Consumer Price Index Numbers for Industrial Workers (CPI-IW) November 2013

According to a press release issued by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for November, 2013 rose by 2 points and pegged at 243(two hundred and forty three). On 1-month percentage change, it increased by 0.83 per cent between October and Novembert compared with 0.46 per cent between the same two months a year ago.

The largest upward pressure to the change in current index came from Food group contributing 2.23 percentage points to the total change. At item level, Rice, Wheat, Wheat Atta Milk, Pure Ghee, Garlic, Potato, Tomato and other vegetable items, Tea Readymade etc. are responsible for the rise in index. However, this was compensated to some extent by Groundnut Oil, Fish Fresh, Poultry, Onion, Ginger, Electric Charges, Medicine (Allopathic), Petrol, putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 11.47 per cent for November, 2013, as compared to 11.06 per cent for the previous month and 9.55 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 16.17 per cent against 15.02 per cent of the previous month and 10.85 per cent during the corresponding month of the previous year.

At centre level, Bokaro recorded the highest increase of 11 points each followed by Giridih, Kodarma and Angul-Talcher (9 points each), Munger-Jamalpur (8 points) and Rourkela, Sholapurand Raniganj (7 points each). Among others, 6 points rise was registered in 5 centres, 5 points in 5 centres, 4 points in 8 centres, 3 points in 15 centres, 2 points in 14 centres and 1 point in 12 centres. On the contrary, Surat centre reported a decline of 6 points followed by Amritsar, Bhavnagar and Vadodara (4 points each), Coonoor and Nagpur (2 points each) and Ahmedabad centre I point. Rest of the 4 centres’ indices remained stationary.

The indices of 40 centres are above All-India Index and other 38 centres’ indices are below national average. The index of Tiruchirapally centre remained at par with all-India index.

The next index of CPI-IW for the month of December, 2013 will be released on Thursday, 31 January, 2014.

 The CPI-IW series on scientific lines was first introduced with base 1960=100 which was based on the results of Family Living Survey conducted in 1958-59 at 50 industrially important centres. The series was then, updated on base 1982=100 and a revision in 1999-2000 has further updated the base on 2001=100. The current series of CPI-IW  with base year 2001=100 covers 78 industrially important centers spread across the country.

The current series of CPI-IW with base 2001=100 was constructed on the basis of employment data in seven sectors namely, Registered Factories, Mining, Plantations, Ports & Docks, Public Motor Transport, Electricity Generation & Distribution Establishments and Railways sector. The current series comprises of a basket of about 370 items and 289 price collection markets spread across 78 centres of the country. In the existing series, the Working Class Family Income & Expenditure Survey was conducted during 1998-99 by the NSSO and a sample size of 41040 family budget schedules and 15960 house rent schedules (i.e. about a total of 57000 schedules) were canvassed from 78 industrially important centres of the country. The price collection work was done by the Labour Bureau and the main survey work of income & expenditure data collection was conducted by NSSO.

In line with the recommendations of Index Review Committee (IRC), the possibilities of extending the  scope of the new series to two more additional sectors i.e. Handloom and Construction sectors are being considered. However, Labour Bureau expects an increase in the number of centres from existing 78 centres to around 88-95 centres approximately. Consequently, the total number of family budget enquiry schedules and house rent schedules to be canvassed would increase to 70,000 schedules approximately.

According to a press release issued by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for October, 2013 rose by 3 points and pegged at 241 (two hundred and forty one). On 1-month percentage change, it increased by 1.26 per cent between September and October compared with 0.93 per cent between the same two months a year ago.

The largest upward pressure to the change in current index came from Food group contributing 2.53 percentage points to the total change. At item level, Rice, Wheat Atta, Fish Fresh, Goat Meat, Milk (Cow & Buffalo), Pure Ghee, Onion, Vegetable items, Tea Readymade, Electricity Charges, etc.. are responsible for the rise in index. However, this was compensated to some extent by Groundnut Oil, Ginger, Petrol, putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 11.06 per cent for October, 2013 as compared to 10.70 per cent for the previous month and 9.60 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 15.02 per cent against 13.36 per cent of the previous month and 9.91 per cent during the corresponding month of the previous year.

At centre level, Bhavnagar recorded the highest increase of 9 points each followed by Ahmedabad, Labac Silchar and Kodarma (8 points each) and Vadodara and Surat (7 point each). Among others, 6 points rise was registered in 8 centres, 5 points in 10 centres, 4 points in 8 centres, 3 points in 9 centres, 2 points in 10 centres and 1 point in 11 centres. On the contrary, Belgaum and Chhindwada centres reported a decline of 3 points each followed by Mercara (2 points) and Salem, Hubli Dharwar and Puducherry (1 point each). Rest of the 15 centres’ indices remained stationary.

