Cadre Management in the CSS

The Department of Personnel & Training has taken various measures to fill up the total vacancies of 2633 in Assistants’ Grade and 478 in Section Officers’ Grade in all the participating Ministries and Departments of Central Secretariat Service, existing as on 1st January, 2015.

Around 1250 of the 2633 vacancies in the Assistants’ Grade have been filled up on an adhoc basis in February, 2015 after successful conclusion of the litigation concerning seniority list of Upper Division Clerks in the High Court of Delhi on 21st January, 2015.

To fill up the vacancies in the Section Officers’ Grade (seniority quota), zones for promotion have been issued for Select Lists upto 2014. Limited Departmental Competitive Examination for Section Officers’ Grade for the year 2014 has also been held for which 333 vacancies have been reported to Union Public Service Commission.

The shortfall in the Assistants’ Grade occurred as the Combined Graduate Level Examination (CGLE) 2013 had to be re-conducted by Staff Selection Commission (SSC) on the directions of Hon’ble Central Administrative Tribunal, Principal Bench, New Delhi. 1267 direct recruitment quota vacancies for the year 2013 and 756 (tentative) vacancies for the year 2014 have been reported to SSC for filling up through CGLEs. Final results of CGLEs 2013 and 2014 have not yet been declared.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Dr. K.V.P. Ramachandra Rao in the Rajya Sabha today

Subject: Revised Guidelines regarding Centralisation of Cadre Management of CSS with the CS Division of DOP&T

After the first Cadre Restructuring of Central Secretariat Service (CSS) in the year 2003, cadre management of CSS was centralized in CS.I Division. Detailed instructions regarding carrying out of various cadre management functions were issued vide O.M. No. 21/01/2004-CS.I dated 20.04.2005.

Thereafter, there have been changes in the procedure followed in the cadre management activities necessitating revised guidelines to correctly reflect the extant position. Accordingly, in supersession of 0M dated 20.4.2005, revised instructions are issued as under:

2. (i) Direct Recruitment to Assistant Grade: CS.I Division, DoPT will be responsible for direct recruitment to the grade of Assistant. The Division will also maintain Post Based Reservation Roster for the purpose

(ii) Promotions: Promotions to all grades of CSS will be carried out by DoPT as under:

I. Assistant Grade:
(a) SQ promotion CS.ll, Division, DoPT will be responsible for SQ promotion to the grade of Assistant on the basis of All Secretariat Common Seniority List in the grade of UDC. CS.ll Division will issue the zone for promotion and the Ministries/ Departments concerned will conduct the DPC in terms of CSS Rules, 2009. CS.ll Division will issue the Select List on the recommendations of DPCs by Ministries/ Departments.
(b) Limited Departmental Competitive Examination (LOCE) : CS.ll Division, DoPT will be responsible for promotion to Assistant Grade on the basis of LDCE CS.ll Division will maintain Post Based Reservation Roster for these purposes.
 
II. Section Officer
(a) SQ promotion CS.I, Division, DoPT will be responsible for SQ promotion to the grade of Section Officer on the basis of All Secretariat Common Seniority List in the grade of Assistant. CS.I Division will issue the zone for promotion and the Ministries/ Departments concerned will conduct the DPC in terms of CSS Rules, 2009. CS.I Division will issue the Select List on the recommendations of DPCs by Ministries/
Departments.

(b) Limited Departmental Competitive Examination (LDCE) : CS.I Division, DoPT will be responsible for promotion to Section Officer Grade on the basis of LDCE conducted by the UPSC.
CS.l Division will maintain Post Based Reservation Roster for these purposes.

III. Under Secretary:
The only mode of recruitment to this grade is promotion. CS.I Division will be responsible for bringing out Select List for regular promotion to this grade in consultation with UPSC. CS.I Division will also maintain Post Based Reservation Roster.

IV. DS/Dir :
Promotion is the only mode of recruitment to these grades CS.I Division will be responsible for bringing out Select List for regular promotion to these grades on the recommendations of DPC constituted for the purpose.

(iii) Transfers: Transfer of officers ¡n all the grades of CSS either on promotion or on rotational transfer or otherwise will be made by the CS.l Division.

(iv) Maintenance of APARs: ACRs/APARs of Under Secretaries, Deputy Secretaries and Directors of CSS will be maintained by CS.l Division. ACR/APAR dossier in respect of SOs and Assistants will continue to be maintained by the respective Ministries/ Departments. However, Ministries /Departments will scan and upload the ACRs/APARs of all the grades in the web based cadre management system.

(v) Deputation : Cadre clearance for deputation of CSS Officers of US and above grades will be granted by CS.l Division. Officers of these grades will report to CS.I Division on repatriation from deputation for further posting. In the grades of Assistant and SO, cadre clearance for deputation will be granted by the respective Ministries/Departments and offices of these grades will report to the same cadre units on expiry of deputation.

