Subject: Implementation on the recommendations of 7th Central Pay Commission regarding grant of Hard Area Allowance to the Central Government employees posted in the Nicobar Group of Islands and Islands of Union Territory of Lakshadweep other than Kavaratti & Agatti.

Consequent upon the acceptance of the-recommendations of Seventh "Central Pay Commission by the Government, the President, in supersession of all existing orders issued on the subject from time to time, is pleased to decide that Central Government employees posted in Nicobar Group of Islands and Minicoy, Kiltan, Andrott, Kalpeni, Chetlat, Kadmat, Amini and Bithra Islands of Lakshadweep shall be paid Hard Area Allowance at the following rates:-

(i) Nicobar Group of Islands and Minicoy in Lakshadweep Islands20% of Basic Pay
(ii) Lakshadweep Group of Islands (Kiltan, Andrott, Kalpeni, Chetlat, Kadmat, Amini and Bithra Islands)12% of Basic Pay

2. The term ‘Basic Pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix but does not‘include any other type of pay like Special Pay, etc.

3. In places where more. than one Special Compensatory Allowances are admissible, the Central Government employees posted in such stations will have the option to choose the allowance which benefits them the most, i.e. Hard Area Allowance or one of the Special Compensatory Allowances subsumed under Tough Location Allowance Category-I, II and III.

4. The Hard Area Allowance shall be admissible in addition to the Island Special Duty Allowance, where admissible.

5. These orders shall take effect from 1st July, 2017.

6. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates, in respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

7. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the "Comptroller and Auditor General of India.

Sub: Grant of Risk/Hardship based allowances to CAPFs personnel as per the recommendations of Sixth Central Pay Commission—Regarding

Kindly refer to FHQrs letter No.E-12013/1/10-Estt.11/4490 dated 04/12/2009 and letter of even No.(515) dated 23/02/2011 regarding admissibility for grant of Risk/Hardship allowance for CISF personnel posted in PSUs, Airports in J&K and NE region.

2. The matter was taken up with MHA and MHA has now intimated vide their letter No.11- 27012/25/CF-62360/2010-PF.1 dated 16/04/2014 that proposal for Risk/Hardship allowance for C1SF personnel deployed at PSUs, Airports in J&K and NE region has not been agreed to.

3. In view of the above, it is requested to give instructions to all Unit Commander’s under your jurisdiction to stop giving Risk/Hardship allowance with immediate effect.

4. A consolidate compliance report may be forwarded to FHQr (Estt Branch) by 30th April 2014 positively.

SUB:- Inclusion/Deletion in the list of existing Hard / Very Hard stations notified vide this Office Memorandum of even number dated 10.10.2011

Based on the recommendation of the Committee, constituted for the purpose of consideration of the proposals for inclusion/deletion of Hard / Very Hard stations, the Hon’ble HRM-Cum-Chairman, KVS has accorded approval for inclusion of following three Kendriya Vidyalayas in the list of Hard Stations with immediate effect.

Other terms & conditions as mentioned in this Office Memorandum of even number dated 263.2007 will remain unchanged. This office memorandum may be circulated among all the Kendriya Vidyalayas.

Inclusion / Deletion in the list of existing Hard / Very Hard stations - KVS Orders 2013

OFFICE MEMORANDUM 
SUB:- Inclusion / Deletion in the list of existing  Hard / Very Hard stations - Notified vide this Office Memorandum of even number dated 10.10.2011.
In accordance with the decision taken by the Board of Governors, KVS in its 94th meeting held on 2612.2012 as circulated vide KVS (HQ) circular No.F.11019/9/2012-KVS(Admn-II) dated 11.01.2013 the Board has approved the inclusion/deletion in the list of existing hard/very hard stations notified vide this office memorandum of even No. dated 10.10.2011 and has come into force with effect from 28.12.2012.
Accordingly, the number of Hard Stations remain unchanged as 102.Kendriya Vidyalaya Tuting (Arunachal Pradesh) has been Included and Kendniya Vidyalaya Tura (Meghalaya) has been deleted from the list of Very Hard Stations. Hence, the No. of very hard stations remain 26 (Annexure-1). Article 71 A of the Education Code stands amended accordingly.
Other terms & conditions as mentioned in this Office Memorandum of even number dated 26.3.2007 will remain unchanged. This office memorandum may be circulated among all the Kendriya Vidyalayas.
