Consumer Price Index for Industrial Workers (CPI-IW) – September, 2014

The All-India CPI-IW for September, 2014 remained stationary at 253 (two hundred and fifty three). On 1-month percentage change, it remained stalic between August, 2014 and September, 2014 when compared with the rise of 0.42 per cent between the same two months a year ago.

The largest downward pressure to the change in current index came from Food group contributing (-) 1.04 percentage points to the total change. At item level, Fish Fresh, Poultry (Chicken), Chitlies Green, Ginger, Onion, Tomato, Brinal, French Beans, Lady’s Finger, Apple, Sugar, Medicine (Allopathie), Petrol, etc. are responsible for the decrease in index.

However, this decrease was restricted to sore extent by Rice, Wheat Atta, Arhar Dal, Potato, Cauliflower, Tea (Readymade), Snack Saltish, Bidi, Cigarette, Electricity Charges, Cinema Charges, Toilet Soap, Tailoring charges. etc.. putting upward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 6.30 per cent tbr September, 2014 as compared to 6.75 per cent for the previous month and 10.70 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 6.46 per cent against 7.63 per cent of the previous month and 13.36 per cent during the corresponding month of the previous year.

At centre level, Goa reported a decrease of 10 points followed by Nagpur (5 points). Among others, 4 points fall was observed in 6 centres, 3 points in 4 centres, 2 points in 9 centres and 1 point in 19 centres. On the contrary, Tripura recorded the maximum increase of 6 points followed by Lucknow & Jalpaiguri (4 points each) and Rourkela & Rangapara-Tezpur (3 points each). Among others, 2 points rise was registered in 8 centres and 1 point in 12 centres. Rest of the 13 centres’ indices remained stationary.

The indices of 37 centres are above and other 41 centres’ indices are below national average.

The next index of CPI-IW fut the month of October, 2014 will be released on Friday, 28 November. 2014.

The extended meeting of the Steering Committee of MACP on Promotional Hierarchy held on 15/11/2014 has decided to write letters to all Gazetted Non Gazetted Employees’ Federations/Associations of all Ministries, seeking organizational/financial support in defence of the SLP against granting of MACP on promotional hierarchy, filed by the Central Government.

But we could not reach several of the Staff Associations/Federations, face MACP problems due to non availability of proper contact address/e-mail id/telephone number.

A letter inviting all Officers/Staff Associations who are not in contact of this steering committee is given below: All Federations/Associations are requested to send their contact address/telephone number/e-mail id etc immediately so that their name may also be incorporated in the list of steering committee. All Associations/readers are requested to co-operate.

    Sub:    Defeating the illogical and anti employee MACP scheme in the Supreme Court- seeking co operation of the all Federations/Associations-regarding.


Dear sir,

You are aware that various benches of the Central Administrative Tribunals and High courts pronounced verdicts in favour of financial upgradation under MACP Scheme on Promotional hierarchy on the petitions of Central Government Employees in various Departments. In the Principle Bench of CAT itself, more than half dozen cases have been decided in favour of granting financial upgradation under MACP Scheme on promotional hierarchy. But the Government of India has not implemented these orders citing one or other reasons. Moreover, Government has filed 4 SLPs against these verdicts in respect of the applicants, namely, Shri V Mohanan Nair of CAT Ernakulam, Shri Babu Ram, Smt Reeta Devi and Shri Dhirender Singh of CAT Chandigarh, at Supreme Court. Since the outcome of the SLP filed will affect all Central Government Employees, a steering committee consisting of representatives of Gazetted/Non Gazetted Staff of various Departments of Government of India was constituted on 25/09/2014. Thereafter two meetings of the steering committee were held on 27th September and 2nd October 2014 in which decision for intervening in the SLP filed in the Supreme Court was taken.

In order to expand the activities of the steering committee, an extended meeting of the committee was convened at Indra Prastha Bhawan, New Delhi on 15/11/2014 in which 55 persons representing 30 Associations of various Ministries participated. Moreover, around 10 Associations whose representatives who had not participated in the meeting have assured to abide the decision taken in the meeting, copy of the minutes is posted elsewhere in this web site.

While addressing the meeting Shri SK Vyas, Advisor, Confederation has suggested that MACP is a matter covering all Central Government Employees and as such it will be better if National JCM (Staff side)becomes an intervener of the case and the meeting has accepted the suggestion. Shri Vyas has further suggested that all the Unions/Associations including Unions in the Railways, Defense, Postal and Income tax, Audit & Accounts Association should be asked to give contribution to meet the legal and other expenses of the case. Accordingly, the meeting decided to send letters to all major Federations/Associations as well the Secretary JCM (Staff Side).

