be completed on top priority basis.

Exemption from Physical Appearance for the purpose of Life Certificate

Pension Portal published an order issued by the Ministry of Finance today regarding the exemption from Physical Appearance for the purpose of Life Certificate for all pensioners.

The order said, the banks should not harass the pensioners/family pensioners b insisting upon presenting themselves physically in the bank if their Life Certificate is submitted duly signed by the authority specified in revised format. The revised format and instructions been issued with the order that, amendment in the “Scheme for Payment of Pension to Central Government Civil Pensioners by Authorized Banks” also.

Digital Life Certificate for Pensioners from Jeevan Pramaan website

Jeevan Pramaan is a biometric enabled digital service for pensioners. Pensioners of Central Government, State Government or any other Government organization can take benefit of this facility.

How it Works
Jeevan Pramaan uses the Aadhaar platform for biometric authentication of the pensioner.
A successful authentication generates the Digital Life Certificate which gets stored in the Life Certificate Repository. The Pension Disbursing Agencies can access the certificate on-line.

Enrol Yourself
Download the PC/ Mobile application or alternatively visit the nearest Jeevan Pramaan Centre to get your self registered.

Provide necessary information like Aadhaar number, Pension Payment Order No.,
Bank Account No., Bank Name and your Mobile number.

Aadhaar Authentication
Provide your biometrics, either a finger print or Iris and authenticate your self.
(Jeevan Pramaan uses the Aadhaar Platform for on-line biometric authentication )

Life Certificate.
After a successful authentication a SMS acknowledgement is sent to your mobile number including your Jeevan Pramaan

Certificate ID.
The certificates are stored in the Life Certificate Repository for making it available any time and any where for the pensioner and the Pension Disbursing Agency.

Access your Certificate
You can download a PDF copy of the certificate from the Jeevan Pramaan website by providing
the Jeevan Pramaan ID or Aadhaar number.

Pension Disbursing Agency
The Pension Disbursing Agency can access the Life Certificate from the Jeevan Pramaan website, and download the same.

Electronic Delivery
The Life Certificates can also be electronically delivered to the Pension Disbursing Agency, without any manual intervention.

The Prime Minister, Shri Narendra Modi, today launched "Jeevan Pramaan" – an "Aadhar-based Digital Life Certificate" for pensioners, in a move that could eventually benefit over a crore pensioners. The Prime Minister said that after the push towards self-certification, this digital life certificate was another enabling mechanism which would benefit the common man.


The proposed digital certification will do away with the requirement of a pensioner having to submit a physical Life Certificate in November each year, in order to ensure continuity of pension being credited into his account. The Department of Electronics and IT has developed a software application which will enable the recording of the pensioner's Aadhar number and biometric details from his mobile device or computer, by plugging in a biometric reading device. Key details of the pensioner, including date, time, and biometric information will be uploaded to a central database on real-time basis, ultimately enabling the Pension Disbursing Agency to access a Digital Life Certificate. This will conclusively establish that the pensioner was alive at the time of authentication.

The earlier requirement entailed that a pensioner either personally presents himself before the Pension Disbursing Agency, or submits a Life Certificate issued by authorities specified by the Central Pension Accounting Office (CPAO).

At present, 50 lakh individuals draw pension from the Central Government alone. A similar number draw pension from State and Union Territory Governments. Several PSUs also provide pension benefits. Over 25 lakh retired personnel draw pension from the Armed Forces. The Aadhar-Based Digital Life Certificate will go a long way in reducing hardship which so many senior citizens have to go through to produce a Life Certificate every year.

The software application system will be made available to pensioners and other stakeholders on a large scale at no extra cost. It can be operated on a personal computer or a smartphone, along with an inexpensive biometric reading device. This facility will also be made available at Common Service Centres being operated under the National e-Governance Plan, for the benefit of pensioners residing in remote and inaccessible areas.

Regarding submission of Life Certificate by Ex-Servicemen and circumstances in which personal appearance is exempted. Dear Veteran,

Gentle reminder that during the month of November , you are required to render a life certificate to the bank from where you are drawing your pension . Submission of this Certificate is essential for the bank to continue with disbursal of your pension.