The indices of 39 centres are above All-India Index and other 38 centres’ indices are below national average.

The next index of CPI-IW for the month of November, 2013 will be released on Tuesday, 31 December, 2013.

Statement of Srikant Kumar Jena on Consumer Price Index

Shri Srikant Kumar Jena, Minister of State (Independent charge), Ministry of Statistics and Programme Implementation announced the release of the monthly provisional Consumer Price Index (CPI) on Base 2010=100 along with annual inflation rates for September 2013, compiled by the Central Statistics Office. Final CPI numbers for the month of August 2013 have also been released.

All India General (all groups) CPI numbers of September 2013 for rural, urban and combined are 137.8, 134.0 and 136.2 respectively.

Provisional annual inflation rate based on all India general CPI (Combined) for September 2013 on point to point basis (September 2013 over September 2012) is 9.84%. The corresponding inflation rates (provisional) for rural and urban areas are 9.71% and 9.93% respectively. Inflation rates (final) for rural, urban and combined for August 2013 are 8.93%, 10.32% and 9.52% respectively.

Provisional annual inflation rates of September 2013 for rural, urban and combined in respect of ‘food and beverages’ are 11.48%, 11.36% and 11.44% respectively.

All-India CPI-IW for June, 2013 rose by 3 points and pegged at 231 (two hundred and thirty eight) and expected Dearness Allowance due from July, 2013 is unchanged in respect of previous month expectation of 90% means 10% increase in present DA.  See following table:-

Therefore DA from July, 2013 will be 90% and will be announced in September or October in this year.

This 3 point increase in June, 13 AICPIN has also confirmed minimum 7% increase in Dearness Allowance in Jan-2014.  Next two months' AICPIN will give exact figure of expected DA.   This time calculation says that if no any increase occurred in next 6 months in AICPIN the 7% increase in expected DA of Jan-2014 is confirm.  See second table below:-

On 1-month percentage change, it increased by 1.32 per cent between May and June compared with 0.97 per cent between the same two months a year ago.

The largest upward pressure to the change in current index came from Food group contributing 2.98 percentage points to the total change. At item level, Rice, Fish Fresh, Eggs (Hen), Poultry (Chicken), Milk, Onion, Ginger, Chillies Green, Potato, Tomato & other Vegetables, Tea Leaf, Tea (Readymade), Bidi, Cigarette, Electricity Charges, Doctor’s fee, Medicine (Allopathic), Petrol, etc. are responsible for the rise in index. However, this was compensated by Wheat, Groundnut Oil and Mustard Oil putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 11.06 per cent for June, 2013 as compared to 10.68 per cent for the previous month and 10.05 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 14.86 per cent against 13.24 per cent of the previous month and 10.45 per cent during the corresponding month of the previous year.

At centre level, Pune, Bhilai and Guntur recorded the highest increase of 8 points each followed by Jalpaiguri, Asansol, Mumbai, Bokaro, Siliguri and Kanpur (7 points each) and Warrangal and Vijaywada (6 points each). Among others, 5 points rise was registered in 9 centres, 4 points in 8 centres, 3 points in 12 centres, 2 points in 15 centres, and 1 point in 14 centres. On the contrary, a decline of 1 point each was recorded in Amritsar and Coimbatore centres. Rest of the 7 centres’ indices remained stationary.

The indices of 39 centres are above All-India Index and other 38 centres’ indices are below national average. The index of Bhilwara centre remained at par with all-India index.

The next index of CPI-IW for the month of July, 2013 will be released on Friday, 30 August, 2013. The same will also be available on the office website www.labourbureau.gov.in.

According to a press release issued today by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for March, 2013 rose by 1 point and pegged at 224 (two hundred and twenty four . On 1-month percentage change, it increased by 0.45 per cent between February and March compared with 1.01 per cent between the same two months a year ago.

The largest upward contribution to the change in current index came from Food group which increased by 0.84 per cent, contributing 0.82 percentage points to the total change. This was followed by Miscellaneous group with 0.53 per cent increase contributing 0.26 percentage points to the change. At item level, largest upward pressure came from Rice, Wheat & Wheat Atta, Fish Fresh, Goat Meat, Vegetable Green & non-Leafy, Apple, Tea (Readymade), Firewood, Medicine (Allopathic), Private Tuition Fee, Bus Fare, Petrol, etc. However, this was compensated by Mustard Oil, Eggs (Hen), Poultry (Chicken), Onion, Potato and Sugar putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 11.44 per cent for February, 2013 as compared to 12.06 per cent for the previous month and 8.65 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 13.21 per cent against 14.98 per cent of the previous month and 8.16 per cent during the corresponding month of the previous year.