According to Supreme Court web site posting, the SLP of Shri Mohanan Nair is listed for hearing on 08th January 2015 and all the other three SLPs have been connected with this case. The extended meeting of the steering committee unanimously decided to engage lawyers to intervene in the SLP.The committee has decided to collect Rs. 15 lakhs to meet the immediate expenses in connection with intervention in the case etc. It was also decided to prepare a list of Federations/Associations from whom the contribution has to be collected.

In view of the above, this steering committee seeks your support both organizationally and financially to strengthen the united efforts to get a favourable verdict from the Supreme Court through legal means.

Subject: Official dealings between the Administration and Members of Parliament and State legislatures — Observance of proper procedure.

The Members of Parliament and State Legislatures as the accredited representatives of the people occupy a very important place in our democratic set-up. In connection with their duties, they often find it necessary to seek information from the Ministries/ Departments of the Government of India or the state Governments, or make suggestions for their consideration or ask for interviews with the officers.

2. The guidelines concerning official dealings between Administration and Members of Parliament and State Legislatures have been issued by the Ministry of Personnel, Public Grievances and Pensions and reiterated from time to time. The provisions of the Central Secretariat Manual of Office Procedure regarding prompt disposal of communications from MPs have also been reiterated from time to time. However, keeping in view the instances of occasional non-observance of the above guidelines, a need was felt by the Committee of Privileges of the Lok Sabha for consolidating and reiterating the existing instructions, Accordingly, revised comprehensive guidelines were issued by this Department vide Office Memorandum No. 11013/4/2011-Estt.(A) dated 1″ December 2011 (copy enclosed). A copy of former Secretary (P)’s D.O. No. 11013/4/2011-Estt.(A) dated 9th October, 2012 reiterating the said instructions is also enclosed for ready reference.

3. The Committee on Violation of Protocol Norms and Contemptuous Behaviour of Government Officers with Members of Lok Sabha in Paragraph 63 of its First Report tabled in the Lok Sabha on 06.02.2014 has recommended that this Department may sensitise all civil servants and officials in various Ministries and Departments particularly under them for strict compliance of the instructions relating to official dealings issued in this regard between the Administration and the Members of Parliament.

4. The Committee on Violation of Protocol Norms and Contemptuous Behaviour of Government Officers with Members of Lok Sabha at its first sitting held on 28 October, 2014, also felt that the consolidated instructions/ guidelines issued by the Department of Personnel & Training (DoPT) on 1 December, 2011 on Official Dealing between Administration and Members of Parliament need to be again circulated to all concerned Executive Functionaries.

5. All Ministries/ Departments are requested to ensure that the above basic principles and instructions are followed by all officials concerned, both in letter in spirit. Violation of the guidelines laid down on this subject will be viewed seriously.

6. Chief Secretaries of all States/ UTs are requested to circulate these instructions to all State Government officials at the State/ Division and District levels and to periodically review implementation.

Air Travel LTC to J&K, N.E.R and A&N extended by 2 Years Leave Travel Concession to travel via air to Jammu & Kashmir, the North Eastern Regions and the Andaman and Nicobar islands has been extended for another two years for Central Government employees.

 DOPT has also released an order regarding LTC scheme for new recruits. Explanations have been given in the form of questions and answers. The order contains answers to 8 very important questions, explanations for them and 4 pictorial examples.

Foreign Tour for CG Employees, demanded by NC JCM Staff Side. Explore the possibility of allowing an employer to undertake tour outside India once in his life time in lieu of the LTC.

The facility provides him with an opportunity to be away from the monotonous daily routine and be with his family without the botherisation of the official duties. It is an established fact that if employer is encouraged to take such holidays they will reform rejuvenated and the employer is benefitted through his increased productivity.

Over the years, on representation from employees, the concession has been widened. However, some aspects of this facilities require certain further relaxations/improvements. Staff Side enumerate those as under:-
1. Permission for air journey for all categories of employees to and from NE Region.
2. Permission for personnel posted in NE Region for a journey within NE Region.
3. To increase the periodicity of the LTC once in two years.
4. Explore the possibility of allowing an employer to undertake tour outside India once in his life time in lieu of the LTC.

During this meeting the delegation led by Shri Francis Ellis Secretary General raised the common issues of Administrative Staff viz. Upgradation of Grade pay of LDC to Rs 2800, Granting of MACP on Promotional Hierarchy etc.

All other Associations, inviting to meet the 7th Pay Commission are requested to please bring the Grade Pay issue of LDC/UDC and MACP issue before the Pay Commission in its own importance.

Sub: Enrollment for Aadhaar Enabled Biometric Attendance System (AEBA)

Hon’ble MR has directed that all personnel of the Ministry of Railways, Rail Bhavan (including those located at Pragati Maidan) shall enroll on the Aadhaar Enabled Biometric Attendance System.

2. In this regard, the spadework for enrollment on the system has been completed by the C&IS directorate and the system is now ready to be used for user enrollment.

