OFFICE MEMORANDUM

Subject:- Filling up of the post of Chairman, Staff Selection Commission, New Delhi (Additional Secretary level) in the Level 15 of the pay matrix Rs. 1,82,200-2,24,100/- on deputation basis.

The undersigned is directed to say that it is proposed to fill up the post of Chairman, Staff Selection Commission (SSC) in the Staff Selection Commission (Hqrs) at New Delhi in the Level 15 of the pay matrix Rs.1,82,200-2,24,100/- (Additional Secretary level). The eligibility criterion is given in Annexure-l.
  1. Application of only such officers will be considered as are routed through proper channel and are accompanied with (i) bio-data in the proforma at AnnexureII; (ii) clear photocopies of the up-to-date APAR dossier of the officer containing APARs of at least last five years, duly attested by a Group 'A' officer (if original APAR could not be sent); (iii) An attested Statement indicating the grading in the APAR during the last five years (iv) cadre clearance; (v) clearance from vigilance and disciplinary angle; and (vi) statement giving details of major or minor penalties, if any, imposed on the officer during the last ten years.
  2. All Ministries/Departments and the State Governments/UTs are requested to forward the applications of willing and eligible officers in the prescribed proforma to :- Section Officer (Estt-B-l), Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training), Room No. 215-C, North Block, New Delhi-110001, so as to reach this Office, on or before IS /04/2019.
  3. The applications of only those officers may be forwarded who, in the event of their selection, would immediately join the duties of the post, and whom the concerned authorities would be in a position to relieve immediately. The application once forwarded would not be allowed to be withdrawn. Applications received after the prescribed date or not accompanied with the required certificates/documents will not be entertained.

1.Name of Post: Chairman, Staff Selection Commission, New Delhi.
2. Scale of pay: Level 15 of the pay matrix Rs. 1,82,200-2,24,100/-.
3. Eligibility: Officers of the Central Government (including officers of the All

India Services and Central Group 'A' Services) :-

(a) (i) Holding analogous post on regular basis in the parent Cadre or Department;
or
(ii) with three years' service in the grade rendered after appointment thereto on a regular basis in the Level 14 in the pay-matrix (Rs.1,44,200-2,18,200) or equivalent in the parent cadre or Department; and

(b) Possessing the following educational qualifications and experience, namely:-
(i) Post Graduate Degree in any discipline from a recognized University or Institution; and
(ii) fifteen years' experience in dealing with Service, Administrative, Vigilance, Establishment and Financial matters.

4. Period of Deputation: The person appointed as Chairman of Staff Selection Commission shall hold office for a period of five years or till he/she attains the age of 65 years, whichever is earlier, provided that in case a serving officer appointed as Chairman, Staff Selection Commission retires on superannuation before completing the tenure of five years, he may be considered for appointment on re-employment terms for the remaining period of tenure subject to the upper age limit for 65 years.

5. Age Limit:- The maximum age limit for appointment by deputation shall not be exceeding 59 years on 15/04/2019.

NOTIFICATION

G. S .R In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in accordance with DOPT O.M.No. AB.14017/6/2009- Estt.(RR) dated 30.4.2010 and in supersession of the Staff Selection Commission (Group 'D' posts) Recruitment Rules, 1978; Staff Selection Commission (Examination Work Attendant) Recruitment Rules, 1989 and Staff Selection Commission (Senior Gestetner Operator and Senior Peon) Recruitment Rules, 1996 notified on 31.05.1980, 09.10.1989 and 04.10.1996 respectively, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff

(Group 'C') in the Staff Selection Commission, namely :-

1. Short title and commencement:-  These rules may be called the Staff Selection Commission Group 'C'
"Multi Tasking Staff' Recruitment Rules, 2017.
They shall come into force from the date of their publication in the Official Gazette.

2. Number of Posts, Classification and Scale of pay :- The number of posts, its classification and the Pay Level in Pay Matrix attached thereto shall be as specified in Column 2 to 4 of the Schedule annexed to these rules.

3. Method of recruitment, age limit and other Qualifications, etc.:- The method of recruitment to the said post, age limit, qualification and other matters relating to thereto shall be as specified in column 5 to 13 of the said Schedule;

4. Disqualification:- No person,
(a) Who has entered into or contracted a marriage with a person having a spouse living, or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post. Provided that the Central Government may, if satisfied, that such marriage  is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempts any person from the operation of this rule.