At centre level, Salem recorded the largest increase of 7 points followed by Sholapur and Quilon (6 points each). Among others, 5 points rise was registered in 4 centres, 4 points in 2 centres, 3 points in 4 centres, 2 points in 12 centres and 1 point in 18 centres. On the contrary, a decline of 2 points was reported in Jharia, Chennai, Siliguri, Mariani-Jorhat, Asansol and Kodarma and 1 point in 10 centres. Rest of the 19 centres’ indices remained stationary.

The indices of 34 centres are above All-India Index and other 43 centres’ indices are below national average. The index of Ajmer centre remained at par with all-India index. The next index of CPI-IW for the month of April, 2013 will be released on Friday, 31 May, 2013. The same will also be available on the office website www.labourbureau.gov.in.

•     DA rates for Government employees are to be announced half yearly which will be applicable from first January and First July.
•     On implementation of Sixth Pay Commission recommendations with effect from 01.01.2006 a new method of calculation of DA (dearness allowance) rates is adopted by Central (including Railways)and State Governments.
•     DA rates are fixed on the basis of All India Consumer Price Index (AICPI) for industrial workers with Base year as 2001.

DA is calculated using the following formulae:

Dearness Allowance = (Avg of AICPI for the past 12 months - 115.76)*100/115.76
(Fractions are ignored)

The figure 115.76 signifies the average of price index from Jan 2005 to Dec 2005.
Example: To calculate Jan 2013 DA rate Price index average from Jan 2012 to Dec 2012 is taken.

The Labour Bureau has published the latest analysis of the All India Consumer Price Index (CPI-IW) for the month of February 2013. According to the fresh index data, the price index points raised to 223 from the existing level of 221. The next index of CPI-IW for the month of March, 2013 will be released on Tuesday, 30 April, 2013.

 

The press release said that the largest upward contribution to the change in current index came from Food group which increased by 1.28 per cent, contributing 1.40 percentage points to the total change. This was followed by Miscellaneous and Fuel & Light groups with 0.62 and 0.80 per cent increase respectively contributing 0.27 and 0.11 percentage points to the change. At item level, largest upward pressure came from Rice, Wheat & Wheat Atta, Fish Fresh, Goat Meat, Poultry (Chicken), Milk, Onion, Tea (Readymade), Electricity Charges, Rail Fare, Petrol, etc. However, this was compensated by Root Vegetables and Sugar, putting downward pressure on the index. 

 

The year-on-year inflation measured by monthly CPI-IW stood at 12.06 per cent for February, 2013 as compared to 11.62 per cent for the previous month and 7.57 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 14.98 per cent against 14.08 per cent of the previous month and 5.08 per cent during the corresponding month of the previous year. 

 

At centre level, Belgaum and Munger-Jamalpur centres recorded the largest increase of 7 points each followed by Vijaywada, Tiruchirapally and Jharia (6 points each). Among others, 5 points rise was registered in 5 centres, 4 points in 6 centre, 3 points in 9 centres, 2 points in 14 centres and 1 point in 15 centres. On the contrary, 4 points decline was reported in Coimbatore, followed by Tirpura and Guwahati (3 points each) and 1 point in 7 centres. Rest of the 14 centres’ indices remained stationary. 

 

The indices of 41 centres are above All-India Index and other 36 centres’ indices are below national average. The index of Haldia centre was at par with all-India index.

“Consumer Price Index Numbers for Industrial Workers on base 2001=100 are being compiled and maintained by Labour Bureau, Ministry of Labour & Employment in respect of All-India and 78 constituent centres. The All-India Index for CPI-IW is a weighted average index of centres’ indices. These indices are compiled on monthly basis and are released on the last working day of the succeeding month”.

CPI for Industrial Workers

The Labour Bureau compiles and maintains segment specific three different series of Index numbers viz. (i). Consumer Price Index Numbers for Industrial Workers on base 2001=100, (ii). Consumer Price Index Numbers for Agricultural Labourer on base 1986-87=100, (iii). Consumer Price Index Numbers for Rural Labourer on base 1986-87=100.

Besides, the Consumer Price Index encompassing the entire rural and urban population is compiled by the Central Statistics Office, Ministry of Statistics &Programme Implementation.

These indices measure relative changes in prices of selected goods and services consumed by indexed population over a period of time.