3. It is now required that all the personnel of Ministry of Railways working In the offices of Rail Bhawan and Pragati Maidan are to enroll themselves afresh directly on the website http://attendance.gov.in/regester/employee

4. For the said enrollment process, all the Section Officers are responsible for enrollment of staff, including MTS and others working under them and the officers of the level of Under Secretary/Deputy Directors and above may enroll themselves on the website on their own. After registration, all EDs shall forward a list of the personnel enrolled n their Directorate giving the information to C&IS through email as per annexure in a spreadsheet via email. Officers above the level of SAG may send their report directly through their PPS/Sr.PPS/PSO.

5. The detailed process for enrollment is enclosed which may be followed while enrolling. The said process of enrollment of all officers/staff under AEBAS should be completed latest by 18.10.2014 (Saturday).

Central Government likely to approve 7% additional DA


Government to increase dearness allowance to 107%

The Government is likely to approve a hike in dearness allowance (DA) to 107 per cent from the existing 100 per cent, benefiting around 30 lakh Centre’s employees and its 50 lakh pensioners including dependents.

“The average rate of retail inflation for industrial workers from July 1, 2013 to June 30, 2014 works out to be 7.25 per cent. Thus the Central government will hike dearness allowance for it employees by 7 per cent,” an official said.

He said the Finance Ministry will now put a Cabinet proposal for approval of 7 per cent DA hike from July 1 this year as the revised Consumer Price Index-Industrial Workers data for June was released by Labour Ministry on Saturday.

With increase in DA, the pensioners will also gain as the benefit provided to them as dearness relief will be hiked to 107 per cent of basic pay.

The previous UPA government had increased DA to 100 per cent from 90 per cent with effect from January 1, 2014, on February 28 on the basis of agreed formula for revision of the allowance.

However, the central government employees’ union is not very enthused by the 7 per cent hike in the dearness allowance as their long pending demand of merger of DA with basic pay has not been given heed by 7th Pay Commission and the government.

“The erosion of value of wages is unbearable at 50 per cent dearness allowance. Now it will be 107 per cent. It is high time to merge DA with basic pay to provide relief to employees,” Confederation of Central Government Employees’ President KKN Kutty told PTI.

“We had summited our memorandum in this regard to 7th Pay Commission. They forwarded it to Central Government. We have apprised about the issue to the newly elected NDA government.

But no decision has been taken so far,” he said.

With merger of DA with basic pay, the salary and allowances paid in proportion of basic pay are increased. As per earlier practise DA was merged with basic pay once it breached 50 per cent mark. But the 6th Pay Commission has disallowed that.

Frequently Asked Questions on Bio-Metric Attendance System

Q.1 How does an organisation start Biometric Attendance System (BAS) for their employees?
Ans. Please submit details of the nodal officer and upload a signed request by the head of the department on attendance.gov.in portal. System would send OTP to the mobile number/email id of the nodal officer which needs to be entered again on the portal for verification. Back-end administrator would then check the details of the organisation submitted and make the organisation active by assigning it a unique sub-domain which will be the first name of the website. Nodal officer will then be sent an email by the system giving username (which will be the sub-domain name assigned to the organisation) and a password.

Q.2 Steps to be done by the nodal officer to start registration of employees
Ans. Nodal officer would need to login on attendance.gov.in with the user name and password sent on completion of step 1 and then create master list of locations of their offices, designation of their offices and divisions/units/groups within their organisation.

Q.3 How does employee start registering on the portal ?
Ans. After nodal officer completes step 1 & 2, employee can start registering on-line either at attendance.gov.in by submitting their details along with their Aadhaar number.

Q.4 What are steps of verification of employees?
Ans. Nodal Officer would need to verify details submitted by the employee including whether Aadhaar number entered by the employee belongs to them. After completing of the above verifications, employee would be informed by SMS/Email that his registration process is completed on the attendance.gov.in is completed.

Q.5 Whether an employee will be able to mark his attendance on any Biometric Attendance System (BAS) terminal installed in any Government Building
Ans. Yes, this will be possible as employee database for all central Government employees will be maintained centrally with a unique 6 digit id provided for every Government employee (based on the last 6 or first 6 digits of his/her Aadhaar number whichever is available in the system). The dashboard reports would be able show the location/building from where an employee has marked his attendance.

Q.6 How will an employee mark attendance if he/she is not having Aadhaar number ?
Ans. Aadhhar number is essential for registering an employee in AEBAS. Government employees who are not having Aadhaar number can enrol themselves for Aadhaar numbers in the special camps which are being held by UIDAI in various Government Buildings or permanent enrolment centres of UIDAI in Delhi as per details available at the link below as given: https://appointments.uidai.gov.in/easearch.aspx

Q.7 Is network connectivity essential for marking attendance
Ans. Yes, as it is an online attendance system. Network connectivity will be essential for marking attendance. Therefore, two types of connectivity are being planned with each attendance terminal; one wi-fi connectivity on NICNET/broadband and other sim based GSM connectivity in the tablet.

