SUB:- Inclusion / Deletion in the list of existing  Hard / Very Hard stations - Notified vide this Office Memorandum of even number dated 10.10.2011.

In accordance with the decision taken by the Board of Governors, KVS in its 94th meeting held on 2612.2012 as circulated vide KVS (HQ) circular No.F.11019/9/2012-KVS(Admn-II) dated 11.01.2013 the Board has approved the inclusion/deletion in the list of existing hard/very hard stations notified vide this office memorandum of even No. dated 10.10.2011 and has come into force with effect from 28.12.2012.

Accordingly, the number of Hard Stations remain unchanged as 102.Kendriya Vidyalaya Tuting (Arunachal Pradesh) has been Included and Kendniya Vidyalaya Tura (Meghalaya) has been deleted from the list of Very Hard Stations. Hence, the No. of very hard stations remain 26 (Annexure-1). Article 71 A of the Education Code stands amended accordingly.

Other terms & conditions as mentioned in this Office Memorandum of even number dated 26.3.2007 will remain unchanged. This office memorandum may be circulated among all the Kendriya Vidyalayas.

No ban on recruitment in Central Government

"There is no ban on recruitment in Central Government" said Minister of Dopt.

In Lok Sabha while answering to a question, Minister V.Narayanasamy said that there is no ban on recruitment in Central Government and the respective Ministries /Departments concerned are required to fill up the vacancies within the framework of existing instructions/rules keeping in view functional requirement of the posts.

“As per the Employment Market Information Programme of Ministry of Labour & Employment , employment growth in the organized sector including public and private sectors has increased from 281.72 lakh in 2009 and 289.99 lakh in 2011 registering a compound annual growth rate of 1.46%. The compound annual growth rate was 5.05% per annum in Private Sector and a marginal decline of 0.70% in Public Sector, mainly due to rightsizing.

There is no ban on recruitment in Central Government. The respective Ministries /Departments concerned are required to fill up the vacancies within the framework of existing instructions/rules keeping in view functional requirement of the posts. In so far as Railways is concerned, notifications for filling up of about 2 lakh posts pertaining to safety, maintenance and operations have already been issued.

The estimated number of total vacancies of regular Central Government Civilian employees (including Railways) as on 1.3.2011 is 5,81,591. The data in respect of CPSUs and Railway PSUs in not centrally maintained”.

New procedures/forms for filling Income Tax returns

New ITR Filing Procedure

The Government proposes to introduce new procedures/forms for filling Income Tax returns. Every year government notifies forms for filing of income-tax returns after incorporating the changes brought out by the Finance Act of the previous year and the suggestions received from stakeholders. The new forms for filing of income tax returns for the assessment year 2013-14 are proposed to be notified by the end of March, 2013.

This was stated by Minister of State for Finance, Shri S.S.Palanimanickam, in written reply to a question in the Lok Sabha today.

All India strike by trade unions

In Rajya Sabha Minister mallikarjun Kharge submitted a statement on 13th March, 2013 regarding the all India strike by Central Trade Unions as follows...

"Government was aware of the two days all India Strike by different trade unions on February 20 and 21, 2013. A meeting was convened by Union Minister of Labour & Employment with the representatives of Central Trade Unions (CTUs) on 13th February, 2013 to discuss the charter of demands. The demands of CTUs were discussed at length.

It was clarified to the Union representatives that their demands would be looked into by the Government and they were requested to withdraw strike. The Hon’ble Prime Minister also made an appeal to CTUs to withdraw their country-wide General Strike. Subsequently, a group of Senior Ministers of the Cabinet held a meeting with the representatives of the major CTUs on 18th February, 2013.

The GoM assured the representatives of CTUs that Government is serious on the demands related to working class and taking all possible measures to redress them. They also appealed to the representatives of CTUs to reconsider their stand for going on strike.