5. Power to relax :- Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving:- Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-Servicemen or any other special category of persons in accordance with the orders issued by
the Central Government from time to time in this regard.

Pensioners to supervise government jobs recruitment exams


Pensioners to supervise government jobs recruitment exams

New Delhi: In a first, the Centre has decided to rope in pensioners to supervise government jobs recruitment exams conducted by Staff Selection Commission(SSC)

The SSC, which conducts examinations to select hundreds of candidates for various mid-level central government jobs, has written to Personnel Ministry in this regard.

The retired central government employees will be engaged as Inspecting Officers and members of the flying squad for conducting and supervising of examinations at various places, according to a note by the ministry.

The SSC has also sought a list of pensioners from the ministry to choose appropriate candidates, it said.

The Commission is one of the largest recruiting agencies in the country mandated to conduct eight exams.
There are about 58 lakh central government pensioners.

The Personnel Ministry already maintains a repository of pensioners in an online initiative called Sankalp, which provides a platform for the pensioners to access opportunities available for useful interventions in the society.

It also facilitates the organisations working in these areas to select appropriate skill and expertise from the available pool of volunteers.

There are 1,815 pensioners registered with the Sankalp. The ministry wants all pensioners to get themselves registered on this platform.

Subject: Recruitment of Stenographers Grade ‘D’ in CSSS through Stenographers Grade ‘C: & ‘D’ Examination, 2014 conducted by Staff Selection Commission (SSC) – nomination of qualified candidates – reg.

The undersigned is directed to say that based on the results of the Stenographers Grade ‘c’ & ‘D’ Examination-2014, the Staff Selection Commission recommended 129 candidates for appointment as Steno Grade ‘D’in CSSS. The examination dossiers of 125 (General -74, SC-17, ST-17, OBC-17) candidates have been received in this Department for appointment to the Stenographer Grade ‘D’ of CSSS for the Select List Year-2014.

2. As per the CTP issued vide this Department’s OM No.20/28/2010-CS-II(A) dated 20.102.2011,”the candidates who qualify Grade ‘D’ Stenographers Examination conducted by SSC would be directly nominated to Institute of Secretariat Training and Management (ISTM) for undergoing foundational training course and after successful completion, the candidates would be nominated to various Ministries/Departments by the DoP&T”.

3. In view of para-2 above, 109 Steno Grade ‘D’ of Steno Grade ‘c’ & ‘D’ Examination, 2014 have been nominated for Induction Training at ISTM w.e.f. 08.06.2015 to 17.07.2015 on receipt of their medical examination report from their present office/Civil Surgeon.

4. Ms. Lata Negi is,however,nominated to M/o Home Affairs without undergoing mandatory Induction Training at ISTM. with the approval of competent authority in this Department ,with the condition that she will be nominated for special training programme for visually challenged officials in future and her probation period shall not be confirmed in the post till such time she passes the such examination conducted by the ISTM.

5. M/o Home Affairs is requested to ensure that in case some staff have been outsourced for stenographic assistance by showing the vacancies of Steno Grade ‘D’, the same may be reduced proportionately keeping in view the number of Steno Grade ‘D’ nominated to M/o Home Affairs. Government proposes age-relaxation for SSC exam

New Delhi: The Centre is considering age-relaxation for candidates appearing in this year’s Combined Graduate Level Examination (CGLE) for recruitment to various Group B and C government jobs.


The Staff Selection Commission (SSC) has already issued a notification for CGLE, 2015 and mentioned August 1, 2015 as the date of reckoning of age for the purpose of determining eligibility.

“Government has received representations from a large number candidates. In this regard, a proposal to allow the candidates who fulfil the age criteria as on January 1, 2015, to also apply for the posts as a onetime measure, is under the consideration,” a note by Department of Personnel and Training (Dopt) said.

The DoPT has sought comments on this from concerned stake holders.

Subject: Recruitment to Multi Tasking Staff in Pay Band-1, with Grade Pay of Rs.1800/– Sending of requisition to Staff Selection Commission.

This Department vide OM of even number dated 12.5.2010 and reiterated vide OM dated 21st October, 2013 had issued instructions to all the Ministries/Departments that they have to intimate their requirements for Multi Tasking Staff (Non-Technical) in PB-1 Grade Pay Rs.1800/- to the Staff Selection Commission.