 

Consumer Price Index Numbers for Industrial Workers Consumer Price Index Numbers for Industrial Workers on base 2001=100 are being compiled and maintained by Labour Bureau, Ministry of Labour & Employment in respect of All-India and 78 constituent centres. The All-India Index for CPI-IW is a weighted average index of centres’ indices. These indices are compiled on monthly basis and are released on the last working day of the succeeding month.

Consumer Price Index Numbers for Agricultural and Rural Labourers The Labour Bureau is also compiling CPI Numbers for Agricultural and Rural Labourers separately for 20 States and All-India. These indices are released on monthly basis by 20th of every succeeding month.
The all-India CPI for Industrial workers at the beginning of financial year 2012-13, i.e., in the month of April, 2012 was 205 with an increase of 1.99 per cent over the month March, 2012. This rise was mainly on account of Food Items and Vegetables in particular. The next highest increase of 1.92 per cent in the index was recorded during the month of July, 2012, attributed to food items, specifically cereals and vegetables.

In case of CPI-AL/RL, the proportionate change in monthly indices as compared to previous months was reported due to changes (rise/fall) in the prices of food items, particularly cereals & vegetables.

 

The headline inflation used as a macro economic indicator is based on Wholesale Price Index (WPI) compiled by the office of Economic Advisor, Department of Industrial Policy &Promotion, Ministry of Commerce & Industry. Inflation reflecting change in retail prices of goods and services consumed by the working population is measured with the help of CPI (IW). A comparative statement indicating the inflation rates during January, 2012 to January, 2013 in respect of WPI and CPI (IW) is given in the Annexure.

 The Government has undertaken a series of policy measures aimed at curbing inflation. These measures, inter-alia, include appropriate monetary measures intended to have desired impact on the demand side. The monetary policy however had to take into account the overall economic situation as manifested in declining growth rate. Besides, necessary fiscal and administrative measures were undertaken to ensure desired effect on the overall supply situation. Some of the important fiscal and administrative measures are given below:

1. Fiscal Measures:

•  Reduced import duties to zero in respect of wheat, onion, pulses, crude palmolein etc.
• Duty-free import of white/raw sugar upto June 30, 2012. Presently the import duty for sugar has been kept at 10 per cent.

2. Administrative measures:

• Ban on export of onion from time to time depending on the domestic situation.
• Suspended Futures trading in rice, urad, tur, guar gum and guar seed.
• Banned export of edible oils (except coconut oil and forest based oil) and edible oils in blended consumer packs upto 5 kg with a capacity of 20,000 tons per annum and pulses (except Kabuli chana and organic pulses and lentils up to a maximum of 10,000 tonnes per annum).

• Imposed stock limits from time to time in the case of select essential commodities such as pulses, edible oil, and edible oilseeds.

Consumer Price Index Numbers for Industrial Workers (CPI-IW) December 2012

The All-India CPI-IW for December, 2012 rose by 1 point and pegged at 219 (two hundred and nineteen). On 1-month percentage change, it increased by 0.46 per cent between .November and December compared with (–)1.01 per cent between the same two months a year ago.

The largest upward contribution to the change in current index came from Miscellaneous Group which increased by 1.08 per cent, contributing 0.49 percentage points to the total change. This was followed by Clothing, Bedding & Footwear and Fuel & Light groups with 1.17 and 0.92 percent respectively contributing 0.13 and 0.10 percentage points to the change. At item level , largest upward pressure came from Rice, Wheat Atta, Groundnut oil, Fish Fresh, Goat Meat, Poultry (Chicken), Onion, Tea (Leaf), Tea (readymade),Electricity charges, Firewood, Sweater, E.S.I. contribution, Medicine (Allopathic), Private Tution Fees, us fare, Flower/ Flower Garlands, Tailoring Charges, etc.

The largest downward contribution to the change in current index came from Vegetables & Fruits with a decline of (-) 8.33 per cent contributing (-) 1.21 percentage points to the total change.

The year-on-year inflation measured by monthly CPI-IW stood at 11.17 per cent for December, 2012 as compared to 9.55 per cent for the previous month and 6.49 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 13.53 per cent against 10.85 per cent of the previous month and 1.97 per cent during the corresponding month of the previous year.

At centre level, Hubli Dharwar recorded the largest increase of 10 points followed by Quilon (8 points) and Mundalakkayam and Ernaculam (7 points each) and Mysore (5 points). Among others, 4 per cent rise was registered in 2 centres, 3 points in one centre, 2 points in 11 centres and one point in 12 centres. Doom Dooma Tinsukiya centre reported a decline of 5 points followed by Jalpaiguri and Faridabad 4 points each. Among others 6 centres registered a fall of 3 points, 11 centres registered a fall of 2 points and 13 centres registered a fall of 1 point. Rest of the 14 centres indices remained stationary.

