Sub: Revision of rates of Special Allowance payable to Parliament Assistants.

The undersigned is directed to say that consequent upon the decision taken by the Government on the recommendations made by the 7th Central Pay Commission, the President is pleased to enhance the rates of Special Allowance payable to those wholly engaged in Parliament work during Parliament session by 50% from the existing levels of Rs. 1500/- and Rs. 1200/- payable to Assistants and UDCs respectively to the level of Rs. 2250/- and Rs. 1800/-.

2. The above limits would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. No separate instructions on this count would be required.

3. The allowance will be admissible at full rates for every calendar month in which the Parliament is in Session for at least 15 days in that month. For month with shorter periods, the allowance will be admissible at half the rates prescribed for the full month.

4. The allowance will be admissible during the period of regular leave.

5. Normally, the allowance will be admissible to only .one Parliament Assistant in a Ministry. Where a Ministry considers it necessary to engage more than one Parliament Assistant on full time Parliamentary duty, the prior approval of this Department will be necessary. Such additional staff will also be entitled to the Special Allowance mentioned above according to the status he/she enjoys. Where this Ministry has agreed in the past to the engagement of more than one Parliament Assistant for Parliamentary work in any Ministry, this Ministry's approval need not be obtained afresh.

6. No Overtime Allowance shall be paid to Parliament Assistants for the calendar months in which the Parliament is in Session.

7. The Special allowance referred to above will be classified as "Other Allowances"

8. These orders shall take effect from 01.07.2017.

The undersigned is direct to refer to your letter No. I/5(g)/Part V dated 03.07.2015 on the above demand cited subject and to state that VII CPC is examining the issue in respect of rate of NHA along with rates of other allowances. As such, it is perhaps not an appropriate time to consider any kind of revision or deviation from the existing rates NHA. In the circumstances the final report/recommendations of VII CPC may be awaited. The PNM Item No. 5/2013 may be closed.

The Finance Ministry has revised the rates for serving of refreshment during meetings (i) Banquet rates for meeting with foreign entities (2) Official meetings/seminars/conferences.

Subject: Economy in expenditure - serving of refreshments during meetings etc.
The undersigned is directed to refer to the Department of Expenditure O.M. No. 7(1)/E.Coord/2014 dated 29-10-2014 on the subject mentioned above whereby a ban has been imposed on holding meetings and conferences at Five Star Hotels except in case of bi-lateral / multi-lateral official engagements which are held at the level of Minister-in-Charge or Administrative Secretary with Foreign Governments or International Bodies of which India is a Member.
 
2. A number of references from various Ministries are being received where in view of the nature / level of international engagements as also availability of venue for such meetings, official engagements are proposed in Five Star Hotels and such meetings include extension of hospitality in the form of Lunch / Dinner etc.
 
3. In this context, it has been decided to extend rates as fixed by MEA for Lunch Dinner as follows:-

4. No. 213/1/2/2015-CA.IV dated 11-02-2015 for strict compliance.
5. This issues with the approval of Secretary (Expenditure).

The undersigned is directed to refer to the Department of Expenditure OM. No. 7(2)E-Coord/03 dated 25.3.2004 on the subject mentioned above whereby the ceiling of Rs. 150/- per head was fixed for serving refreshment/working lunch during meetings/seminars/conferences.
 
2. A number of proposals have been received from various Ministries/Departments seeking relaxation of the above ceiling.
 
3. The matter has been re-examined and it has been decided to revise the ceiling of Rs. 150/- per head for serving refreshments/working lunch during meetings/seminars/conferences etc. in the following manner:

Subject: Grant of honorarium to MTS/Group 'ID' officials when appointed to work as Despatch Rider/Scooter Driver/Staff Car Driver for short period in the absence of Despatch Rider/Scooter Driver/Staff Car Driver - Revision of rates.

Reference is invited to this Department's O.M. No.17016/6/87-Estt.(Allow) dated 25th February, 1988, on the captioned subject and to revise the rates of honorarium with immediate effect as under:



1. MTS/Group `D' officials when appointed to work as Dispatch Rider/Scooter Driver 10/- per day.
2. MTS/Group 'D' officials/Dispatch Rider/Scooter Driver when appointed to work as Staff Car Drivers 20/- per day




2. The amount of honorarium shall be subject to the ceiling as envisaged in FR 46(b) and instructions issued by this department from time to time.

3. In so far as persons working in the Indian Audit and Accounts Departments are concerned, these orders issue in consultation with Comptroller and Auditor General of India.