(vi) Long leave : Officers of US and above grades on expiry of long leave one year or more will report to CS.I Division for further posting. No substitute will be provided to Ministries / Departments in case of leave less than one year.

(vii) Private Foreign Visit: Permission for private visit abroad in respect of CSS Officers of all grades will be granted by the Ministries / Departments concerned subject to CCS (Conduct) Rules, 1964 and any other instructions on the matter. Cadre Clearance by CS.I Division will not be required for this purpose. However, application for private foreign visit and permission granted should be captured in the web based cadre management system.

(viii) Short Term Foreign Training: Ministries / Departments may nominate officers for short term foreign training, not exceeding three months. However, for foreign training beyond three months cadre clearance from CS.l Division will be required in case of US and above level officers of CSS. Details of foreign training should be entered in the web based cadre management system.

(ix) Domestic Training: Ministries/ Departments may nominate officers for domestic training not exceeding one year. In case of domestic training exceeding one year, cadre clearance from CS.l Division should be obtained for US and above level officers of CSS. Details of training should be entered in the web based cadre management system.

(x) Voluntary retirement: Approval of competent authority for voluntary retirement of CSS Officers of US and above levels will be conveyed by CS.I, DoPT. Requests for voluntary retirement should be forwarded to this Department with the approval of Secretary of the Department and after obtaining vigilance clearance from AVD, DoPT. Approval for voluntary retirement of Assistant and SO will, however, be granted by the concerned Ministry / Department with the approval of the Minister concerned. Requests for voluntary retirement and approval granted should be entered in the web based cadre management system.

(xi) Grant of study leave: Any request for grant of study leave to a CSS officer (of the grades of Under Secretary and above) would require prior approval of CS.I Division of DOP&T.

(xii) Commercial employment: Proposal for commercial employment after retirement of a CSS officer in the grades of Under Secretary and above will be processed by the Ministry/Department concerned with reference to provisions of CCS (Conduct) Rules and referred to CS.l Division for approval.

3. This issues with the approval of the Competent Authority.

Subject: Launching of Web based Software for csss — reg.

Reference is invited to this Department's O.M. of even No. dated 12.09.2013 vide which the software/ database in respect of officers of CSSS and CSCS were posted.

2. The Web-based system has since been hosted on an NIC server and is available at URL:http://www.cscms.nic.in.

3. As the Cadre Units are aware, the cadre management functions of CSSS at present are carried out by manual updation of data by keeping track of each and every development. This obviously is a cumbersome task as sometimes orders issued by the Ministries/ Departments in implementation of orders issued by this Department or otherwise are not received in time by CS-II Division and vice-versa. Absence of accurate updated information leads to delay in carrying out cadre management activities. The Web-Based Cadre Management System being launched will result in updation of the data on real time basis and would subsequently facilitate speedy decisions relating to cadre management functions. The primary objective behind the Web-Based Cadre Management System is, therefore, to reduce paper work and delay involved in cadre management of CSSS by shifting cadre management related activities online.

4. Officers can log in to the system with a default user ID which is a combination of 8 digit date of birth followed by first four letters of their names i.e. ddmmyyyyabcd. For instance, if the name and date of birth of the officer is Ramanujan and 10.02.1975 respectively, his user ID will be 10021975rama. The default password is apple123 which may be changed at the first login. User manual of the system is available at the Help tab after login to the system.

5. Availability of complete and accurate data in respect of the officers is indispensable for successful operation of the system. The basic available information in respect of the officers has been uploaded by this Division. Cadre Units and individual officers of CSSS are requested to log in to the system to check if the complete and up-to-date data is available in the system. Any discrepancy in this regard may immediately be brought to the notice of the Nodal Officer concerned and this Department for correction/ updation. Nodal officers designated in this regard would be responsible for the correctness of data in respect of officers of CSSS posted in their respective Ministry/Department. In case, the data in respect of any officer is not available in the system, the same should be forwarded to this Department without any further delay. Officers concerned are also requested to ensure that the data in respect of them is available in the system. In case, the complete and accurate data is not available in the system, any request for cadre clearance for deputation, training etc. may not be considered. Further, their names may also not be included in the zone of promotion. Once complete data is available in the system, this Department will issue the orders for posting, transfer and promotion through this system. Similarly, the Ministries/ Departments will issue the orders for a relieving/ joining, appointment, promotion etc though this system.


6. The Web-based System comprises of the following modules:

(i) Employee Information System : This module provides the basic information about the official. Cadre management activity carried out through the system automatically updates the database. This module generates various reports on the basis of the data viz, a) personal information report, b) RTP report, c) multi-information report, d) events report viz, retirement, deputation, VRS, etc. e) vacancy report, f) designation wise report etc.

(ii) Promotion/ Transfer Module : Promotion / transfer orders will be issued by this Division through this system also. Cadre units will indicate the relieving/ joining details of officers through the system immediately on relieving/ joining of the officer on the basis of the order issued by this Department.