Government has taken various measures to address the concerns raised by the trade unions. Particular attention is drawn to the huge amount of food subsidy incurred by the Government to ensure availability of food grains to the poor at very concessional rate through the Public Distribution System. The Government’s efforts to pass the Food Security Bill in the Parliament will further increase the availability of subsidized food grains to the larger segments of the population. Ministry of Labour & Employment has prepared a National Employment Policy to ensure that the growth process is inclusive and equitable.

The policy has been drafted with a view to mainstreaming employment into policy making for socio-economic development of the country. It will provide a proper framework towards achieving the goal of remunerative and decent employment for all women and men in the labour force. So far enforcement of labour laws in Central Sphere is concerned, there exists a well-defined and effective machinery. Similar arrangements are also available in the States. The Government has enacted Unorganised Workers’ Social Security Act, 2008. The Government of India has also set up National Social Security Fund (NSSF) with a corpus of Rs.1000 crore. National Social Security Board (NSSB) has also been constituted which is advising the Government from time to time on Social Security Schemes.

Action is being taken to amend the Contract Labour (Regulation & Abolition) Act, 1970 wherein it is, inter-alia, proposed that in case where the contract labour perform the same or similar kind of work as the workmen directly appointed by the principal employer, the wage rates, holidays, social security provisions of contract labour shall be the same as are available to the directly appointed workmen on the roll of principal employer. Further, a Bill is being brought before the Parliament to amend the Minimum Wages Act, 1948 to provide a National Floor Level Minimum Wage".

All India Conference of CAT to be held Tomorrow

The All India conference of the Central Administrative Tribunal will be held here tomorrow. Mr. Justice Altamas Kabir, Chief Justice of India will be the Chief Guest. Dr. Ashwani Kumar, Union Minister for Law and Justice will preside and Shri V. Narayanasamy. Minister of State for Personnel, Public Grievances & Pensions will be the special Guest. In the afternoon session, Third Rajiv Gandhi Lecture on Administrative Law will be delivered by Dr. G. Mohan Gopal, Director, Rajiv Gandhi Institute of Contemporary Studies. This would be followed by in house discussion and the session would be chaired by Chairman. CAT, Mr. Justice Syed Rafat Alam.


The Conference is attended by all the members of the CAT where issues concerning Tribunal are discussed and necessary recommendations are made.

At present, there are thirty two members of the CAT from the judicial side and thirty three from the Administrative apart from the Chairman. The conference would be attended by almost all the members, besides the other invitees from the Supreme Court, Delhi High Court and the Government.

New Norms for Life Insurance Products

Norms for LIC Products 

 

The Insurance Regulatory and Development Authority (IRDA) has informed that two regulations have been framed, namely, (i) Insurance Regulatory and Development Authority (Linked Insurance Products) Regulations 2013 dated 18.02.2013 and (ii) Insurance Regulatory and Development Authority (Non- Linked Insurance Products) Regulations 2013 dated 18.02.2013 to make life insurance products user friendly. 

 

The provisions of the regulations are helpful to the policyholders in the following manner :

 

• Product classification is defined to bring transparency. 

 

• Minimum death benefit is prescribed to ensure that the beneficiary will get a reasonable amount on death of policyholder. 

 

• The commission is linked to the premium payment term to encourage long-term products. 

 

• Minimum Guaranteed Surrender Value in respect of individual products and the surrender penalty in respect of fund based group products are prescribed to protect the interests of policyholders and to ensure reasonable benefits to policyholders on surrender. 

 

• The surrender penalty in respect of Fund based group products is restricted to give more return to policyholders. 

 

• The norms regarding disclosure to policyholder have been strengthened to help the policyholder make an informed decision. 

 

• Better yield to the customers of variable Insurance Products through specification of limits on reduction in yield. 

 

• To encourage revival of discontinued Unit linked policies revival period is enhanced beyond the lock-in period. 

 

IRDA has further informed that the existing products which are not compliant with the new regulations have to be modified before 30th June 2013 for Group products and before 30th September 2013 for Individual products.

