Subject: Discontinuation of BSR code-regarding

Kind attention is invited to this office OM No. CPAO/IT tech/e-PPO/6 (Vol-X)(D)/ 2019-20/81 dated 19.08.2019 (copy attached wherein all the Heads of CPPCs of Authorized Banks were requested to offer comments on shifting from BSR Code to IFSC for processing the pension cases of the pensioners concerned under “Scheme for payment of Pension to Central Government Civil Pensioners through Authorised Banks”.

The matter was also taken up with Reserve Bank of India (RBI) and it is intimated that RBI has conveyed their concurrence on the proposal from shifting from BSR Code to IFSC for processing the pension cases of the pensioners. Copy of comments received from RBI is attached.

No comments from the Banks side have been received in this office. Therefore, all the Heads of CPPCs of Authorized Banks & Govt. Business Deptt. are once again requested to offer their comments on the proposal from shifting from BSR Code to IFSC expeditiously, in any case not later than 15th December, 2019. If no reply / comments are received from the Banks, it will be assumed that they have nothing to say on the matter. Priority may be accordingly given to this issue.

This issues with the approval of the Chief Controller (Pensions).

Subject:- Opening of joint Account by pensioner with first name of pensioner.

Attention is invited to Correction Slip No.1 dated - 08.02.2006 of Scheme for Payment of Pensions to Central Government Civil Pensioners by Authorized Ranks on crediting of pension in the Joint Account of Pensioners with spouse (copy enclosed).

It has been reported that in some cases Banks are allowing the pensioners to open their pension account as Joint Account with first name of his/her spouse which may create difficulties for pensioner at the time of filing the Income Tax Returns as the income tax is assessed on the income of the pensioner and not of the spouse.
Heads of CPPCs/Government Account Divisions of all the banks are advised to instruct their bank branches to facilitate the retiring employees approaching them for opening their pension accounts before their retirement. In case of Joint. Account, the same may be opened with first name of pensioner only.

This issues with the approval of Competent Authority.

Amendment to the Scheme for Payment of Pensions to Central Government Civil Pensioners by Authorised Banks (Fourth Edition, 3rd December, 2004)

Paying branch may also credit in his or her joint account operated by pensioner with his I her spouse in whose favour an authorization for family pension exists in the Pension Payment Order (FPO). The joint account Of the pensioners with the spouse could be operated either by "Former or Survivor"or 'Either or Survivor' basis subject to the following conditions:-

(a) Once pension has been credited to a pensioner's bank account, the liability of the Government/bank ceases. No further liability arises, even if the spouse wrongly drawn the account

(b) As pension is payable only during the life of a pensioner, his I her death shall be intimated to the bank at the earliest and in any case within one month of the demise, so that the bank does not continue crediting monthly pension to the joint account with the spouse, after the death of the pensioner. if, however any amount has been wrongly credited to the joint account, it shall be recoverable from the joint account and / or any other account held by the pensioners I spouse either individually or jointly. The legal heirs, successors, executors etc_ shall also be liable to refund any amount, which has been wrongly credited to the joint account.

(c) Payment of Arrears of Pension (Nomination) Rules 1953 would continue to be applicable to a Joint Account with Pensioner's spouse. This In-plies that if there is an 'accepted nomination' in accordance with Rules 5 and 6 of these Rules, arrears mentioned in the Rules shall be payable to the nominee.

Existing pensioners desiring to get their pension credited to a joint account as indicated above are required to submit an application to the branch bank, from where they are presently drawing pension in the enclosed form that is i.e. Annexure XXIX. This would also be signed by the pensioner's spouse in token of having accepted the terms and conditions laid down in this Office Memorandum. These instructions are also applicable to the Govt. servants who will be retiring after the issue of this Office Memorandum.

Subject: Removal of state-wise jurisdiction of Banks for disbursement of Central Government (Civil) Pensioners: Clarification regarding.

In pursuance of Accounting and Operating Procedure for Central Pension Processing Centre of Authorised Banks for Pension Disbursement to Central Government (Civil) pensioners issued by CAPO vide F.No. CPAO/Tech/CPPC/Guidelines/2011-12/29 in February, 2012, all banks were allowed to establish a Central Pension Processing Centre (CPPC) for disbursement of Central Civil Pension through any of their CBS enabled branch.

2. As clarifications in this regard are still sought by banks etc, it is reiterated that any retiring employee / pensioner can open a Pension Account with any CBS enabled branch of any of the authorized banks without any state jurisdiction. A list of Authorised Banks is attached (Annexure).

