There is a proposal under consideration of the Government to bring "Sports" under concurrent List from State List. In this regard, the Ministry of Youth Affairs & Sports (Department of Sports) has sought comments from the concerned Ministries/Departments as well as Governments of States/UTs.
The main objective of shifting "Sports" from State List to Concurrent List is to enable the Central Government to provide for a robust comprehensive framework for sports.

All sports promotional schemes of Department of Sports are applicable to whole country irrespective of area and gender. However, some schemes of the Ministry have specific component for increasing the participation of women and youth from tribal areas in sports.

Continuous efforts are made to increase the participation of women and youth from tribal areas in the sports. The participation of number of girls trainees under SAI Schemes have increased from 3530 (2015-16) to 4031 (2016-17) to 4426 (2017-18). Similarly, the number sportspersons of which majority of them come from rural and tribal areas of the country have increased from 11773 (2015-16) to 13684 (2016-17) to 14907 (2017-18) under SAI Schemes.

This information was given by Minister of State (Independent Charge) forYouth Affairs and Sports Shri Col. Rajyavardhan Rathore Retd in a written reply to the Lok Sabha today.

Subject: Admissibility of SPORTS (Society for Promotion of Nature Tourism and Sports) tour package to Lakshadweep Islands on ships operated by Lakshadweep Administration on LTC.

The undersigned is directed to say that this Department is in receipt of references seeking clarification regarding the admissibility of journey performed by ships booked through SPORTS (Society for Promotion of Nature Tourism and Sports), Lakshadweep, for the purpose of journeys performed on LTC.

2. The matter has been considered in this Department in consultation with Department of Expenditure and UT of Lakshadweep. It has been decided that the tour pacakages conducted by SPORTS to Lakshadweep Islands on the ships owned and operated by Lakshadweep Administration shall be allowed for the purpose of LTC journey subject to the following conditions:
(i) SPORTS is offering various tour packages to the tourists, fare of which is charged as per the transportation and accommodation chosen for the destination. Only transportation charges shall be reimbursable for the respective tour package.
(ii) SPORTS shall issue a certificate for transportation charges to the Government servants indicating the fare components separately and certify that the journey was actually performed by the Government servant and his family members for which he/she is claiming the Leave Travel Concession.
(iii) Fare reimbursement for the journey performed by boat/ship shall be exercised in accordance with TA entitlement of the Government servant for journey by sea or river steamer.

3. These instructions shall take effect from the date of issue of this O.M. The LTC claims already settled will not be re-opened.

4. In their application to the staff serving in the Indian Audit and Accounts Department, this order issues with the approval of Comptroller & Auditor General of India.

‘Come and Play': Govt tells central goverment employees

New Delhi: Central government employees and their families can now take part in sports and fitness activities like swimming, badminton and table tennis at top facilities of SAI under the ‘Come and Play’ scheme.

According to a DoPT order, the employees, their families and dependants can use various facilities of Sports Authority of India, including at Jawaharlal Nehru stadium and Major Dhyan Chand national stadium.

The facilities would be available on a first-come-first- serve basis and the rates would not exceed Rs 100 per person, the Department of Personnel and Training (DoPT) order said.

There are about 50 lakh central government employees working across the country.

The facilities being offered are swimming, badminton, table tennis and fitness centres at both the stadiums, the DoPT said.

The ‘Come and Play’ scheme was initiated for optimum utilisation of SAI sports facilities across the country by providing youth from local communities and sports enthusiasts with an opportunity to get trained under expert coaches.

The Minister of State (Independent Charge) for Youth Affairs & Sports, Shri Sarbananda Sonowal has said that funds are being provided across the country for implementation of the Schemes/programmes for promotion of Sports as well as upliftment of youth. The details of scheme/programme-wise allocation/release/expenditure under the various schemes/programmes during each of the last three years and the current year is as below:

He said, the Department of Youth Affairs, Ministry of Youth Affairs and Sports, has taken several steps for spreading awareness about the National Youth Policy, 2014 and for its effective implementation.  The Policy recommends specific policy interventions for development and empowerment of youth in 11 priority areas, namely, education, employment and skill development, entrepreneurship, health and healthy lifestyle, sports, promotion of social values, community engagement, participation in politics and governance, youth engagement, inclusion and social justice. The implementation of the Policy is the collective responsibility of all concerned Central Ministries/ Departments, State Governments as well as other stakeholders. The Department of Youth Affairs is playing the coordinating/facilitating role.

The National Youth Policy, 2014 is applicable to all the youth in the country in the age-group of 15-29 years. The Department of Youth Affairs has constantly pursued the matter with all concerned Central Ministries/ Departments to take necessary steps for implementation of the Policy. The State Governments have also been requested to formulate/ revise their State Youth Policies, in line with the National Youth Policy, 2014.

In a written reply in the Rajya Sabha today the Minister said, schemes of the Department of Sports, aimed at achieving twin objectives of National Sports Policy 2001 viz., mass participation in sports and achieving excellence in sports, are being implemented impartially and with transparency.

The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that as per the instructions issued by the Ministry of Personnel, Public Grievances & Pensions, sportspersons who have represented a State or the country in the National or International competitions, Inter-university tournaments conducted by the Inter-University Sports Boards, State School Teams in the National Sports/Games conducted by the All India School Games Federation and those awarded with National Awards in Physical Efficiency under the National Physical Efficiency Drive, are eligible for being considered for appointment in Central Government offices against the vacancies reserved for meritorious sportspersons.

In a written reply in the Rajya Sabha today Shri Sonowal said, in terms of existing instructions of the Government, upto 5% of direct recruit vacancies in Group ‘C’ and erstwhile Group ‘D’ are reserved for meritorious sportspersons in Central Government offices.

He said, Ministries/Department of Government of India can recruit meritorious sportsmen in any year in relaxation of the recruitment procedure, to the extent that these, including all other reservations under exisiting orders, do not exceed 50% of the total number of vacancies proposed to be filled by direct recruitment. Central Government organizations and Public Sector undertakings recruit meritorious sportspersons including medal winners in international sports events from time to time for which they advertise in Employment News and other newspapers.

The Minister said, meritorious sportspersons are also eligible for monthly pension under the Scheme titled “Scheme of Pension to Meritorious Sportspersons”. Sportspersons who have won medals in Olympic Games, Commonwealth Games, Asian Games and World Cups/World Championships (in Olympic and Asian Games disciplines) and Paralympic Games, after they attain the age of 30 years or retire from active sports, whichever is later, are eligible for monthly pension.

Shri Sonowal said, the Scheme of National Welfare Fund for Sportspersons provides ex-gratia financial assistance to outstanding sportspersons of yesteryears, now living in indigent circumstances, whose annual income is less than Rs. 2 lakh for medical treatment etc.

New Delhi: All central government employees who participate in national and international sporting events will get double the amount of existing special pay, between Rs 210 and Rs 1,000.
Such sportsmen will get a minimum of Rs 210, which may go up to Rs 1,000, as special pay in addition to their salary, according to an order issued today by the Ministry of Personnel.
“The personal pay will be related to the Grade Pay corresponding to the post against which the employee concerned had initially earned or will earn the personal pay,” it said.
The personal pay is to be granted from the first of the month following the month in which the sporting events are completed and will not count for any service matter like pay fixation on promotion, retirement benefit or Dearness Allowance or City Compensatory Allowance.
The decision was taken in order to motivate government employees to participate more in sports.
The revised rate are applicable prospectively from September 1, 2013, the order said.