The Ministries/Departments were also advised to take action simultaneously for framing Recruitment Rules for these posts in accordance with the Model RRs already circulated vide OM dated 30.4.2010.

2. It is once again reiterated that the posts of MTS are required to be filled up only through SSC as per the instructions of this Department. All Ministries/Departments may send their requirements as well as the requirements of their attached/subordinate offices also, for MTS ( PB-1 Grade Pay Rs.1800/-) to the Staff Selection Commission so that the Commission could initiate action for recruitment. The Staff Selection Commission is likely to issue advertisement on 1.8.2015.

3. Action pending, if any, may simultaneously be taken for framing of Recruitment Rules for these posts in accordance with the Model Recruitment Rules already circulated.

Sir,
I have been directed to refer to the above and draw your kind attention to the following few lines in the matter of grant of IInd financial upgradation under ACPs to those who were appointed as Junior Accountants on the basis of the results of Departmental Competitive Examination conducted by the SSC during the years 1981 & 1982-

1. The candidates who had qualified the Departmental Competitive Examination for the posts of Junior Accountants conducted by the Staff Selection Commission during the year 1981 & 1982 against direct recruitment quota of different departments of Civil Accounts Organization are required to be equated with the Junior Accountants who were directly recruited through the examination conducted by the Staff Selection Commission for recruitment to the post of Junior Accountant as the standard and method of both the examinations were similar at that point of time.

2. Clarification No. 8 of the DOPT O.M. No. 35034/1/97/Estt. (D) Vol-IV dated 10th February 2000 states that, if relevant Recruitment Rules provide for filling up of vacancies by direct recruitment, induction of a person from lower grade in the next grade through Limited Departmental Competitive examination may be treated as direct recruitment for the purpose of ACPs. In such cases, service rendered in a lower pay scale shall not be counted for the purpose of benefit under ACPs. Not only this, the said order nowhere states that the benefit under ACPs shall be limited to those incumbents only where there is a change of their cadre/service.

3. The CCAs (Group – C) Recruitment Rules provides for filling up of vacancies in the grade of Accountant through direct recruitment and it fulfills the requirements stated in the clarification No. 8 of the DOPT O.M. No. 35034/1/97/Estt. (D) Vol – IV dated 10th February 2000.

4. The scheme of granting ACP was introduced in the year 1998-1999, whereas the officials who have qualified the departmental competitive examination prior to the issuance of the DOPT orders should in no way be deprived of this benefit. In fact, the clarification was specifically meant for such officials only.

5. The benefit of the scheme has already been implemented in CGA’s organizations itself. Examples are as below:-
i) CBEC: – Pr. CCA, CBEC, New Delhi vide order No. Admn.1 (17) 9/ACP Scheme/770 office order No. 164 dated 14.08.2007 granted IInd financial upgradation with effect from 01.04.2007 to Shri A.J. Kulkarni (PAO, CEX, Pune). He had qualified the departmental competitive examination conducted by the SSC in the year 1981.
ii) CBDT: – Pr. CBDT, New Delhi office order No. Admn.ii/5-23/ACP/Sr.Acctt/2005-06/486 dated 16/23.03.2007 granted IInd financial upgradation with effect from 06/08.07.2007 to Shri S.N. Kaulgud, ZAO, CBDT, Pune. He had qualified the departmental competitive examination conducted by the SSC in the year 1982. Incidentally, it may be placed for your information and record that Shri S.N. Kaulgud of PAO, CBDT (Roll No – 018 rank No.-11) was granted 2nd ACP but Shri Subhash Chander Bamrara (Roll No. 010 rank No.-6) at present working under CCA, Ministry of External Affairs, New Delhi has been deprived of the same benefit while both of them had qualified the same examination in the year 1982.
iii) Min. Home Affairs: – Though there is no specific example readily available with us, but many employees of Ministry of Home Affairs were also extended the said benefit by the then Heads of The Departments.
Decisions by all the heads of the Departments had been taken with the concurrence of the Controller General of Account. There may be many others who might have been accorded the benefit of 2nd ACP and as on record only a handful of employees have been kept out of the benefit at present.