Exemption from Physical Appearance for the purpose of Life Certificate

Pension Portal published an order issued by the Ministry of Finance today regarding the exemption from Physical Appearance for the purpose of Life Certificate for all pensioners.

The order said, the banks should not harass the pensioners/family pensioners b insisting upon presenting themselves physically in the bank if their Life Certificate is submitted duly signed by the authority specified in revised format. The revised format and instructions been issued with the order that, amendment in the “Scheme for Payment of Pension to Central Government Civil Pensioners by Authorized Banks” also.

In order to check delay in disbursal of pension, the Centre has decided to give Pension Payment Order (PPO) to all central government employees at the time of retirement along with their other dues.

At present, the scheme for payment of pensions to central government civil pensioners through authorised banks, issued by the central pension accounting office provides for an undertaking to be submitted by the retiring government servant or pensioner to the pension disbursing bank before commencement of pension.

"It has been found that the first payment of pension after retirement gets delayed mainly due to two reasons.

"One, the delay in receipt of intimation by the pensioner that pension papers have reached the bank and two, delay on part of the pensioner in approaching the bank for submission of undertaking," the Ministry of Personnel said.

The pensioner would no longer be required to visit the bank to activate the first payment of pension, it said in a recent order.

"Therefore, after ascertaining that the bank's copy has been dispatched by the central pension accounting office, the pensioner's copy of the Pension Payment Order (PPO) may be handed over to him at the time of retirement along with other retirement dues.

"This should be feasible in all cases where the government servant had submitted pension papers within the time-limits," the Personnel Ministry said.

An employee posted at a location away from the office of the Head of Office or who for any other reasons feels that it would be more convenient to him to obtain his copy of PPO from the bank, may inform the Head of Office of his option in writing while submitting his pension papers, it said.

The Ministry of Personnel has asked Office of Controller General of Accounts to instruct all Pay and Accounts Offices and all pension disbursing banks to follow its directives.

There are about 30 lakh Central government pensioners.

The Ministry has also issued a proforma of an undertaking to be filled by a pensioner and submitted to pension disbursing bank agreeing "to refund or make good any amount to which he is not entitled to".

Sub: Simplification of pension procedure - submission of undertaking by retiring Government servant along with pension papers - reg.

The Scheme for Payment of pensions to Central Government Civil Pensioners through Authorised Banks', issued by the Central Pension Accounting Office provides for an undertaking to be submitted by the retiring Government servant/pensioner to the pension disbursing bank before commencement of pension. The pensioner undertakes to refund or make good any amount to which he is not entitled.

2. It has been found that the first payment of pension after retirement gets delayed mainly due to two reasons. One, the delay in receipt of intimation by the pensioner that pension papers have reached the bank and two, delay on part of the pensioner in approaching the bank for submission of undertaking.


3. The feasibility of submission of undertaking by the retiring Government servant along with pension papers had been under consideration in the Government for some time. The following simplification has therefore been approved with the concurrence of Department of Expenditure, vide their I.D. No.130/E.V/2014, dated 24th February, 2014. The required undertaking may be obtained by the Head of Office from the retiring Government servant along with Form 5 and other documents before his retirement. This undertaking shall be forwarded to the pension disbursing bank along with the Pension Payment Order by the Accounts Officer/CPAO following the usual procedure. The bank shall credit the pension to the account of the pensioner as soon as this Undertaking is received along with the pension documents.

4. The pensioner would no longer be required to visit the bank to activate the first payment of pension. Therefore, after ascertaining that the Bank's copy has been despatched by the Central Pension Accounting Office, the pensioner's copy of the Pension Payment Order (PPO) may be handed over to him at the time of retirement along with other retirement dues. This should be feasible in all cases where the Government servant had submitted pension papers within the time-limits prescribed in the Central Civil Services (Pension)
Rules, 1972.

5. An employee posted at a location away from the office of the Head of Office or who for any other reasons feels that it would be more convenient to him to obtain his copy of PPO from the bank, may inform the Head of Office of his option in writing while submitting his pension papers.

6. Office of Controller General of Accounts is requested to instruct all Pay and Accounts Offices and all pension disbursing banks to follow the above procedure as well as make necessary amendments to the pension sanction and payment procedures and the Scheme Booklet.

7. All Ministries/Departments are requested to follow the above procedure henceforth. Department of Posts and Department of Telecommunications are requested to make suitable amendments to the instructions to the Accounts Officers and pension disbursing Post Offices/Banks to adhere to the above procedure.