This certificate can be submitted in any branch of the bank, but please retain the receipt of submitting the certificate. Those veterans who are abroad may submit the certificate to the local branch of the bank. The certificate is to be issued by an authorised official of the embassy / High Commission of India or Consul of Indian Consulates or a Notary Public or an Officer of an Indian Authorised Bank attached its branch in the country where the pensioner is residing.


Personal appearance is exempted under the following circumstances:-

    Pensioners desiring to draw his/her pension through authorised agent. For this the pensioner has to execute Indemnity Bond, and to submit life certificate once in a year.

    Pensioners of rank (high status) such pensioners may be privately identified by PDA and he need not be required to appear at a public office.

    Pensioners exempted by Local Govt. for personal appearance such pensioners have to produce life certificate in 6 months.

    Pensioners unable to appear in person due to bodily illness or infirmity. Such pensioners have to submit life certificates in 6 months.

    Severely wounded and infirm pensioners, subject to production of life certificate.

    Female pensioners who are not accustomed to appear in public. She has to produce life certificate and non-re-marriage certificate.

    Children owing to illness and very young children subject to production of life certificate signed by the official of the Revenue department.

    Armed forces pensioners(PBOR) re-employed in various institutions such as Railways, Mills or private firms of Standing, etc. subject to production of life certificate and authority for payment to a representative.

    Armed forces pensioners (other then those mentioned in clause(viii) above subject to production of life certificate once in six months on IAFA-409.

    Gorkha pensioners living in Nepal or a pensioner in Bhutan and is physically unable to draw pension in person, payment may be made through a Pension Disbursing Authority in India or Indian Embassy, Nepal to a representative who produces the pensioner’s pension certificate and life certificate on IAFA-409.

    Armed forces Pensioners residing in Pauri Garhwal and Chamoli districts. Such pensioners will be required to make one journey with his representative to the Pension Disbursing Authority and state personally to him that he desires his pension to be paid in future through the representative. The PDA will record the identification mark of the representative who will be permitted to draw the pension on production of pensioner’s certificate and life certificate signed by either two male armed force pensioners or by a pensioned Officer.

    If you are unfortunately a wheel chair bound pensioner, then you can speak to your branch manager to send some one to your home and get your Life Certificate signed by you.

Officers Authorised to sign Life Certificates

Life certificates issued/signed by one or other of the following authorities/persons can be accepted:-
  • A serving or pensioned person exercising the powers of a Magistrate under the criminal procedure code (Act-V of 1898).
  • A registrar or sub-registrar appointed under the Indian Registration Act 1908 (XVI of 1908).
  • A Munsif.
  • A police officer not below the rank of Sub-Inspector in charge of Police station.
  • Master, a Departmental Sub-Post Master or an Inspector of Post Office.
  • Officers of the Reserve Bank of India and other PSBs in respect of pensioners drawing pension from Banks.
  • The head of the village Panchayat, Gram Panchayat or Head of an executive committee of a village.
  • Retired Commissioned Officers of the Armed Forces in respect of pension bill form IAFA-319 of Commissioned Officers, departmental Officers and Warrant Officers.

Sub: Submission of Life Certificate in the month of November, 2014

Attention is invited to this Office OM No. CPAO/Tech/Pre-2006/Revision/2011-12/191 dated 23rd October, 2012 circulating therewith a copy of CPAO’s’ advertisement in English released in the leading national and regional dailies on 21st October, 2012 regarding obtaining of life certificate in the revised format by the authorized banks from the Central Civil pensioner/ family pensioner in November every year.

It was also advised that the information on the current address and telephone number collected from the Life Certificates is to be updated on the banks master data with the CPPC and the updated master data is required to be sent to CPAO not later than the last week of December every year.

Since the pensioners/family pensioners would start approaching the banks for life certificate from 1st of November, it is reiterated that all Pension Account Holding Branches must be sensitized to ensure the receipt of Life Certificate in the revised format (copy enclosed).

The updated master data must reach CPAO not later than the last week of December, 2014. The modified format of Life Certificate is also available on CPAO’s website www.cpao.nic.in at the link “Forms-For Pensioners” appearing on the left pane of Home Page.