\Therefore, on behalf of this Association, I seek your personal intervention into the matter and requests you to kindly take a favorable decision of extending the benefit to the left out and deprived section of employees as a onetime measure so that they could be able to get rid of the feelings of discrimination they have been suffering from due to non-receipt of their legitimately due benefit on par with their batch mates.
For a kind and early favourable decision of yours, this Association shall be highly thankful to you.

Subject : Appointment of direct recruit Assistants, Central Secretariat Service based on Combined Graduate Level Examination (CGLE), 2012 - regarding.

The undersigned is directed to nominate the successful candidates recommended by Staff Selection Commission based on the CGLE, 2012 to the various participating Ministries/Departments (Cadre Units) of Central Secretariat Service as detailed in Annexure-.

2. The procedure for joining and imparting training (Foundation Course) to direct recruit Assistants of CSS shall be as per the revised design detailed in this Department OM. No. 7/8/2008-CS.I(A) dated 16.10.2012.

3. The Cadre Units shall be responsible for completing the pre and post appointment formalities viz, police verification, medical examination etc. in respect of nominated DR Assistants. Those candidates who are already in Government service, their present employers may be requested to furnish copies of Verification/Medical Report. The Cadre Units shall also be issuing offers of appointments to the DR Assistants after completing pre appointment formalities, delineating in clear terms, inter alia, the mandatory nature of Foundation Course and its direct linkage to their probation period and their subsequent confirmation.

4. The Cadre Units will immediately inform the CS.I Division about the nominated candidates who join the allocated Cadre Units. On their appointment the Cadre Units should immediately enter their complete data in the web based Cadre Management System. The appointed Assistants will be nominated by CS.I Division in batches to the Foundation Course programme at ISTM for a period of 12 weeks. Once CS.I Division nominates DR Assistants for the training, they shall stand relieved from the concerned Cadre Units. No formal relieving order would be required to be issued by the concerned Cadre Units. It is once again reiterated that the Cadre Units shall indicate in unambiguous terms in the offer of appointment that successful completion of training is mandatory for completing the probation by the DR Assistants and their confirmation.

5. In terms of this Departments O.M. No.16/11/93-CS.I dated 26.11.1993 if offer of appointment is issued after completion of pre-appointment formalities, the time period allowed to joìn the post should in no case exceed three months. This condition should also be incorporated in the offer of appointment. After receiving verification and medical reports, the Cadre Units may issue the offer of appointment immediately to the candidates. Cadre Units may also pursue the matter with the concerned District Authorities to expedite the matter so as to ensure that the candidates are appointed at the earliest.

6. The original certificates with references to date of birth and educational qualification etc. shall be verified before appointments are made by the Cadre authorities. Copies of certificates submitted by candidates claiming to belong to the SC/ST/OBC etc. may also be verified by the Cadre Units concerned.

7. In case of any doubt or suspicion as regards the eligibility or otherwise inrespect of any of the recommended / appointed candidates, concerned administrative Ministry / Department may correspond with the Staff Selection Commission giving therein complete details for getting such case(s) enquired through appropriate Government Agency.

Subject : Recruitment of Stenographers Grade ‘D’ in CSSS through Stenographers Grade ‘C’ & ‘D’ Examination - 2012 conducted by Staff Selection Commission (SSC) - nomination of qualified candidates-reg.

The undersigned is directed to say that SSC had conducted the Stenographers Grade ‘C’ & ‘D’ Examination-2012 on 29-07-12 and declared the final result of the said Examination on 07-12-12 wherein 290 Steno Grade ‘D’ have been finally selected against 290 vacancies intimated. Out of 290 Steno Grade ‘D’, this Department has already nominated 265 Steno Grade ‘D’ vide this Department's O.M. of even number dated 08-05-13. In addition to this, SSC has forwarded 24 more examination dossiers (19 examination dossiers in respect of additional candidates). With the approval of competent authority, these 24 (5+19) Steno Grade ‘D’ are being nominated in the order of their merit to the different Cadre Units of CSSS, as listed in the Annexure to this O.M., for appointment as Steno Grade ‘D’ in CSSS.

2. Since these candidates have neither been medically examined nor have their character and antecedents boon verified, the Cadre Units are requested to complete the pro-appointment formalities before they are actually appointed as Steno Grade ‘D’ latest by 15th September, 2013.