At a high level the overall solution has two main components.

(i) Front End System (to be installed at client user end)

(ii) Back End System (attendance servers to be hosted in NIC data centre with connectivity to UIDAI for real-time bio-metric authentication)

The Front End System would be a hardware device like Android tablet or a Desktop PC having client application. Once the user ID (6 digit unique number assigned to an employee) is entered, the application would prompt user to provide the biometric data through finger print/Iris scanner which will be sent through the network connectivity to the backend system.

The Back End System (also called the attendance server) would have functionalities to receive data from the client terminals and send it for real-time Aadhaar authentication. It would also have features for organisation/employee registration and preparing real-time attendance reports in dashboard.

It would be possible to see dashboard reports of each organisation by using sub-domain assigned to an organisation e.g.nic.attendance.gov.in

Q.8 No of bio-metric terminals required
Ans. Every employee will need to enter his 6 digit unique id on the touch screen of the tablet and then present his bio-metric (finger print/ iris) for authentication. This may initially take up to 30 seconds to 1 minute depending on number of attempts required. With some practice and training, the time for giving bio-metric attendance by each employee may reduce to less than 10 seconds.

Therefore one bio-metric terminal may be sufficient for about 30 to 40 employees during 30 minute peak load time. Assuming 50% to 70% employees will be coming to office during the peak timings, one bio-metric terminal can be planned for catering to every 50 employees in the department. Also, multiple machines will be put in the entry gate which can be commonly used by employees of different ministries/departments, waiting time in the queue will further reduce.

Q.9 Where to install tablet based terminals?
Ans. it is suggested to install multiple AEBAS terminals at the entry gates of the buildings where security is positioned round the clock.

Q.10 Where to install desktop based finger print devices?
Ans. it is suggested to install desktop finger print devices on Windows desktop PCs connected on LAN (NICNET) in the offices of JS and above and also with section officers for marking attendance of the employees working in the respective sections in order to avoid rush at the attendance terminals installed at the entry gates.

Q.11 Who would maintain the attendance terminals, connectivity and attendance software for desktop PCs?
Ans. It would be additional responsibility of FMS who are maintaining LAN/NICNET connectivity in the Bhawans under guidance and coordination of nicnet/network managers. Additional FMS are being proposed to be deployed at Bhawans under this project.

Q.12 Type of reports which will be available on dashboard
Ans. Some of the sample reports can be viewed at jharkhand.attendance.gov.in and deity.gov.in/attendance. Attendance software is being developed with assistance of UIDAI team. Please send your valuable feedback in improving the features and MIS reports of the attendance system software.

Q.13 Expected Role of NIC HoDs/Teams posted in Ministries/Departments
Ans. Deity/NIC/NICSI/UIDAI are the implementing agency for this project and the bio-metric attendance system will need to be made operational in every ministry/department as soon as attendance terminals are delivered which is expected soon.

NIC HODs of the bhawan/ department/ministry or its attached/ subordinate office in consultation with nodal officer of that office will identify locations where attendance terminals are to be installed in the Bhawans.

Since, NICNET connectivity is the primary connectivity for running the AEBAS. NIC Bhawan network coordinators are requested to help in getting the power supply extended at those locations with help of local CPWD offices. NIC Bhawan network coordinators along with network team at NIC hqrs will also be responsible for extending LAN/alternate connectivity at the entry gates and install WI-FI access points/Attendance terminals.

NIC HODs posted in Ministries/Bhawans are requested to provide technical assistance to the Nodal officers in completing registration of all employees on the portal and provide handholding training/technical assistance in smooth installation/running of the attendance terminals. NIC HODs will also be keeping inventory of bio-metric terminals/devices installed in various locations in their Ministry/Department.

Q.14 Role of nodal officers in the ministries
Ans. Nodal officers will get the details of all employees entered on the portal and also organize special camps in their Bhawans with help of UIDAI regional office, Delhi for enrollment of employees not having Aadhaar numbers.
Nodal officers would also be responsible for creating masters of location, designation and divisions/groups within their organization.

Verification of employees data will also be done by the nodal officers of the department whereas QC team of UIDAI will be assisting in verification of Aadhhar data of employees.

DoPT launches e-service record system for government employees

 With the objective to promote a paperless regime and better human resource management, the Department of Personnel and Training (DoPT) has launched an e-service record book portal for government employees.

“Under the personnel information management system of e-office, the DoPT has extended the facility to its employees to view their service book online. All the other ministries have been advised to extend the facility to the civilian employees working under them,” said an official.