Subject : Combined Section Officers’/Stenographers’ (Gr.’B'/Gr.l) Limited Departmental Competitive Examination, 2009, 2010 and 2011

Attention is invited to this Department’s O.M. of even number dated 25th February, 2013 on the subject cited above vide which all the cadre unit were requested to initiate advance action for completion of ACRs/APARS in respect of all the candidates who have appeared in LDCE 2009, 2010 and 2011 conducted by UPSC during December, 2012 so that result may be declared in a compressed time schedule.

2. All the cadre units were also requested to send a statement of ACRs/APARs grading for the period 2004 -2011 (1.4.2004 to 31.3.2011) in respect of all the candidates who have appeared in the examination from respective cadre units by 31st March,2013.

3. It is once again re-iterated that the deadline for completion of ACRs/APARs and submitting the statement to DOPT i.e. 31st March, 2013 may strictly be followed so as to avoid any delay in sending the ACRs/APARs of the successful candidates to UPSC immediately once the result of written part is declared.

Empanelled Private Hospitals under CGHS in Delhi

CGHS Empanelled Hospitals

Some private hospitals in Delhi NCR are no longer on the list of CGHS empanelled private hospitals. The details are as under:

1.The following hospitals have opted not to renew their empanelment with CGHS after completion of two years of empanelment. Accordingly they have been removed from CGHS panel w.e.f. 13.02.2013:
(i) Escort’s Heart Institute & Research Centre, New Delhi
(ii)Max Super Specialty Hospital, New Delhi

2. Empanelment of following two hospitals has been suspended:
(i) Max Devki Devi Heart & Vascular Institute, New Delhi (w.e.f. 13.02.2013) as the hospital stopped credit facility to eligible CGHS beneficiaries;
(ii) Bapu Nature Cure Hospital, New Delhi (w.e.f.12.09.2013) on account of deficiency in services.

In addition, the following hospitals in Delhi NCR have been removed w.e.f. 18.12.2012 from the CGHS panel for non-compliance of the terms and conditions of their empanelment with CGHS.
(i) Garg Multispecialty Dental & Research Centre, Ghaziabad
(ii) Jain Hospital, Jagriti enclave, New Delhi
(iii) Kalra Hospital, New Delhi
(iv) Orthonova  Hospital, New Delhi

CGHS beneficiaries already admitted and undergoing inpatient treatment with prior permission at the time of removal are permitted to complete their treatment at those hospitals.

There is no provision for allowing regular treatment from any private non empanelled hospitals under normal circumstances.

Government has revived continuous empanelment scheme on 14.2.2013 for empanelment of more number of eligible hospitals under CGHS.

Proposal to Amend Railway Protection Force Act

A proposal to amend the Railway Protection Force (RPF) Act, 1957, has been approved by the Ministry of Railways. The proposal seeks to achieve the objective of replacing the presently prevailing three tier security system of RPF, Government Railway Police (GRP) and District Police with a two tier security system of RPF and District Police over Railways. The Ministries of Home Affairs and Law & Justice have already approved the above proposal. Matter has been forwarded to the States for soliciting their opinion on the above proposal.

Security has been identified as one of the priority areas by Railways for strengthening and up-gradation. Efforts made to strengthen railway security in recent past include installation of an integrated Security System, procurement of modern security related equipment, setting up of All India Security Help Line, networking of RPF Posts and Security Control Rooms and strengthening of manpower etc.

Train Travel Concession for Disabled Persons

Indian Railways grant concession to four categories of disabled persons in extreme cases i.e. (i) Orthopedically Handicapped/Paraplegic persons who cannot travel without escort (ii) Mentally Retarded persons who cannot travel without escort (iii) Completely Blind persons travelling alone or with escort and (iv) Totally Deaf and Dumb persons (both afflictions together in the same person) travelling alone or with escort. One escort is also granted same concession. Concessions are granted at stations on surrendering the copy of prescribed disability certificate.

No age limit has been prescribed for eligibility of concession in the case of disabled persons. Indian Railways grant concessions to disabled persons on production of prescribed disability certificate irrespective of age.
