In continuation to letter No. 11029/39/2011/KYS(HQ)/Acad dated 21.03.13, regarding the Appointment of Teachers on Contractual Basis, It is stated that the Board of Governors of KVS in its 94th Meeting held on 28.12.2012 has approved the recommendation of the Finance Committee about the changes in the terms and conditions of appointment of Teachers on the contract basis in Kendriya Vidyalayas. The same is applicable for German (Foreign) Language Contractual Teachers which is given as follows:

The German (Foreign) Language Teachers are appointed for Classes VI -VIII and also for Class IX – X, if required as an additional/optional/hobby subject.

OFFICE MEMORANDUM

Subject: - By HPPC recommendations, Payment of DA to the CDA pattern employees of 69 CPSEs governed

The undersigned is directed to refer to Para 2 and Annexure-III to this Department’s O.M. of even number dated 14.10.2008, wherein the rates of DA payable to the employees who are following CDA pattern has been indicated.

2.    The DA payable to the employees may be enhanced from the existing rate of 72% to 80% with effect from 01.01.2013.

3.    The payment of Dearness Allowance involving fractions of 50 paise and above may be rounded off to the next higher rupees and the fractions of less than 50 paise may be ignored.

4.    These rates may be made applicable in the case of CDA employees, whose pay have been revised with effect from 01.01.2006 as per DPE O.M. dated 14.10.2008.

5.    All the Administrative Ministries/Departments of the Government of India are requested to bring the foregoing to the notice of the Central Public Sector Enterprises under their administrative control for action at their end.

GOVERNMENT ORDER NO. FD 9 SRP 2013,
BANGALORE, DATED 8th MAY 2013


Government are pleased to sanction increase in the rates of Dearness Allowance payable to the State Government employees in the Revised Pay Scales 2012 from the existing 4% to 9% of Basic Pay with effect from 1st January 2013.

2. These orders will apply to the full time Government employees, employees of Zilla Panchayats, work charged employees on regular time scales of pay, full time employees of aided educational Institutions and Universities who are on regular time scales of pay.

3. For the purpose of grant of Dearness Allowance, the term ‘Basic Pay’ means, pay drawn by a Government Employee in the scale of pay applicable to the post held by him and includes:

    a.    Stagnation increment, if any, granted to him above the maximum of the scale of pay.

    b.    Personal Pay, if any, granted to him under sub-rule (3) of Rule 7 of the Karnataka Civil Services (Revised Pay) Rules, 2012.

    c.    Additional Increment, if any, granted to him above the maximum of the scale of pay.

 

4.    Basic Pay shall not include any emoluments other than those specified above.

5. Government are also pleased to sanction increase in the rates of Dearness Allowance from the existing 4% to 9% of the basic pension/family pension with effect from 1st January 2013 to the State Government pensioners/family pensioners and pensioners/family pensioners of the aided educational institutions whose pension/family pension is paid out of the Consolidated Fund of the State.

6. Separate orders will be issued in respect of pensioners who were drawing immediately before retirement pay in the UGC/AICTE/ICAR and NJPC scales of pay and who retired on or after lst January 2006.

6.    The increase in Dearness Allowance admissible under this order is payable in cash.

7.    The payment on account of Dearness Allowance involving fractions of 50 paise and above shall be rounded off to the next rupee and fractions less than 50 paise shall be ignored.

8.    The Dearness Allowance will be shown as a distinct element of remuneration and will not be treated as pay for any purpose.

CGHS introduces new facility to check the status of medicines issued to beneficiaries..!

The Ministry of Health and Family Welfare has now introduced the new facility to the beneficiaries of Central Government Health Scheme to check the status of medicines issued to the individual through its official portal.

Central Government Pensioners can now view the status of their medical history through online in home itself. The step by step action has been explained for registration to get the beneficiary details of Medical History... the statement has published in the portal as is given below for your information...

To  view history of Medicines issued to you follow the steps given below:

1. open url  cghs.nic.in

2. In the window opened click on button 'Beneficiary Details'

3. Click on button   'Login with  Beneficiary ID'

4. In the window opened click on button 'Register Here'

5. In the window opened  enter the details and click on button 'Register'

 a)  In case the details entered are matching with data in CGHS Data base a system generated one time  'pass word' will be sent to the registered mobile phone by SMS

b) If , there is a message “details for selected beneficiary not found”

Please check the details entered  or contact CMO i/c of CGHS Wellness Centre for correction of Data / Mobile Phone number in the Data base

6. Once the pass word is received, go back to Beneficiary sign in page and login using password

7.Click on button 'Beneficiary Medical History' and view details

Subject:- Payment of DA to Board level/below Board level executives and non-unionized supervisors following IDA scales of pay in Central Public Sector Enterprises(CPSEs) on 1987 and 1992 basis.
 
The undersigned is directed to refer to para No.3 of this Department’s OM. No. 2(50)/86-DPE (WC) dated 19.07.1995 wherein the raies of DA payable to the executives holding Board level post have been indicated. In accordance with the DA scheme spelt out in Annexure-II of the said O.M. the installments of DA become payable from 1st January, 1st April, 1st July, 1st October, every year based on the price increase above quarterly Index average of 1099 (1960=100).
 