Earlier documented in paper files, the service record provides information on various portfolios and posts held by a particular government employee.

“In future, it would also prove to be of great assistance in an efficient management of human resource. The system can facilitate work allocation based on the skills and experiences of the employees under consideration for a particular post or department,” said the official, adding that the priority is to pick the best and suitable candidate for better output.The DoPT has also launched a Basic Leadership Skills Module for Central Secretariat Services officers at the Institute of Secretariat Training and Management. The module is expected to equip civil servants with the skills that help them function efficiently in a complex and challenging environment.


“All levels of civil service need to be trained in leadership skills so that they impart their duties effectively,” said the official.

The Department plans to introduce similar modules for mid-level and advanced leadership skill development.

A Learning Resource Centre has also been set up with a mandate to identify and adopt the leading national and international practices in the field of training techniques and technologies to strengthen the Trainers Development Programme, to develop a cadre of high quality trainers.

“This would reduce the financial burden otherwise incurred on foreign trips often undertaken by government functionaries for skill training,” said the official. Both the training activities have been supported by the UNDP, under the Strengthening the Human Resource Management for Civil Services Project.

Bullet Trains and Diamond Quadrilateral Network of High Speed Rail

The Minister of Railways Shri D. V. Sadananda Gowda has said that Indian Railways is on its way to fulfill the long cherished dream to run a Bullet Train. Presenting the Railway Budget 2014-15 in Parliament today, he said, the Railways proposes bullet trains by starting off with an already identified Mumbai-Ahmedabad sector, where a number of studies have been done.

The Minster said, under the leadership of Shri Narendra Modiji, the Railways is embarking on an ambitious plan to have a Diamond Quadrilateral Network of High Speed Rail, connecting major Metros and growth centers of the country. A provision of Rs.100 crore has been made in the Budget for high Speed project to RVNL/HSRC (High Speed Rail Corridor) for taking further steps.

He said, while bullet trains would require completely new infrastructure, higher speed for existing trains will be achieved by upgrading the present network. The Minister said, hence, an effort will be made to increase the speed of trains to 160-200 kmph in select sectors so as to significantly reduce travel time between major cities. The Minister said, the identified sectors are:

i) Delhi-Agra
ii) Delhi-Chandigarh
iii) Delhi-Kanpur
iv) Nagpur-Bilaspur
v) Mysore-Bengaluru-Chennai
vi) Mumbai-Goa
vii) Mumbai-Ahmedabad
viii) Chennai-Hyderabad and
ix) Nagpur-Secunderabad.

Subject: – Financial assistance for Setting up of RTI Cell in Public Authority.

The undersigned is directed to refer to this Department’s OM of even number dated 19.05.2011 and 02.08.2012 regarding a ‘One time grant of Rs.50,000/- by DOPT for procuring a computer, scanner, printer etc. towards setting up of RTI Cell in the Public Authorities under the Centrally Sponsored Plan Scheme ‘Improving transparency and accountability in Government through effective implementation of RTI’.

2. It is reiterated that Ministries/Departments/Attached Offices/Subordinate Offices desirous of availing the facility of financial assistance mentioned above, may send the proposals in the prescribed proforma (enclosed) to Director (IR), Room No.279 A, North Block, New Delhi-1 by post or through e-mail at osdrti-dopt@nic.in . While submitting the proposal, a copy of the order for setting up the RTI Cell in the Public Authority may also be furnished.

OFFICE MEMORANDUM

Subject: Central Civil Services (Revised Pay) Rules, 2008 – application of the first proviso to Rule 10 in case of those who had been granted stagnation increment(s) in the pre-revised pay scales


The undersigned is directed to invite a reference to the first proviso to Rule 10 of the CCS (RP) Rules, 2008, which provides that in the case of persons who had been drawing at the maximum of the existing scale for more than a year as on the 1st day of January, 2006, the next increment in the revised pay structure shall be allowed on the 1 st day of January, 2006.


2. Attention is also invited to the Clarification No.5 contained in this Ministry’s OM No.1/1/2008-IC dated 29.1.2009, clarifying that in all cases where a Government Servant has been granted an increment (whether normal annual increment or stagnation increment) after January, 2005, no increment will be allowed on 1.1.2006 at the time of fixation of pay in the revised pay structure.

3. It has now been brought to the notice of this Ministry that the pay of those employees who had reached the maximum of their pre-revised pay scale and had also been granted stagnation increment(s) prior to 1.1.2006 in the applicable pre-revised pay scales, came to be fixed at a lower stage vis-à-vis the employees who had drawn pay at the maximum of the same pre-revised pay for a period of more than one year as on 1.1.2006 and had been allowed one increment in the revised pay scale as on 1.1.2006 as per the first proviso to Rule 10 of the CCS (Revised Pay) Rules, 2008.

