Frequently Asked Questions

1. What TA/DA is admissible for moves on permanent duty within Indian limit?
For self
  • By road – one mileage allowance as given in Rule 61 TR.
  • By rail – On warrant, travel on cash TA is not normally authorised as no public interest is thereby served.
  • By Air – Captain, IN and above are entitled to travel by air or ACC I Class at their option. If travelling by ACC, warrant is to be issued for I Class and the extra charges for ACC are re-imbursed. However, Officers of the rank of Cdr may also Travel on their own discretion by air if the distance involved is more than 500 Kms and the journey cannot be performed overnight by a direct train or sleeper coach service.
For Family
  • By Road – One mileage if two members accompanying the officer and one more mileage if more than two members accompany him as per rates given in Rule 61 TR.
  • By Rail – On Warrant. However, if journey is performed on cash TA, one fare of the class in which traveled will be re-imbursed.
  • By Air – Same as that of the Officers.
Composite Transfer Grant Married Single When transfer involves 1 months 80 % of basic pay change of station located at basic pay for a month a distance of 20 Kms or more (Govt. of India, Ministry of Defence letter No 12630/Q MovC/3198/D(Mov)/98 dated 28 Oct 1998).

Additional Journey to previous duty station. An additional fare/free warrant by the entitled class i.e. the class at the time of initial moves for both onward and return journey will be allowed for journey to previous duty station in case the officer has to leave his family behind due to non-availability of Govt. accommodation at the new duty station.

Transportation of private conveyance at public expenses
  • All first grade officers are entitled for conveyance at public of one motor car or one motor cycle/scooter or one expenses horse on permanent transfer.
  • As there is no provision in Military Tariff for booking of private cars on railway warrant, such vehicle to the extent authorised will be transported against cash payment.
  • The car may be transported by passenger or goods train. In the case of goods train, the cost of packing and of transporting the car to and from the goods shed at the station of departure and arrival may also be allowed provided the total cost claimed will not exceed the freight by passenger train.
  • When an officer transports his motor car by road under its own power between stations connected by rail he may draw an allowance at the rates for taxi approved by Director of Transport at the starting point limited to the expenditure on transportation by passenger train. If, however, the car is moved between stations connected by road only, (including those where the road journey is in continuation of the rail or steamer journey) he may draw an allowance at the rates for taxi approved by Director of Transport at the starting point.
  • In case of the car transported by loading on a truck between stations connected by rail the officer may be allowed the actual expenditure on transportation limited to the rates for taxi approved by Director of Transport at the starting point or the freight charges by passenger train whichever is less. If however, the car is moved between stations not connected by rail, he may draw actual expenditure limited to the rates for taxi approved by Director of Transport at the starting point.
  • If an officer owned a car at a station other than from which he is transferred, he may draw the cost of transportation of the car from that station to which he is transferred, limited to the cost of its conveyance from his old to the new duty station, provided it is conveyed within prescribed time limit of 6 months extendable to one year with the sanction of the competent authority. In the case of an officer who does not own a motor car at the time of his transfer from one station to another but purchases one to take it to the new duty station from some other place, the above expenses may be allowed with the sanction of the Government.
  • Advance for the transportation of car may be drawn if the prior sanction of the competent authority is obtained.
2. What elements of pay are reckoned for calculating the entitlement of daily allowance?
Basic pay and rank pay where applicable, are treated as pay for determining the rate of daily allowance. In the case of Surgeons, non practicing allowance is also to be taken into account.

3. How is DA on Ty duty to be calculated?
DA for the entire absence from headquarters will be calculated as given below: – Full DA is to be granted for each completed calendar day of absence reckoned from mid night to mid night. For absence from headquarters for less than 24 hours the DA will be admissible at the following rates
  • If the stay is up to six hours – Nil
  • If stay is more than 6 hrs but does not exceed 12 hours – 70%.
  • If the stay exceeds 12 hrs – full DA (Rule 114 TR) Note : In case the period of absence from Headquarters falls on two calendars days it is reckoned as two days and DA is calculated for each day as above. Similarly, DA for days of departure from and arrival at headquarters will be regulated accordingly.
4. From what point of time will absence entire the entire absence from HQs be counted for the purpose of grant of DA?
Journey by Rail – The from HQs will be reckoned with reference to the scheduled departure / arrival time of the train from / at the Railway Station. However, where the train is late by more than 15 minutes,. actual arrival times will be taken into account. Journeys by Bus – The entire absence will be reckoned with reference to the actual departure/arrival time from/at the bus stand. Journey by Air – The entire absence from HQs will be reckoned with reference to scheduled reporting/arrival time from/ at the airport. However, where the plane is late by more than 15 minutes actual arrival time will be taken into account. Subject: TA/DA entitlements of Non-officials of Committees/Boards/Panels etc.

