OFFICE ORDER

Approval of the Honble HRM-cum-Chairmar, Kendriya Vidyalaya Sangathan is hereby conveyed for the conversion of Kendriya Vidyalaya, SPG, Dwarka, New Delhi from Civil Sector to Project Sector with effect from 01.04.2014 on the request of the Sponsoring Authority.

The sponsor i.e. Special Protection Group. New Delhi will be responsible to provide:
1. Permanent Vidyalaya building as per specification of the KVS.

2. 100% staff quarters to all the staff of the Kendriya Vidyalaya.

3. All recurring & non-recurring expenditure including proportionate over-head charges and future development expenditure.
The sponsor shall remit the budgeted amount of recurring/Non-recurring expenditure in advance instalments to the Deputy Commissioner, KVS, Delhi Region i.e. first instaIlment in the month of April and second in the month of October for each financial year.


In case the sponsor fails to fulfill their commitment as agreed to, the Commissioner, KVS is empowered to reduce the number of classes/sections and also direct the closure of Kendriya Vidyalaya by giving due notice to the sponsor.

The admission to the Kendriya Vidyalaya will be as per the priorities/rules prescribed by the KVS under Project Sector.

Sub: - Upgradation of Salary Web portal with UBI.

Madam/Sir,
In continuation to this office letter of even No. dated 03.02.14 on the above mentioned subject. After taking into consideration suggestions received from various stakeholders and discussion held with Union Bank of India, it has now been decided to streamline the following aspects related to disbursement of salary w.e.f. April, 2014.


All the DDOs are requested to keep ready given below information and ensure utmost accuracy to avoid future complications.

1. Name of all employees to be mentioned in Hindi also in order to generate MIS/Pay slip bilingual.

2. Correct employee code may be mentioned in new format and dummy employee code to be deleted.

3. The KVs and Region Code may be correctly mentioned in the new format.

4. PAN and TAN may be correctly filled up by the respective School/Region Authorities in order to ensure deposit of TDS directly through UBI portal. However, TDS returns will be filled up directly by concerned DDO on the basis of Challan no., date of deposit etc generated through UBI portal.

5. The details of PRAN and DDO registration no. under NPS may be correctly filled up in the new format so as to enable the respective authorities to upload NPS data directly at NSDL website as generated through UBI portal.

6. Further, a supplementary pay bill will be generated from Financial year 2014-15 on 15th of respective month in order to make miscellaneous payments to employees through UBI portal. For such regular payments related to reimbursement of Children Education allowance, telephone bill, data card, newspaper, bonus, DA arrears etc a separate column for each item will be inserted in the new format, which need to be duly filled up by respective School/ Regional Authorities and required to be uploaded latest by l2th of respective month so as to generate supplementary pay bill by l5th of respective month.

The salary for the month of March, 2014 (to be paid in April, 2014) is required to be uploaded in new advanced format latest by 25.03.2014. In view of above, it is requested to circulate the contents of this letter to all the Vidyalayas under your jurisdiction and compliance report may be sent to the undersigned latest by 25th March, 2014 through E-mail at “kvsdcfinance@gmail.com”.

 Kendriya Vidyalay Sangathan has intimated through an order that the KVS is planning to open 54 new KV Schools in various parts of India and the list is given below...

And KVS will issue sanction orders for opening the new KV and to make the Vidyalaya functional from Class I to V (Single section) with consequential growth based on feasibility.

Board Of Governors, Kendriya Vidyalaya Sangathan, in its 91st meeting held on 19th January, 2012 decided that working hours of teachers will be seven and half hours per day (45 hours per week) in line with the provisions of Right to Education Act., 2009. The additional one hour 20 minutes, after school hours was to be used for activities such as planning, preparation, evaluation, etc. This was to be done in the school itself.

In the 97th meeting of Board of Governors, Kendriya Vidyaiaya Sangathan, held on 27th February, 2014, the above decision has been reviewed and it has been decided that in line with the provisions of RTE Act, 2009, working hours of teachers will still remain 45 hours per week. However, additional one hour 20 minutes which the teachers are expected to devote in addition to school hours will be utilized for preparation and other follow up works. This time may be spent by the teachers preferably in the school. The work done during this additional one hour 20 minutes will be monitored by the Principal/Nice-Principal/HM.

The above arrangement comes into effect from the date of issue of this order.

Sub: - Yoga teaching in KVs.

Sir/ Madam,
Kendriya Vidyalaya Sangathan has decided to encourage yoga education in all its schools. The National Curriculum Framework (NCF) 2005 has set broad guidelines for physical education and elucidated the importance of including yoga as a compulsory subject. Yoga education contributes to not merely the physical development of the child but have a positive impact on psychosocial and menial development as well. Yoga is to be taught from class VI onwards in all the Kendriya Vidyalayas.

The Regional Offices are directed to appoint yoga teachers on contractual basis in all the Kendriya Vidyalayas (if any regular yoga teacher is not posted in that school) irrespective of number of sections in the vidyalaya. The remuneration of the yoga teachers appointed on contractual basis shall be similar to the payment made to contractual coaches for the sports.The Syllabus to be followed in different classes for the yoga education is enclosed at Annexure-I.
