Subject: - Review of Modified Flexible Complementing Scheme (MFCS) - reg.

As the Scientific Ministries / Departments are aware a Committee under former Secretary, Department of Bio-Technology, Prof. K. Vijay Raghavan, was constituted to review the Modified Flexible Complimentary Scheme (MFCS). A proposal based on the recommendations of this Committee was considered by the Committee of Secretaries (CoS), constituted to frame comprehensive and uniform guidelines relating to promotion of scientists In Scientific Ministries and Departments, in its meeting held on 20th February 2020.

2. The CoS has inter-alia recommended as under:
  • Ministries / Departments may carefully rework the Output Indicators so as to simplify and streamline them. Qualitative dimensions may also be captured so that excellence of a Scientist is brought out and only the deserving Scientists get promoted.
  • Ministries / Departments may ensure that all promotions under MFCS are held timely so that the issue of granting retrospective promotion does not arise.
  • Number of posts required at HAG / HAG+ level may be worked out individually at the Ministry / Department level looking at the organizational structure and their specific requirements. Cadre review exercise may accordingly be undertaken.
3. All Scientific Ministries / Departments are accordingly requested to take necessary action as per the above recommendations of the CoS and furnish an Action Taken Report to this Department by 31.05.2020.

Sub: Preventive measures to achieve ‘social distancing’ to contain the spread of COVID19 - Relaxation in CCS (Leave) Rules, 1972 regarding.

The undersigned is directed to state that the leave sanctioning authorities were advised vide O.M. of even number dated 17th March, 2020 to sanction leave who wish to self-quarantine, as a preventive measure. In this regard, in relaxation of Central Civil Services CCS (Leave) Rules, 1972, it has now been decided with the approval of competent authority to grant Commuted Leave without production of medical certificate to those officials who are above 50 years of age and have underlying conditions i.e. Diabetes, Respiratory problems, Renal diseases and other life-threatening illness, for a period upto 4th April, 2020, so as to avoid unnecessary burden on the health care system.

These instructions shall be applicable to Ministries / Departments / attached and subordinate offices of Central Government. Similar instructions may be issued to Autonomous / Statutory Bodies.

Grant of vigilance clearance for obtaining passport

OFFICE MEMORANDUM

Subject: Grant of vigilance clearance for obtaining passport.

The undersigned is directed to refer to this Department’s O.M. of even no. dated 28.03.2018 prescribing the guidelines for grant of vigilance clearance for obtaining passport. The guidelines have been reviewed by this Department in consultation with Central Vigilance Commission and Ministry of External Affairs (MEA).

2. MEA has also issued the guidelines for issuance of ordinary Passport to the Government servants vide O.M. No. VI/401/01/05/2014 dated 26.05.2015, wherein procedures to be followed in this regard have been prescribed.

3. In view of the above, it is mandatory for the administrative Department /Controlling Authority to check as to whether any provision of the Section 6(2) of the Passport Act, 1967 is attracted in case of employees, who are working under them, while obtaining Indian Passport. As such, it is required to check the vigilance clearance of such Government servants.

4. Accordingly, it has been decided that vigilance clearance can be withheld only under the following circumstances:
  • The officer is under suspension;
  • Charge sheet has been filed in a Court by the Investigating Agency in a criminal case or after grant of sanction by the Competent Authority under PC Act or any other criminal matter and taken cognizance of by the Court of Law.
5. All Ministries / Departments / Offices are requested to bring the above guidelines to the notice of all Disciplinary Authorities under their control.

6. This OM is issued in supersession of this Department’s earlier OM. No. 11012/7/2017-Estt.A-III dated 28th March, 2018.