The undersigned is directed to state that the issues related to payment of TA/DA to Non-officials of Committees/ Boards/ Panels etc. have been examined in D/o Expenditure. It has been decided that TA/DA entitlement of Non-officials may be regulated by the Administrative Ministries/ Departments in the following manner:

(I) Retired Govt. officials nominated as Non-official in the Committees/Boards/Panels etc :
TA/DA entitlement of these Non-officials will be same as per their entitlement at the time of retirement as per revised rates mentioned in this Department's O.M. No.19030/01/2017-E.IV dated 13.07.2017

(II) Persons from various fields nominated as Non-official in Committees/Boards/ Panels etc :
TA/DA entitlement of these Non-official will be same as admissible to officers in Pay level-II (Pre-revised Grade Pay of Rs,6600/-) in the Pay Matrix. TA/DA Entitlements will be as under:
i) Travel entitlement within the country - Economy class by Air or AC-II by train.
ii) Reimbursement for hotel accommodation/guest house of up to Rs.2250/- per day.
iii) Reimbursement of non-Ac taxi charges of up to Rs.338/- per day for travel within the city.
iv) Reimbursement of food bills not exceeding Rs.900/- per day.
(III) Eminent personalities nominated as Non.official in the Committees/Boards/Panels:
TA/DA entitlement of these Non-officials will be same as admissible to officers in Pay level 14 (pre-revised Grade pay Rs.10,000/) in the Pay Matrix. TA/DA Entitlements will be as under:
i) Regarding travel entitlement of these Non-officials, Secretary in the Administrative Ministry, in consultation with the FA, may allow eminent personalities who are Non-officials in the Committees/Boards/Panels etc., to travel in Executive class in the Domestic airlines within the country subject to the following conditions:
a) Where a Non-official is or was entitled to travel by air by Executive class under the rules of the organization to which he belongs or might have belonged before retirement.
b) where the Administrative Ministry is satisfied that the travel by Executive class by air is the customary mode of travel by the Non-official concerned in respect of journeys unconnected with the performances of Govt. duty.
ii) Reimbursement for hotel accommodation/guest house of up to Rs 7500/- per day.
iii) Reimbursement of AC taxi charges as per actual for travel within the city.
iv) Reimbursement of food bills not exceeding Rs.1200/- per day

2. In respect of Non-officials who are local, Mileage Allowance at the following rates will be admissible:
i) For retired Government officers: TA/DA as per their entitlement at the time of retirement as per revised rates mentioned in this Department's O.M. No.19030/01/2017-E.IV dated 13.07.2017.
ii) Other Non.officials nominated from various fields: Reimbursement of non-AC taxi charges of up to Rs.338/- per day for travel within the city.
iii) For eminent personalities nominated as Non-officials: Reimbursement of AC taxi charges as per actual for travel within the city.
3. The TA/DA entitlements mentioned in Para I above will be subject to the following conditions:
i) These TA/DA entitlements will be applicable in case of Non-officials coming from outside. Local Non officials will not be entitled for TA/DA.
ii) Local Non-officials will be entitled for Mileage Allowance only.
iii) Cases seeking deviation from the above entitlements may be referred to M/o Finance giving full justification for seeking deviation.
4. These instructions will be effective from the date of issue of this O.M.

House Rent Allowance, Travel Allowance increased for select cities

Based on the Census of 2011, the House Rent Allowance and Travel Allowance for Central Government employees of a few cities are going to be hiked.

At the cabinet meeting, under the leadership of Prime Minister Narendra Modi, it was decided that, based on the Census report of 2011, the status of 29 towns and small towns is going to be upgraded. Central Government employees employed in these cities and towns will be eligible to grant revised House Rent Allowance and Rravel Allowance with effect from April 1, 2014. This would cost the government exchequer an additional Rs.128 crores annually.

House Rent Allowance to Central Government employees is now calculated on the basis of the population census of 2001. The cities and towns are classified as X, Y, and Z, based on their population. Employees in these towns are eligible for 30%, 20% and 10% House Rent Allowances respectively.

Population census is conducted once every ten years. The most recent census was held in 2011. Official information and findings of the Census was sent by the registrar General & Census Commissioner to the Finance Ministry a long time ago.

There is no denial in the fact that the Confederation of Central Government Employees has been constantly demanding this upgrading. The Confederation had, on 28.04.2014, sent a letter to the Finance Ministry. The letter said that even though the 2011 Census Report CD was received, there is no official announcement from the Government in this regard. The letter also demanded that a revised HRA and TA be implemented immediately in the reclassification of cities and towns on the basis of 2011 Census. On 30.07.2014, the Finance Ministry had, in reply to the mail, said that steps are being taken to implement the revised HRA and TA rates to the Central Government employees of these cities and towns.

In the Fast Track Committee Meeting held in the Railway Board on 08/05/2015, the above subject was discussed without finality. However, NFIR places below detailed justification warranting restoration of payment of TA/DA to the Staff Car Drivers:-

1. The Committee constituted by the Railway Board appears to have not recommended payment of Daily Allowance to the Staff Car Drivers for performing official journeys during the prescribed duty hours even if they move out beyond a distance of 8 kms. from the Head Quarters without consulting extant codal provision.

2. The Sub Rule (1) of Rule 1614 o.f lndian Railway Establishment Code (Second Reprint Edition) permits drawal of daily allowance by a Railway employee who is not receiving a permanent allowance on any day on which he proceeds on tour beyond a radius of 8 krns.

The position mentioned above shows that the decision taken by the Railway Board is contrary to the instructions/codal provisions, the same requires to be reviewed. It needs to te appreciated that the staff car drivers carry the officials to accident sites, flood affected areas, and different locations in view of administrative requirement. Their working is not comparable with other departments of central Government. Denial of TA/DA is therefore unjustified.

NFIR, therefore, urges the Railway Board to withdraw Board’s letter dated 12/03/2008 and issue instructions to the General Managers of Zones/PUs for restoration of payment of TA/DA to Staff Car Drivers undertaking journeys a beyond a distance of 8 kms. A copy of the instructions issued may be endorsed to the Federation.
