Subject: Payment to Suppliers etc. by Government Departments through e-Payment.

A reference is invited to this office O.M.No 1(1)/2011/TA/366 dated 1st August 2016 regarding payment to Suppliers etc. above Rs. 10,000/- by Government Departments through e-Payment.

2. In order to attain the goal of complete digitization of Government payments, the existing limit of Rs. 10,000/- prescribed in paragraph 2 of this office O.M. dated 1st August 2016 has been further reviewed. It has now been decided to lower the threshold limit to Rs. 5,000/- (Rupees five thousand only).

3. All Ministries/ Departments of the Government of India shall ensure with immediate effect that all payments above Rs. 5,000/- (Rupees five thousand only) to suppliers, contractors, grantee/loanee institutions etc. are made by issue of payment advices only.

This issues with the approval of the Finance Minister.

Subject: Payment to Government servants other than salary etc. through e-Payment

A reference is invited to this office O.M. No. 1(1)/2011/TA/ 292 dated 31st March 2012' regarding payment to Government servants other than salary etc. through e-Payment from 1st April 2012. Since advancements in payment and banking technology have enabled a large number of transactions to be handled smoothly through the e-payment mode, the existing limit of Rs. 25,000 / - prescribed in paragraph 2 of this office. O.M. dated 31st March 2012 has been further reviewed. It has now been decided to lower the threshold limit to Rs. 10,000 /- in order to bring more payments. under the purview of direct credit by electronic transfer to the bank account of the payee.

2. All Ministries/ Departments of the Government of India are required with immediate effect to discharge all payments to Government servants, other than salary, above Rs.10,000/- (Rupees Ten thousand only) by issue of payment advices, including electronically signed payment advices.

3. In so far as payment of salary is concerned, employees may continue to have the option of drawing salary by cash, cheque or electronic payment mode irrespective of the amount involved.

4. . This issues with the approval of the Finance Minister.

Sub: Payment to Govt. Servants other than salary etc. through e-payment from 01-04-12.
Please refer to this office letter No.D/28/NEFT/Corr/VOl-V dt. 05.06.2012 under which Ministry of Finance, Department of Expenditure, controller General of Account O.M.No.1(1)/2011/TA/292 dt.31-03-2012 received vide HQrs letter No. A/III/12157/ECE/Comm-IX dt. 17.05.2012 (Copy enclosed) on payment to Govt. servants other than salary etc. through e-payment with effect from 01-04-12 was circulated for necessary action at your end.
2. In the above letter it is intimated that the Central Govt. Account (Receipts and payments) Rules, 1983 have been amended, inter alia, to provide for issue of payment advices to the bank for direct credit by electronic transfer to the specified bank account of the payee. As per the amendments, the Govt. Servants are permitted to receive their salary by direct credit to their bank accounts through payment advices, at their option.
3. In this regard it is intimated to make payments to government servants, other than salary, above Rs.25000/- by issue of payment advices, including electronically signed payment advices with effect from 1st April 2012.
4. Further, it is also intimated to make all payments towards settlement of retirement/terminal benefits such as gratuity, commuted value of pension, encashment of leave salary, CGEGIS, withdrawals from General provident Fund, etc. by issue of payment advices, including electronically signed payment advices. 
you are therefore requested to make payment to govt. servants other than salary upto Rs.25000/- in cash/cheque/e-payment at the option of Govt. Servants in compliance of the instruction issued vide ministry of Finance, Department of Expenditure, Controller General of Accounts O.M.No.1(1)/2011/TA/292 dt.31/03/2012.

Subject: Review of payment of Group Insurance of All India Services on E-payment.

Sir,
In continuation of this Department’s letter No, 11024/56/2012-AIS-II dated 09/09/2015, it is to state that to facilitate E-payment of Group Insurance to the beneficiary under All India Services (Group Insurance) Rule, 1981, Mobile Number of the beneficiary has become one of the mandatory column for registering while processing the bill through Public Financial Management System (PFMS) for facilitating E-payment of the Group Insurance.

2. Therefore, in addition to the bank details of beneficiary as called for in the aforesaid letter of this Department, all the State /Union Territory Governments, Ministries/Departments etc are requested to provide the Mobile Number of the beneficiary along with bank details (duly attested on separate sheet) while sending the claim of Group Insurance of retired All India Services to the respective cadre controlling authorities for settlement.

Respected Sir,
With due regards, your attention is invited to Section 6. of the Payment of Wages Act, 1936 which stipulates that all wages shall be paid in current coins or currency notes or in both provided that the employer may after obtaining the written authorisation of the employed person, pay him the wage, either by cheque or by crediting the wages in his bank account.
 
It is worth to mention here that the Head of Departments / Head of Offices of the defence installations under Army, Air Force, Navy, DDP, DRDO etc. have successfully convinced all the industrial & non-industrial civilian employees to draw their wages in bank account and has got the salary account opened in nationalized bank including State Bank of India,
 
Further, State Bank of India grants some privileges/facilities to the holders of salary accounts under Defence Salary Package, which are mentioned in annexure of this letter. But it is painful to note that the same benefit is not being extended to civilian employees of the same defence installation.
 
Therefore, you are requested to take necessary action so that the industrial / non-industrial civilian employees of defence installations may also get the benefits of Salary Accounts under Defence Salary Package.