4. The matter has been considered and the President is pleased to decide that, in partial modification of this Ministry’s aforesaid OM No.1/1/2008-IC dated 29.1.2009, the increment on 1st January, 2006, as envisaged under the first proviso to Rule 10 of the CCS(RP) Rules, 2008, shall be allowed to those employees also who had reached the maximum of the applicable pre-revised pay scale more than one year before 1.1.2006 and were in receipt of stagnation increment(s) in the applicable pre-revised pay scale as admissible in terms of the orders in vogue prior to 1.1.2006, provided their pay in the revised pay structure was fixed on 1.1.2006 with reference to the same pre-revised pay scale exactly as per the Fitment Table prescribed in this Ministry’s OM No.1/1/2008-IC dated 30th August, 2008.

5. In so far as persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Auditor General of India.

Proposed Pay Structure and Rate of Increment

In the preceding chapters we have dealt with the various principles of pay determination as was enunciated by the successive Pay Commissions. The 6 CPC introduced the new concept of Pay Band and Grade Pay. We are not able to comprehend any logical methodology having been adopted by the 6th CPC in constructing the Pay Band and Grade Pay. In the ultimate analysis, we found that there had been no uniform multiplication factor. It varied from 2.2 time to 3. The changes effected by the Government while implementing the recommendations of the 6th cpc further compounded the confusion and making t more irrational and arbitrary. The 6 cPC in their report stated that they have upgraded certain pay scales having appreciated the contention made by the employees organizations. They merged certain other pay scales in an effort to delayering the functions. But the new pay that emerged from such upgradation/merger was not equivalent to the higher pay scales in the said group. For instance, the erstwhile pay scales of Rs.5000-8000, 5500-9000 and 6500-10500 were merged. The multiplication factor for pay band construction was 1.86 times of the minimum. Therefore the pay band for the pre merged pay scales was determined to begin at Rs.9300/-. Having merged, the pay band must have begun at 12,090/-, i.e. 1.86 times of 6500/- in which the other pay scales were merged.

7.2 The manner in which the Grade pay was devised is also questionable. At the lower level the Grade Pay progresses @ Rs.100/- ,i.e. 1800, 1900, 2000, etc. The pay in the Band + Grade Pay at the entry level is 5200 + 1800 = 7000. An employee is entitled for 3% increment every year. He gets a financial benefit of Rs. 210 every year on account an increment whereas on promotion his grade pay gets increased by just Rs.100/. only. The Grade Pay was devised at 40% of the maximum of the pre revised time scale of pay. The maximum of any time scale of pay will depend upon the rate of increment and the span of the scale of pay. The ratio between the minimum and the maximum of all pay scales was not uniform, rather it could not be uniform. Therefore, prescribing Grade Pay as a percentage of such variable maximum, in our opinion, was erroneous. Normally fitment benefit represent the gap between pre revised minimum and the revised minimum. The 6th CPC recommendation of Grade Pay did not serve this purpose also. Having been expressed in absolute quantum amount it gave varied benefit in different pay bands as also at different stages in the same pay bands.

7.3 The Grade Pay system brought about various anomalies, which were raised at the NAC but found no resolution despite discussions on several occasions in the last 6 years. We are of the firm view that the 7” CPC should revert to the Pay Scale System which has been time tested. We have constructed the pay scales maintaining the relativities with the time scale of pay suggested by both 5’ and 6th cPC•

7.4 While constructing the pay scales we have taken the rate of increments at 5% instead of 3% presently available. We have done so on the ground that most of the PSUs including the banking industries provide the incremental rate at 5% and over a period of time it raises the salary level of the personnel. We therefore request that the 7th CPC may recommend the rate of annual increment at 5%. Incidentally we may also state that the uniform date of increment prescribed by the 6th CPC has encountered certain problems and anomalies. We, therefore, suggest that the 7th cpc may recommend, for administrative expediency, two specific dates as increment dates, Viz. 1st January and 1st  July. Those recruited/appointed/promoted during the period between l January and 30th June will have their increment date on 1stt January and those recruited/appointed/promoted between 1st July and 31st December will have it on 1st  July next year. This apart we request the Commission to specifically recommend that those who retire on 30th June or 31St December are granted one increment on the last day of their service.

7.5 We have also felt that a further reduction in the number of pay scales is needed. While constructing the pay scales we have removed those pay scales pertaining to Grade Pay of Rs.1900, 2400, 4600, 8700 and the scale of pay of Rs. 75500-80000. We are of the opinion that the instrument of Special Pay which was in operation earlier should be brought back to address the need of intermediary grades in certain organizations. The Associations and Federations representing the employees and officers of various departments and various categories will submit their memorandum indicating the pay scales to be assigned to the categories of the employees and officers they represent taking into account the nature of functions assigned to those categories separately.

