EXPECTED PAY STRUCTURE OF 7TH CPC

EXPECTED 7TH CPC PAY SCALE :-

7th CPC Pay Scale is fast becoming the most mesmerizing phrase among Central Government employees these days.
Every Central Govt Employee is waiting to find out the changes in their pay scale that the 7th CPC would recommend to the pay structure. Sensing this eagerness, Bloggers have been regularly coming up with their own versions of what the pay structure could be. Do not take those writings seriously sand authentically. 
Based on all the changes right from the 1st CPC, until the 6th CPC, we have predicted a pay structure. Even though we weren’t keen on it, we have been receiving requests by email and comments. At a point, it became unavoidable. We just had to give our own interpretation too.
Since the basic pay of an ordinary employee has evolved from 260-950-3050-7730, the next change is expected to increase the salary by 2.5 times. Our Projected Pay Scale is expecting an increase of no more than 3 times.
It could be 260-950-3050-7730-22500..!
More than the hike, everybody is hoping that the Grade Pay would be in proper series.
And, everybody wants and hopes for a recommendation that prescribes a uniform Multiplication Factor (6th CPC 1.86) to all categories of employees.

At first glance, both transport allowance and traveling allowance might look the same. But, the two are very different for Central Government employees. Recent spate of orders issued by the DOPT and Finance Ministry on TRAVELLING ALLOWANCE was the inspiration behind this write-up.

In its order last week, the DOPT said that senior officers who have to travel by air for official purposes may not have to submit the boarding passes while settlement of TA claims. They will have to henceforth submit the passes only when required. The very next day, the Finance Ministry issued an order that made it mandatory for senior officials to submit boarding passes alongwith TA bills for air journey performed on Government account.

The concept of Transport Allowance was introduced by the 5th CPC to defray the cost of commuting between residence and office. The 6th CPC while recommending CCA to be subsumed in Transport Allowance. Transport Allowance is given to the Central Government employees for their everyday commute to and from the workplace. Based on their Grade Pay or Band Pay, this could be anything between Rs. 400 to Rs. 3200 per month. It also depends on the population of the city or town where the office is located. Transport allowance is twice the normal amount for physically challenged employees.

Travelling allowance is given to employees who have to travel out of station for official work. There are a number of rules, guidelines and restrictions that control travelling allowance. DOPT and the Ministry of Finance issues amendment orders related to travelling allowances from time to time.

Traveling allowance differs based on the employee’s grade pay. The ‘Grade Pay’ for determing the TA/DA entitlement is as indicated in Central Civil Service(RP)Rules 2008. Depending on the grade pay, the employee has to opt for the appropriate class of accommodation while travelling via bus, train, ship or by aeroplane. The employee can refund only that amount that he is entitlement for. The Finance Ministry order published on 23.9.2008, OM explained the details of the Travelling allowance and entitlements for Government officials as per title given below…

Daily Allowance : If the official tour on is of longer duration, then the employee is paid Daily Allowance to meet his boarding and lodging expenses. This too depends on the Grade pay of the employee. This is what is known as TA/DA.

While seeking the TA/DA claims, the employee has to present receipts and bills. In this regard, the notification, that senior officials are not required to submit the boarding passes while seeking reimbursement of their air travel expenses, was confusing. The order is not applicable to Group ‘C’ employees.
But some have misunderstood the order and have assumed that it was for the air travel facility that is available as part of the Leave Travel Concession.

AICPIN(I-W) for the month of May 2014, the data on price rise and inflation, is going to be released today. The twice-a-year Dearness Allowance given to Central Government employees is calculated on the basis of Consumer Price Index for Industrial Workers based on 2001=100.

At the end of each month, the Labour Bureau, a Central Government agency, releases the AICPIN number for the previous month, based on the month’s price fluctuations. The Bureau is expected to release the APCIN number today. If one goes by the other statistics released for the month of May (Agricultural Labourers 771 to 777; Rural Labourers 773 to 780), the AICPIN number is expected to be on the ascent.
The hike in railway passenger and freight transportation fares is very likely to impact June’s AICPIN number. The AICPIN number for the month of May is expected to increase by a point or two.

Since the first Dearness Allowance of the year is based on the AICPIN points of from the months of December until June, the AICPIN points of May and June assume special significance. An increase of even one point in the next two months from the current levels will raise the additional Dearness Allowance by 7% in July. In other words, from 100%, the total Dearness Allowance could increase to 107..!
The Dearness Allowance given to Central Government employees is expected to rise to 107% in July.

National Council JCM Staff Side suggested on the issue of Dearness Allowance in 7th Pay Commission, the existing formula of computation of Dearness allowance and its payment with effect from 1st January, and 1st July may continue…
Dearness allowance

The neutralisation envisaged under the present system of computation of dearness compensation is supposed to be cent per cent, but in reality it is not the case. Actual consumer price index is much higher than the level at which DA is calculated on the basis of 12 monthly average. The average is always lower than the actual cost of living.

The calculation of consumer price index, its basis, the basket of goods on which it is based, are questionable and has become a matter of dispute. Since the Pay Commission being not the forum at which these issues could be taken, we do not propose to go into the details of this aspects.

We suggest, therefore, that the existing formula of computation of DA and its payment with effect from 1st January, and 1st July, may continue.

The Terms of Reference of the Commission are available on the website www.7cpc.india.gov.in . Your valuable inputs on various issues mentioned in the Terms of Reference will be of great assistance while finalising the report, hence you are requested to submit your Memorandum containing the views of your Association to the Seventh Central Pay Commission.
 
Further, as you may be aware, the Commission is expected to submit its report within eighteen months of its constitution. It is therefore requested that the memorandum reach the Secretary, Seventh Central Pay Commission by 30th June, 2014.

It is an appreciable trend that articles about Dearness Allowances continue to be churned each day. There are plenty of advantages and benefits in giving your own interpretation on a topic that millions are interested in. It helps a great deal in creating consensus opinion. Social media are especially useful in accomplishing this.
A very famous example is the unity and camaraderie between pharmacists a few years ago, and their success. The contribution of social media in the current protests being conducted by LDCs and UDCs is worth taking note of.

There is no denial to the fact that revolutionary new opinions expressed on social media have been useful for many in many different ways. There is also no doubt in the fact that members of the unions, associations, and federations continue to watch the social media. You can bet that in the near future almost all these leaders of unions and associations would have created their own individual websites and started expressing their opinions almost immediately.

Let us get to the topic at hand…

The Consumer Price Index for Industrial Workers points for last month was released on 31.03.2014. The index has risen by one point and stands at 238. As a result, the Dearness Allowance, which stood at 101.71 has now slightly increased to 102.79.

With the AICPIN data of only two months available, it has become clear that there is not even an increase of 3%. If the trend continues, the hike in DA would be very small this time. Though nothing can be speculated as of now, if the AICPIN doesn’t reduce, then there are chances of a 5% DA increase. If AICPIN points slump by bigger margins, there are chances that the DA percentage would decrease further.

To sum it up, this time, there is no possibility of getting the kind of DA hikes that were given in the past. But then, since we still don’t have the data for four months, it is difficult to accurately calculate.
