Subject: Representation from Government servant on service matters – reiteration of instructions – regarding.

The undersigned is directed to refer to O.M. of even number dated 6th June, 2013 wherein instructions have been issued on submission of representation by Government servants about their service matters. In spite of these instructions, it has been observed that Government servants including officers/ officials of para military forces and Army personnel continue to represent directly to the Prime Minister, Minister, Secretary (P) and other higher authorities, directly.

2. As per the existing instructions, wherever, in any matter connected with his service rights or conditions, a Government servant wishes to press a claim or to seek redressal of a grievance, the proper course for him is to address his immediate official superior, or Head of his office, or such other authority at the appropriate level who is competent to deal with the matter in the organisation.

3. Such submission of representations directly to other authorities by- passing the prescribed channel of communication, has to be viewed seriously and appropriate disciplinary action should be taken against those who violate these instructions. This can rightly be treated as an unbecoming conduct attracting the provisions of Rule 3 (1) (iii) of the Central Chill Services (Conduct) Rules, 1964. It is clarified that this would include all forms of communication including through e-mails or public grievances portal etc.

4. Attention in this connection is also invited to the provision of Rule 20 of CCS (Conduct) Rules, 1964 prohibiting Government servants from bringing outside influence in respect of matter pertaining to his service matter. Representation by relatives of Government servant is also treated as outside influence as clarified vide MHA OM No. F. 25/21/63-Estt.(A) dated 19.09.1963

5. It is reiterated that these instructions may be brought to the notice of all Govt servants including officers/ officials of para military forces and member of armed forces and action taken against those who violate these instructions.

Facilities to Employees of BRO

The workforce of Border Roads Organisation (BRO) comprises both of Army and civilian personnel. The Army personnel are governed by their own terms and conditions of service, while the civilian personnel are governed by Central Civil Service Rules and their pay and allowances are regulated pursuant to these rules at par with other Central Government employees.


However, keeping in view the service conditions of BRO, the civilian personnel have been extended some additional facilities such as Mess, Ration, CSD Canteen, Uniform, 60 days Earned Leave in a calendar year, etc., which otherwise are not entitled to other civilian employees of Central Government.

Certain facilities / allowances like retirement age of 60 years, Non-Functional Upgradation, Headquarter Allowance, Special Duty Allowance etc., are applicable for entitled Civilian personnel only and not for Army personnel.

The terms and conditions of the army and civilian personnel in BRO are governed by two different sets of Rules / Regulations; therefore, complete parity among them is not feasible.

This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shri Om Birla in Lok Sabha today.

Special Pay for Paramilitary Personnel at PAR with Army

As informed by Central Armed Police Forces (CAPFs) and Assam Rifles (AR), the detail of strength of CAPFs and AR is as under:

A proposal for grant of Para Military Service Pay (PMSP) to Central Armed Police Force personnel at par with Army personnel has been referred to the 7th Central Pay Commission vide MHA O.M. dated 05.11.2014. The rate of Para Military Service Pay requested is @ Rs. 2,000/- per month to Personnel Below Officer Rank (PBOR) and Rs.6,000/- per month to officers upto Dy. Inspector General of Police rank, based on the rates of Military Service Pay. State Armed Police Forces are under the administrative control of State Governments. As such, present proposal does not include State Armed Police Forces.



This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to Shri A.U. Singh Deo in the Rajya Sabha today.
