Procurement of Medicines Under CGHS

Conventional budgeting system is adopted for anticipating demand and planning procurement of medicines and stores for different systems of medicine under CGHS. Demand is ascertained on the basis of past experience of consumption of different medicines and source of supply is selected as per predetermined policy which inter alia includes direct procurement from manufacturers through a tender process. Proprietary medicines are procured from manufacturer /suppliers under rate contracts. Allopathic medicines are procured through Medical Stores Organization (MSO) and Medical Stores Depot (MSD), CGHS. Medicines are also procured through Authorized Local Chemists in case of non-availability of prescribed medicines in CGHS stores.

For procurement of medicines under other systems of medicines similar system is followed. However, bulk purchases of Ayurvedic and Unani medicines are made from Indian Medicines Pharmaceutical Corporation Limited (IMPCL), a wholly owned Government of India undertaking under the Department of AYUSH, at the rates determined by the Department of Expenditure. Homeopathic medicines are also procured through tender process and Local Chemists.

IMPCL supplies Ayurvedic, Unani Medicines to CGHS as per orders placed with them. The demand for Ayurvedic and Unani medicines are increasing day by day, and accordingly, the Government approved the capacity expansion and modernization project of IMPCL in 2010-11 and released share capital of Rs. 34 Crore.

This information was given by the Minister of Health & Family Welfare, ShriGhulamNabi Azad,in written reply to a question in the LokSabha today.

The Ordnance Factory Board after deliberation upon the subject suggestions/comments in its meeting held on 31-10-2012 has observed that the feasible re-designation may be as under:-

All Central Government employees and Pensioners are expecting the announcement of additional Dearness allowance from Union Government.

Today obliviously, Cabinet will declare the enhancement of the Dearness allowance by 8% from Jan 2013 to all Central Government Staff and Pensioners, unfortunately there is no information about the meeting and the agenda yet..!


We expect the Union Cabinet meeting will meet in next week, the approval also will get in the next meeting.

Attention of all OFs is drawn to the provisions contained in Section 11 of the Maternity Benefit Act, 1961 which states as follows:

Nursing Breaks

"Every women delivered a child who retruns to duty after such delivery shall, in addition to the intervals for rest allowed to her, be allowed in the course of her daily work two breaks of the prescribed duration for nursing the child until the child attains the age of 15 months".

Cash Assistance to Pregnant and Lactating Women

The Government of India in the Ministry of Women & Child Development is implementing a centrally sponsored scheme namely, Indira Gandhi Matritva Sahyog Yojana (IGMSY), Conditional Maternity Benefit (CMB) for pregnant and lactating (P & L) women to improve their health & nutrition status to better enabling environment by providing cash incentives to pregnant and nursing mothers. It is being implemented using the platform of ICDS.

The scheme was introduced in October, 2010 on pilot basis now operational in 53 selected districts. The scheme attempts to partly compensate for wage loss to Pregnant & Lactating women both prior to and after delivery of the child. The scheme envisages providing cash directly to the beneficiary through their Bank Accounts/Post Office Accounts, in response to individual fulfilling specific conditions. The scheme covers all pregnant and lactating women above 19 years of age and above for first two live births except Government/PSUs (Central & State).

The Government is conducting an independent evaluation of the scheme in the current financial year 2012-13 to assess the performance of the scheme in the States/UTs. The steps to extend the scheme in all the districts throughout the country will be undertaken on the basis of the results of the evaluation.

This was stated by Smt. Krishna Tirath, Minister for Women and Child Development, in a written reply to the Rajya Sabha today.

Sub :- Restructuring of cadre of Artisan Staff in Defence Establishment in modification of recommendation of 6th CPC- clarification regarding

While implementing this office earlier circular, as issued vide this office even No. dated 05.12.2012, one of our Br. AOs has raised the following doubts for clarification:-

(a) Whether bill of Un-availed Leave salary in respect of MCMs who are in receipt of MACP-III upto 2012, at the time of their retirement, will be kept in abeyance till such time necessary clarification is issued from this end.

(b) Which Grade Pay (Rs. 4200/- or Rs. 4600/-) will be taken into account for calculation of un-availed Leave salary.

The above doubts have been examined and it is decided to restrict the payment of terminal benefit claims including leave salary etc. in respect of the retirees/ death cases taking into account grade pay of Rs.4200/- and not the grade pay of Rs.4600/-, in respect of MCMs who are in receipt of 3rd MACP upgradation in the grade pay of Rs. 4600/- till such time necessary clarification is received from MoD.

In case Govt. agrees to higher Grade Pay of Rs. 4600/- to such MCMs, the arrears for such terminal benefit may be paid to them separately.

Subject : Clarification regarding CD regard for Coronary Angiography and Coronary Angioplasty for CGHS beneficiaries.
With reference to the above mentioned subject the undersigned is directed to draw attention to the Office Memorandum of even Number dated 6/2/2013 and Office Memorandum No.S.11011/23/2009 / Hospital Cell dated 17.08.2010 and other Office Memoranda issued subsequently whereby the CGHS package rates for Coronary Angiography and Coronary NCR and other CGHS cities and to clarify that the package rate for Coronary Angiography and Coronary Angioplasty include the cost of CD record and the medical report for the Coronary Angiography and Coronary Angioplasty performed.