2. In continuation of this Department’s O.M. of even No. dated 05.10.2012, the rates of DA payable to the executives of CPSEs holding Board level post, below Board level post and non-unionised supervisors following IDA pattern of 1992 pay scales may be modified as follows:

The quantum of IDA payable from 01.01.2013 at the old system of neutralization @ Rs.2.00 per point shift for increase of 120 points may be Rs.240/- and at AICPI 4945 DA payable may be Rs.8479.75 to the executives holding Board level post, below Board level post and non-unionised supervisors following IDA pattern in the CPSEs of 1987 pay scales.
 
5. All administrative Ministries/Department of Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for action at their end.

The undersigned is directed refer to this Department’s Office Memoranda dated 26.11.2008, 09.02.2009 and 02.04.2009 (Executives pay revision) and 09.11.2006 and 01.05.2008 (Workmen Wage Revision) on the subject anl to clarify that for the purpose of wage/pay revision, a CPSE is treated as a single entity and consequently, pay/wage revision has to be based on the performance/profitability of lhe company as a whole and not separately for each unit. It means that different units within the same CPSE cannot have different pay/wage structures.

Dear friends,

            The issues related to the Administrative Staff of the Government of India as follows have been placed before the 24th Conference held at Kolkata during 4th to 6th May 2013 by the undersigned in the capacity as National Organizing Secretary of the Confederation. The resolution committee of the Conference has finally adopted these demands and the same will be taken up with the Government by the Confederation in the coming days.

1)    Merger of LDC and UDC upgradation of Grade pay to 2800/ (Confederation resolution modified this as Rs. 2400/ for LDC & Rs. 2800 for UDC).

2)     Parity in pay scales of the Ministerial and Stenographers   between Field and Secretariat offices.

3)    Granting Rs. 4200 grade pay to30% UDC after completion 5 years service.

4)    Granting of MACP on promotional hierarchy. Abolition of Grade pay Rs. 2000/ for granting of MACP.

5)    Finalization & implementation of cadre restructuring pending with various Ministries/Ministry of Finance/DOPT before constitution of 7th CPC.

6)    Continuation of the Association with the already identified cadres. Stop         re-identification of already identified groups for recognition which is against the CCS (RSA) Rules.

The below statement was stated by Shri.Namonarain Meena in Lok Sabha in a written reply to a question on 3rd May, 2013 about the increase in the rate of Dearness allowance to Central Government employees is in  proportion to the increase in the rate of inflation.
As per the recommendations of the Sixth Central Pay Commission, the Dearness Allowance (DA) is given to Central Government employees in January and June every year based on last 12 month average of all India Consumer Price Index for Industrial Workers (2001=100).

The increase in the rate of DA to the Central Government employees is in proportion to the increase in the rate of inflation in the country. The fraction of inflation is carried forward.

There are a number of cases where an applicant has filed first appeal with the First Appellate Authority in the Public Authority concerned and second appeal/complaint with the Central Information Commission/State Information , as the case may be, inter-alia, due to the following reasons:
(i) Non-receipt of information within prescribed time;
(ii) Denial of request of information;
(iii) If he/she believes that incomplete/misleading or false information under this Act has been given by the Public Information Officer.

The Right to Information Act, 2005 already provides for imposition of penalty and recommendation of disciplinary action by the Central Information Commission/State Information Commission, as the case may be, against the Public Information Officer who has knowingly given incorrect, incomplete or misleading information under the RTI Act. The CIC/SICs have been imposing such penalties and also recommending disciplinary action against such Public Information Officers.
This was stated by Shri V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pension and Minister of State in the Prime Minister’s Office in written reply to a question by  Shri Bharat Ram Meghwal  today.

Sub: Promotion in the grade of Private Secretary from Stenographer Grade-I.

It has been decided to promote the individuals as per enclosed Annexure 'A’ to the grade of Private Secretary in the Pay Band-II Rs 9300-34800 plus Grade Pay Rs. 4600/- with immediate effect or from the date of assumption of charge whichever is later and retain them to same office. The Part II office order may be published simultaneously.

2. Before promoting the individual, it may please be ensured that none of the circumstances enumerated in Para 2 DOP&T OM No. 22011/4/91-extt (A) dated 14.09.92 has arisen before promotion. If such circumstances have arisen, the promotion shall not be released and instead treat the case as a deemed sealed
 cover case in terms of para 7 of the said OM. It may please be ensured that none of the Steno Grade-I, who are undergoing the period of penalty are promoted till the expiry of the period of penalty. The promotion orders notified should also indicate that they have been selected for promotion to Private Secretary (Group ‘B’) by the PCsDA/CsDA.

3. Case of refusal on promotion may please be dealt with by the Controllers themselves as the appointing authorities in the light of provisions contained in DP&AR OM No. 22034/3/81-Estt. (D) dated 01/10/81 & this HQrs may please be informed accordingly.

4 While issuing order of promotion, the attention of the individuals may please be drawn to the provisions of Ministry of Personnel, Public Grievances & Pension (DOP&T) OM No. 01/12/97-Estt (Pay) dated 23.04.99 and clarification No. 2 of GOI, Ministry of Finance,  Department of Expenditure No.01/01/2008-IC dated 13.09.08 regarding exercising of an option by them for fixation of their pay as Private Secretary.