7.6 Presently, functional promotion is made to the next hierarchical position whereas MACP promotion ¡s Grade Pay based, irrespective of the fact whether a particular Grade Pay exist in the hierarchy or not in the concerned department. Our suggestion to reduce the number of pay scales go a great extent to obviate the difficulty encountered due to the dual system of promotion.

7.7 We have constructed open- ended pay scales. This is to ensure that no employee stagnates without increment. The pay of the Secretary and the Cabinet Secretary has been kept as a fixed amount as has been the recommendation of the 6th CPC. In consonance with our view on the need for further de-layering, we have suggested only 14 Pay scales indicating in the table the minimum of each of them. The said 14 pay scales are given below:

In Table 7.2, the corresponding pay scales of the 6” CPC recommended Grade Pay are given for reference.

Performance Related Incentive Scheme (PRIS): About a reader’s Opinion 

The Tamil newspaper Dinamalar recently published an opinion of one of its readers about Performance Related Incentive Scheme.

According to the write-up, based on the recommendations by the Sixth Pay Commission, the scheme had been introduced more than five years ago in select central government departments like atomic energy, space research and defence.

The scheme has already been implemented in atomic energy, space research and scientific and technical research departments under the name of “Performance Based Incentive Scheme”. As a result, there has been tremendous improvement in the productivity and output of these departments.

One can use the Right to Information Act to find out how the performance is evaluated and details regarding promotions. The annual performance appraisals submitted by the employees and the feedback and comments marked by their senior officials are now declassified and are accessible to all. The employee is evaluated based on the annual targets, and the amount of work accomplished that year.

Options have been created to constantly improve management practices. Still, there are issues that need to be addressed. There is fear that such target-based appraisals would encourage unhealthy and selfish result-obsessed-performances, and discourage team spirit and selfless acts aimed at general welfare.

In order to successfully implement these schemes, it is very important for the management to be proactive, benevolent, focused, with clear thinking process, and very impartial.

In other words, a mere rod isn’t sufficient to control an elephant. One also has to have a properly qualified and trained mahout. Similarly, mere schemes alone wouldn’t bring the required transformation in the central government departments. They also need excellent management teams to implement them successfully.

Sub: Appointment on Compassionate grounds of dependent of medically unfit staff on the Railways.

Attention is invited to this Ministry letter No. E(NG)II-84/RCI/105 dated 16.11.1984, stipulating therein, that in cases of medically decategorised / incapacitated Railway employees, a wife is eligible for compassionate ground appointment subject to certain conditions.

Pursuant to the issue raised in PNM/AIRF meeting (Item No. 53/2012), the matter has been reviewed and in supersession of Board’s letter ibid, it has been decided by the Board that in case of medically decategorised / incapacitated employees where compassionate appointment is otherwise permissible, it will be the discretion of the concerned medically decategorised / incapacitated Railway employee to request for a job to either spouse or ward as per his/her choice. Further, in the event of death of the medically unfit employee without making clear his wishes, the first preference for appointment on compassionate ground appointment should be that of spouse as done in case of death.

It is observed that recently Public Medias are interested to publish the news about pay hike of central government employees.
 
We all know the Federations of Central Government employees have been holding demonstrations and Struggles to invite the attention of govt to settle their many demands for the past few months. As a result of this Centre has accepted to settle some demands.
 
One of the main demands laid down before the Central Government by Federations is 50% DA Merger. A Sensational News was spread across the country that a decision on 50% DA merger will be announced in the Cabinet Meeting held last week. But, though there
 
was no any formal announcement in this regard, the approval of 7th CPC Terms of reference by Government made everyone to think that it will be considered sooner or later.
 
A Popular English daily published a tabloid news last week, in which The daily claimed that a govt official informed them ‘the government servants will get 30% Pay Hike on account of Merger of 50% dearness Allowance with Basic Pay.’
 
Is that true? Let us see with an example
 
For example, let us consider as if a government servant is working in one of the four metropolitan cities and rendered 10 years’ of service.
 
His Basic Pay is (7600+2400)10,000
Dearness Allowance 100%10,000
HRA 30%3,000
Transport Allowance (1600+1600)3,200
Total 26,200
 
Rs.26,200 is the maximum total emoluments of this particular Basic Pay. This will not be exceeded at any cost but there are some reasons to make these total emoluments to be lesser than this.
 
The salary with same basic pay after DA merger
 
In case the central government agrees to merge the 50% DA with basic pay, then that govt servant can expect a considerable pay hike on account of Merger of 50% DA.
 
After Merger of 50% DA his Pay will be as fallows

Total Hike in Pay (29400 - 26200)3,200
% of Hike is 12%
 
How can one say that he will be getting 30% hike when he is getting only Rs.3200 in addition to his previous salary of Rs.26,200 after 50% DA merger?
 