(iii) Deputation Management System : Cadre clearance in respect of officers in the rank of PPS and above for deputation is granted by this Division. The officers will now also apply through this system for cadre clearance for deputation. Nodal Officers of the cadre units will forward the request online. Copy of the relevant portion of the advertisement should also be scanned and uploaded in the system. The scanned copy will be in pdf and jpeg formats and should not exceed 1MB. In case selected for deputation, the officer will be relieved through the deputation module of the system.

(iv) Voluntary Retirement : Cadre clearance for Voluntary Retirement in case of PPS and above level officers of CSSS is accorded by this Department. The cadre units are required to submit the proposal for voluntary retirement through the system.

(v) Vigilance Status : Vigilance clearance, whenever required, will be sought and obtained through this module. In respect of officers of the level of PPS and above, vigilance status will be updated both by the cadre units as well as AVD-I unit of this Department. Vigilance status in respect of officials upto PS level will be updated by the Cadre units.

(vi) Immovable Property Return : CSSS officers will be required to file the Immovable Property Return through the module. PPS and above level officers will be required to take a printout of the return submitted online, sign it and send the same to CS-II Division for record.

(vii) Mandatory Training : The officers for training will be nominated through this module. Their attendance and result will also be available in this system.

7. All the cadre units and the individual officers are requested to extend the necessary cooperation to make the web-based system successful in the interest of speedy, transparent and effective cadre management of CSSS.

Subject: Launching of Web Based software for CSSS/CSCS — reg.

Reference is invited to this Department's OM No. 21/11/2010-CS.I(U) dated 4th February, 2013 vide which Web Based Software /Data in respect of officers of CSS was uploaded. The software / database in respect of officers of CSSS and CSCS has also since been posted in the test server at URL http://10.21.145.125. The system is designed for the following users :

(i) CS-II Division and AVD.I Division of DOPT -Being cadre controlling authority for CSSS and CSCS Officers, CS-II Division will function as the administrator of the software.

(ii) Ministries / Departments - Nodal officers can view the data in respect of officers under their administrative control and forward applications of officers for cadre clearance NRS. Further, all the cadre management activities such as monitoring of submission of immovable property returns and APAR of officers under their administrative control, relieving and joining orders of officers, training, encadrement proposals, seeking vigilance clearance from AVD.I Division of DOPT and from their own Vigilance Division can be undertaken through the system.

(iii) Individual CSSS / CSCS Officers -  They can view their data and make requests for cadre clearance for deputation online. They can also file Annual Immovable Property Return, lodge grievances, view orders related to them and file applications for Voluntary Retirement. Officers can log in to the system with the user id which is a combination of six digit date of birth followed by first four letters of their name i.e. ddmmyyabcd . Officers may contact the nodal officers concerned for password for logging in to the system.

2. Incomplete Data Ministries / Departments may appreciate that the software can be fully operationalised for Cadre Management activities only if the complete and accurate data in respect of all the CSSS / CSCS Officers are available in the system. However, despite several reminders over the period, data only in respect of approx 3500 CSSS officers and 2290 CSCS officials have been received. Further, data received in respect of a few officers is not complete. It need not be emphasized that in the absence of complete and accurate data, it is not possible to fully utilize the software for all Cadre Management activities as envisaged while developing this Software.

3. Correctness of data  : Ministries/Departments and individuals CSSS /CSCS officers should immediately visit the website to check if their complete and updated data is available in the system. All CSSS /CSCS officers should take a print out of the data and certify that the same is complete and correct in all respects. A copy of the data sheet, duly certified for its correctness both by the individual officer and the Ministry/Department concerned, may be forwarded to CS.II Division for records.

4. Non-availability of data : In case the data in respect of any officer not being available in the system, the same should be immediately forwarded in the MS Access Sheet. Separately i.e. not by clubbing with the data already sent. Sufficient time has already been given to the cadre units for submission of the complete data. The delay in this regard, therefore, reflects poorly on the officer and the Ministry/Department concerned. Officers concerned are also informed that in case the complete, accurate and updated data is not available in the system, any request for Cadre clearance for deputation, training etc. will not be considered. Accordingly, all officers, in their own interest, are advised to ensure that their updated data, complete in all respects is available in the system. Once complete data is available in the system, this department will issue posting, transfer and promotion orders only through the system. Similarly, the Ministries/Departments will thereafter issue the orders for relieving, joining, appointment on promotion only through the system.

5. Nodal Officers : The details of Nodal Officers have already been circulated vide this departments O.M. No. 21/11/2010 —CS.I(U) dated 4th February 2013. As advised by the said 0.M., Ministries/Departments may nominate 2-3 nodal officers viz, for administrative issues and vigilance related matters.

6. To start with, CS.II Division will entertain request for cadre clearance for deputation only through the system w.e.f. 1.1.2014. Once complete, accurate and updated data in respect of all CSSS /CSCS officers is available, it will be extended to other cadre management activities.

7. Improvements, if any, required in the software may please be brought to the notice of this Department urgently.