The indices of 37 centres are above All-India Index and other 37 centres’ indices are below national average. The indices of Jabalpur, Bengaluru, Chandigarh and Haldiya remained at par with all-India index.

The next index of CPI-IW for the month of January, 2013 will be released on Thursday, February 28, 2013 and will be uploaded on the office website www.labourbureau.nic.in on the same day.

The All-India CPI-IW for November, 2012 rose by 1 point and pegged at 218 (two hundred and eighteen). On 1-month percentage change, it increased by 0.46 per cent between October and November compared with 0.51 per cent between the same two months a year ago.

 

The largest upward contribution to the change in current index came from food items which increased by 0.86 per cent, contributing 1.01 percentage points to the total change. At item level, largest upward pressure came from Rice, Wheat Atta, Goat Meat, Milk, Onion, Potato, Tea (readymade), Snack Saltish, etc. The other items like Cooking Gas, Medicine (Allopathic), Bus Fare, Auto Rickshaw Fare, Flower/Flower Garlands, Tailoring Charges, etc. also put upward pressure in total change.

 

The largest downward contribution to the change in current index came from Pulses and Products with a decline of 0.38 per cent, contributing (-) 0.03 percentage points to the total change. However, at item level, vegetable & fruit items like Cauliflower, Radish, Palak, Brinjal and Orange put downward pressure on the index.

 

The year-on-year inflation measured by monthly CPI-IW stood at 9.55 per cent for November, 2012 as compared to 9.60 per cent for the previous month and 9.34 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 10.85 per cent against 9.91 per cent of the previous month and 7.61 per cent during the corresponding month of the previous year.

 

At centre level, Mysore recorded the largest increase of 7 points followed by Vijaywada (6 points) and Guntur, Tiruchirapally, Coimbatore and Bengluru (5 points each). Among others, 4 points rise was registered in 7 centres, 3 points in 10 centres, 2 points in 6 centres and 1 point in 20 centres. Nagpur centre reported a decline of 2 points and other 9 centres registered a fall of 1 point each. Rest of the 19 centres’ indices remained stationary.

 

The indices of 41 centres are above All-India Index and other 36 centres’ indices are below national average. Puducherry’s index remained at par with all-India index.

 

The next index of CPI-IW for the month of December, 2012 will be released on Thursday, January 31, 2012.

Calculation of CPI

The Labour Bureau has been compiling and maintaining three different series of Consumer Price Index numbers viz. (i) Consumer Price Index Numbers for Industrial Workers (CPI-IW) on base 2001=100, (ii) Consumer Price Index Numbers for Agricultural Labourer on base 1986-87=100, (iii) Consumer Price Index Numbers for Rural Labourer on base 1986-87=100.

These index numbers measure a temporal change in prices of fixed basket of goods and services consumed by the target groups and are compiled on the basis of the prices of selected goods and services which are collected every week/month and the weights assigned to them. Weights to the selected items are assigned on the basis of the expenditure incurred on them as revealed by the surveys conducted for the purposes.

The index numbers for centre/state are compiled in several stages i.e. Sub-group, Group and General level. These centre/state level indices are then weighed to work out all-India indices.

The weights (Group / Sub-group wise) under  Consumer Price Index for Industrial Workers on base 2001=100 and Consumer Price Index Numbers for Agricultural Labourer / Rural Labourer on base 1986-87=100 are given at Annexure.

The services like education, health/medicine, transportation are included in the compilation of all three Consumer Price Index Numbers. The details of the weights assigned to services like education, health/medicine, transportation, etc. are given in Annexure.

There is substantial increase in the weights attached to services like education, health/medicine, transportation in successive series of Consumer Price Index number for Industrial Workers which is revealed from the statement given below:

Central Government staffs may get 8% D.A. from January 2013

As we are in the halfway mark of calculating D.A. effective from 01.01.2013, let us try to predict it based on current trend. The AICPI-IW No. for three months , i.e. July, Aug, Sep 2012 is punlished by the labour bureau. It is respectively 212,214 and 215. Based on current situation, if we assume that inflation will remain same and the next three months figure remains static at 215, the total D.A. will be 80% of pay as on 01.01.2013.

 

If the figure increases 1 point each in the coming three months, the D.A. will still be 8%.

 

If the figure increases 2 point each in the coming three months, the D.A. will then be be 9%, which is not very likely.

 

So we predict a 8% rise in D.A. for Central Govt. employees with effect from January 2013.
