Filling up of backlog vacancies

The complaints/references relating to non-filling up backlog reserved vacancies in various Departments of the Government, as and when received, are forwarded to the concerned Department for appropriate action. The respective Departments/Ministries are required to take action for filling up of backlog vacancies identified from time to time.

As per information received from Ministries/Departments, 48,034 backlog reserved vacancies for Scheduled Castes, Scheduled Tribes and Other Backward Classes were filled up during the Special Recruitment Drive concluded on 31.3.2012. After the conclusion of the Drive, 19,676 backlog reserved vacancies were filled up.

The Government constituted a Committee in July, 2013 under the Chairmanship of Secretary, Ministry of Social Justice and Empowerment to make an in depth analysis of the reasons for backlog of filling up of reserved vacancies and suggest measures to enhance the employability of reserved category candidates. The Committee submitted its report and based on the recommendations of the Committee, deliverables to constitute in-house expert committee to identify backlog reserved vacancies, study the reasons for non-filling up of backlog reserved vacancies, review of educational qualifications and to conduct Special Recruitment Drive were communicated to the Ministries/ Departments to reduce the backlog vacancies for Scheduled Castes, Scheduled Tribes and Other Backward Classes in posts and services in the Central Government.

Apart from the Special Recruitment Drive to be launched after the identification and review of backlog reserved vacancies as described above, it was also decided that each Ministry/Department should initiate Special Recruitment Drive from the very beginning of the constitution of the Committee till the launch of the Drive from October, 2015 in respect of the backlog reserved vacancies in the Secretariat, attached/subordinate offices, Central Public Sector Enterprises, etc. as a concerted and continuous effort to reduce the gap of backlog reserved vacancies.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions Dr. Jitendra Singh in a written reply to a question by Shri Shivkumar Udasi in the Lok Sabha today.

OFFICE MEMORANDUM
Subject: Special Recruitment Drive to fill up the vacancies for Persons with Disabilities.
The Hon‘ble Supreme Court in its interim Order dated 28.04.2015 in Contempt Petition No. 499/2014 in Civil Appeal No. 9096/2013 in the matter of National Federation of Blind has. inter-alia, directed that the period for filling up of vacancies of Persons with Disabilities needs to be suitably compressed. Keeping in view the direction of the Hon’ble Supreme Court. the competent authority has approved launching of Special Recruitment Drive for filling up of unfilled vacancies of Persons with Disabilities.
2. in a meeting held on 08.05.2015 under the Chairmanship of Secretary (Personnel) with more than 45 Departments/Ministries, the issue of launch of the Special Recruitment Drive was discussed in detail.

3. Keeping in view the time frame agreed upon by the Departments/Ministries, all Ministries/Departments are requested to take immediate necessary action for filling up of vacancies for persons with disabilities already reported to the Hon’ble Supreme Court and launch a Special Recruitment Drive to fill up those vacancies as per schedule given below:-

4. All the Ministries I Departments. attached. subordinate offices, Central Public Sector Undertakings and autonomous bodies are requested to take action as per schedule given in preceding paragraphs of this Office Memorandum. They are also requested to collect information from all the appointing authorities under them and send the reports to this Department. as per the prescribed proforma attached with this Office Memorandum.

5. The attached offices. subordinate offices. Central Public Sector Undertakings and autonomous bodies will send their reports to the concerned administrative Ministry, who will ensure compilation of the same and thereafter send a consolidated report to the Department of Personnel and Training.

To fill up the backlog reserved vacancies of the Scheduled Castes, Scheduled Tribes and OBCs: Review of the Special Recruitment Drive launched

The Union Cabinet today approved the Special Recruitment Drive launched to fill up the backlog in reserved vacancies of the Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs).

The achievement of the drive was reviewed in July, 2011 by the Minister of State for Personnel, Public Grievances and Pensions as there was a large backlog of vacancies which were yet to be filled. The drive was re-launched to fill up the remaining identified backlog vacancies by the end of the financial year i.e. 31.03.2012. All Ministries/Departments were requested to make concerted efforts to ensure that the remaining backlog reserved vacancies of SCs, STs and OBCs were filled up by 31st March, 2012.

The achievement of the Special Recruitment Drive on its conclusion on 31st March, 2012, as reported by various Ministries/Departments is as follows:

(i) A total of 75,522 backlog vacancies were identified. Of these, 44,427 were in the direct recruitment quota and 31,095 in the promotion quota.

(ii) Of the 44,427 backlog vacancies in the direct recruitment quota, 28,588 have been filled up so far. The success rate in direct recruitment quota is therefore 64.35 percent .

(iii) Out of 31,095 backlog vacancies in the promotion quota, there are 11,347 vacancies (SC 4,239 & ST 7,106) for which eligible candidates are not available even in the extended zone of consideration. Therefore, it has not been found possible to fill up these vacancies. Out of the remaining 19,748 vacancies in the promotion quota, 19,446 vacancies have been filled up so far. After excluding the vacancies for which candidates are not available, achievement of the drive in respect of the promotion quota is 98.47 percent.
