Train Travel Concession for Disabled Persons

Indian Railways grant concession to four categories of disabled persons in extreme cases i.e. (i) Orthopedically Handicapped/Paraplegic persons who cannot travel without escort (ii) Mentally Retarded persons who cannot travel without escort (iii) Completely Blind persons travelling alone or with escort and (iv) Totally Deaf and Dumb persons (both afflictions together in the same person) travelling alone or with escort. One escort is also granted same concession. Concessions are granted at stations on surrendering the copy of prescribed disability certificate.

No age limit has been prescribed for eligibility of concession in the case of disabled persons. Indian Railways grant concessions to disabled persons on production of prescribed disability certificate irrespective of age.

This information was given by the Minister of State for Railways Shri Adhir Ranjan Chowdhury in written reply to a question in Lok Sabha today.

I am an orthopedically handicapped with 50% Disability This certificate issued by Sub. Div. Medical Officer Cehandernagore West Bengal. Last 20yrs I have enjoed Handicapped Rly Ticket Concession with an escort. My previous concession form (1/36) filled and certified by SDMO chandernagore,W.B. But last month after expiry of my concession certificate, I mate with Sub-Div. Medical Officer for renewal the above certificate but he told me, he unable to issue new concession certificate because some rules was changed on following point :-
"Who Can Not Travel Without Escort" If disability percentage is 80 and above then he can issue Rly. Concession Certificate, he also explain disability percentage below 80% then handicapped person can move without escort. So handicapped persons , those who are below 80% disability, they are not entitled for rly concession.
But previously same department issued same concession certificate (1/36) on same condition. It is very much unfortunate rules for below 80% disability's handicapped persons.
So I am requesting to appropriate authority to take necessary action or give necessary order to concerned department.

It is surprising that a disabled person (with 60% permanent disability) who could not travel without an escort is now able to walk though he has same percentage of disability after 10 years. If the present decision of the department is correct then the previous decision of the same department was incorrect or vice verse. The rule can not change the real fact. A physically handicapped person with 60% disability may walk on the road without an escort but he has to take help from others (who may be co-passengers) for his safe journey in Train. It is not clear that how the board decides that disability with 60% or 50% can travel without taking help of others?