3. In accordance with ‘Instructions for the candidates’ relating to this Examination, qualified candidates are required to submit their original certificates for verification to the authority who will give them the Offer of Appointment. The appointing authorities may, therefore, call for the original certificates and check the relevant particulars from them regarding date of birth, educational qualifications and claims for OBC/SC/ST/Ex T servicemen/PH and claim in respect of age relaxation. If any discrepancy is found in any particular case, the SSC may be informed accordingly and copy of the same may also be endorsed to this Department.

4. In pursuance of tho instructions contained in para 2.5 of the brochure regarding reservation in service for Scheduled Castes & Scheduled Tribes circulated with the Ministry of Home Affairs O.M, No.1/2/61-SCT (I) dated 27th April, 1962, the responsibility for verification of the claims of tue SC/ST/OBC candidates is that of the appointing authority. The candidates may, accordingly, be offered appointments provisionally subject to their furnishing the prescribed caste certilicate in the prescribed form within areasonable time, which should be verified by the appointing authority.

5. In cases where the candidates are already employed in the Government offices, the Offer of Appointment may be sent to them through their respective offices. There is no need for the Cadre Units to endorse copies of Offer of Appointment, verification of character and antecedents etc. to this Department. However, as soon as a candidate is taken on the strength of the Ministry / Departments after completion of pre-appointment formalities, a copy of his / her Office Order indicating the date of his/her joining the duty may be intimated along with his / her roll number and rank number to this Department.

6. The Offer of appointment should be sent only by Registered Post. If the postal authorities return the letter undelivered, the letter along with the envelope containing remarks by the postal authorities should be retained for record. In such cases, a copy of the Offer of Appointment should be sent to the permanent address of the candidate, if it is different from that of the initial mailing address. The dossiers of such candidates should be returned to the SSC only if the second letter is also returned undelivered under intimation to this Department.

7. At least five weeks time from the data of issue of the Offer of Appointment should be given to the candidate to respond to the Offer of Appointment. A registered reminder may be sent immediately after the expiry of five weeks time, if necessary. If the candidate does not join duty within 3 months from the date of first letter, his candidature may be cancelled. However, if the candidate further makes a request for extension of joining time and, on consideration by the Cadre Unit, it is decided to grant him/her extension beyond 3 months, he/she may be asked to join within the stipulated time and he/she may also be informed that on joining the post his / her seniority would be determined as per provision made in DoPT’s O.M. No.9/23/71-Estt.. (D) dated 06-06-78 as amended vide O.M. No. 35015/2/93-Estt.(B) dated 09-08-95.

8. The dossiers of candidates are forwarded herewith and these should be retained, on their appointment, in the Ministry/Department/Office, as part of their Service Book. It may specially be noted that the dossier shall be deemed to be authentic only if the photograph of the candidate in the dossier is EMBOSSED with the special stamp of the SSC. Before taking any further action, it may please be ensured that the photograph of the candidate in the dossier is duly embossed and, in case any discrepancy is noticed,the matter may be referred to the SSC without any delay.

9. In any candidate fails to report for duty or there is no response or the Offer is declined, after a registered reminder, the Offer of appointment should formally be cancelled and the candidate be informed accordingly. The dossiers of such candidates should be returned there after to the SSC(NR) directly under intimation to this Department after placing a copy each of the Offer of Appointment, reminder thereof and the cancellation memo, in the respective dossier. The dossier(s) should be returned under the signature of the officer to whom the same were sent in your office. He/She should also sign the list of dossier(s) which is / are returned with the letter.

10. These Steno Grade ‘D’ would be nominated for induction training in the ISTM shortly. The dates of the induction training programme would be intimated to all the Cadre Units in due course. All the Cadre Units shall relieve their Steno grade ‘D’ for the induction training programme at the ISTM as and when they are nominated.

11. All Cadre Units of CSSS are requested to ensure that in case some staff have been outsourced for stenographic assistance by showing the vacancies of Steno Grade ‘D’, the same may be reduced proportionately keeping in view the number of Steno Grade ‘D’ nominated to the respective Cadre Units. The Financial Advisers of all the Cadre Units are also requested to ensure that outsourced stenographic assistance is proportionately reduce as the nominated Steno Grade ‘D’ join in the Cadre Unit.