Everybody fallowed the particular Daily and started writing that the Government servants will get 30% salary hike after 50% DA is merged with basic Pay. But this example clearly shows that there is no such hike and if the DA is merged with Basic Pay the increase in salary will be only from 8% to 15%
 
According to their entitlement the percentage of increase will vary, but no one can get 30% pay hike on account of DA merger.

January, 2014 has still not been announced by the Government of India.

AIRF earnestly requests the Government of India to immediately announce Dearness Allowance w.e.f. 1st January, 2014 all along with merger of 100% Dearness Allowance with Basic Pay.

(a) whether 10.18% people from minority communities were employed in Central Government services in 2010-11;
(b) if so, the details thereof, departmentwise;
(c) whether the representation of minority communities in the Central Government jobs has decreased to 7.73% in 2012-13;
(d) if so, the details thereof and the reasons therefor; and

(e) the steps taken/proposed to be taken in this regard?

1. The rise and fall in the recruitment of minorities community depends upon the number of applications received and the percentage of qualifying candidates of the minority community.
2. There is no reservation in recruitment for minorities.
3. Dependence on traditional/religious education.
4. Low literacy level and non-availability of suitable candidates.
5. Adequate number of minority community candidates do not qualify in the selection process i.e. PST/PET/Written Examination/Medical examination and candidate with low scoring in written examination do not find in the merit of selected candidates, etc.

(e): Instructions have been issued vide letter number 39016/2(s)/2009-Estt.(B) dated 17.09.2011 to all appointing authorities to scrupulously observe the following guidelines :-

(i) The composition of Selection Committees should be representative. It should be mandatory to have one member belonging to SC/ST and one member belonging to minority community in Selection Boards / Communities for making recruitment to 10 or more vacancies.

(ii) Where the number of vacancies against which selection is to be made is less than 10, efforts should be made to have the Scheduled Caste / Tribes officer and a Minority community officer included in such Communities / Boards.

(iii) Wide publicity should be given to all appointments in Government, public sector banks and financial institutions. Advertisements should be issued in the language(s) spoken by large number of people of the State / UTs, apart from English and Hindi. Further, for Group C level posts level posts, having only basic qualifying requirements, information about vacancies for recruitment should also be disseminated through schools and colleges in that area, in addition to normal channels.

(iv) Where there is concentration of minority community population in local areas, the vacancy circular in local language may be distributed in those areas by suitable arrangements. These instructions have been reiterated from time to time.

Inclusion of Jat community in the Central List of OBCs for the States of Gujarat, Haryana, Himachal Pradesh, Madhya Pradesh, Rajasthan Uttar Pradesh, Delhi, Uttarakhand and Bihar

The Union Cabinet today approved the following as suggested by the Group of Ministers.

Jats are already included in the State List of OBCs in nine States. Formal reports of the State Backward Class Commissions on the subject for the States of Haryana (2012) and Himachal Pradesh (2002) and books relating to socio economic status of farming communities in northern India and caste, land and political power in Uttar Pradesh are available. These may contain valuable and relevant material which can be utilized by the National Commission for Backward Classes (NCBC) to give its advice on the demand for inclusion of Jats in the Central List of OBCs in the States of Gujarat, Haryana, Himachal Pradesh, Madhya Pradesh, Rajasthan (two districts), Uttar Pradesh, Delhi, Uttarakhand and Bihar.

This decision would enable the Jat Community to avail the benefits of reservation available to the Other Backward Classes for employment/ admission in /to Central Government services and posts/ educational Institutions.

Background:

Jat Community has been demanding inclusion in the Central List of Other Backward Classes for various states. The NCBC which was set up under the NCBC Act 1993, has been entrusted with the function of examining requests for inclusion of any Class of citizens as a backward class in the lists (Central List of Other Backward Classes) and hear complaints of over inclusion or under inclusion of any backward class in such lists, and tender advice to the Central Government as desired appropriate. At present, the Jat Community is included, in the Central List of OBCs for the States of Gujarat - Jat (Muslim) and Rajasthan (except in Bharatpur and Dhaulpur districts). They are, at present, included in the State Lists of nine States. The requests of Jats for inclusion in the Central List of OBCs for the States of Haryana, Madhya Pradesh, Uttar Pradesh and Bharatpur and Dhaulpur districts of Rajasthan was earlier rejected by NCBC in 1997. The NCBC under the NCBC (Power to Review Advice) Rules 2011, decided to consider requests for inclusion of the Jat community after collecting additional socio-economic data through the ICSSR, in addition to data from the SECC. A GoM was constituted on 20.8.2013 to (i) engage with the representatives of the Jat community periodically; and (ii) apprise itself of the progress of the survey being conducted by NCBC through ICSSR in six states.
